    ABS-CBN: Huling namataan ang bagyong Nando sa layong 180 km North Northeast ng Basco, Batanes kung saan taglay

    nito ang lakas ng hangin na 95 kph malapit sa gitna at pagbugso na aabot sa 120 kph. Nakataas pa rin ang Signal No. 1 sa

    Batanes Group of Islands. Kumikilos ang nasabing bagyo ng pa-hilaga sa bilis na 15 kph at inaasahang bukas ay lalabas na

    ng PAR. Samantala, asahan ang maulap na panahon bukas sa Northern Luzon habang maganda naman ang panahon sa

    natitirang bahagi ng Luzon, kasama na ang Metro Manila. Asahan din ang magandang panahon sa Visayas kung saan maliit

    ang posibilidad ng pag-ulan habang magiging maulap naman ang panahon sa Surigao, Davao at Gensan.

    -Ang probinsya ng Batanes na lang ngayon ang nakakaranas ng direktang epekto ng bagyong Nando.

    -Nakataas pa rin ang storm signal number 1 sa Batanes habang ibinaba na ng PAGASA ang storm signal sa ibang lugar.

    -Huling namataan ang sentro ng bagyong Nando sa layong 180 km sa may north, northeast ng Basco, Batanes at bahagya

    itong lumakas na ngayon ay nagtataglay ng 95 kph near the center at may bugsong umaabot ng 120 kph.

    -Kumikilos ito pa hilaga sa bilis na 15 kph.

    -Base sa track ng PAGASA, bukas ay inaasahan ng lalabas ito sa PAR.

    -Dahil papalabas na ng PAR ay hihina na rin ang epekto nito sa hanging habagat kaya asahan na ang unti-unting paganda

    ng panahon sa malaking bahagi ng bansa lalo na Luzon at idagdag pa natin diyan ang ridge of high pressure area na

    nakatutok ngayon sa Visayas at Mindanao.

    President Benigno S. Aquino III announced on Wednesday that a reward of P10-million has been offered to anyonewho can give information for the immediate arrest of the alleged pork barrel mastermind Janet Lim Napoles.

    The President made the announcement in an interview after keynoting the 8th East Asia Conference onCompetition Law and Policy held at the Sofitel Philippine Plaza Hotel in Pasay City.

    President Benigno S. Aquino III called on the members of the Armed Forces of the Philippines and the PhilippineNational Police on Wednesday not to take sides and remain neutral on issues affecting the country.

    President Benigno S. Aquino III lauded the Persons with Disabilities (PWDs) for their outstanding contributions tothe transformation of society despite their handicap.

    In his speech during the 2013 Apolinario Mabini awarding ceremony held at the Heroes' Hall in Malacanang Palace

    on Wednesday, the Chief Executive said awardees serve as proof that any Filipino can achieve success andcontribute to society with their innate talents and characteristics worth emulating by others.

    Topping the list of Apolinario Mabini awardees was social worker Teddy M. Kahil who was named as the 2013Disabled Filipino of the Year. Special Award was given to Jaime Tomas Perez-Diaz.

    Other awardees included Autism Society of the Philippines for Disabled Group of the Year and JP Morgan Chaseand Company for Employer of the Year.

    Individuals and institutions from the private sector and government were also awarded for their contributions inadvancing the welfare of PWDs.

    In his speech during the awarding ceremonies of the 2013 Apolinario Mabini Awards at the Heroes' Hall of theMalacanang Palace on Wednesday, President Aquino said his government continues to protect PDWs and providethem with equal rights and opportunities in attaining success.

    "Asahan naman po ninyo na patuloy na magsusumikap at maglalatag ng mga inisyatiba ang inyong pamahalaanpara sa halos isat kalahating milyong Pilipinong kabilang sa sektor ng PWD sa buong bansa," the President said.

    With the passage of various laws aimed at improving the lives of the PWDs, the Chief Executive said more Filipinos

    with disabilities would become productive members of society.

    "Mayroon nga po tayong natanggap na mabubuting balita: sa pagtutulungan ng ating mga pampublikong ahensiya,naipasa na natin ang ilang mahahalagang batas. Isa po rito ang Republic Act 10366 na nag-aatas saCommission on Elections na magtaguyod ng mga lugar kung saan mapapadali at mapapaginhawa ang pagbototuwing halalan ng mga kababayan nating may kapansanan," the President said.

    "Para naman sa higit na oportunidad sa hanapbuhay, naisabatas na rin ang Republic Act 10524. Dahil dito,nakareserba na ang isang porsiyento ng mga posisyon sa gobyerno para sa mga kabilang sa sektor ng PWDs, athinihikayat din ang mga pribadong korporasyon na may higit isandaang empleyado na gawin ito," he said.

    The President assured that his government is implementing programs and services for persons with disabilities.

    "Sa bisa naman po ng Republic Act 10070, nakapagtaguyod na rin tayo ng mga PWD Affairs Offices sa ilang mgapiling lalawigan, lungsod, at munisipyo sa kalakhang bansa. Bukod pa ito sa paghahatid natin ng serbisyo attechnical assistance, sa pagtatayo ng Disability Section sa tatlong pamantasan sa bansa: sa Cebu TechnologicalUniversity, sa Cebu Normal University, at sa West Visayas State University," he stressed.

    He also lauded the Apolinario Mabini PWD awardees for their contributions to society despite their handicap.

    "Isa lamang sa matitingkad na halimbawa rito ay si Ginoong Teddy M. Kahil ang kauna-unahang visually impairedat rehistradong Social Worker sa bansa na nakatanggap ng Master's Degree in Social Welfare. Subalit higit pa sakanyang pansariling tagumpay, kinikilala natin ang pagbabahagi niya ng dunong at husay sa pagsusulong ngadbokasiya para sa sektor ng PWDs," he said.

    The President also thanked government and private institutions for being responsive to the needs of the PWDs.

    "Saludo rin po tayo sa mga kompanyang tulad ng JP Morgan Chase and Company, na kinikilala ang papel atkakayahan ng PWDs, at nagiging tulay sa kanilang marangal at magandang hanapbuhay. Sa kanila po kasing12,000 empleyado sa buong bansa, 8.8 percent dito o 984 ang kabilang sa sektor ng PWD; at 885 din sakanilang mga manggagawa ang may anak na may kapansanan, at ngayon nasusuportahan na ang kani-kanilangmga pangangailangan," he said.

    Napapanahon ayon sa Pangulong Benigno S. Aquino III ang pagdaraos sa Maynila ng 8th East Asia Conferenceon Competition Law and Policy upang ang matataas na pinuno ng magkaka-kompitensiyang mga ahensiya aymag-usap tungkol sa halaga ng competition policy upang isulong ang parehas na paligsahan sa isang maayos nalarangan sa pamilihan.

    Sa talumpati ng Pangulo sa pagtitipong idinaos Miyerkoles sa Mindanao Ballroom ng Sofitel Philippine Plaza Hotelsa Lungsod ng Pasay ay pinuri ng Pangulo ang mga kalahok na buhat sa walong bansa sa pagsisimula ng kanilangtungkuling mag-usap para humanap ng paraan tungo sa fair trade sa pagitan nila at sa loob ng kani-kanilangbansang kinakatawan.

    Ito ang dahilan kaya napapanahon ang pulong ninyong ito upang pag-usapan ang lahat ng paraan tungo sapaglikha ng parehas na kompetisyon. Lahat kayo rito ay naniniwalang ang tunay na malaganap na pagsulong ng

    ekonomya ay matatamo lamang sa pamamagitan ng pagtataguyod ng parehas na kompetisyon sapagkat kapagnakikipagpaligsahan ang sino mang nilalang ay nag-iibayo ang kanyang pagsisikap, nagiging malikhain at lumilikhang mga bagay na tunay na mahalaga, sabi ng Pangulo.

    Sinabi ng Pangulo na ang Piliinas ay kaisa sa isinusulong ng kapulungan at ito ay makikita sa mga repormangipinatutupad ng administrasyon niya upang makalikha ng isang kapaligiran ng negosyo na nagbibigay -sigla sakompetisyon.

    Ayon sa Pangulo, nilikha niya ang National Competitiveness Council upang subaybayan ang mga patakaran ukolsa pakikipagpaligsahan, pagluluwag sa mga tuntunin at proseso upang mabilis na makapagsimula ng negosyo sabansa ang mga kompanya, pagpapatupad ng liberalisasyon sa airline industry na nagpapahintulot sa ibangkompanya ng eroplano na makapagyaot dito sa bansa, at ang pagpapatibay ng Common Carriers Tax Law nahindi pinagbabayad ang lahat ng pandaigdig na eroplano at bapor ng tatlong porsiyentong common carriers tax sa

    mga resibo at kinita sa paghahatid ng mga pasahero.

    Binigyang diin ng Pangulo na ang patakarang ito ang nagpapatunay na ang pamahalaan at ang sambayanangPilipino ay nagpapatupad ng level playing field. Ang lahat nang ito, sabi ng Pangulo ay ginagawa sapagkat ito angtunay na landas tungo sa kaunlaran ng ekonomya.

    Ginagawa namin ito sapagkat alam naming ang ating mga entrepreneurs at lakas-bisig ay nag-aangkin ng mgakatangian at pagiging malikhain upang matamo ang tagumpay sa ilalim ng ano mang kalagayan, dugtong pa ngPangulo.

    Ang halaga ng kompetisyon sa pagsulong ng alinmang bansa ay sinabi ng Pangulo na mahalaga sa pag-unlad ngekonomya ng daigdig at pinatunayan ito ng mga pagbabago sa teknolohiya na lalo pang nagsulong sasangkatauhan tungo sa susunod na dakilang panahon.

    Ang talakayang gagawin ninyo rito ay mahalaga sa pagpapatuloy ng tradisyon ng pagsulong at pagbabago.Umaasa ako na kayo ay maglalaan ng panahon upang ibahagi ang inyong mga panukala sa iba kaalinsabay ngpakikinig din sa ideya ng iba.     Isa po sa mga itinataguyod nating kultura sa tuwid na daan ay ang pagkilala sa mabubuting ambag ng Pilipino para

    sa kapwa at bayan. Iniaangat natin ang bawat Juan at Juana dela Cruz, na sa pagharap sa sangandaan ay walang-

    alinlangang pinipili ang tama at makatarungan. Ginagawa natin ito, dahil batid natin na ang pagbabagong tinatamasa

    ng Pilipinas ngayon, ay nagmumula sa maliliit na inisyatibat kilos ng bawat isatulad ng pagmamalasakit sa kapwa

    at pagkakawanggawana kapag nagsama-samay lumilikha ng dambuhala at malawakang transpormasyon sa

    bansa.

    Sa hapon pong ito, muli tayong nagtitipon upang kilalanin ang mga indibidwal, grupo, at institusyong naghahatid ng

    makabuluhang kontribusyon sa mga kababayan nating bahagi ng sektor ng Persons With Disabilities. Sila ang nag-

    aalay ng angking-husay at wagas na malasakit upang ipalaganap ang pagkilala sa mga kababayan nating may

    kapansanan bilang mga produktibong miyembro ng lipunan. Sila ang mga Pilipinong naharap sa sangandaan

    subalit imbes na magpadala sa tukso ng kalugmukan o kawalang pag-asa, ay buong-loob na piniling iangat ang

    kanilang sarili, at naging bukas sa pagtulong ng iba. Ang kanilang laging tugon, Bakit ako magpapa daig sa

    kapansanan? Kailanman, hindi magiging balakid ang aking kalagayan para maihayag ang malasakit ko sa bayan, at

    makaambag sa transpormasyon ng lipunan. Sa isang tila nakapanghihinang sitwasyon, sila pa ang naging bukal ng

    lakas at inspirasyon. Di lamang nila nilalampasan ang kaliwat kanang pagsubokpinagsusumikapan din nilang

    magpakadalubhasa sa larangang kanilang napupusuan.

    Tunay nga po: Ang inyong mga halimbawa ang nagpapaalala sa akin na hindi ako nag-iisa sa pagpasan ng mga

    responsibilidad; may katuwang ako sa pagpapaunlad ng bansa.

    Gayundin, sinasalamin ng pagtitipong ito ang bayan nating kanlungan ng katatagan at kabutihang-loob. Isa lamang

    sa matitingkad na halimbawa rito ay si Ginoong Teddy M. Kahilang kauna-unahang visually impaired at

    rehistradong Social Workersa bansa na nakatanggap ng Masters Degree in Social Welfare. Subalit higit pa sa

    kanyang pansariling tagumpay, kinikilala natin ang pagbabahagi niya ng dunong at husay sa pagsusulong ng

    adbokasiya para sa sektor ng PWDs. Sa kanyang mga positibong artikulot sulatin, di lamang niya naihahayag ang

    kanyang saloobinnaisasatinig niya rin ang boses at interes ng kanyang mga kapwa kasapi sa sektor.

    Saludo rin po tayo sa mga kompanyang tulad ng JP Morgan Chase & Co., na kinikilala ang papel at kakayahan ng

    PWDs, at nagiging tulay sa kanilang marangal at magandang hanapbuhay. Sa kanila po kasing 12,000 empleyado

    sa buong bansa, 8.8 percent dito, o 984, ang kabilang sa sektor ng PWD; at 885 din sa kanilang mga manggagawa

    ang may anak na may kapansanan, at ngayoy nasusuportahan na ang kani-kanilang mga pangangailangan.

    Taos-puso po akong nagpapasalamat sa kanila, at sa bawat indibidwal at institusyong pinaparangalan natin sa araw

    na ito. Mula man sa pampubliko o pribadong sektor; sa larangan man ng medisina, sining, media, o paglilingkod-

    bayandi-matatawaran ang pagsusulong ninyo sa kapakanan at karapatan ng mga kababayan nating may

    kapansanan. Nagpapasalamat din po ako sa Philippine Foundation for the Rehabilitation of the Disabled, at sa lahat

    ng mga nagsusumikap upang matagumpay na maidaos ang Apolinario Mabini Awards sa taong ito.

    Asahan naman po ninyo: patuloy na magsusumikap at maglalatag ng mga inisyatiba ang inyong pamahalaan para

    sa halos isat kalahating milyong Pilipinong kabilang sa sektor ng PWD sa buong bansa. Mayroon nga po tayongnatanggap na mabubuting balita: sa pagtutulungan ng ating mga pampublikong ahensiya, naipasa na natin ang ilang

    mahahalagang batas. Isa po rito ang Republic Act 10366 na nag-aatas sa COMELEC na magtaguyod ng mga

    lugar kung saan mapapadali at mapapaginhawa ang pagboto tuwing halalan ng mga kababayan nating may

    kapansanan. Para naman sa higit na oportunidad sa hanapbuhay, naisabatas na rin ang Republic Act 10524. Dahil

    dito, nakareserba na ang isang porsiyento ng mga posisyon sa gobyerno para sa mga kabilang sa sektor ng PWDs,

    at hinihikayat din ang mga pribadong korporasyon na may higit isandaang empleyado na gawin ito.

    Sa bisa naman po ng Republic Act 10070, nakapagtaguyod na rin tayo ng mga PWD Affairs Offices sa ilang mga

    piling lalawigan, lungsod, at munisipyo sa kalakhang bansa. Bukod pa ito sa paghahatid natin ng serbisyo at

    technical assistance, sa pagtatayo ng Disability Section sa tatlong pamantasan sa bansa: sa Cebu Technological

    University, sa Cebu Normal University, at sa West Visayas State University. Alam po nyo nang binabasa ko to,

    maganda mayroon na tayong tatlonapansin ko lang lahat nasa Visayas. [Laughter] Matanong ko lang ho ang

    [Laughter] Asahan naman po ninyo: Sa pakikipagtulungan ng ibat ibang ahensya ng ating pamahalaan, at sa

    pakikiisa ng lahat, higit pa nating maisusulong ang mga inisyatibang mangangalaga sa kapakanan at tutugon sa mga

    pangangailangan ng ating mga kababayang may kapansanan.

    Muli ko pong ididiin: Itinataguyod natin ang tuwid na daan para sa isang patas na lipunan. Naglalatag tayo ng higit na

    pagkakataon sa kaunlaran para sa bawat isa, upang kahit ano pa man ang iyong kalagayannakakalakad man,

    nakakakita, nakakarinig, nakakapagsalita, o hindiay maiaangat mo ang iyong sarili, ang iyong kapwa, at bagkus,

    ang buong bansa.

    Nandirito na po tayo sa panahon kung saan ang ambag ng bawat isa ay makabuluhan at mahalaga. Samantalahin

    nawa natin ang pambihirang pagkakataong ito; sama-sama tayong kumilos tungo sa malawakang pag-asenso ng

    nag-iisa nating bansa. Taas-noo nating ipamalas sa buong mundo ang di-matitinag na tatag at determinasyon ng

    lahing Pilipino.

    Bago po ako magtapos, mayroon tayong imbitasyon.alam ho nyo, syempre papel ho natin na marami tayong

    naririnig na reklamo. Mayroon ho tayong nakakausap na wala nang ginawa kundi reklamo. Wala din namang

    naambag na solusyon sa tatlong taon na tayong nanungkulan. At kayo naman po, na talagang nilabanan ang inyong

    sitwasyon, nangibabaw, nagtagumpay, ay talagang napakagandang halimbawa po. Sabi nga ho ng mga Amerikano,

    Success has many fathers or mothers, and failure is an orphan. Siyempre, kung ako ho ang mamim ili ng

    pagkakataon, sino ang mga kahalubilo ko: yung puro reklamo na ayaw kumilos para sa sarili, o yung nagpapakita

    ng kusa na iangat ang sarili at talaga naman tulungan hindi lang ang sarili pero pati ang kapwa. Maliwanag naman

    po siguro kung saan tayo tutungo. [Applause]

    Thank you. Good morning.

    Secretary Leila de Lima; Mr. Kazuyuki Sugimoto; Dr. Yuxing Xing; Mr. Rod Sims; Mr. Muhammad Nawirmessi; Mr. MungVan Bach; delegates from the East Asia Economies; participants from the various sector regulators, the academe, andthe business community; fellow workers in government; honored guests; ladies and gentlemen:

    Over the years, more than a few commentators and intellectuals have claimed that perhaps the Asian psyche is attuned

    to a more rigorously structured, paternal system. They have said that Western-style democracy is too messy, and thatAsians thrive more when they have a strong father figure telling them what to do. In recent history, we have bornewitness to this phenomenon several times. Many countries have had strongman rulers some of whom were good, andmany of whom were not, which is perhaps what one could naturally expect of a system where a single person decideson anything and everything all the time.

    Less than thirty years ago, the Philippines was under such a system. It led to experiments like crony capitalism, whichallowed monopolies to be granted to certain companies and, worse, to single families. We saw the dictator basicallygrab and distribute control of entire industries. We saw legal restrictions to competitions passed for no other reason thanpatronage, done under the guise of causes such as nationalism.

    As a student of economics, I know that monopolies are incredibly inefficient. It kills innovation. There is zero impetus, ina monopoly, to continually improve your product or your service, simply because you have your market cornered. True,

    the protected environment means the monopolizing company will flourish in the short-term; the profits may even beastronomic. But it guarantees against a level playing field, where competition can bring out the best in companies and inpeople. It also means that your industries will be ill-equipped when the time comes that they actually have to compete. Ina world that is becoming increasingly globalized, the lack of a healthy competitive landscape is simply untenable, andcould spell any countrys economic doom.

    This is precisely why this conference is timely. All of you are gathered here to talk about what can be done to create afair, level playing field. All of you here are, in some way, subscribed to the idea that true, inclusive economic growth canonly be achieved by pursuing a healthy competitive environmentone that stokes the natural human drive to competeto work hard, to innovate, and to create something of worth.

    Our administration is of the same mind. And since you will be spending the next few days talking about competition lawand policy, perhaps I can share some of what we have done to create a business environment conducive to competition.

    To begin with, we established the National Competitiveness Council, chaired by the Department of Trade and Industry,

    to monitor our competitiveness policies. And I am proud to say that they have been integral in our 20-place jump in theWorld Economic Forums Global Competitiveness Indexfrom 85th place in 2010 to 65th in 2012. We also realize thatwhatever competition law we have must be implemented efficiently. This is why, as many of you may know, in June of2011, I signed Executive Order 45, establishing the Department of Justices Office for Competition, which organized thisevent. Apart from promoting regional and international cooperation, the office is tasked specifically to investigate andprosecute all violations of competition laws, enforce competition policies and laws to protect consumers, supervisecompetition and promote transparency and accountability in markets, and undertake studies and reports to guide theindustry and consumers.

    From the beginning, we have also made it easier for companies to set up shop here. After all, the success of a business

    should not be dictated solely by ones adeptness at navigating the bureaucratic maze. Instead, investors should be ableto focus on delivering a quality product or service for a reasonable price. This is why our administration has been cuttingbureaucratic red tape. And this has brought us great success. Under our watch, we have reduced the time it takes tostart a businessfrom 36 days to just 11 daysas well as the time it takes to register propertyfrom 39 days to 23days. We have also made the processes for paying taxes faster, reducing the time it takes from 47 days to 14 days andthe work does not end here. Moving forward, we will strive to make the processes even more efficient, so we that mayshorten the timeframe very much further.

    You may have also heard that we have liberalized aviation, allowing new local and foreign carriers such as AirAsia andJin Air to set up shop here and compete, in turn boosting the performance of our tourism industry. We also passed theCommon Carriers Tax Law, which will exempt all international air and shipping carriers from paying the three percentcommon carriers tax on receipts and income derived from transporting passengers. They will also be exempted from theGross Philippine Billings Tax derived from carrying passengers so long as their home countries grant the Philippines thesame exemption.

    These policies, among others, makes it clear: The Philippine governmentand the Filipino peopleis fully committed tofostering a level playing field. We are doing this because it is one of the most critical pathways to economic growth; weare doing this because we know our entrepreneurs and our work force have the work ethic and the creativity to succeedin any environment.

    Indeed, competition is vital to the growth of any nation. In fact, it is vital to the growth of the world economy, and even tothe technological breakthroughs that have, time and again, pushed human civilization into its next great age. And thediscussions you will be having here will be essential in continuing that tradition of growth and innovation. I am hopefulthat you will take the time to share your ideas and to listen to the ideas of others, all with the vision of how we can bestimprove Asiasand the worldscompetitive landscape.

    Social Welfare and Development Secretary Dinky Soliman said that on a positive note, every disaster is anopportunity for a victim to prove his resiliency, start life anew and in fact, have a better life.

    Unique story to tell

    It was the second day of Misa de Gallo. At the peak of the storm, I was preparing bibingka in the familys makeshiftpugon to sell to churchgoers after the midnight mass. When I looked back, the water was already knee deep insideour house, Geraldine recalled.

    Geraldine quickly ran to her parents and children who were sleeping in the familys shared bedroom and instructed

    them to run out of the house immediately.

    The storm spared nothing. Geraldine helplessly watched about 200 pieces of freshly baked bibingka and her stock ofcharcoal drenched with rain and 22 kilos of flour wasted.

    Thats more than 5,000 pesos worth of damage, she said.

    Livelihood intervention

    When Sendong struck, the familys savings were spent on their basic needs, leaving them with nothing to revivetheir bibingka business.

    Established by her great grandparents, Geraldines family has been in the business of making bibingka since 1917.Even the recipe is an age-old family secret passed on for four generations.

    It pained me to put our bibingka business on hold because of Sendong, Geraldine stated.

    She now runs the business with her mother. Geraldine has five children with her husband, David who works as amason. Her eldest son, Dave helps her out before and after school.

    Despite the devastation Sendong brought, Geraldine is grateful to have survived and regained her hopes when shereceived assistance through the Self-Employment Assistance Kaunlaran (SEA-K) modality of the SustainableLivelihood Program (SLP) of the Department of Social Welfare and Development (DSWD).

    Geraldine received a 10,000-peso loan from the SLP in May 2012, which she used to revive the familys bibingkabusiness.

    Convergence Strategy

    On top of the capital assistance, Geraldines family is also a recipient of DSWDs Pantawid Pamilyang PilipinoProgram, the governments conditional cash transfer program.

    SLP and Pantawid Pamilya are part of the DSWDs Convergence Strategy.

    As a beneficiary of Pantawid, Geraldine is able to send her children to school and take them to health centers forcheck up through the P300 monthly educational cash grants and P500 monthly health grants.

    As SLP beneficiary, she is able to earn additional family income from her bibingka business.

    For Geraldine, attaining self-sufficiency is not far from reality. She is now able to regain her family from the wrath of

    Sendong, giving hope that that her family will soon have an improved and sustained quality of life.

    The Convergency Strategy harmonizes and synchronizes the implementation of the Departments three core povertyprograms: the Pantawid Pamilya, SLP, and the Kapitbisig Laban sa Kahirapan-Comprehensive and IntegratedDelivery of Social Services. With this Strategy, the Department aims to address the different dimensions of poverty.

    The Convergence Strategy aims to take poor families from survival to self-sufficiency. The success of Geraldine tomove her family to self-sufficiency demonstrates that when programs are converge, there is better impact, DSWDSecretary Dinky Soliman said.

    Ultimate motivation

    Geraldines bibingka business has been rebuilt anew. The family prepares 2,000 pieces of bibingka per batch. They

    make three batches a day one at dawn, another in the afternoon, and in the evening. Geraldine now suppliesrestaurants and hotels around the city.

    Having survived typhoon Sendong, Geraldine believes that it was a combination of perseverance, hope, and supportfrom the DSWD that helped her family through challenging times. She wishes that the program be continued in orderto help more poor families like hers to being empowered for an improved quality of life.

    Naga City, Camarines Sur The City of Naga is looking to have 20,000 Nagueos as full time employees (FTE)working locally in the Information Technology Business Process Management industry (IT-BPM) by the year of 2016.This was revealed by the local ICT industry stakeholders of the ICT Bicol Council during the first leg of the 2013 NEXTWave Cities Roadshow organized by the Information and Communications Technology Office of the DOST,Information Technology Business Process Association of the Philippines (IBPAP) and local ICT councils likeICT@Bicol.

    Mr. Dan De Leon President of local ICT Council ICT@Bicol said that, With companies such as Sutherland and IBM

    showing confidence in the talent and business environment of Metro Naga and Camarines Sur, we are confident thatwe can grow the IT- BPM industry in Metro-Naga to provide employment for 20,000 Bicolanos by 2016.

    With support from local government, the academe, the IT-BPM industry and the DOST-ICT Office, the growth ofCamarines Sur is on the right track.     Town folks packed the pavilion housing the Presyo Diskwento Caravan in Compostela, Compostela Valley to bargainfor heavily discounted items offered.

    Shoppers availed of grocery and household items with discounts of up to 40 percent on the Presyo DiskwentoCaravan organized during the 65th Araw ng Compostela celebration early this month.

    The Department of Trade and Industry in Compostela Valley (DTI-CV), the organizer of the one-day caravan, got thecooperation of the New City Commercial Center (NCCC) as they aim to make available to the consumers qualitygoods at lowered prices.

    The one-day activity generated P322,180 in sales.

    DTI-CV Consumer Welfare officer Dexter P. Bermudez said the conduct of the caravan during a big event was a bighelp in cornering higher sales.

    The good turn-out and sales of the Diskwento Caravan was because it was conducted during the culminationprogram of the Araw ng Compostela, as well as the 7th Buganihan Festival, where throngs of people came tocelebrate, he said.

    Simultaneous with the said Presyo Diskwento Caravan was the free massage and haircut offers.

    5. DTI capacitates repair shops in Davao Oriental

    Sixty repair shop owners and technicians in Davao Oriental have undergone capacity building seminars to furtherequip them with the necessary knowledge in running such business.

    With participants coming from Mati City and the municipalities of Lupon, Manay, Baganga and Cateel, the province-wide Forum on Competency and Guidelines for Service and Repair Shops was conducted this month.

    The activity was done in partnership with the Technical Education and Skills Development Authority (TESDA) andBusiness Permit and Licensing Office (BPLO) of Mati City.

    DTI-DO Provincial Director Ma. Belenda Q. Ambi said the activity was mainly aimed at creating awareness on therequired competencies of service and repair shop technicians as well as its regulatory requirements for repair shopoperation.

    It is our mandate to also protect the welfare of consumers, in this case the customers of repair shop s, not just purelyto promote business, she said.

    During the seminar, TESDA presented and discussed their Sertipikadong Pinoy Competency Assessment andCertification Program highlighting the Philippine TVET Qualifications Framework (PTQF). The said program is anationally promulgated framework of competency classification and recognition for middle-level skilled workers. Thiscovers the different certification levels available to these technical workers.

    With this briefing, DTI anticipates the participating repair shops to have their workers and technicians trained andcertified by TESDA to deliver appropriate services to clients, Ambi said.

    Other related topics discussed were the Repair Shop Accreditation Law, Business Permit and Licensing Regulationsand some other concerns that can enhance these businessmens entrepreneurial skills to cope with the prescribedstandard of quality services.

    27 August 2013 The Philippine Embassy in Damascus reported to the Department of Foreign Affairs (DFA) that 43Filipinos have been declared physically fit to travel. The group crossed the Syrian-Lebanese border yesterday with theassistance of Embassy personnel.

    They were met by representatives of the Philippine Embassy in Beirut at the Masnaa border crossing yesterday. Theyare scheduled to fly to Manila via Doha, Qatar today, August 27.

    Upon the groups arrival, the total number of repatriates will reach 4,553.

    The Embassy in Beirut also helped in the repatriation of a batch of 53 Filipinos from Syria last August 21. The groupwas assisted by Embassy officials and staff members throughout their brief stay in Lebanon and was sent off at theRafic Hariri International Airport by no less than Philippine Ambassador to Lebanon Leah Basinang-Ruiz and herspouse, Mr. Ricardo Ruiz.

    The two groups plane tickets and their meals during their respective journeys were provided by the InternationalOrganization for Migration (IOM).

    A total of 1,545 Filipinos from Syria have so far been repatriated through Lebanon since cross-border repatriationoperations began in December 2012.
