Deed Restrictions With so many properties submitting plans for rejuvenation or rebuild, additional resources are being allocated to the Architectural Review Committee to maintain an efficient approval process. The fee paid for plan review includes approval by an architect familiar with our deed restrictions and three site visits by a structural engineer to confirm construction conforms to approved plans. There have been many instances where builder mistakes were caught early by the engineer saving great time and expense for the homeowner. If you live in Braes Heights and you are elevating your structure, please contact the office prior to project commitment as there are restrictions on the number of steps allowed past the front build line. You can determine in which of our seven neighborhoods you reside by checking your tax records at www.hcad.org. Vacant House Maintenance If your property was damaged by Harvey, please make the extra effort to secure your home by closing and locking all doors and windows to keep vagrants and varmints out. If you have a pool, please remember City code requires safety fencing remain in good order and the water must be clear. Additionally, keeping yards clear of dangerous debris both large and small as well as keeping vegetation maintained is not only part of our neighborhood rules, it is also good safety practice for kids and critters. Southern Oaks I For those living in Southern Oaks I, your mandatory dues were to be paid in January. If you have not already, please pay promptly to help reduce administrative expenses and allow maximum value for your dues. As the holiday decorations come down, the temperatures continue to plunge, and the impact of Harvey remains, let’s look forward to spring and the hope that comes with the sense of renewal. We have the privilege of living in a wonderful neighborhood filled with good people and a can-do attitude. Seeing and hearing from neighbors discussing challenges overcome and plans for improvement makes me excited about 2018. SECURITY UPDATE by Steve Anton

2 scary reminders that crime is never far away Braeswood Place is among the very safest neighborhoods in Houston — the numbers in the box to the left bear that out. That low crime rate is the result of hundreds of wise and generous neighbors who join the Constable Patrol Program each year, along with an exceptional group of deputies who patrol our streets like they would their own. But last month, there were two incidents that remind us that criminals are every-where, and we cannot let our guards down. In the first incident, one of our neighbors left their bank with a couple hundred dollars in cash. They left the cash in the car and a few minutes after arriving home, someone broke into the car and stole the money. It is unlikely that this was a random event and more likely they were followed home from the bank. In the second incident, a neighbor was parking her car in her driveway about 10:20 pm. As she exited, she spotted a man in the driveway carrying a hammer. She quickly got into the house, called for help and our on-duty deputy and HPD responded. The man was combative and was arrested. Obviously, this situation had the potential to be much worse. Our quick-thinking neighbor handled it just right. Several ways to avoid being a victim:

As we have seen in the news several times in recent weeks, criminals follow us home after shopping or banking. When you leave the bank or an ATM, pay attention to who leaves at the same time, and watch for someone on your trail. If someone worries you, call 911 and drive to a busy, public place where people are available to help.

Before you get in or out of your car, be mindful of what’s happening around

you. Look for people or cars that look out of place. Our deputies are eager to check out suspicious people or vehicles that might not belong here.

Never leave anything of value visible in your car. That includes phones,

charging cables, firearms, backpacks and packages. Yes, it is a pain to tidy up the car every evening, but our belongings are magnets for thieves.

Park high up in your driveway or inside the garage whenever possible. Most

vehicle-related crimes happen to cars parked in the street. And always lock the doors.

Blocks of vacant homes require extra vigilance

With entire blocks of flooded and vacant homes, we are an easy target for trou-ble. Copper thieves, fake contractors, squatters, vagrants and much worse are attracted to these areas, and it is up to each of us to watch out for each other’s homes and remaining belongings. If you see something that looks criminal, call the Constable’s dispatcher. If you see an open door or window or an exposed and accessible swimming pool, call the BPHA office to report it, and we will do our best to secure the house.

BRAYS BAYOU ASSOCIATION by Billy Pilgrim

Project Brays: As of January 2, the current Project Brays contract from 2,200 feet upstream of Buffalo Speedway to South Rice was 20% complete with 40% of time used. Contract had a late start but is on schedule to complete by August 2018. Tree planting for the now completed Bertner to Buffalo Speedway contract is scheduled for this winter. Buffalo Speedway Bridge: Replacement remains on schedule to start construction in second quarter of 2018. Poor Farm Ditch Project: Final draft of the Preliminary Engineering Report has been completed and is under review by HCFCD. Once HCFCD completes the review, it will be submitted to the Harris County Commissioner’s Court for approval. HCFCD has stated that the project has been hydraulic modelled and no adverse impacts downstream of the projects middle reach are expected. However, due to ongoing discussions between HCFCD and each adjacent city (Southside Place and West University Place), start of construction has not been determined at this time. Brays Bayou Association: The Association held its first 2018 meeting on January 15 at the Gathering Place, 5310 South Willow. Gary Zika, Federal Projects Manager for the Harris County Flood Control District, presented the annual “State of Project Brays” 2018 update. The presentation included items that will impact Project Brays in 2018 and beyond. Gary also included an update on the status of the Willow Waterhole Detention facility which is a vital part of Project Brays. Gary’s presentation was followed by Randi Cahill, Architectural Coordinator for the Meyerland Community Improvement Association. She provided an overview of the various “Elevation Grant Programs” and what might be expected for those accepted, alternates, applicants and those considering applying for elevation grants.

TRAFFIC STUDY UPDATE by Phil McCormick

In January, the City of Houston commenced the traffic recounts following the installation of the speed cushions in September. These counts are being repeated in all locations from the previous 2015 study and will continue for several weeks due to limited equipment as a result of damage suffered during Harvey. There were no counts taken the week of January 15 due to the ice days and significantly reduced traffic. The COH is using a combination of street strips and radar boxes which you might have seen attached to lamp poles. Although counts were taken in Ayrshire, these were for comparison purposes only and there is no intent to revisit the consensus decision by Ayrshire residents to not implement any traffic calming measures. Once the recounts are complete, the COH will summarize the data and compare the results to the previous study. We expect to provide an update in the March Sentinel.

RECYCLING NEWS by Susie Loredo

The City of Houston has signed a new recycling contract taking effect in 2019, which will allow residents to recycle glass and plastic bags. This is an exciting development. Until then, the items allowed in our green recycling carts are: aluminum and tin cans; plastic containers #1-5 and #7, including plastic caps; cardboard boxes and cartons from items such as CLEANED milk, juice, soup, and broth; and paper products such as newspaper, catalogs, magazines, office paper and phone books. Greasy pizza boxes cannot be recycled, but usually the top of the box is clean and can be. Napkins, tissues, and paper towels cannot be recycled, although the cardboard rolls can. Plastic wrap, bubble wrap, plastic sandwich bags or freezer bags should not go in the recycle bin. Flexible packaging like chip bags and juice or soup pouches cannot be recycled because this type of packaging is made from multiple materials. Keep food and liquids out of your recycling; rinse out cans and bottles. Dirty containers can contaminate and entire truck load and have to be discarded in our landfills. If you don’t rinse it out, please throw it away in the trash and save wasting a truck load of recyclables. PLEASE do not put plastic bags in the carts as they clog the sorting machines and can shut down the recycling center for hours. Return plastic bags to the collection bins at grocery stores. Or better yet, use reusable bags.

Yard of the Month for February is located at 3618 Grennoch. For those in Braeswood Place whose homes did not flood, the homeowner, Cate Ebbs' story may have limited interest. Cate's decision seemed the right one for her. She has lived in BP for 17 years. She loves her neighborhood, walking her dogs, tending her garden, and living in her lovely single-story home. The large hydraulic lifts arrived this week, lifting her house and slab by 4 feet and adding piers that could go down as much as 18 feet or refusal. She will do some interior renovation, build a ramp in the rear for friends who might need easy access, and redesign some of her garden. Just before her "house raising" began, Cate discovered her relocated camellia, loaded with blooms and buds. She felt it was a sign that affirmed her decision to "stay home" but not have to fear future storm and flood warnings

LONGFELLOW ELEMENTARY SCHOOLby Jessica Evans

On January 8, 5th grade students learned how to become “Water Detectives” with a presentation on the impor-tance of water as a natural resource and were taught how to take steps to conserve water in their own households. On Wednesday, January 31, kindergarten students learned about fire safety. Did you know that Longfellow has a 4th and 5th grade Basketball team and a Cheer Squad? You can see them in action most Saturdays in January and February at Westbury High School. Come out and cheer on your Longfellow Leopards! Please join us on Friday, February 9 at 5 pm for a Family Valentine’s Dance. There will be music, food, and photos and other fun activities! Finally, some better news related to the flood.

First, whether or not you have flood insurance, most taxpayers can substantially mitigate their loss by filing for a casualty loss deduction on their federal income tax return. After each of our neigh-borhood's floods, property owners have used this deduction to offset their damages. You are al-lowed to take this deduction for 2017 or, in some cases, even file an amended return for 2016 if that makes more sense for your situation. The deduction is calculated by using an appraisal or other evidence to determine the decrease in the fair market value of your home following the flood. You will subtract the insurance benefit you received and there are several other calculations necessary to get to the final deduction, including your basis and improvements to the property. You should consult with a CPA or tax preparer for an expert opinion. At IRS.gov, Publication 547 explains how to use Form 4684, Casualties and Thefts. Second, you can start preparing now for an effective protest of your 2018 property tax valuation. Your tax value was established on January 1. The deadline to protest that value occurs on May 31. There are two steps to lowering your 2018 valuation and the resulting tax bill. First, call the ap-praisal district to let it know that your property had flood damage. You can do this by calling the appraisal district's flood hotline at 713-812-5805. The second step is to obtain an appraisal or other evidence to prove the flood damage and diminished value to use in your protest hearing. The Upcoming Tax Protest Deadline: Flooded or not, we are happy to provide you with compara-ble sales information and advice to prepare an effective protest of your annual tax valuation. On Valentines’ Day we’re reminded that the health of romantic relationships depends not just on feeling love, but expressing it. In a wider sense, the health of your life depends not just on feeling gratitude, but expressing it as well.

Most people I know feel thankful for the good things in their life, from being healthy to having a loving spouse and a home to live in. But to get the full benefit of gratitude, you need to act on the feeling.

The John Templeton Foundation commissioned a survey on gratitude with over 2,000 respondents. While 92% of them agreed with the statement “I have so much in life to be thankful for,” only 48% expressed that gratitude regularly. Women were better expressers than men (52% vs. 44%). A vast majority of respondents felt that gratitude brings benefits, with 94% agreeing that it helps people be more fulfilled and lead a richer life. Almost as many agreed that gratitude also helps a person to have friends (93%) and achieve success (85%).

So how do we go from feeling gratitude to expressing it? As with love, it’s by remembering the small things. Make an effort to openly thank people who help you or to whom you feel grateful. Another way to express gratitude is by being generous—financially and otherwise.

This can kick off a virtuous circle in your life, with gratitude crowding out worry. Confidence follows, which can lead to more success to be thankful for, and so on. I’ve seen families get into this pattern of gratitude and success. It’s become one of the ways I judge my impact on a clients’ life. I hope this note finds you enjoying life’s blessings, and having gratitude for them.
