Artefact Projects Ltd Independent Engineer MONTHLY PROGRESS REPORT JUNE 2014 1.0 PROJECT OVERVIEW 1.1 PROJECT BACKGROUND The Government of India under the nodal Ministry of Shipping, Road Transport and Highways (MOSRT&H) has taken up the development of the National Highways in the country to enhance the traffic capacity and safety for efficient transportation of goods as well as passenger traffic. The National Highways Authority of India (NHAI) has been entrusted with implementation of this development project. NHAI under NHDP Phase II programme aims at developing section of NH-47, by widening the existing two lane road to four lane dual carriageway including strengthening of existing 2 lanes on Design, Built, Finance, Operation & Transfer (DBFOT) basis. NHAI appointed the Artefact Projects Limited India, as Independent Engineer for Walayar – Vadakkancherry Section of NH-47 from Km. 182+250 to Km. 240+000 (Design Chainage 236+135) in the state of Kerala to carry out the review of Designs, Drawings, Construction, Progress Monitoring, affirmation of all certifications done by the Concessionaire, etc. The Independent Engineer shall be involved in day-to-day implementation of the Project. 1.2 THE SITE The Project Highway starting point is near Walayar (Km.182+250) and the termination point is near Vadakkancherry (Km. 240+000). 1.0 PROJECT OVERVIEW

1.1 PROJECT BACKGROUND

The Government of India under the nodal Ministry of Shipping, Road Transport and Highways (MOSRT&H) has taken up the development of the National Highways in the country to enhance the traffic capacity and safety for efficient transportation of goods as well as passenger traffic. The National Highways Authority of India (NHAI) has been entrusted with implementation of this development project. NHAI under NHDP Phase II programme aims at developing section of NH-47, by widening the existing two lane road to four lane dual carriageway including strengthening of existing 2 lanes on Design, Built, Finance, Operation & Transfer (DBFOT) basis.

NHAI appointed the Artefact Projects Limited India, as Independent Engineer for Walayar – Vadakkancherry Section of NH-47 from Km. 182+250 to Km. 240+000 (Design Chainage 236+135) in the state of Kerala to carry out the review of Designs, Drawings, Construction, Progress Monitoring, affirmation of all certifications done by the Concessionaire, etc. The Independent Engineer shall be involved in day-to-day implementation of the Project.

1.2 THE SITE

The Project Highway starting point is near Walayar (Km.182+250) and the termination point is near Vadakkancherry (Km. 240+000). The Project Highway covers Palakkad District in State of Kerala.

1.3 THE CONCESSION AGREEMENT

The Concession Agreement for Design, Built, Finance, Operation & Transfer (DBFOT) basis of NH-47 under NHDP phase II was signed on 17 th September, 2012 between National Highways Authority of India having principal office at G-5 & 6, Sector-10, Dwarka, New Delhi-110075 and KNR WALAYAR TOLLWAYS PRIVATE LIMITED (KWTPL) having registered office at Plot no. 114, Phase 1, Kavuri Hills, Jubilee Hills, Hyderabad – 500033, Andhra Pradesh.

1.4 INDEPENDENT ENGINEERING SERVICES

Independent Engineering Services for four laning of Walayar – Vadakkancherry from existing Km.182.250 to Km.240.000 in the state of Kerala under NHDP Phase-II to be executed on BOT (Toll) on DBFOT Basis (Package No.NS-2/BOT-KL-2/Phase-II) was signed on 15th April 2013 between National Highways Authority of India and Artefact Projects Limited (India), Nagpur.

The Independent Engineering Services commenced on the 15 thJune 2013. An office has been established at Palakkad. The Team Leader has been mobilized in the month of September 2013, Resident cum Highway Engineer and other key and Sub professionals have been mobilized in June -July 2013.

1.5 THE SCOPE OF PROJECT

The scope of the Project shall include the followings during the Concession Period:Construction of the Project Highway on the Site set forth in Schedule-A and as specified in Schedule-B together with provision of Project Facilities as specified in Schedule-C, and in conformity with the Specifications and Standards set forth in Schedule-D;Operation and Maintenance of the Project Highway in accordance with the provisions of the Concession Agreement and Performance and fulfillment of all other obligations of the Concessionaire in accordance with the provisions of the Concession Agreement and matters

2.0 EXECUTIVE SUMMARY

2.1 COMMENTS ON CONCESSIONAIRE MPR

The MPR was submitted on 16th July 2014.But it is to be submitted on or before 7 days after the close of each month as seen in article 13.1 of concession agreement .Financial progress achieved up to date is said to be 58.66% as planned 43.05%.

This achieved progress is said to be the payment made by the Concessionaire for which no records can be reviewed.

The Physical progress is said to be 58.20% and this figure is arrived at is not detailed. The reason for changes in the FRL is not yet properly documented.

2.6 MATERIAL ,SOURCES & CONFIRMITY OF SPECIFICATIONS

1. TESTING All basic and routine tests for earth work, granular materials, bitumen materials and concrete

works are carried out at project laboratory. Test for cement, water, aggregate, admixture, reinforcement steel, low relaxation steel,

bitumen emulsions are being done at approved Independent Laboratory. Tests Like bearings, sheathing duct, NP4 Pipe etc are also done. Calibration for testing apparatus, Laboratory equipments and plants has been carried out. Concessionaire has established site Laboratory at the following Location:

2. SOURCES OF AGGREGATE AND SAND

Fine and coarse aggregate for WMM,DBM,DC,BM,SDBC and Concrete etc are made available from a quarry located at off 5 Km 166+000 LHS about 20 Km from project starting point. Concessionaire already set up the quarry and crusher at 187+400 and 8Km off 232+000 LHS (near Mangalam dam location).

3. CONCRETE MIX DESIGN

The Concrete mix design carried out by the concessionaire have been verified and approved for permanent works using Chettinad,penna,Bharathi and dalmia Cement OPC 43 Grade.

2.7. PRE CONSTRUCTION ACTIVITIES

2.7 a Land acquisition

As per clause 10.3.2 under Article 10 of the Concession agreement, the authority has to handover 80% or more of land required for four laning of the project highway before or on appointed date. Clause 10.3.1 requires Authority and Concessionaire to jointly inspect the site and prepare a memorandum which includes an inventory of vacant and unencumbered land, buildings, structures, road works, trees etc. It must also have an Annexure showing parts of site where vacant access and right of way have not been handed over to the client.

A memorandum of inventory was signed on the 14 th March 2013 by the Authority, Concessionaire and the EPC Representative mentioning that 92% of land is available and only 8% is to be handed over. As per Clause 10.3.2 of CA, at least 80% of the land shall be handed over on or prior appointed date.The details of land handed over till is as given under in Table 4.1:

2.7 b Shifting of Utilities

As per the provisions of CA, 80% of Hindrance free land shall be handed over to the concessionaire on appointed date

2.7 c Tree Cutting

The tree cutting has been already awarded by NHAI directly to third party agency, and tree cutting is in progress. There are approximately 4365 trees to be cut in the project highway as on date 4173 Nos were cut and there is a balance about 192 Nos to be cut and removed from site, as confirmed after Joint Site Visit by IE & Concessionaire.

Utility Shifting- ElectricalRegarding electrical lines, Kerala State Electricity Board (KSEB) has furnished 9 Nos of estimates for shifting electrical utilities in the divisions of Palakkad, Chitur and Alathur for an amount of Rs. 4.156 Cr. Further PIU, NHAI vide their letter no NHAI/PD/Palakad/KL-2/352 Dt 4th March 2013 entrusted the work of shifting of electrical lines is given to the concessionaire at KSEB approved rates. Concessionaire entrusted the shifting of Electrical to EPC Contractor under variation item. As per approved estimate NHAI paid Supervision charges to KSEB. The shifting of electrical utilities is in progress by the EPC contractor.As on date 36.950 Kms (i.e. 68.57 %) have been shifted out of 53.885 Kms,.

Similarly, towards shifting water supply utility lines 7 Nos estimates amounting Rs. 4.09 Cr. have been furnished by Kerala Water Authority (KWA) covering Rural Water Supply schemes (RWSS) in seven towns and 5 estimates belonging to 5 local Panchayat. The shifting of water supply utility lines has been begun by the EPC Contractor. PD, PIU, NHAI entrusted the work of shifting of water supply lines is given to the concessionaire at KWA approved rates. Concessionaire entrusted the shifting of Electrical to EPC Contractor under variation item.The shifting of Water Supply lines has been started by the EPC contractor. As on date 23.450 Kms (i.e 73.05%) have been shifted out of 32.650 Kms.

2.8 ENVIRONMENTAL PROTECTIONIndependent Engineer staff carries out regular site visits and observe the construction areas and check the following areas:

Stone quarries and borrow areas;

Crusher plants;

Storage area of Oil and Lubricants yard;

Roadways and Campsite;

Disposal of debris and unsuitable materials.

Keeping in view to the environment compliances, the Concessionaire has been instructed to avoid damage or nuisance to persons or to property of the public or other resulting from pollution, noise or other causes arising as a consequence of their method of operation.

There were certain issues to be complied by the Concessionaire as mentioned below: - Improper debris disposal and management. Improper waste management. Inadequate drainage/waste water disposal facility. Improper Borrow area operation and management.

2.9 ROAD SAFETY

The existing two lanes though in good shape and in service the riding quality were constantly

checked. Some Potholes had been filled up. where construction is in progress, the following

action has to be implemented by Concessionaire to increase the safety to road users;

a)Warning and information signs in line with IRC/MORT&H standards and specification;

b)Signage boards at junction/urban areas to control the speed;

c)Barricades and reflector tapes to areas where ongoing excavation are carried out;

Concessionaire was regularly reminded to keep acceptable safety arrangements at construction zones as per IRC-SP-55 for smooth flow of traffic. Independent Engineer instructed to Concessionaire to improve the road safety vide our letter no. IE/APL/KL-2/2013/002 and letter no IE/APL/Kl-2/2013/005 safety measures during four lane construction.

2.10 ROAD ACCIDENT REPORT

Independent Engineer is given instructions to Concessionaire to collect and submit the accidental data for every month, identify accidental prone zones to made adequate safety arrangements, signboards etc. to avoid accidents. Advised to carryout safety audit along with Independent Engineer Representative.

2.11 MAINTENANCE OF EXISTING TWO LANE HIGHWAY

Independent Engineer given instructions to concessionaire to carry out the routine maintenance of existing carriage way i.e., filling of pot holes, patches and removal of water in water logged areas on the existing carriage way.

The Concessionaire is taking regular actions in the maintenance of the existing carriage way in the month of June 2014.It was made aware to the Concessionaire road maintenance shall be a continuous process until the Schedule Date of Completion and until the O& M team to takes over the Highway.

2.12 WORKING METHODOLOGY

The method of construction is submitted by the concessionaire and reviewed by the Independent Engineer. Field works are monitored by conducting field and laboratory tests, Materials used are in compliance with Specification and Standards.

2.13 CONFIRMITY OF SPECIFICATION OF STANDARD OF WORKS

The source of materials used for the construction works are regularly checked by Independent Engineer for conformity with the Specifications and Standards. Routine checks were regularly conducted by the Independent Engineer field team. The Team Leader also attended to some tests like cube crushing etc. during his site inspection with the Concessionaire. It was found that the materials used were within limits of Specifications and Standards were being maintained by the Concessionaire in the month of June 2014. The quality of materials used for execution and other tests were all within the specified limits.

The structural works that is major bridges, minor bridges, VUP and Box Culverts are in progress; Independent Engineer representatives are regularly attending and checking the activities.

So far 7 Nos NCR was issued to the Concessionaire.So far 6 Nos of NCR was closed.

The programmed monthly financial progress on 01-06-2014 to 30-06-2014 is 43.06 % and achieved is58.66 % . Physical progress programmed is 41.18 and achieved is 58.20%

The first mile stone is surpassed. The ensuing month progress also shall be overcome.The second milestone also achieved by 31st March 2014 i.e 35 % i.e 400 days from the appointed date (June 21st 2014)The Cumulative planned progress up to 30th June is 43.05% achieved 58.66 %.

1. There are total 221 no cross structures. The progress of structures 2 nos Pipe culverts, 3 nos. minor bridges, 4 nos. VUP, 6nos Box culverts, 1 No grade separator, 1 No ROB, are in progress. 4 nos pipe culverts and 12 nos box culverts to be taken up. 4. Concessionaire was instructed to improve Road Safety at Construction Zones as per IRC -SP 55.

5. Cleaning the encumbrances, tree cutting, shifting of electrical poles and water supply lines are in progress which is to be completed early.

6. RFI are to be submitted to Independent Engineer in advance so that arrangements can be made for inspection.

7. Environmental returns submitted for one half year. To submit periodically.8. Safety arrangements are to be increased at the bye pass locations of structures.9. Highway maintenance during construction period is to be continued. Pre Rainfall works to

complete.10. Casting of RE Blocks is in progress at 3 locations. So far casted is less than 50% . Balancing

to increase daily out turn. 11. Toll plaza building works at Km 189+438 LHS in progress, PQC laying in progress.12. R.E Wall erecting is in progress at.197+730,217+520,203+900,220+620 and 223+520 Geogrid

laying is in order. Placing filter media is to be required width. Wherever there is culverts below the RE wall, proper encasing is required .Required special type of soil to form in between the RE walls is to be borrowed .This may delay Highway works. During rainy season Borrowing is not passable, Advance action is necessary.

13. At.197+730 Blocks are cracking. Under investigation. 14. Back filling of Structures with filter media not up to the standard, it should be improved15. Curing of structures to improve. A set of cubes casted is to be cured at site condition and

tested.16. Adjacent to the structures and culverts walls on embankment side to be filled with Filter media

and rolled with Baby rollers.17. Electrical design and drawings for street lighting, near toll plaza, for HTMS are to be decided

prior to doing any B.T. works.18. The surface drainage system is decided laying 600 dia pipes done in few locations before

DBM.19. Utility crossings in the entire length of the project is to be provided so that any public Utilities

shall pass through it without cutting the highway. 20. The exposed concrete faces like head wall etc shall be neatly finished.
