    45 Pinoy workers repatriated from strife-torn SyriaMarch 3, 2013 7:37am

    At least 45 overseas Filipino workers arrived home from strife-torn Syria shortly before midnightSaturday, after availing of the government's repatriation program.

    The 45 arrived at the Ninoy Aquino International Airport Terminal 1 aboard a Qatar Airways QR-644flight, radio dzBB's Rodil Vega reported early Sunday.

    Of the 45, two were found to be undocumented, the report said.

    Welcoming them at the airport were personnel of the Overseas Workers Welfare Administration.

    The report said the OFWs were brought first to Beirut in Lebanon from Damascus, then flown to

    Manila via Qatar Airways.

    It said this brought to 3,631 the number of OFWs who had been repatriated to the Philippines.

    LUNGSOD NG LUCENA, Marso 2 (PIA) -- Inihayag ni Pablito Budoy ng Department of Trade and Industry ( DTI-Quezon) na sa kasalukuyang taon ay nagkaroon ng 1,724 na business name applications nai-proseso atnabigyan ng registration upang legal na makapagsimula ng kanilang negosyo.

    Ito ay higit na masmataas kung ihahambing noong 2012 sa katulad na panahon.

    Sinabi ni Budoy na mayroong 1,365 business name applications ang naunang narehistro at ito aynagpapakita ng karagdagang 359 na business name applications sa 2013 na nabigyan ng business namecertificates.

Maliban na lang kung nawawala ang internet onagkakaroon ng diperensya ang business name registration system, saka lamang humahaba ang processingtime.

    Ang 1,724 na business name applicants ay nagpakita ng kabuuang puhunan na nagkakahalaga ng

    P328,000,000. Ibig sabihin nito, mayroong bagong capital na umiikot sa lalawigan ng Quezon na siyangnaging dahilan upang makapagbigay ng bagong trabaho sa 3,968 indibidwal.

    President Benigno S. Aquino III asked for the unconditional surrender of Filipinos involved in thestandoff in Lahad Datu in Sabah, Malaysia, to avoid further escalation of the crisis.

    To our citizens in Lahad Datu, from the very start our objective has been to avoid the loss of livesand the shedding of blood. However, you did not join us in this objective. Because of the path youhave taken, what we have been trying to avoid has come to pass, the President said in a statementreleased on Saturday.

    If you have grievances, the path you chose was wrong. The just, and indeed, the only correct thingfor you to do is to surrender, he said.

    To those who have influence and the capacity to reason with those in Lahad Datu, I ask you toconvey this message: surrender now, without conditions.

    The Palace said Friday that it hopes the sultanate of Sulu will consider what the government said

    Palace: Goverment ready to assist Filipinos affected by Sabah standoff

    Malacanang made an assurance on Saturday that the government is ready to help Filipinos affectedby the ongoing standoff in Lahad Datu in Sabah, Malaysia and at the same time called for theirunconditional surrender.

    In a press conference in Malacanang Saturday, Cabinet Secretary Jose Rene Almendras said theDepartment of Social Welfare and Development (DSWD) has dispatched teams that will helpFilipinos in need in Sabah.

    We have a medical team, there is food everything is there. As a matter of fact, DSWD hasdispatched even teams to try to seek out the families of those that need to be attended to, he said.

    The teams organized by the DSWD will go in one of the islands near Sabah to try to address thosethat have been affected, he added.

    Asking Malaysia to allow ships from the Philippines to dock in Sabah was one of the diplomaticactions made by the Department of Foreign Affairs (DFA) on Friday, Almendras said.

    The secretary of foreign affairs requested that a ship from the Philippines be allowed to dock but theMalaysians said it will process the request and the Philippine government has to wait.

    We have to respect that theyre in control of the situation there. So the ship is ready, they are in anisland, Almendras said.

    Violence erupted in Lahad Datu Friday morning, killing 12 Filipinos and two Malaysian securityforces. The Palace said it was saddened by Fridays event and had asked the Sulu sultanate topersuade its followers in Sabah to surrender.

    In a statement Saturday, President Benigno S. Aquino III asked Filipinos still in Sabah to lay downtheir weapons unconditionally to avoid further bloodshed. PND (as)

    BUSTOS, Bulacan) Nanguna ang Pangulong Benigno S. Aquino III sa pasinayang pagdaan sa pormalnang binuksang Plaridel Bypass Road Project para mabawasan ng 40 porsiyento ang mga sasakyangnaggigitgitan sa Pan-Philippine Highway mula sa Tabang, Guiguinto hanggang sa Baliuag, Bulacan.

    Sa simpleng seremonyang idinaos sa Baranggay Malamig ng bayang ito, sumakay ang Pangulong

    Aquino sa isang open-type pick up, kasama ang mga pinuno ng Pagawaing bayan at PambansangLansangan sa pangunguna ni Undersecretary Alfredo G. Tolentino at ng mga lokal na pinunongbayan.

    Ang bagong bypass road ay ginawa ng DPWH buhat sa pautang sa Pilipinas ng Japan InternationalCooperation Agency (JICA).

    Ang Plaridel Bypass Road Project ay may kabuuang 24.61 kilometrong lansangan, 2.40 kilometrongaccess road at sampung tulay. Dumaraan ang lansangang ito sa mga bayan ng Balagtas, Guiguinto,Plaridel, Bustos at San Rafael sa Bulacan.

    Ang proyektong ito ay bahagi ng Inter-Urban Highway System na kahilera ng Philippine-Japan

    Friendship Highway para mabawasan nang malaki ang trapiko sa mataong bayan sa gilid ngMaharlika Highway patungong Nueva Ecija at Lambak ng Cagayan.

    Dalawang yugto ang pagsasagawa ng proyektong ito. Ang una ay ang paggawa ng contractpackages 1 and 2 buhat sa North Luzon Expressway sa pamamagitan ng bagong interchange sabaranggay Burol ng bayan ng Balagtas.

    Ang unang bahagi ay 14.65 kilometrong lansangan, 2.40 kilometrong access road at pitong tulay nanayari noong Nobyembre 25, 2012 at ginugulan ng utang sa JICA Blg. PH-P236.

    Sinimulan ng DPWH ang procurement process para sa paggawa ng ikalawang bahagi upang gawinang Contract Package 3 na may kabuuang 2.22 kilometro at 1.12 kilometrong tulay na babagtas sa

    Ilog Angat at Contract Package 4 na 7.74 kilometro ang haba sa ilalim ng JICA Loan No. PH-250 nanilagdaan noong Marso 2012.

    Aabutin ng 40 hanggang 50 minuto ang mababawas sa biyahe mula sa Burol, Balagtas hanggangSan Rafael, at may limang kilometro ang mababawas sa biyahe sa nasabing mga bayan. Aabot sa15,000 sasakyan ang daraan na sa Plaridel Bypass na katumbas ng 40 porsiyentong kabawasan satrapiko sa naturang bagong daan.

    Sa Contract Project II ay 20-30 minuto ang mababawas sa biyahe kapag sa bypass road dumaannatapos na ang ( Proyektong 1 at 2) na mag-uugnay sa Daang Alejo Santos sa Pan-PhilippineHighway. Makikinabang dito ang mga bayan ng Balagtas, Baliwag, Pandi, Plaridel, San Rafael atAngat.

    Malaking problema sa trapiko ang nabawas sa bahagi ng Pan-Philippine Highway sa bayan ngPlaridel nang matapos ang Phase 1 ng Plaridel Bypass (Kontratang I at II) dahil nagkaroon ngalternatibong daanan papuntang Angat, kabayanan ng Pandi, Bulacan (dahil makadidiretso na rito athindi na kailangang dumaan pa ng Sta.     Pinasinayaan ng Pangulong Aquino ang bagong Tulay ng Bocaue

    BOCAUE, Bulacan) Binuksan ng Pangulong Benigno S. Aquino III Biyernes ang bagong Tulay ngBocaue na nasa MacArthur Highway ng Barangay Binyang ng bayang ito.

    Ginawang apat na lane ang dating dalawang lane na tulay para matiyak ang ligtas at maginhawangpagbibiyahe ng mga motorista sa MacArthur Highway na dating kilala bilang Mannila North Road.

    Sinabi ni Alfredo Tolentino, pangalawang kalihim ng Kagawaran ng Pagawaing Bayan atPambansang Lansangan (DPWH) na nakatipid pa ng P4 milyon ang ahensiya nila sa proyektong itodahil sa pag-alinsunod sa patakarang walang ikukubli at tuwid na daan ng administrasyong Aquino.

    Ang pagpapaluwang at pag-aayos ng tulay ay bahagi ng pagsisikap ng pamahalaan na maayos angmga pambansang lansangan at mabawasan ang problema sa paggigitgitan ng mga sasakyan dahilsa papabuting kalagayan ng ekonomya sa Rehiyon 3.

    Natapos na ng DPWH ang unang yugto ng proyekto na nagsimula sa North Luzon Expressway sapaglalagay ng bagong interchange sa Baranggay Burol ng bayan ng Balagtas na kabuuang 14.65kilometro, isang 2.40 kilometrong access road at pitong tulay.

    Ayon kay Tolentino, nakatipid ang DPWH ng P163 milyon sa proyektong ang pakay ay lunasan angpagsisiksikan ng mga sasakyan sa mga kabayanang nasa magkabilang panig ng Maharlika Highwayo Cagayan Valley Road sa Bulacan.

    Humigit-kumulang sa 40 porsiyento ng trapiko rito ang mababawas dahil sa Plaridel Bypass, sabipa ni Tolentino.

    Itinakda sa Marso 5, sabi ni Tolentino, ang subasta ng ikalawang bahagi ng proyektong 10kilometrong lansangan at isang 1.12 kilometrong tulay na inaasahang matatapos sa unang kuwarterng 2016.

    Ang bagong lansangang ito ay bumabagtas sa mga bayan ng Balagtas, Guiguinto, Plaridel, Bustos atSan Rafael sa Bulacan. PND

    MANILAThe governments major antipoverty program has made initial progress in terms of achieving thedevelopment outcomes for its beneficiaries in the short term, according to a report recently released by the NationalEconomic and Development Authority (NEDA).

    Citing the results of an impact evaluation, Socioeconomic Planning Secretary Arsenio M. Balisacan said thathouseholds under the Pantawid Pamilya Program are more likely to perform better, particularly in the areas of

    education and health, compared to non-beneficiaries.

    As reported in the Socioeconomic Report (SER): 2010-2012, preliminary indicators suggest that the PantawidPamilya Program is gaining ground in achieving its desired long-term outcomes of poverty reduction, saidBalisacan, who is also NEDA Director-General.

    According to the SER, initial findings of the impact evaluation in 2011 revealed that compared to non-Pantawidhouseholds, program beneficiaries had higher insurance coverage through PhilHealth by 10 percent, whilepregnant beneficiaries were more likely to avail themselves of routine healthcare also by 10 percent.

    As to children under the program, those aged 3-5 and 6-11 years old had higher enrolment rates in daycare (10%)and basic education (5%), respectively, compared to non-Pantawid children. Also, those aged 6-11 and 12-14

    years old under the program were more likely to attend regular classes by 4 percent and 5 percent, respectively,compared to their non-Pantawid counterparts.

    By investing in education and health, future generations from these households would be able to get out of thevicious cycle of poverty that has disabled them from living to their fullest potential, such as getting employed inquality jobs. The Pantawid Pamilya Program is really a long-term investment, and the immediate progress we haveinitially seen affirms the programs success in the coming years, said Balisacan.

    The SER also noted that the beneficiaries spending patterns have shifted towards investing more in education andhealth. Compared to non-beneficiaries, Pantawid households are now spending 36 percent more for their childrenseducation and 33 percent more for basic medical costs.

    Utilizing the conditional cash transfer (CCT) mechanism, the Pantawid Pamilya Program provides cash incentivesto identified poor households after they comply with certain criteria, such as childrens regular attendance inschools and mothers regular visit to health clinics, among others.
