Sunshine Coast Council plays an active role in supporting and promoting the cultural identity of our community. Our vibrant and diverse lifestyle is expressed through the hundreds ofcommunity events and celebrations held across the Sunshine Coast. Many of these require council approval, are produced solely by orin partnership with council or are events and celebrations that attract council funding.The Community Events and Celebrations Strategy provides a platform for council to assist the Sunshine Coast in becoming a more event-friendly region. It articulates council’s role in community events and celebrations that enliven and reflect the diversity of the region.The major drivers of this strategy are the cultural, social and environmental benefits of

community events. Most importantly, events create a sense of fun and vibrancy, resulting ina strong sense of community connectivity, pride and sense of place.I am very proud of the role council plays in supporting community events, bringing more energy and excitement to our region. Council will continue to build on relationships in the events sector and broader community to ensure we identify and address event related issues that may affect the Sunshine Coast.We are confident this direction will result in an outstanding calendar of community events for our residents and visitors to enjoy.

Strategy

1. OverviewThe Sunshine Coast is one of the most beautiful and biologically diverse regions in Australia, from the 200 kilometres of coastline to its picturesque hinterland towns.The Sunshine Coast covers more than 3,100 square kilometres, and is recognised as one of the fastest growing regions in Australia, with an increasing number of people choosing to move here from within Queensland, interstate and overseas. It is also one of the three most popular regional areas in Australia for tourists.The population is projected to grow from an estimated 2009/2010 population of 331,463 to421,342 by the year 20211.The decentralised nature of the

Sunshine Coast is a great strength, much cherished by residents and visitors alike. Yet the rapid

growth, together with high visitor numbers, is challenging community cohesion. Our community wants its council to focus on the region’s distinct neighbourhoods.Through its policies and strategies, council needs to respond to the diversity of the 44 demographically distinct localities within the region’s boundaries, referred to as ‘a community of communities’.Council is committed to promoting and enhancing the reputation of the Sunshine Coast as a vibrant, creative and artistic region. In 2009, council supported more than 300 community events.The Events Policy articulates the role council plays in supporting, partnering and facilitating and presenting events across the region. It guides both this document and any future strategies council will develop regarding Major Events.

Council wishes to ensure the heritage and distinctive character of each of our individual communities is celebrated and protected. We are respectful of our cultural heritage and at every opportunity wish to preserve the history of the region and acknowledge the traditional owners of this land.Responsible event management plays a leading role in protecting natural ecology and respecting the local amenity of our public open spaces. Our community embraces a very outdoor and relaxed lifestyle.In supporting community events and celebrations, the natural ecology of public open space, such as vegetation, significant species, wetland areas and ecological corridors will be protected and managed.

A significantly high level of built infrastructure is also provided for the region’s arts, cultural, sport and recreation pursuits. Council operates a variety of cultural venues and a largenumber of sport and recreation facilities and open spaces. These host a wide spectrum of events and celebrations annually from major to community and civic events.Council also offers street performance spaces and market sites that enable activity to deliver social, economic, environmental and cultural benefits to our community. The diverse range of community events and celebrations cater todifferent audiences and help in making the region a stimulating, fulfilling and fun place to live and visit all year round.

2. BackgroundIn 2010, council undertook an extensive community engagement process to inform the development of its first Creative Communities Plan for the next five years. Over 640 people took part in the process to ensure their needs and aspirations were included.The community-informed process included a number of consultations, including a seriesof meetings related specifically to community events that occur during the festive season. This consultation provides council with an understanding of how to plan its future role and support communities in the delivery of festive season celebrations.Council also conducted a major youth engagement project, Speak Up and Engage, which received funding from the State Department of Communities to determine what was important for young people. As part of this project, the Sunny Coast Youth Survey received over 2,500 written submissions.This report addresses findings from the consultations to recognise:P benefits identified by the community;P issues identified by the communities; andP council’s goals in addressing issues.

3. Benefits identified by the communityWhen asked about the state of community events as part of the community engagement process in 2010, some of the key themes about what worked well included:

6. Council’s goals in addressing issuesCouncil is a keen supporter of events and recognises the important role events play in building social capital, encouraging community participation and enhancing tourism opportunities.As it is neither financially practical nor possible for council to be involved in all events, council must limit its involvement according to its fiscal capacity and corporate priorities.Specific goals and actions have been developed to achieve our vision.

In supporting community events and celebrations, the natural ecology of public open space, such as vegetation, significant species, wetland areas and ecological corridors will be protected and managed.

Goal 3: Further develop event-friendly council venues, facilities and open spaces.

Council is embracing a placemaking approach to ensure the protection of the Sunshine Coast character and quality of life for its diverse range of communities and places. At the heart of placemaking is a thorough understanding of the values, needs and aspirations of the community in regards to cultural infrastructure for events.

Goal 4: Provide support to community events in a fair and equitable manner through consistent and transparent governance processes.

Council is committed to assisting

organisers in staging great community events. It also shares in the celebration of our diverse culture and identity. Through equal opportunities, the provisionof information and support, council seeks to strengthen local and regional businesses, community groups and networks.

Community events play a key role in attracting visitors and new revenue into local areas while providing employment opportunities and skills development for the region’s creative industries. In turn, this builds the capacity of our community and small businesses.

Goal 7: Connect people to volunteering.

One of the greatest components of our region is our people and their passion for getting involved in our community. Council plays a key role in promoting opportunities for the community to become involved as volunteers in the myriad of community events occurring within our region.

Community celebrations will value a culture of diversity and multiculturalism, respecting the ethnicity and heritage of all

cultures in our region.

Ensure that any event or celebration occurring within the region is respectful of the cultural heritage relating to the location of the event.

ACTIONS

Council will:Present a balanced event program that includes an appreciation for the heritage of all residents in the region and a respect for the area in which the event is being held;

Celebrate community milestones that acknowledge local area achievements;

In consultation with the Indigenous community, develop a protocols guide for event organisers to consider and implement in their events and celebrations;

Publicly acknowledge Aboriginal and Torres Strait Islander People in council presented and funded events and celebrations;

Where appropriate, consult with representatives from Aboriginal and Torres Strait Islander communities in the development of council produced community events and celebrations;

Where relevant, consult with cultural and linguistically diverse groups to ensure protocols are adhered to and the content is appropriate in presentation of events and celebrations; and

Promote and support events that recognise and add value to the region’s significant beach and surfing heritage. These events help contribute to the region’s social cohesion by increasing community participation, health and wellbeing. Examples of events include, but are not limitedto, Pa and Ma Bendall Surfing Classic, Our Lady Rosary Surfabout, Noosa Festival of Surfing, Outrigger Canoe National Marathon Titles, Mooloolaba and ironman/ironwoman competitions.

Utilise technology to develop a region-wide calendar of community events, festivals and celebrations to prevent scheduling clashes;

Utilise council’s media opportunities to promote community events;

Cultural and community planning and development results in greater sustainability in and access to quality products, processes and services.In order to be sustainable, event organisers require access to information and support in developing viable event models. A renewed commitment to building the region’s capabilities in attracting diverse audiences is a priority.

Continue to work with the events sector to ensure the events calendar remains current and relevant;

Work with local communities to fill gaps and optimise opportunities in the regional events calendar;

Develop and maintain an on-line database of event organisers and community eventsto facilitate information sharing and

Major Events

Major events are defined as events that attract significant numbers of visitors, participants or media from outside the region, resulting in substantial and measureable, economic, promotional, social and community benefits for the Sunshine Coast.

Hallmark /SignatureEvents

Hallmark or Signature events become so identified with the spirit or ethos of a town or place that they become synonymous with the name of that place and gain widespread recognition or awareness. They tend to occur annually or biennially and generally attract people to the destination from outside of the region, including from interstate and overseas.

They provide significant opportunities for local community involvement, significant external media exposure and an economic multiplier of at least 10.

Community or LocalEvents

These events are targeted mainly at local audiences and are staged primarily for their social, fun and entertainment value. Often they also have a fund-raising or a safety purpose. They can attract large or small numbers of participants and provide a range of benefits, including engendering pride in the community, strengthening a feeling of belonging and creating a sense of place.

Visitation from elsewhere tends to be limited and media exposure and economic benefit may not be the main priority. Community events can also help to expose people to new ideas and experiences, encourage participation in social, cultural or sporting endeavours and encourage tolerance and diversity.

Please note: a community event may evolve into a Major or Signature event and focuses on anarea where emerging interest and demand has been identified and has a strong, passionate base of local support.

Civic Events

Ceremonial events for the community that council has an obligation to deliver under a State orFederal arrangement (e.g. Citizenship, Australia Day awards) or national days of remembrance where elected member representation is expected (ANZAC Day).

Civic Functions

Civic Functions are associated with formal government to government agreements, delegations and to acknowledge significant sporting or community service achievements. The Mayor hasdiscretion to provide up to two civic receptions and eight Mayoral receptions in any one year.
