Happy Lunar New Year!

Its already been a busy 2012 in District 3 and in City Hall. Weve seen a landslide on Telegraph Hill and the startof construction for the Americas Cup and the future Cruise Terminal at Pier 27. Were working on reforming ourbroken business tax system and passing a groundbreaking law to encourage more socially responsible corporations.Put simply, theres a lot going on.

I look forward to discussing these and other topics with you in person at my office hours and around the District aswe all work to make San Francisco an even more incredible place.

Redistricting - Community Meeting

In the wake of the 2010 census, San Franciscos Redistricting Task Force is working on the challenge of redrawingthe boundaries of supervisorial districts so that each district has a roughly similar number of voters. The

redistricting process strives to protect against discriminatory voting practices and to keep together neighborhoodsand communities with common interests. We need our District 3 voices to be heard when the Task Force visits ourneighborhoods, so please join us at the District 3 Redistricting Task Force Meeting on Thursday, February 23, at6:00 p.m. at Old First Presbyterian Church at 1751 Sacramento Street. Jefferson Street Improvements

On January 25, as covered in the Chronicle, the Planning Department held a community meeting to present theplans for Jefferson Street, which is at the heart of Fishermans Wharf with over 10 million visitors a year. The

proposal is the result of a lengthy public engagement process for the Fishermans Wharf Public Realm Plan. I havebeen strongly supportive of these efforts, and am interested in your feedback. The new design strengthens JeffersonStreet's appeal by prioritizing the quality of the pedestrian environment, while making cycling safer and morecomfortable. Wider sidewalks, new pedestrian lighting, attractive paving and expanded cafe seating will result in amore beautiful and memorable street that strengthens the identity of Fisherman's Wharf. The goal is to have twoblocks, between Hyde and Jones streets, built in time for the America's Cup in 2013, although funding is still beingsought for construction.

Chinese New Year Festival & Parade

I am excited to take part in the Chinese New Year Festival & Parade for the fourth year as the President of theBoard of Supervisors and the Supervisor representing Chinatown. A tradition since the 1860s, San Francisco'sparade is the longest-running Chinese New Year Parade. It also draws over three million spectators and televisionviewers in the U.S., Canada and Asia. I hope you will come celebrate the Year of the Dragon and see a mighty 250

feet long Golden Dragon usher in the New Year. The parade kicks off on Saturday, February 11 at 5:15 p.m. atMarket and Second streets. For more information on the parade route and related Chinese New Year events, checkout: http://www.chineseparade.com/

Neighborhood Parks and Open Space Bond 2012

San Franciscos 10-year Capital Plan calls for a new parks bond on this Novembers ballot. The last recreation andparks bond was approved by more than 70 percent of voters in 2008. Those funds have helped to address the morethan $1 billion in capital needs faced by our park system by implementing $185 million in park improvements,including the almost-completed Chinese Recreation Center. Telegraph Hill Rockslide

On the morning of January 23rd, 2012, several large boulders slid down Telegraph hill near Lombard andMontgomery streets. Luckily, no one was hurt, but a parked car was crushed. The landslide was a soberingreminder that we live in a City with unique topography, and this sometimes comes with unique challenges fromMother Nature. I will be working with Recreation and Park Department and the Department of Public Works tofind out what we can do to prevent similar occurrences in the future.

Ongoing Projects

8 Washington Luxury High Rise Condo Project - We know that there are many opinions, questions and concernsabout this project, so feel free to participate in the joint meeting of the Planning Commission and the Recreationand Park Department on Thursday, February 23.

Americas Cup - After removing the possibility of a floating JumboTron in Aquatic Cove at my request, our Boardof Supervisors unanimously voted to approve the projects Environmental Impact Report last week. This month, theBoard will take a very close look at the projects development agreement, which sets the terms between the City

and the Americas Cup Event Authority. Action is expected at the Board of Supervisors meeting on Tuesday,February 28.

LegislationBusiness Tax Reform

For years, policymakers and San Francisco businesses large and small have criticized our business tax system,which is a payroll tax that directly discourages hiring. San Francisco is the only city in California to tax payroll as

its primary source of business tax revenue, and 90 percent of businesses - including large financial and insurancecorporations exempted by state law - dont pay any business tax. Im committed to working this year with theMayor, my colleagues, the business community, and other stakeholders to put a measure on the November ballot toreplace the payroll tax with a system - most likely a tax on gross receipts - that is more equitable and stimulates jobgrowth in San Francisco. If youre interested in a deeper explanation, this 2010 study completed by the Controllerat the request of myself and then-Mayor Newsom provides a good overview of this complicated but crucial policyissue.

Breaking Ground: First-in-the-Nation Legislation

Recently I announced two first-in-the-nation legislative proposals

Benefit Corporations

The first requires the City to provide contract bid preferences to Benefit Corporations. B Corps are a new class

of corporations recently authorized by the state of California to create a general benefit for society as well as forshareholders. These are exactly the types of companies that we need to be welcoming in San Francisco. Our Cityis known as an international leader in sustainability, economic innovation, and social entrepreneurship, and myproposal reaffirms this leadership. We anticipate that the Board will vote on the legislation in early March.

Right to Civil Counsel

At the end of last year, I joined with leaders in the San Francisco legal community in calling for a local judicialsystem that provides representation to residents involved in civil proceedings that could deny basic human needssuch as child custody, shelter or health. The legislation I introduced declares San Francisco the first Right to CivilCounsel City and authorizes a one-year Right to Counsel Pilot Program that will be a partnership between theCity, the Courts, and the private legal community. The cost of the pilot program would be entirely borne by the

private legal community. I am grateful to the leadership of the Bar Association of San Francisco and legal aidorganizations for their participation in this groundbreaking proposal. The Board of Supervisors Rules Committeewill consider the legislation on Thursday, February 16.

Moving to Amend and Overturning Citizens United

This week, the Board of Supervisors unanimously voted for my resolution to support a nationwide movementasking for a Constitutional amendment related to the rights of corporations in relation to campaigns and elections.In January 2010, the U.S. Supreme Court, in Citizens United, ruled in favor of unlimited corporate spending toinfluence elections and policy decisions, which granted corporations the same free speech protections as people.Over 35 cities and states have introduced similar measures to call on Congress to limit corporate influence, andmembers of both houses of Congress have proposed amendments to the Constitution. Most recently, the citycouncils in Los Angeles and New York City passed almost identical resolutions.
