    Aquino orders a study, roadmap on Sabah

    CORREGIDOR ISLAND, Cavite, March 19 (PIA) -- President Aquino has ordered the

    departments of Foreign Affairs and Justice including the office of Executive Secretary to

    conduct a study and recommend a roadmap for the peaceful resolution of the Sabah issue.

    The President made the remarks in his speech yesterday, March 18 during the

    commemoration of the 45th Anniversary of Jabidah Massacre.

    Inatasan ko na po ang DFA, DOJ, at ang ating Executive Secretary upang magsaliksik at

    magmungkahi ng isang roadmap tungo sa mapayapang resolusyon ng isyu ng Sabah, the

    President said.

    The issue of the ownership of Sabah according to the President was somewhat a continuat

    of the incident of the Jabidah. President Aquino stated that to resolve the issue, it should

    start not on speculation, opinion or assumption but in identifying the truth including athorough examination of the written records on the Sabah issue; one direction the Presiden

    assured is not the use force or violence.

    Prior to his speech, the President led the groundbreaking of the Mindanao Garden of Peace

    the tailside portion of the island with the theme, Learning from History, Uniting for People

    The President also led other officials to the Jabidah Marker for the Hands for Peace where h

    placed his hand print on the Hands for Peace Wall.

    The Jabidah Massacre refers to the massacre of a number of young Moros recruited by the

    military from Sulu and Tawi-Tawi during the Marcos governance. These young Moros were

    shipped to Corregidor to train as a commando force. From there, they were sent to Sabah t

    create chaos and destabilization.

    When the young Moros knew the real intent of their mission dubbed Operation Merdeka,

    they demanded to be returned home but instead their military handlers prevented them an

    killed them instead. A lone survivor identified as Jibin Arula recounted the events about the

    1. DSWD Calabarzon, brings 'anti-epal' campaign to Laguna

    CALAMBA CITY, Laguna, Mar. 19 (PIA) -- The Department of Social Welfare and Developmen

    (DSWD) Calabarzon held a press conference recently for Laguna media on their anti-epalcampaign with the slogan Maki-alam, magsumbong, Bawal ang Epal.

    Epal is a Filipino term to describe people who are attention grabbers, scene-stealers or

    simply getting recognition which they do not deserve.

    Held at the talakayan room of the Philippine Information Agency (PIA) Region 4A, DSWDs

    campaign aims to make clear to the beneficiaries of the Pantawid Pamilyang Pilipino Progra

    (4Ps) that no one can remove them from the list of 4Ps beneficiaries.

    This is in reference to politicians or trying to be politicians who are epal enough to threaten4P bneficiaries that they will be stricken off the list if they do not vote for them.

    According to the DSWD, the beneficiaries of the 4Ps were chosen through the National

    Household Targeting System for Poverty Reduction (NHTS-PR) and validated to make sure

    that indigent and deserving families were covered.

    It is the DSWD only who has the authority to de-list beneficiaries on the grounds they faile

    to comply with the conditions set under the 4Ps, Flor Gunio, assistant regional director of

    DSWD 4A said during the presscon.

    Under the 4Ps, a family-beneficiary is provided with monthly subsidy of P500 for health

    needs and P300 per month for educational assistance to up to three children below 14 yea

    old provided they comply with set of conditions.

    The conditions are once a month pre and post-natal care, preventive health check-ups,

    attendance to family development sessions. The subsidy for education requires 85 percent

    school attendance.

    In closing, Gunio appealed to the media to help them in their campaign against epal

    Ang naturang talakayan na nilahukan ng iba't ibang mga mag-aaral, guro atmiyembro ng media sa Batangas na may layuning mabigyang diin angkahalagahan ng media sa pagpapatupad ng gender equality para sa lahat.

    Ayon kay Dr. Nora Magnaye, presidente ng BSU, ang mga kababaihan sapanahon ngayon ay depiksyon ng lakas at katatagan. Aniya, habang lumalaonay pumapantay ang kakayahan, abilidad at kaayusan ng mga ito base sapagbabago ng panahon at makabagong pamamaraan.

    President Benigno S. Aquino III has declared April 3, which falls on a Wednesday, as a special non-working day in theprovince of Albay in commemoration of Albay Day.

    The Chief Executive issued the declaration by virtue of Proclamation No. 557 signed by Executive Secretary Paquito N. OchJr. on March 7, to give the people of Albay the full opportunity to celebrate and participate in the occasion.

    On December 7, 2011, Congress passed House Bill No. 5617, entitled "An Act declaring April 3 of every year as a specialnon-working holiday in the province of Albay and commemorate the emergence of Albay as a province."

    NAGA CITY: President Benigno S. Aquino III led the groundbreaking for the proposed Jesse Robredo Museum in the city onThursday.

    Inilulunsad natin ang simula ng pagpapatayo ng monumento at museo ni Jesse Manalastas Robredo, the President said inhis speech following the groundbreaking ceremony.

    Hindi lamang upang magbalik-tanaw at gunitain ang kanyang buhay kundi upang maisakonkreto rin ang paninindigangipagpatuloy ang mga adbokasiyang kanyang napasimulan upang bigyang-inspirasyon at lakas ang karaniwang mamamayana makiisa sa pagtataguyod ng bayan.

    The government is also building a monument in honor of Robredo at the middle of Concepcion-Panganiban Rotonda in NagCity, the President said.

    The museum, which will be part of the Naga City Civic Center, will showcase the life and legacy of the late Naga City mayorand former interior and local government secretary.

    The President said that through the building of the museum, present leaders would be more innovative in governance and itwill also encourage the people to participate on government initiatives.

    The President expressed hope that more and more people will follow the footsteps of Jesse Robredo noting that his legaciewill benefit the next generation of Filipinos wholl fight for what is right.

    Museum designers took the opportunity to create the edifice without cutting down trees in the area. The trees would becomplementing elements to the architecture, creating a space that integrates the outdoor garden with the interiors.

    The proposed museum is a two-storey building that will have cafes, restaurants, shops and galleries for contemporaryexhibits.

    The second floor will feature the Jesse Robredo gallery, depicting his story as a boy growing up in Naga City, a local publicservant, a national leader and a family man. An audio-visual room which introduces the exhibits can also function as a venufor lectures, seminars and book launches.

    Government to impose stopgap measure to resolve Mindanao power shortage

    NAGA CITY) The Department of Energy (DOE) will be presenting an immediate solution to the Mindanao power problem torelieve businesses from frequent power outages, President Benigno S. Aquino III said on Thursday.

    It was reported that Mindanao businessmen have called on the President to use his emergency power to solve the powercrisis in the region, which may affect trade as well as the upcoming elections in May.

    The Chief Executive noted that the DOE made an assurance that major dams will have enough supply of water to ensure ththeres electricity particularly during the elections.

    The problem in the hydroelectric system is siltation because of river waste in addition to illegal logging that destroys the

    regions watershed, thus affecting the ability to generate electricity.

    According to the President, the immediate solution will probably be diesel-powered generators, adding that diesel-poweredplants of barges could be assembled immediately.

    He pointed out that the government is also imposing penalties and fines on those overdrawing beyond their stated use limitshe said.

    For instance, the President said that Zamboanga City, located at the end of the grid, is getting less power because other arecloser to the grid are getting too much energy.

    NAGA CITY) President Benigno S. Aquino III said his administration is focusing on developing the Bicol region to furtherenhance its potential for trade and tourism.

    In his speech during a meeting with local leaders and Naga City residents on Thursday here, the President said that thegovernment has started rehabilitating the 34-kilometer railroad tracks that will connect Camarines Sur to Metro Manila, notinthat the national government is also rehabilitating several bridges for the Bicol Commuter Train Service, the President said.

    NAGA CITY) President Benigno S. Aquino III said he wants to make sure that the tracks of the Philippine National Railways(PNR) are safe before resuming its operations at least from Naga City to Legazpi City.

    The PNR did a test run recently after rehabilitating its lines from Naga City to Legazpi City.

    Meanwhile, Transportation and Communications Secretary Joseph Emilio Abaya confirmed the test run from Naga City toLegazpi City saying that the original plan is to extend the PNR lines to Sorsogon.

    The long-term plan is to build lines from Cagayan, Isabela, Metro Manila, and then to the Bicol region. The goal is to create fast transportation system that will help farmers bring their produce to Metro Manila from major Luzon provinces, Abaya said

    President Aquino also said that there is a proposal to extend the expressway in Batangas to Lucena City adding that a secophase will also be built to further extend to Bicol region.

    Nakita na nga rin natin sa mga positibong bunga ng pakikipag-usap sa mga kapwa natin Pilipinong nais isulong ang

    The Department of Budget and Management (DBM) announced that P831.8 million in funds have already been made availato several departments and agencies, state colleges and universities (SUCs), and government-owned or controlledcorporations (GOCCs) for the distribution of the Performance-Based Bonus (PBB) to their respective employees.

    We commend all departments, agencies, and GOCCs that successfully complied with their requirements, and whoseemployees were among the first to receive their PBB. Since the Administration launched the merit-based bonus scheme inDecember 2012, the DBM has been receiving and processing submissions from departments and agencies as efficiently aspossible, in line with the PBBs goal of rewarding excellent work among our government employees, Secretary of Budget anManagement Florencio B. Abad said.

    Of the total amount, P806.1 million has already been authorized for release by the Governance Commission for GOCCs(GCG), with 26 GOCCs given the go signal for releasing the PBBs of 15,415 eligible officials and employees. These will besourced from the GOCCs own corporate funds.

    Another P25.7 million has also been rolled out to five agencies and three SUCs for the merit-based incentives of 2,780 officiand employees.

    The DBM also confirmed that the Department of Health (DOH) and the Laguna State Polytechnic College have alreadycomplied with all their requirements, and their releases are being processed by DBM. DOH is the first major governmentagency to have fully complied with the PBB requirements, with 25,307 employees eligible for the PBB.

    I enjoin other agencies and departments to complete their submissions to the DBM. This will allow us to facilitate the quickrelease of their PBBs, and ultimately, ensure that their employees receive the bonuses due them, said Abad.

    The PBB is one of the components of the Administrations Performance-Based Incentive System (PBIS), an incentive prograthat recognizes and rewards exemplary performance in government. It aims to improve the delivery of goods and services toFilipinos, as well as institute a culture of excellence in public service across the bureaucracy.

    Under the PBIS, qualified agencies that submitted all compliance reports on time will be assessed, provided that they meet a

    least 90 percent of their targets for the year. Agencies are also required to fulfill all the good governance conditions set by thInter-Agency Task Force on the Harmonization of the National Government Performance Monitoring, Information andReporting Systems, or the A.O. 25 Task Force.

    Through the PBB, employees ranked as Best in a best-performing bureau stand to receive as much as P35,000, whileunderperformersthose who were unable to meet at least 90 percent of their individual targets, or employees in a poorlyranked bureauwill not be eligible for PBB.

    In releasing the PBB, the DBM emphasized the need for qualified departments and agencies to establish grievancemechanisms that will allow them to respond to employees feedback.

    Because the PBB is a new initiative, we have much to learn on implementing it with greater efficiency. Part of this fine-tuninprocess is the establishment of grievance mechanisms within agencies, specifically to give employees the chance to provide

    honest feedback on the execution of the program.

    All in all, we shouldnt lose sight of the reason why were implementing PBB at all: to institute a culture of exemplary publicservice in the Philippine bureaucracy, so that Filipinos can expect increased transparency, accountability, and openness in tdelivery of public goods and services, Abad said.
