Message From the Supervisor

September

The San Francisco Fire Department has access to a structure of underground water cisterns strategically located for the event of major damage to its water distribution system. In an effort to repair and upgrade San Francisco’s aging emergency firefighting water system, voters approved the Earthquake Safety & Emergency Response Bond (ESER) in 2010. The San Francisco Public Utilities Commission is

implementing the Emergency Firefighting Water System Program, which has three major project categories:

Core Facilities1. – deliver water at high pressure for the suppression of multiple-alarm fires. The program will seismically strengthen five physical plant locations including: Twin Peaks Reservoir, Ashbury Heights Tank, Jones Street Tank, Firefighting Pump Stations 1 & 2 (SOMA & Fort Mason).Cisterns2. – repair existing cisterns and install new water cisterns to improve coverage throughout the City.Pipelines and Tunnels3. – The current system includes over 135 miles of underground water pipelines and tunnels. The program will repair existing pipelines and tunnels and consider adding new pipelines.

Cistern sites were selected strategically such that they can most quickly address potential future fires and help distribute water in areas currently lacking the infrastructure to do so. Site selection also took into consideration the site conditions and construction feasibility. Out of 131 potential sites, the locations were selected through 16 planning workshops based on 23 criteria focusing on value to firefighting efforts as well as site conditions. The ESER Bond will fund approximately 30 new cisterns. Cistern sites in District 4 include:

• 35th Ave. and Irving St.• 36th Ave. and Wawona St.• 37th Ave. and Lawton St.• 37th Ave. and Ortega St.• 37th Ave. and Rivera St.• 37th Ave. and Ulloa St.

Construction of these cisterns will require a roughly 40-foot diameter excavation and a four month construction period at each site. Construction will be staggered as to create the least amount of disruption to the flow of traffic in the neighborhood. Construction of the first cistern began in August at the intersection of 36th Avenue and Wawona Street. Workdays and hours are Monday through Friday from 8:00am to 5:00pm, weather permitting. For more information about construction in your neighborhood, visit the San Francisco Public Utilities Commission map of construction projects at www.sfwater.org/construction.

Though the construction of these cisterns will cause temporary disruption to the neighborhood, it is important that the City install the necessary infrastructure to ensure that all residents in every neighborhood are safe during the event of a fire emergency.

To learn more about the ESER Bond, visit: www.sfearthquakesafety.org. If you have any questions about the installation of these cisterns in your area, please contact our office at (415) 554-7460.

Many still remember “the airplane park” from their childhood at 19th Avenue and Vicente Street. After 20 years without an airplane, the

Friends of Larsen Playground, former Supervisor Carmen Chu, our office, the San Francisco Recreation and Park Department, and the San Francisco Parks Alliance are pleased to see the next phase of improving this park with not only new play structures, but a sculpted replica of an F-8 Crusader jet.

The Friends of Larsen Playground has been fundraising to renovate the playground through community outreach, events, and grants. Funding has been secured for about $950,000 of this project, but the Friends of Larsen Playground are still accepting donations in order to build this beautiful new playground, and will be recognizing donors throughout the park. To support Larsen Playground and to view playground designs, visit www.larsenparkjet.org. Construction of the new playground elements will begin in 2014 and should be complete by the end of that year.

One of our partners, the San Francisco Parks Alliance, supports parks throughout San Francisco by providing fiscal sponsorship,

technical support, outreach and more. Their annual “Party for the Parks” benefit for park lovers will celebrate San Francisco’s parks in the wild, western end of Golden Gate Park. Last year, funds raised by Party for the Parks went toward installation of recycling containers in Golden Gate Park, an automatic ventilation system in the Golden Gate Park nursery, and supported San Francisco Parks Alliance’s efforts to connect people with parks. This year, the Party for the Parks will be held on Saturday, September7,2013from6pm–11pmatthe Bercut Equitation Field in Golden Gate Park. For more information and to buy tickets, visit www.sfparksalliance.org/the-alliance/philanthropy/party-parks-0.

Returning this year for the second time, the Soapbox Derby is sure to be a huge hit! Some may remember former Supervisor Carmen Chu racing down 20th Avenue

alongside many other impressive soapbox racers. The Friends of Larsen Playground are gearing up to close the funding gap by hosting another round of this fun, family friendly, and FREE event!

Build a derby car, buy some Larsen Playground swag, donate to the campaign, or simply show up to the event. We are also looking for volunteers for the day of the event, so please get involved if you are able by calling (415) 554-7460 or emailing [email protected]. Details will be announced soon at www.larsenparkjet.org. The sport of Soapbox Derby racing has deep roots in District 4. To help students and families as they prepare to return to school, our office partnered with Walgreens stores in the Sunset District for a Back-to-School Supply Drive to provide school

supplies for District 4 families. Community members donated school supplies at several Walgreen locations in July and August. On Saturday, August 17th, our office distributed supplies to about 75 families and 100 children. Our office would like to thank all the Walgreen volunteers and the participating Walgreens on Irving, Taraval, Noriega and Ocean Avenue for their support of our Sunset families. Our office looks forward to partnering with Walgreens in the future and continuing to support our community’s children as they learn and grow.

School Supply Drive Recap

With a new school year, our office would like to take this opportunity to encourage parents and guardians to work

with their school to understand the school’s individual traffic safety and drop-off guidelines. In general, please keep in mind the following:

White zones are for drop off and pick · up only; parking is not allowed in white zones.Use cross walks when crossing the · street, do not jay walk with or without your children.Do not double park your car.·

Many schools have volunteers for school drop off, so please check with your school to find out which times those volunteers are outside. Officers from Taraval Police Station do visit during drop off and pick up to enforce traffic safety laws. Please keep students, families, faculty, staff and the community safe by following traffic laws.

School TrafficSafety Reminder

Kick off the school year with a healthy habit! Walking and biking to school gives you quality time together as a family and helps kids to arrive at school

energized and ready to learn. Currently, only half of San Francisco children who live close enough to walk to school actually do.

San Francisco's Safe Routes to School program is promoting walking and biking, focusing on 15 public elementary schools with lessons, events and activities, and traffic enforcement around schools. Events like Walk to School Day and Bike to School Week are open to all San Francisco schools. Visit SFSafeRoutes.org to learn more.

The Planning Department recently completed an architectural survey of over 2,700 houses in the central Sunset District. The Sunset District Historic Resource Survey (Sunset survey) identified three eligible historic districts and 84 eligible individual historic buildings constructed from 1925 to 1950. The Sunset survey documented many of the neighborhood’s little-known architectural

gems including tracts constructed by the Rousseau brothers, Henry Doelger, and the Standard Building Company, as well as smaller-scale builders and architects. In addition to the survey, the Planning Department developed a Historic Context Statement that documented the history of residential tracts from the 1925 to 1950 and provided a guide for the building evaluations.

Results of the survey are found on a searchable online map at http://sunsetsurvey.sfplanning.org. The website also contains the Historic Context Statement, FAQs for property owners, and helpful guidelines such as Windows Replacement Guidelines. As part of its community outreach effort, the Planning Department recently led several neighborhood history walking tours and hosted several community events. The Sunset survey identifies architecturally significant buildings and districts, but it is not a formal landmark designation. The Historic Preservation Commission will consider adopting the survey findings at its regularly scheduled hearing on September 18, 2013. For more information about the survey project or to submit public comment, please contact Mary Brown, preservation planner, at 415-575-9074 or [email protected].

The Cliff House celebrates its rich history of 150 years this year. Before the Sunset and Richmond Districts were livable neighborhoods, the Cliff House stood

alone, perched above the Pacific.

Senator John Buckley and C.C. Butler built the first Cliff House in 1863. Adolph Sutro, who built his estate overlooking the Cliff House, purchased the building in 1883. Damaged in 1887 by a an abandoned boat loaded with dynamite, a scrappy version of the Cliff House operated until 1889 when the building was painted and modernized. On Christmas Day, 1894, however, the building was destroyed by a chimney fire.

Adolph Sutro built the extravagant and luxurious second Cliff House, modeled after a French chateau, and opened the place in 1896. Both President William McKinley and Teddy Roosevelt visited the second Cliff House, and Sutro’s streetcar line brought the public out in droves. After Sutro passed away in 1898, John Tait leased the building. After surviving the 1906 earthquake, another fire destroyed the Cliff House in a mere two hours.

Sutro’s daughter, Dr. Emma Merritt, along with John Tait, rebuilt the Cliff House in a neoclassical style, and with it, carried on the Cliff House legacy of fabulous dining and entertainment after its opening in 1909. In 1918, the President of the United States ordered all establishments within one-half mile of a military installation to discontinue the sale of liquor; and with that, the lessee and investors decided to halt operations. In 1920, during prohibition, a dry Cliff House reopened under Shorty Roberts, but did not have the draw of former years, so was shut down in 1925.

The owners of Playland, George and Leo Whitney, purchased the Cliff House in 1937 and reopened in 1938. Following World War II, the Whitney brothers gave the Cliff House a facelift. The Golden Gate National Recreation Area acquired the Cliff House in 1977. The Cliff House was restored as a joint effort between the National Park Service

and restaurant owners, Dan and Mary Hountalas, proprieters of the Cliff House for over three decades. The 1909 building was renovated to restore the neoclassical architecture, and the renovation unearthed discoveries including a marble staircase, and part of the original carriage road from 1914.

The Cliff House remains an iconic destination known for its history, hospitality and amazing views of the Pacific Ocean. In honor of its big anniversary, both the Sutro and Bistro restaurants will be offering dining specials, priced to honor the 1863 building at $18.63! Visit http://www.cliffhouse.com/150_Anniversary/index.html to learn more about the history of the Cliff House and to view their dining specials for this tremendous occasion.
