A Star-Spangled Success!
The Braeswood Place 17th annual 4
th of July Parade and Carnival was a glowing success.
The fun included a kick-off parade, pony rides, a petting zoo, games, a DJ and other
activities. KPRC-TV weatherman Anthony Yanez, a Braeswood Place resident, attended
with his family. The event is sponsored and coordinated for the community not as a money-
making event, but an event hosted just for fun. And it surely was a lot of fun for a lot of
BPHA residents. Sincere thanks to Shelly Katz, who so pleasantly and competently
coordinated the event. Our thanks, also, to the contributors and volunteers who so selflessly
achieved this successful milestone in BPHA history!
BPHA Membership
Thanks to all of you who have responded to the request for BPHA membership. Your
financial support enables an impressive array of community benefits as well as the all-
important Precinct 1 Constable Patrol Program. Your board of directors works diligently to
provide services within the available budget – a budget dependent on the revenue your
voluntary membership dues make possible. The expense of the Constable Patrol program
alone is in excess of $360,000 annually. When residents, such as Susie and Gary
Stankowski, submit significantly more than the requested amount, it is cause for pause and
jubilation. It not only increases support for ongoing activities, it is an eloquent show of
support for the community and the continued quest for improved quality of lifestyle. Thank

Attention, Please! Early to mid-August is predicted to be the time when we can expect Hurricane Season to kick
into action. If you have a tree(s) growing in your yard in the vicinity of light poles and power
lines, please have the tree(s) trimmed to prevent falling limbs from causing a power
interruption. Consider this a preventive measure in the event of strong, gusty winds.
A resident reported a large amount of litter created by copies of the Village News being
thrown in our streets. The concern is that our new storm sewers may become clogged when
we are eventually blessed with rainfall. The publisher has been contacted about the
distributors taking better aim so that the newspapers land in our lawns and driveways, but
meanwhile, please do what you can to retrieve the litter from our streets.

GOOD NEIGHBOR STORIES
We are fortunate to have TWO good neighbor stories
this month!
*We (Chastiti and Tony Houck) just wanted to recognize
the Morgans on Tartan and Tim Herbert for finding our cat
Kirby. She is quite the escape artist and the Morgans and
Tim were instrumental in her return. To all our friends on
the Lost and Found Pet’s group email and the Mom’s group,
thank you as well for looking and for all the encouraging
emails and calls of potential sightings! Chastiti N. Horne
*I am a volunteer in the BPHA office. This is a busy time for
the office with dues payments coming in. As we were
working, it was impressive to see that the generation of over
65, a few even in the their 90s, not able to afford the
Constable dues, are so willing to contribute a little for the
good and security of the neighborhood. Many times a little
shaky writing saying “use this extra for the common good”
brought tears to my eyes. We need to salute this generation
for their thoughtfulness and willingness to share. During
these times of economic difficulties, the extra effort of all
these seniors should be appreciated. Let me say “thank

Request for Repairs
Huge cracks, caused by the substantial lack of rainfall this season, have formed in the widely
used Hike and Bike Trail on the south perimeter of Brays Bayou. Residents have expressed
concern for the safety of those who use the facility. BPHA’s Vice President-Central Jeff
McNear has contacted the office of El Franco Lee, Commissioner, Harris County Precinct 1, to
request repairs to the trail pavement. Updates in future Sentinels. McNair’s earlier request to El
Franco Lee’s office for installation of a similar trail on the north perimeter of the Bayou has been
denied due to budgetary constraints.
Prohibited Yard Parking Ordinance Approved
The application submitted by BPHA to the City of Houston prohibiting yard parking has been
approved. The ordinance is intended to discourage people from parking on neighborhood lawns
or grassy medians. Parking is limited to driveways or streets. A fine of up to $150 per day may
be levied for this misdemeanor violation.

SECURITY INCIDENTS by Janet Maxian
Burglaries & Thefts: Burglary of Motor Vehicle
(3)-GPS units, credit cards, cash, briefcase, purse
and wallet were among valuables stolen. Again this
month, crimes of opportunity have occurred. People
continue to exit their vehicles without taking their
valuables with them. As long as people do this, there
will be people intending to steal entering our
neighborhood; Habitation (2)-one occurred between
hours of 6:45 pm and 10:06 pm with no apparent
forced entry; other occurred between hours of 8:45
pm and 10:30 pm. Entry was made through kicked-
in back door. Vehicle and valuables were stolen.
Both homes had alarm systems but neither was
monitored. Currently, there are no suspects or
witnesses. If your home is equipped with an alarm
system, you are urged to make sure its use maximizes the
security of your home. If you need to discuss this with
one of the deputies, please call the BPHA Office.
Traffic Monitoring: Verbal warnings for: making
illegal left turn in school zone; speeding; running
red light; failing to stop at stop signs.
Citations: no registration; no driver’s license; no
insurance; expired inspection; defective equipment.
Assistances: minor vehicular accident in
neighborhood; assisted Southside Place Police with
traffic stop.

A FEW SNAPSHOTS FROM OUR FABULOUS 4TH
OF JULY PARADE!
BRAYS BAYOU and FLOOD CONTROL by Billy Pilgrim
Brays Bayou Association: The Association met on July 18 at the Gathering Place. Guest speakers were Becky
Edmondson and Bob Schwartz, President of the Brays Bayou Association, who presented a special power point program
on Project Brays and the Willow Waterhole Greenway Project including the history and development of the park. The
Willow Waterhole Greenway is a crown jewel of the City of Houston Parks and Recreation Department. It is one of their
eight "signature parks". It also represents what the Harris County Flood Control District has committed itself to do to
preserve and enhance our environment. It illustrates how we, as citizens, can get dual usage from investments in storm
water detention and a reduction in flood risks to our community.
Meyer Tract/Poor Farm & Kilmarnock Ditches: Based on reports in the news media recently, it appears that the sale of
part of the City of Houston's remaining capacity in the Meyer Tract to West University Place and the City of Bellaire is
still on the table. On April 25, the Harris County Commissioners Court agreed to the sale of its remaining 4.4 acre feet of
detention capacity in the Meyer Tract detention facility to West University Place. However, that 4.4 acre feet is roughly
30 percent of the capacity West University Place needs to meet its requirement for storm water mitigation. Subsequently,
the City of Houston Public Works Department sent a letter to both West University Place and the City of Bellaire offering
to enter into an interlocal agreement to sell to West University Place 9.1 acre feet of detention capacity in the Meyer Tract
and 7 acre feet in the same facility to the City of Bellaire. It should be noted that these sales require a vote by the Houston
City Council.
According to news reports, the acquisition of the 4.4 acre feet by West University Place from HCFCD will permit it to
remove one-third of the concrete restrictor installed in the Poor Farm Ditch at the Bellaire Boulevard bridge during its
College Street Drainage Project. If it is successful in obtaining the additional capacity in the Meyer Tract, West University
Place plans to remove the entire restrictor. It has been the Braeswood community's position for years that the restrictor
should remain in place to prevent the risk of an adverse flood event to property owners adjacent to Poor Farm Ditch and
downstream of West University until the widening of Brays Bayou through the Braeswood community is complete. As
noted in previous articles, funding for Project Brays is in jeopardy due to the current fiscal crisis in Washington and it
may be decades before the section through the Braeswood community is widened.

In June, Braeswood Place property owners initiated a letter writing campaign in opposition to the sale of any capacity
owned by the City of Houston. Letters were sent to the 14 sitting council members and to the two announced candidates
for the District C council seat. Councilmember-At-Large C. O. Bradford and Councilmember-At-Large Melissa Noriega
have responded to this writer and pledged to oppose the sale if it should come before council. District C Councilmember
Anne Clutterbuck, who is term limited, continues to voice her support of the Braeswood community's opposition to the
sales. District C council candidate, Brian Cweren, attended the June BPHA Board of Directors meeting and pledged his
support if elected to office.
Also in June, a proposal was put forth by the Brays Bayou Association to this writer whereby some 800 acre feet of storm
water detention capacity could be built upstream from the Meyer Tract. The Braes Oaks Management District, which is
located to the west of the Braeswood community, has real estate within its boundaries which it wants to develop into
detention facilities and green spaces and parks. However, the proposal did not include sufficient information such as cost,
funding, timeline, location, third party involvement and other details, which BPHA could consider. The proposal was
presented to the Braeswood Place Board of Directors for review and comment. After reviewing the proposal, the
Board concluded it did not serve BPHA's best interests and therefore rejected it. With the help of Bill Blackwood and Jeff
Patterson, this writer drafted a "Position Statement" which was sent to the Brays Bayou Association and to
Councilmember Anne Clutterbuck which stated BPHA's position of opposition to the sale of City of Houston capacity in
the Meyer Tract facility to any entity or municipality.
The Position Statement makes it perfectly clear that until such time as research, discussions, expert analysis and other
relative feedback with regard to the Meyer Tract, Poor Farm and Kilmarnock Ditch issues is available for consideration;
BPHA's opposition to the sale of any detention capacity remains unchanged. BPHA does not intend to allow even the
perception that it is willing to concede City of Houston Meyer Tract detention capacity today, tomorrow, or at any time to
other entities or municipalities until such time that all options are on the table with clear proof of intended benefits, costs,
funding, timelines and acceptable impacts. BPHA will not endorse or support short-term ideas or actions that would bring
more storm water to, and through, the BPHA community now or in the future until it receives assurance that no adverse
impact will occur in the BPHA community. That being said, BPHA remains very interested and is ready and willing to sit
down as a collective group to discuss, learn and explore plans and ideas that may benefit all parties, provided that such
plans and ideas do not pose any increased risk to any of the participating parties.
Flood Risk: Residents of the Braeswood community generally think that the risk of flooding comes only from Brays
Bayou. However, there is the potential for a catastrophic flood event in the BPHA community from sources far removed
from our area. In western Harris County there are two facilities, the Addicks and Barker Dams and Reservoirs, which
were built in the 1940's in response to calamitous flood events in 1929 and 1935. These facilities were not engineered and
designed to hold water on a continuous basis. Due to development in the Katy Prairie, storm water and other runoff,
which would normally percolate into the ground, now flows into these two facilities at a rate they will not be able to
withstand.
In July of 2010, the U. S. Army Corps of Engineers released a report on safety concerns associated with these dams. The
Corps has concluded that a risk of "catastrophic failure" exists at the two dams under normal operational conditions. If
either Addicks or Barker Dam failed when water levels were high, stored storm waters would erupt down Buffalo Bayou,
inundating the Memorial Drive area and crossing Westheimer into the Brays Bayou watershed. Extensive damage would
occur in River Oaks, the Central Business District and even the Texas Medical Center, including the Braeswood
community. On a personal note, some 40 years ago, this writer drove through the reservoir areas and saw water within
inches of covering Texas State Highway 6. If that were to happen today, dam failure would be guaranteed.
The Corps has assigned a safety classification of "urgent and compelling," meaning that these are dams "where
progression toward failure is confirmed to be taking place under normal operations, and the dam is almost certain to fail
under normal operations within a time frame from immediately to within a few years without intervention; or the
combination of life or economic consequences with a probability of failure is extremely high." The Corps has made
repairs and has initiated longer term studies. In the meantime, they have set limits on how much water can be stored.
Local government response to this problem has been business as usual. Further development on the Katy Prairie will
worsen an already critical situation by increasing the volume of water entering these reservoirs. The Corps has determined
that there is no additional capacity available in these facilities to add more water to an already precarious situation.

serving as Block Captains. If you can volunteer or know a neighbor who can, please sign up to help out! We
will give you some materials to distribute on your block to make the planning easier such as party suggestions
and a checklist, a sample invitation and follow-up notice and sign-in sheets.
National Night Out parties in our neighborhood are generally front yard barbeques or pot-lucks - nothing fancy,
just neighborhood fun however you want to make it. And, the Constable Patrol will make the rounds that
evening to the different parties to let our homeowners know more about crime prevention.
Remember, the date for National Night Out is Tuesday, October 4 from 7:00 to 9:00 pm. If you are interested

Festival!! We had lots of children lining up at our booth to get their patriotic “tattoos”. An additional thank
you goes out to our shift volunteers – Misty Matin and Dani Bass!

Saturday, August 20: Kinder Meet & Greet Your Teacher from 10 am-Noon. All Kindergarteners
are encouraged to come find your classroom, meet your teacher and play on the Kindergarten
playground. Also, parents of incoming kindergartners are encouraged to contact the Incoming Kinder
Reps with any questions and/or to be included on their Yahoo group e-mail distribution list. The

Monday, August 22: First Day of School and "Boo Hoo or Yahoo". Stop by the Rotunda after drop

Finally, the PTO would like to extend a sincere thank you for the lovely landscaping services provided to our
school by Austin Landscaping (www.austinlandscaping.net). The beautiful new plantings and landscape
along Braes Boulevard were generously provided to the school at no cost. We encourage everyone in our
community to express their appreciation by supporting this business and all of our wonderful business partners.
PERSHING MIDDLE SCHOOL by Rachel Burgan, Magnet Coordinator
We are very excited to start another school year. Pershing will begin regular office hours August 8 from 8 am
to 4 pm Monday thru Friday. Early check-in begins August 9 with 8th
Grade from Noon to 6 pm and August 10
for 7th
Grade from Noon to 6 pm. On these days, books, lockers, ID’s, uniform sale/pick up, school supply pick
up and first day packets will be issued. For our 6th
Grade students, Panda Camp (orientation) will be August 11
from 9-11 am for last names that begin with letter A-L, followed by check-in from 11 am to Noon and from 1-3
pm for last names that begin with M-Z followed by check in from 3-4 pm. This camp will be both fun and
informative. It will address specifics of Pershing life, i.e. schedules, dress code and much more. We welcome
all students on the first day of school, August 22. School hours will be 8:35 am to 3:45 pm. Open House is
scheduled for September 1, 2011. Parents are invited to meet the teachers and learn about their students’
schedule. Football and Volleyball seasons begin the first week of September. Please see our website

TRASH AND RECYCLING PROGRAM by Cathie Partridge
My 9 year old son just received a letter from State Representative Sarah Davis thanking him for contacting her
about recycling. He does not recall (summer fun is affecting his memory), but I suspect he & his 3rd
grade class
sent letters sharing their ideas about recycling. Ms. Davis informed him that Senate Bill 329 passed the House
& Senate and “….creates a television recycling program that requires television manufacturers to take back and
recycle a percentage of their Texas market-share and provides consumers with alternatives to the disposal of
televisions in Texas landfills and incinerators.” Davis also stated that other bills are in the works to deal with
recycling beverage containers and products that contain mercury. You may contact Sarah Davis at

The City of Houston has updated their guidelines for Recycling as of 6/10/11 as below:
ALLOWABLE ITEMS for Curbside Recycling:
o Mail, envelopes & WHITE ONLY office paper. Colored ink, markers or crayons are acceptable on
white paper.
o Newspaper and inserts; magazines; catalogs; telephone books
o Plastic (#1 - 5 & 7 NOT 6 - Styrofoam); you MAY screw cap on water or soda bottle for recycling OR
toss them in the bin.
o Aluminum, tin & steel cans
o Flattened corrugated cardboard. Note: the cardboard back of legal pads are accepted.
o Used motor oil (MUST be in a non-chemical/non-detergent screw top container placed outside the bin)
o Boxes that HAVE NOT TOUCHED food (i.e. boxes that have food wrapped inside-cereal, pizza, soda
cartons, luncheable boxes, cat & dog food boxes)
o Toilet paper & paper towel CARDBOARD ROLLS
o ANY plastic caps (with or without a number value)
DO NOT PLACE in your recycling bin or cart:
o Containers with a waxy coating (i.e. orange juice or milk CARTONS)
o Glass mirrors, glass candle jars or window pane glass
Lastly, I have a large stock of Recycle bins. To acquire one or more small green recycling bins, stop by 3742
Drummond. There is no need to call. Bins are located inside the rod iron gate on the west side of the house.
Also, help yourself to a recycling sign & metal stand to put in your yard prior to recycling day.

PURPLE IRIS YARD OF THE MONTH by Jackie Addington Glover, Program Coordinator
Garden of the Month for August is located at 3702 Tartan, the home of Brad and Frances Boswell. They have
been in their home since 2000, having moved in not too long before Hurricane Allison. Since then, both their
home and lawn have received much care and renewal. They were attracted to the house initially by the four
large oak trees which shade the house and lawn. Thriving in the shade are two Japanese maples, now ten years
old. Other plantings that have done well in the shade are variegated ginger, ferns, caladium and agapanthus. In
other areas of the lawn are bamboo, a beautiful Rangoon creeper and transplanted azaleas, a gift from a
neighbor which in spite of their size, transplanted beautifully.
