Rising Education l‘école élémentaire
Rising Education is a collaborative project involving thedesign, construction and operation of a bilingual primaryschool in Bertoua, Cameroon. The school is tobecome a centre for the community while simultaneouslyproviding spaces for adult workshops and training. Itsprincipal role will be the education of 250 children fromgrade one to six, responding to the local communitieslack of educational facilities. During the re-alisation phase in early 2014 the localpopulation will play an active role in the project. Localworkers, professionals and students will work togetherin order, to not only build a school, but build an educationalfacility with a better understanding of the needsand requirements of functional and sustainable design.
The school building aims to deliver to the specific needsof primary school children from Bertoua and the sur-rounding region. Thereby an appropriate education pro-gram and accessibility will be of high priority. In addition to this, the curriculum includes extensive coursework in the form of workshops and evening classes as well as compact seminars such as „summer schools“ to not only provide necessary knowledge to all members of the community, but also utilise the facilities to their full capacity. Emphasis will be placed mainly on maximum accessibility without large financial overheads. The school will consciously promote female access to edu-cation, in an attempt to counteract current bias. Localworkers will receive an income and are to be trained during the planning and construction phase of the school.
The architecture of the facility with a low tech approach, will have a high standardof environmentally and socially sustainable strategiesthat will be emphasised during the con-struction process. In addition to this,intergration of local workers will be em-phasised, while also ensuring theuse of local building and planning techniques. The first year of operation and programs will be decided by the Hope Foundation, which will establisheducation and training operations. Topics and themes such as health and international know-ledge exchange, will be held and thus a presenceof international volunteers and lo-cal residents will be engaged.

WHO WE ARESTUDENT BODY
HOPE FOUNDATION
The Hope Foundation is a non-profit, non-governmental Cameroon and German orga-nization committed to promoting the development of impoverished communities in Ca-meroon. For eleven years, they have carried out various projects and activities whichare focused on educating and enlightening disadvantaged people mostly in rural regi-ons of Cameroon. They carry out sustainable development and humanitarian programsand projects which run throughout the year in the domains of health, education and trai-ning, water and sanitation and engagement of other social services like the provisionof food, clothing and shelter to underprivileged groups and communities. Their work is being carried out by a dynamic team of committed workers and a great part of our work is undertaken by volunteers and interns from diverse local, international cultural back-grounds who want to take part in charitable activities. Their motto is to engage, educate and empower communities to create a better future. In their education and training do-main, they constantly assist children and schools with donations such as scholarships and school material. Their international volunteers have supported their holiday school programs where they organize free summer classes at various levels.
The Technical University (TU) Berlin, will be represen-ted by 13 architecture students, who, through this pro-ject, will be able to extend their academic education into a practical, real-life building and design process. The masters’ level students having completed their in-dividual bachelor degrees, have a collective in-depth knowledge in various fields relevant to the project in-cluding fundraising, project management, organizati-on, PR, marketing, accounting and graphic and web design. The group collectively have contacts to experts in construction and operations. The student group is very international and many of the members have al-ready participated in projects that have dealt with the planning and implementation of construction projects in developing countries.

Prof. Susanne Hofmann is Professor of Architecture atthe Technical University of Berlin and initiator of the in-terdisciplinary networked “die Baupiloten“, specializingin participatory development of educational and peda-gogic buildings. The work of “die Baupiloten“ is socially engaged and ecologically as well as experimentallyoriented. The team consists of architects and engi-neers, expanded through collaborations with specia-lized experts in various fields of planning. The practice-oriented curriculum reform project “die Baupiloten“was founded in 2003 as a joint venture between the University of Berlin and Prof. Susanne Hofmann. Stu-dents here get the chance to realize her architecturalstudies in a build project in which they go throughall phases from conceptual design to realisation.

In order to ensure the improvement of quality of life tothe people affected by the outcome of the project, wehave a system of monitoring and evaluation of the out-put, outcome and impact of the project. We will adopta community participatory monitoring and evaluation approach, ensuring a highly critical evaluation and un-derstanding of the project. This is to ensure communityawareness and sustainability of the project. Within theframework, some of the key performance indicators include: proposal writing, signed contacts, establishedpartnerships with stakeholders, increase volunteer par-ticipation, reports on progress of students, number ofstudents registered and training sessions held on awa-reness of education and women’s and children’s rights,and re-evaluation to ensure the quality of the project.

For the successful implementation of the project, weare dependent on the exchange with the local commu-nity during the realization. In the planning phase, infor-mation events will be held in Berlin, not only to raise awareness about the project itself and the desired out-come but also to initiate collaborations in various fields.Events such as the Die Lange Nacht der WissenSchaft,the summer festival of the TU Berlin and the Universityof the Arts, have been organized additionally to gain fi-nancial support through the sale of merchandising pro-ducts, food and beverages.We have been actively sup-ported by well-known musicians and artists from Berlinwhile concurrently, we are seeking possible partnershipto initiate contacts with sponsors, funders and found-ations in order to secure the financing of the project..

WHAT WE DO
In the planning of Rising Education, extensive researchof local conditions, needs, and reference projects hasbeen undertaken. Interrogating various architectural offices and their design responses, engineering im-portance, and research into local institutions such as schools and universities has created a broad know-ledge base and understanding of the context. Further-more, an analysis will be carried out once the group arrives in Cameroon, in order to create a contextual design response..
Prior to this, a multi-step, architecture competition, has taken place as a further investigation into the possibi-lities and potentials of designing a school in Bertoua. With the involvement of specialized designers the de-sign will be continuously updated with all project speci-fic parameters critically assessed.

IMPORTANCE OF THE PARTICIPATORY APPROACH
Definition of participation: attendance, collaboration, involvement, inclusion, embracement
The participatory approach is a design process and a key consideration when building a school in a foreign and unknowncontext. Through engagement and mutual information, precise decisions through insights in the regional and culturalbackground, can be developed. In former design projects, architects have developed strategies for participation planningtechniques, to be fully integrated in the design process, resulting in a completely integrated and site specific building.
GET TO KNOW EACH OTHER
A major goal in the beginning will be to get to know local peo-ple and study their daily routines and habits. This part of the process will be absolutely crucial, because it acts as the key in which we as designers can engage and understand the com-munity and the ‘user’ in order to develop a contextual design proposal. Through this process, it is possible to gain insightinto what people really need and desire. Nothing is less helpful than a building which is neither accepted nor used. In addidtion to this, this process is coupled with great empathy and com-passion. We want to learn on the spot, live in the community and then build a school from within the community with pooled forces, through the benefits of mutual understanding und pre-cise knowledge, which will improve the current situation.
MATERIAL BOX AND CONSTRUCTION KIT
Through instructions, material- and component-catalogues, used as a general method of designing and building, a school design can be developed together with the subsequent users in order to realize a school that meets the actual needs and desires. Another component of the participation process will be participation by learning. To finish the project the locals need to complete the rest of the buildings by themselves and the-reby integrating the structure into the community. By sharing knowledge previous to realization, the locals and the students of the technical school can invent new construction techniques. The school then will develop as an innovative and experimen-tal structure. Those elements can be adapted and developded by the local people in order to multiply the project whereever needed.
EVERYONE IS AN ARCHITECT
The material (and construction) catalogue shall show the poten-tials, what and how to build. By developing new alternatives for structural components and atmospheric means together with the local people, the school design will be a joint effort, which is characterized by diversity and ingenuity as well as cultural exchanges. The aim is to make the construction-catalog as fle-xible as possible. The project will result in a participatory con-struction manual, which opens the possibility to finish or/and extend the building without the need of employing architects or beeing a professional engineer, this will allow people all over the world to multiply the project and provide adequate educa-tion. Everyone is a designer and architect of his surroundings, this believe is what we aim to strengthen and develop further.

„RISING School“ SItuatIoN IN BERtoua
The design of Rising Education is uniquely characterized through the integration of climate (and region) oriented and ecological building concepts, which endeavour to create innovative learning spaces, a residence and meeting places so both, students and teachers (as well as for the general population) can contribute to the future of this community. The schools function will be both educational and social. The site is on the outskirt of Bertoua, an area currently characte-rized by rapid growth, in which the people are quickly settling. Due to this growth the potential for families and workers to generate a sufficient income in agriculture close to their community or where subsistence farming has become im-possible due to dwindling arable land. The region’s people come from different countries and areas of Central Africa and thus the community is particularly unique due to the melting pot of people with different cultural, religious and social backgrounds.

The Primary School is to offer, in addition to a general knowledge of the Cameroonian curriculum, a wide range of training opportunities for both students and adults. Students, regardless of age, or their cultural background, will have access to adequate education, while previously established educational institutions may have denied their enrolement on the basis of ethical, religious, social or financial reasons. The special planning of the institution includes six class-rooms, a space for a pre-school class, a teachers room with the possibility of the use of media and a multipurpose area and multi-purpose hall (which can be used for workshops or „summer school„), and a public square, as a forum for the community, on which major events such as weekly markets, dances and community meetings can be held. Due to the location of the building on farmland and the first building in the immediate vicinity, the spatial structure of the project, both for public access road to formulate an official and institutional gesture that demonstrates a necessary degree of safety awareness and the desire for open structures to meet in, which allow integrated formal and informal learning.

Design Studio Winter Semester 2013/14
Based on the different Design outcomes from the last semester we were able to prioritise and identify which elements for the Primary School were the most important in moving forward. Combining all these positive aspects and reapprai-sing them for the needs of the project requirements, we could specify catalog of tools. These basic principles are the satisfying criteria for the final school design, we are developing this winter semester.
13 individual students working on one design outcome?
Facing this dilemma we split up into four different teams(Design Educational Center, Environmental Design, Interior De-sign + Furniture, Play-Sport-Learn-Plant-Landscape) with four different assignments. To establish good communication between these four groups we held weekly pin ups to present and discuss new ideas. After a period of four weeks we came up with the new design which is featured below. The group is busy detailing the project and adding to the catelog in order to have the tools to be able to react and respond when on site in Bertoua from January 2014.

A key architectural element of the building are the wall panels or planes, which allow different spatial situations. They create the buildings that make up the school, while also projecting into the landscape realising both the interior and exte-rior spaces. The side of the building, which is oriented to the city and public space, is formed by especially thick and solid wall planes which in addition to the shielding effect also provides special functions as market stalls and seating integra-ted into the walls. They form a distinct threshold between the public area, city and educational space. This threshold is accentuated by the covered multi-purpose hall and rooms for the teachers and administration, which acts as the main entrance to the building. External visitors to this site including parents of the students have the possibility of conversa-tion and exchange here, while the raised level of the building allows one to observe the features of the landscape and school design. As a result, all members of the community will be encouraged through the design to engage in the school, emphasising the importance of education and its resulting opportunities.
After passing through the semi-public multi-purpose entrance the visitor‘s gaze opens into a spacious courtyard, which encourages performance in the young students and can be used for all kinds of gatherings of students.

Around the central courtyard space are grouped classrooms, which are designed as solitary pavilions. In turn these are formed by the projecting planes which define the school and its offices, external learning areas and intermediate areas. Through this integration of the classrooms with each other and with the surrounding nature, countless learning and play situations can occur. These unique in-between spaces widen the further north one journeys and the ratio of open and enclosed spaces decreases, allowing the school to fade into the existing site and wilderness. These individual elements are connected by a boardwalk system, which allows navigation through the heavy rainy season, for one requires an elevated means of movement.

The type of space that has been designed allows the users to formulate innovative and customized learning situations while addressing the specific needs of the local context , thus the design propsal is a sustainable school model that can be implemented and opened, encouraging today‘s perspectives and possibilities and the future’s.
