3. GEOLOGICAL REPORT No excavation progress in Tube-1 & in Tube-2 in Banihal area (South) and in Tube-1 & Tube-2 in Quazigund area (North) was achieved during the month of November-2014 by the Concessionaire.

The IE team remained busy with the inspection of Tunnels in South (Banihal) and in North (Qazigund) during the month under report. Such Tunnels were closely monitored to check any type of failure like buckling, bulging, development of all types of cracks due to hydraulic pressure and final adjustment of blasted rocks.

The final adjustment / settlement of rocks through which two tubes encompass was also kept under close supervision by inspecting the tubes repeatedly by IE Team.

4. EXCAVATION REPORT

South Portal / North Portal: Excavation in both the tubes of South Portal as well as North Portal remained suspended from 3rd week of April 2014 due to material shortage and in particular due to shortage of diesel.

Planned programme formulated in July 2011, July 2013& July 2014 got affected and the progress from month of May toNovember 2014 remained zero. As per above planned programs, the progress at the end of November 2014 should have been as follows:

In order to cover the shortages and to complete the work in time the concessioner has to make proper arrangements of machinery, manpower and most importantly material, so that work is not affected anymore in future and even the shortages can be covered with minimum loss of time. As already submitted the report regarding the development of cracks above portal at north side, no remedial measures are being taken to protect the portal slopes as yet.

Cracks above North Portal

In view of the preparedness for the proposed resumption of work, IE team did enquire about the status of the machinery from Mr. Raju, Mechanical head NEC north portal. He gave us assurance that they are in a position to start the work instantly without any delay once they get green signal from head office. All the equipment’s at north portal are being checked/started/driven twice in a month. Batteries of all the equipment’s are being removed and kept on charging periodically.

5. GEOTECHNICAL REPORT

1. There is no change in the Progress achieved during the month of November 14 either in Heading / Benching and is same as reported last in respect of both the Portals besides that no Convergence observations can be shared due to non-sharing of any convergence diagrams by NEC during the month.

3. The Eupalinos software for the development of convergences on both Sides i.e. South Portal side as well as North Portal side,has got expired by the end of September 14, and is awaiting its renewal. NEC’S attention is solicited to be drawn for its early renewal for timely and effective monitoring, which at present in not being carried out by NEC due to non-availability of Eupalinos software.

4. Contractual obligation under contract Sub clause 362.1.1.5 and the IS code 15026-2002 is not being followed and adhered to by NEC in the best interest of the project.

5. No measures have been initiated by the NEC till the end of Nov 14 regarding Stabilization of North Portal Formation (Pl refer letter No 5061142/760 dated 13.10.14). NEC’s attention is solicited towards the same.

6. No initiative is being taken by the NEC for the Installation of Load cells / Extensometer although Geotechnical Instrumentation and Monitoring document from GEO Consultants and the IS code 15026-2002 clearly specifies for the Installation of Load cells / Extensometer as a permanent requirement for the prolonged monitoring and observance of displacements if any in the Tunnels, (may please refer chapter 3 of GEO CONSULTANTS in this regard) Since at present no work is in progress and it would have been appropriate to go for the installation of Load cells / Extensometer but the same is not being attention by NEC.

7. The lattice Girders as well as the Wire mesh which forms a major component of Support system is lying in open subjecting it to weathering conditions / rusting, thereby losing its structural properties and the status holds good for Both South and North Portal Sides.

NEC’s attention is solicited in this regard besides for checking Structural Property as per Design and the relevant IS codes before its use.

Stacking of Wire Mesh / Lattice Girders / Rock Bolts in Open

8. Number of patches has developed both in T1 and T2 (North Portal) due to erosion of shotcrete from the rock surface, a lot of un-attended moisture too has helped the development of shotcrete less patches leaving the rock surface exposed.

NEC’s attention is solicited to be drawn for taking care of such spots / patches for the structural stability/safety of the Tunnels, rather than leaving the Caverns un-attended for long.

6. TUNNEL LINING REPORT South Portal/ North Portal Final Lining work which was in progress for Tube – 1 of both the portal i.e North as well as South Portal was slowly progressingtill 3rd week of April 2014 and thereafter it was suspended in the month of May 2014. 8. HYDROLOGICAL/DRAINAGE REPORT (A) Drainage in Tunnel Tubes: (a) South Portal:

The seepages during the month under report remained by and large under control. However, damp to wet conditions were observed in tube 1 with no flowing discharge. The seepages in tube 2 were observed from wet to flowing condition with minor flowing @ 1 L/s. The temporary drains though were cleaned to keep the tunnel surface in dry condition but extra care is to be taken to keep the water in drains to flow smoothly without any hindrance in between or damaging the side of drain by moving vehicles inside the tunnel tube. However, The Concessionaire is suggested to take extra care for keeping the temporary drains in good working conditions.

(b) North Portal:

The precipitation in this side of the tunnel in form of the rain during the month under report remained almost negligible and also no fresh seepage was observed except seepage which was active for the last three months at face NT2 has considerably decreased and seepage from crown and side walls in the form of trickling of drops also seen at places NT1 and NT2. However side drains are effectively maintained by in-charge of executing agency NECL Pvt. Ltd. at North Portal which is taking care of the water coming out from NT1 and NT2. During the Month under report the work remained suspended again as has been in the last few Months. The executing agency at site has been impressed upon again to take the following majors before work will start again for smooth functioning of the work.

1. Installation of V-notch for measuring discharge in both the tunnels. 2. Conducting of water testing to PVC perforated pipe to ascertain workability of the PVC side

drain before achieving more progress in lining in NT1 to avoid any sort of problem after completion of work.

3. Conducting of water testing to the water coming from NT1 & NT2 at north portal as per the demands of the locals of the area using this water for farming and fish life.

(B) Sedimentation and De-oiling tank: (a) South Portal:

The inflow to the sedimentation tank is slightly less than what was observed last month and because of slightly lower seepage from the tunnel tubes, the discharge of water entering to the tank is under control. As the tank is not being properly regulated for settlement of fine particles, the out flow from tank is not as per normal standards. This untreated water is discharged in nearby stream though it passes through one more sump tank near the stream. However, the executing agency is suggested to regulate the inflow and out flow in a systematic manner so that sedimentation tank work efficiently in absence of regulatory gates. (b) North Portal:

The existing sedimentation and de-oiling tank being defunct, the water coming from NT1 and NT2 directly fall in nearby nallah which results danger to human life, fish life and to the fields using this water for agriculture purpose by the local farmers.

Now executing agency at North Portal has started construction of new sedimentation and de-oiling tank and work is in progress. The in-charge of executing agency has been impressed upon to take all measures during the construction in order to avoid this new sedimentation tank will not become defunct as old one which is not having proper cleaning mechanism. (C) Construction of structural works near stream: The concessioner was many times requested in the past that gauges may be installed near bridge no 1 and RUB , so that discharge is measured in the river and necessary protection works designed in order to prevent floods to damage road alignment. The concessioner is again suggested to install gauges at critical locations so that discharge of river is monitored and necessary remedial measures be taken.

10. BRIDGES/STRUCTURES REPORT

(A) Construction of pipe culvert (single pipe) 191.652km PCC work is completed (B) Viaduct at chainage 194.236 Km Excavation work for approach road towards Pier no 2 left side(P2L)and foundation of P2L is in progress.

Note:

The Bridge no.1 and 4 are in need of steel plate girders, bearings and expansion joints, because at Bridge No.1, cap of abutment A1L, A1R, A2R and A2L, pier cap P1R, P1L, P2L and P2R are completed. At Bridge No. 4 both abutments are ready to receive POT-CUM-PTFE bearings and fabricated steel plate girders. Now it is necessary to expedite fabrication of steel plate girders.

10. SURVEY REPORT

North Portal/ South Portal The work on the project remained suspended during this month also.However following instructions / suggestions where given to the concessioner so that work runs smoothly as and when resumed again. 1. The contractor is instructed to Renew the License of Survey software Eupalinos as it has expired from 30.09.2014.

2. The contractor was instructed to submit the 3.D Monitoring survey data to concerned I.E on monthly basis.

3. The contractor is once again instructed to do the calibration of survey equipment’s on every alternate month & inform the concerned I.E for errors if any.

4. The contractor is instructed to maintain the good ventilation so that the survey work will not get affected due to bad visibility & fumes. The tube-2 in north portal witnessed very bad visibility due to accumulation of gas as the blower was removed for repair purpose and is not installed yet.

5. The contractor is strictly instructed to follow the clause 120.2 of the concession agreement which relates to survey works.

6. The contractor is instructed to maintain proper lighting facility in both tubes of each portals especially during 3D Monitoring & profile checking/marking in order to reduce the errors if any to maximum.

7. No NCR has been issued to the contractor both at North/South Portal during this month under report.
