SHORT FILMS IN PARTICIPATORY PLANNING Art has been used in planning to lower the threshold between residents and planners to increase the dialogue between stakeholders to offer alternative ways for residents to express their experiences of their neighborhood. Research project utilized short films in the development of Pansio-Perno residential area in Turku, Finland. The research explored the possibilities of moving images in encouraging participation and in informing the residents about the future scenarios of their neighborhood. Five underutilized places were selected an old school house a service center a lighthouse a wasteland a shipyard The residents had an opportunity to express their views about the future uses of these places via questionary. Short films were used to present these ideas to the inhabitants and the planners of the area. Short films were used to visualize the results of the questionary as well as to introduce the development ideas for the stakeholders. Extending art/research cooperation to moving images may open new possibilities for residents to express their experiences of places during participatory planning process.
