    LUCENA CITY, Quezon, Mar 23 (PIA) --The provincial government of Quezon thru the provincial

    gender and development (PGAD) office is conducting its annual search for most outstanding

    city/municipal gender and development councils (C/MGADCs) in the province.

    PGAD head Ofelia Palayan, in a radio interview at PIA radio program Balitang PIA at RNB aired at

    DWLC- Radyo ng Bayan, said the annual search aims to give recognition to municipalities and cities

    in the province that successfully implemented gender and development (GAD) programs, projects

    and activities even in the barangays.

    The GAD implementation is not only for the women, GAD is also for men and children. Its all

    about opportunities, rights and respect. But since women are more vulnerable to violence and

    disrespect, the women are given the most priority uplift their lives, Palayan said.

    Palayan added that strengthening of womens economic empowerment (WEE) is one of the

    priority programs of Quezon Gov. David Suarez thru capacity development and provision of

    livelihood training.

    Palayan said that Quezon is a beneficiary of Gender-Responsive Economic Actions for the

    Transformation of Women (GREAT) Women project which capacitated the local women on

    economic empowerment to enable them to provide specific technical support on integration of

    WEE in the policies, plans, programs and services key national agencies involved in micro-, small-

    and medium-scale enterprises in 15 municipalities.

    The first three pilot municipalities that benefitted the GREAT women project are Real, Infanta and

    General Nakar.

    3. DENR- PENRO Quezon to plant 8 million tree seedlings

    LUCENA CITY, Quezon, March 23 (PIA) --The Department of Environment and Natural Resources

    Provincial Environment and Natural Resources Office (DENR-PENRO), Quezon will plant more than

    eight million seedlings of forest and fruit bearing trees in 10,800 hectares land of public domain in

    the province of Quezon this year.

    DENR-PENRO Quezon said the tree planting activity will be undertaken by the office along with

    five community environment and natural resources officers (CENROs) in the province. The CENROs

    are the direct implementors of the program.

    The target area is divided into different areas such as timber plantation, fuel wood, coffee,

    bamboo, streambank, rattan, mangrove, community based forest managementfruit trees and

    protected area (terrestrial).

    This is the third year of the national greening program implementation where the goals according

    to DENR are poverty reduction, food security, biodiversity conservation, environmental stability,and climate change mitigation and adaptation through sustainable development.

    This program is based also on Executive Order no. 26 issued by President Benigno S. Aquino III on

    February 24, 2011 proclaiming the implementation of the national greening program which

    harmonizes all the greening activities of the government.

    The program aims to plant 1.5 billion trees in 1.5 million hectares of land within the period of six

    years, from year 2011 to 2016. The President himself graced the launching of NGP on May 13,2011.

    Under the NGP, PENRO-Quezon was able to plant 1,876,444 seedlings in 2,700 hectares in 2011

    and 1,612,950 seedlings were planted in 3,139 hectares in 2012. (R. Orinday/ PIA- Quezon/ with

    TRECE MARTIRES CITY, Cavite, March 25 (PIA) -- The Likhang Kabitenyo Foundation, Inc (LKFI) will

    conduct a five-day trade fair to take advantage of the number of local and foreign tourists who

    will visit the Character City of the South during the Holy Week.

    In collaboration with the provincial Department of Trade and Industry (DTI) headed by Director

    Noli D. Guevarra, the trade fair will commence on March 27 to 31 from 8 a.m. up to 8 p.m. at the

    parking lot of D Banquet Restaurant

    The fair will showcase high quality products like fruits and vegetables, the famous Amadeo coffee

    and other essential items, thus promoting and help manufacturers market their own produce.

    LKFI, one of the pioneer organizations for micro small and medium enterprises (MSMEs)

    development in Cavite is celebrating their 15th year anniversary this year. Aside from conducting

    trade fairs, other activities include fund raising, seminars and other valuable supports activities for

    MSMEs.

    The KPFH earlier submitted a proposal for its computerization to the Korea International

    Cooperation Agency (KOICA) as part of post project grant. The Korean government approved the

    project proposal made by the KPFH through KOICA and Dongyang University.

    Governor Juanito Jonvic" Remulla and Dongyang University President Choi Sung Hae signed the

    agreement for the computerization grant of the provincial hospital which was held at the

    ceremonial hall inside the provincial capitol building last March 20. It was witnessed by provincial

    health officers and key officers and staff of the said university.

    Among the responsibilities of the provincial government thru PHO and KPFH are to assist the

    Korean team expert to the selection of solution and provide other necessary data applicable in the

    setting up of EMR in the hospital. Likewise the latter will assign an Information Technology (IT)

    manager with two IT staff and a program coordinator to oversee the project including an office for

    the Korean team expert during the duration of the project.

    On the other hand, Dongyang University will provide the necessary technical assistance in the

    selection of solution applicable to the hospital needs and set up They will also provide a team of

    expert who will work the project, monitor the project implementation and coordinate accordingly

    for smooth implementation of the project.

    The Korean government continuously supports health projects of the province wherein three

    major projects were approved such as the establishment of the following: the KPFH in 2002, the

    Medical Arts Building in 2008, and the Cavite Collaboration Center for Public Health on March 22,

    SANTA CRUZ, Laguna, Mar. 21 (PIA) -- The Provincial Assessor's Office is reminding all real estate

    property owners in this province to declare the true current and fair market value of their

    respective properties on or before June 28, 2013.

    All real estate property owners in this province should file a sworn statement declaring the true

    current and fair market value of real estate properties in the Office of the Municipal Assessor of

    the town where their properties are located in accordance with the Real Property Tax Code said

    Abet F. Arellano, engineer and provincial assessor.

    To be declared, according to Arellano, are the true and fair market value of lands, whether it is

    residential, commercial, industrial, agricultural (like perennial trees and plants), or special;

    building and other structures; machinery and other improvements located in a municipality, andmust be subscribed before a notary public.

    It must be prepared in four copies, since the original, duplicate and triplicate will be retained by

    the receiving assessor, and only the quadruplicate will be returned to the affiant as proof of

    acknowledgement.

    The property owner or administrator must write new under the column Existing Tax

    Declaration Number for property not previously declared and attach corresponding proof of

    five years, and owing to the rapid pace of urban development, market values of real property tend

    to rise abruptly before the next general revision period due to the salutary effects of completed

    infrastructure and other socio-economic projects. And the information that the property owners

    or administrator will submit are fair basis in assessing every particular property during the conduct

    Antipolo City, Mar. 22 (PIA) -- Residents of the municipalities of San Mateo and Rodriguez in this

    province will largely benefit with the inauguration of the seventh provincial government hospital.

    Rizal Gov. Jun Ynares III, together with other local government officials, will lead the inauguration

    and blessing of the two-storey, secondary hospital on March 27. Costing P200 million, the hospital

    is seen to enhance and improve the medical services in both localities.

    For so long, people here had been forced to rely on the four privately-owned hospitals operating

    in the area for their medical needs where, only the affluent families could afford the high rates of

    fees on the services being rendered.

    The construction of the seventh provincial government hospital of Rizal in the area is widely seen

    by the residents of both municipalities as an act truly responsive to the peoples needs.

    On top of this, Gov. Ynares said that the rehabilitation and upgrading of equipment of the six

    provincial government hospitals and the continues skills training of medical personnel remain on

    his priority list.

    The Aquino government welcomed the initiative of the Asian Institute of Management (AIM), through its Team Energy Centerfor Bridging Leadership, in conducting a program aimed at developing peace-building advocates as part of efforts in bringingprogress to Mindanao, a Palace official said on Thursday.

    "We welcome the laudable initiative of the Asian Institute of Management (AIM) and the Team Energy to conduct theMindanao Bridging Leaders Program. The graduates of this program will join the growing network of leaders who willpropagate the mindset and ways of peace-building that are essential in bringing progress in Muslim Mindanao," Presidential

    Communications Operations Office Secretary Herminio "Sonny" Coloma Jr. said in a statement.

    The AIM-Team Energy Center for Bridging Leadership was established as an endowed institution in 2004, with the vision of"A Society Without Divides."

    The endowed institution conducted the Mindanao Bridging Leaders Program (MBLP) entitled "Co-Creating Peace in ConflictAffected Areas in Muslim Mindanao," that aims to develop cadres of bridging leaders who would help effectively respond tokey societal divides in Mindanao towards peace-building and development.

    Last Thursday, the AIM-Team Energy Center for Bridging Leadership distributed the certificates of Program Completion to 22new bridging leaders in a simple ceremony held at the AIM Building in Makati City on Thursday.

    The 22 newly-graduates from the government, academic community and the private sector had already developed platforms

    of actions to help address complex social problems in Mindanao, the Philippines, and the Asian region.

    "They (graduates) will serve as peace-building advocates in the various action platforms that correspond to the priority reformprograms of the Aquino administration," Coloma said.

    The program was primarily funded by the World Bank, through the State and Peace Building Fund managed by the Office ofthe Presidential Adviser on the Peace Process (OPAPP).

    Ma. Nieves R. Confesor, AIM's Team Energy Center for Bridging Leadership Executive Director, said 22 Mindanao BridgingLeaders from various government and private sectors attended the program that lasted for almost a year.

    These bridging leaders have shared their respective stories from the ground in Mindanao and developed projects aimed atdealing with violent threats and implement institutional and sustainable change in the region.

    Palace maintains 'no ransom' policy for victims of kidnapping

    Malacanang maintained on Sunday that the governments policy of not paying any ransom for victims of kidnapping remainsin effect and has not changed.

    Deputy Presidential Spokesperson Abigail Valte issued this statement in light of reports that the government paid P7-millionfor the release of Australian Warren Richard Rodwell, after being held captive by the Abu Sayaf bandits for the last 15

    months.

    She said that while the government is looking into the circumstances in the release of Rodwell, these reports of ransom beingpaid remain just allegations.

    The policy of the government remains that we do not pay ransom. Having said that, we have no information or confirmationon that alleged ransom that was paid, Valte said.

    The policy of the government has not changed, she added.

    Rodwell, 54, was released in Pagadian City, Zamboanga del Sur province, on Saturday. PND (rck)

    Jose Alfonso Poblete was named as president, chief executive officer, and member of the Board of Directors of the UnitedCoconut Planters Bank (UCPB) Coconut Industry Investment Fund Oil Mills Groups A and B. Also appointed as member ofthe UPCB Board of Directors is Jesus Arranza.

    Joffrey Suyao was appointed Acting Director IV at the Department of Labor and Employment (DOLE) while Milagros IsabelCristobal was named member of the governing board representing the women sector at the Philippine Overseas EmploymentAgency (POEA) which is also under DOLE.

    Palace encourages government offices to join Earth Hour 2013

    Malacanang is encouraging government departments and entities to participate in this years Earth Hour to raise awarenesson climate change and environmental protection.

    Executive Secretary Paquito Ochoa Jr. issued a memorandum dated March 21, enjoining all the heads of departments, andagencies of the national government to participate in this years Earth Hour, Deputy Presidential spokesperson Abigail Valtesaid in a radio interview over dzRB Radyo ng Bayan on Saturday.

    The memorandum also covers government owned and controlled corporations, state universities and colleges and also localgovernment units.

    We are all encouraged to switch off or dim our non -essential lights for one hour, from 8:30 p.m. to 9:30 p.m. tonight. We goon further by asking everybody to also participate in this activity. Katulad ng sinabi ng DENR, lets shine during Earth Hour2013, Valte said.

    Earth Hour is the single, largest, symbolic mass participation event in the world hoping to mobilize people to take action onclimate change.

    Govt carries out measures making release of pork barrel more transparent

    The government has instituted measures since President Benigno S. Aquino III assumed office in 2010 to make the use of thePriority Development Assistance Fund (PDAF) more transparent and accessible to the public, the Palace said on Saturday.

    The Catholic Bishop Conference of the Philippines (CBCP) has called for the removal of the legislators pork barrel arguing itto be a source of corruption among government officials.

    Pagdating diyan sa pork barrel, marami na tayong naging hakbang to make the use of the pork barrel more transparent, atnakikita naman natin ngayon yan sa DBM [Department of Budget and Management] website, Deputy Presidentialspokesperson Abigail Valte said in a radio interview over dzRB Radyo ng Bayan on Saturday.

    The public can easily see when the funds are released. At pangalawa, nakipagtulungan tayo sa ati ng mga mambabatas sapamamagitan ni Secretary Butch Abad kung ano ang mga guidelines, kung papaano mag- identify ng proyekto.

    Valte also clarified that the PDAF doesnt go directly to the legislators. The lawmaker identifies a project under a particularmenu and then sends the required papers to the DBM, she said.

    If that is approved already, or if it is released, the fund goes to the implementing agency and not to the legislator himself orherself, she explained.

    During the graduation rites held at the PNPA Grandstand, Camp General Mariano N. Castaneda here, the Chief Executiveconferred upon this year's 252 graduates the degree of Bachelor of Science in Public Safety (BSPS).

    Lawyer Ruben Platon, president of the Philippine Public Safety College, said the members of this year's graduating classhave adopted Tagapamagitan as the appropriate name for their class which means, mediator or arbitrator, as they aimed atbridging the gap between the members of the law enforcement and the community.

    Composing the top 10 cadets are topnotcher Jhon Felix Gutierrez Pascual Jr., Christian Palustre Javier, Davis VicenteDulawan, Mohammad Fahad Dinampo Julwadi, Markson Solomon Almeranez, Aiman Jumlani Kamlon, Mark Francis Tupaz

    The Philippine National Police Academy was established under Section 19, Presidential Decree 1184 and became a primarycomponent of the Philippine Public Safety College pursuant to Section 67 of Republic Act No. 6975 which was created toprovide preparatory education and training for the three uniformed bureaus of the Department of the Interior and LocalGovernment namely, Philippine National Police, Bureau of Fire Protection and the Bureau of Jail Management and Penology.

    Platon re-affirmed the PPSC's commitment to make the PNPA the premier educational institution for the officers of thegovernment's tri-public safety bureaus such as Philippine National Police, Bureau of Jail Management and Penology andBureau of Fire Protection.

    In his speech keynoting the 34th commencement exercises of the Philippine National Police Academy for "TagapamagitanClass 2013" held at the PNPA Grandstand, Camp General Mariano N. Castaneda here, the Chief Executive told thegraduates to always focus on being public safety officers for the betterment of the society.

    "Ang atas at hamon ko sa ating Tagapamagitan Class of 2013: Huwag nyong bibiguin ang ating mga Boss angsambayanang Pilipino. Umaasa akong sa harap ng kaliwat kanang tukso ng salapit kapangyarihan, uunahin ninyo ang

    kapakanan ng mga naisasantabi," President Aquino said.

    "Higit pa sa pagiging tagapagtanggol, kayo ang magsisilbing tagapamagitan: ang maglalapit sa mamamayan sa ating mgaunipormadong hanay, ang tulay na maghahatid ng kaayusan at ligtas na pamumuhay; at magbibigkis sa bawat Juan delaCruz sa kabila ng anumang pagkakaiba at di-pagkakaunawaan sa lipunan," he stressed.

    President Aquino also asked them not only to remain competent in their own fields but at the same time dedicated to thecommunity.

    "Lagi ninyong isipin kung ano ang makakabuti sa nakakarami, at maging patas kayo sa pagtugon sa problema ng inyongahensya; pulis ka man, bumbero, warden, o kapwa nagsisilbi sa bayan," he noted.

    President Aquino assured his administration's unwavering support for the Philippine National Police, the Bureau of JailManagement and Penology and the Bureau of Fire Protection to strenghten the capabilities of their officers and members in

    the performance of their mandate.

    "Mapalad kayo dahil nasa harap ninyo ngayon ang napakagandang pagkakataon para pumasok sa serbisyo. Tapos na angpanahon na tila dagdag-pasakit pa ang gobyerno sa mga nagmamalasakit sa bayan," he said.

    "Kaya naman bago matapos ang taong ito, target nating mapasakamay na ang halos 74,800 na unit ng 9mm pistol na binilinatin sa ilalim ng PNP Capability Enhancement Program. Tutugunan nito ang ipinamana sa ating 50 porsyentong kakulangansa pistola, upang tuluyan nang makamit ang 1:1 ratio sa bilang ng mga pulis at baril," he stressed.

    He also pledged that the government would continue to provide equipments to stregnthen the capabilities of the public safetyofficers to better serve the public.

    "Nito ring nakaraang taon, nakabili na tayo ng pitumput anim na fire trucks para sa Bureau of Fire Protection. Ang good news

    President Benigno S. Aquino III underscored the giant strides the Philippine Army has taken to reach its vision of becoming aworld-class army saying that what it is now is a far-cry from its humble beginnings more than a century ago.

    Keynoting the 116th Founding Anniversary of the Philippine Army held at its headquarters in Fort Bonifacio, Taguig City onWednesday, the President said that although the PA, that was created in Tejeros in 1897, did not have the professionalismand training needed by a real standing army, the collective desire of the Filipinos then until now remains the same: to gain

    independence from fear and oppression.

    Kung titingnan ang hanay ng Hukbong Katihan nang itatag ito sa Tejeros noong 1897, hindi po masasabing prop esyunal namga sundalo ang mga kasapi nito. Hindi pa buo ang mekanismo para magsanay at bigyang-kagamitan ang isang tunay natinaguriang standing army.     Kaya naman bago matapos ang taong ito, target nating mapasakamay na ang halos 74,000 na 9mm pistol na binili natin sailalim ng PNP Capability Enhancement Program. Tutugunan nito ang ipinamana sa ating 50 porsiyentong kulang na pistolupang tuluyang makamit ang 1:1 ratio o bawat pulis ay may pistol, dugtong pa ng Pangulo.

    Nangako rin ang Pangulo na ipagpapatuloy ng pamahalaan na bigyan ng kagamitan at sandata ang mga pulis upangmapalakas ang kakayahan nila sa pangangalaga sa kaligtasan at kapakanang pambayan.

    Nito ring nakaraang taon, nakabili na tayo ng 76 na fire trucks para sa Kawanihan ng Pamatay -Sunog. Ang maganda pongbalita, sa halip na P9 na milyong piso ang magastos natin dito, P5 milyon lamang ang ibinayad natin. Nakatipid tayo ng pondona mailalaan sa ibang pangangailangan. Dagdag pa rito, nakabili na rin tayo ng mahigit na 400 short firearms at mahigit na

    960 long firearms para sa BJMP dugtong ng Pangulo.

    Kaakibat po nito ang pagpapatayo at pagpapakumpuni natin ng mga karagdatgang bilangguan para sa mas epektibogpagtupad sa mandato ng BJMP. Huwag kayong mag-alalang masyado kapag nakita ninyo na ang mga preso ay tila preso inname only.     Excellencies of the Diplomatic Corps; secretaries Mar Roxas, Leila de Lima, Edwin Lacierda, Joel Villanueva; Senator FrankDrilon; Commissioner Kim Henares; Mr. Tan ChingMr. Tan Ching, I think, deserves a round of applause.

    Your very able president was the one who convinced me that despite the fact that I went to Cavite this morning, then the Armyanniversary in Fort Bonifacio, somehow we found a mutually agreeable time for me to be able to be present here with you.Thank you again.

    I think we did say best presidents. You are soon to be, and Im sad to note one of the best past presidents in a little while.[Laughter and applause] But Im sure youll be one of the best advisers after that.

    You know, I have noticed that we have seen a lot of each other over the past few years this will be our fifth date, in a mannerof speaking. Given the number of times I have met you, I have actually picked up a few useful phrases or phrases that I finduseful from time to time, and I hope I pronounce it correctly: like Gua ai cha hakaw kap masachi. [Laughter and applause] I

    will tell Secretary Roxas what that means later, and, something youve heard from me many times before, To sha din longtsong [Thank you].

    If, by accident, I said those things right, it is because I have been practicing; if it is wrong, I just want to inform all of you that myteachers are Secretary Edwin Lacierda and Commissioner Kim Henares. [Laughter] But I still want to apologizeespeciallysince Her Excellency Ambassador Ma Keqing is here today.

    On this note, I would like to again express our sincerest congratulations on the election of President Xi Jinping and Premier LiKeqiang. I have every confidence that, under President Xis leadership, the Chinese people will continue to realize their goalsof peace, prosperity, and happiness for all, and that the relations between our two countries will remain largely, if not totallypositive, as they have been in the past.

    Since you have never been shy about giving back to your country and your countrymen, I have also never been shy about

    thanking you, and practicing my skills at the same time: truly, to sha din long tsong; xie xie ni men.

    Mr. Tan Ching has already done such a good job of reminding us of everything you have been up to, and you really have beendoing so much: from medical missions, to scholarships and building classrooms, to volunteer fire brigades, to assistance forvictims of calamitieslike, most recently, the millions of pesos you gave for the victims of Typhoon Pablo through DILG. In fact,as I hear it, you have been especially efficient in constructing, is this correct over 1,500 classrooms in partnership withSenator Frank Drilon since 2002. And managedand this you really have to be admiredto keep costs even lower than thecost of classrooms completed by government contractors. Again, our congratulations and our thanks. We are sure that theseare the same kinds of efficiencies you bring to your own businesses, which contribute to your robust bottom line and I hopethat this, in turn, will reflect on the taxes you pay from now on.

    While we are here today, I hope that you will allow me to bring up a more sensitive topic, and I mean this with all due respectin fact, this came from a report from Commissioner Kim Henares that was, to say the least, a bit disconcerting. These are the

    facts as we understand them. Based on your own 2011-2013 directory, I understand that your federation includes 207 firmsand organizations as members. Of this 207, I am told, only 105 have a Tax Identification Number. I wonder what happened tothe others. I wonder what happened to the others. Of these 105 firms, only 54 filed tax returns. To make matters worse, 38firms and organizations actually filed returns with zero tax due. This means that only 16 out of the 207 or only around eightpercentof your member-organizations paid taxes. The 6.6 growth did not seem to affect your members.

    Now, there are also 552 of you who are individual members. And of this number, 424 of you have Tax Identification Numbers.It is interesting to note that of that number 185, or almost 44 percent, filed income tax returns. Of those that filed tax returns, atleast only 14 filed returns with zero tax due. What this means is 354 out of 552 membersor 64 percent of youdid not paytaxes for the same reasons: no TIN, no tax due, or nothing filed at all.

    In fact, of those who filed and paid income taxes, a lot of you paid less than 100 thousand pesos. There were some who paidless than one thousand pesos in taxes.

    I have to be sad to say I was shocked, to say the least, when I learned this, because that would mean that you are making

    even less than what I receive every month. And, can this be correct? The stockholders of your companies some of whommust receive glowing reports of your earningsmust be surprised by this as well. In fact, they would probably be even moredisturbed than I am right now. After all, is it not true that earnings should imply a corresponding tax? After hearing of thisstrange news, would they not be worried about their investment?

    More than that, however, this was truly unexpected news, especially since you have always been so willing to give generouslyto our countrymen. In terms of actively reaching out to our countrymen, your contributions have always been clear. But perhapsit is time to ask ourselves: am I contributing in the right waynot just through corporate social responsibility, but also throughmy personal obligationsthrough contributions to the policies that have helped us build our success?

    Gone are the days when your taxes disappeared into the pockets of an unscrupulous few, or when bending the rules may havebeen the only way for otherwise honest companies to keep operating. Things have changed. Two years ago, when I first metyou, I told you that you have a national government that you can count on for support and I meant that. We are continuing toremove hindrances to the success of the Filipino people, the Chinese-Filipino community included: from weeding out corruptionin government, to empowering our people through health, education, and social services, to enhancing transportation andinfrastructure, to maintaining stability and order by advocating peaceful solutions to conflict.

    Aside from being your civic duty, paying taxes fits into our strategy of empowering the Filipino people. The money you pay togovernment now also goes to classrooms, teachers, textbooks, healthcare, food, disaster relief, and other initiatives thatensure that our people are given the opportunity to live dignified lives. When they are healthy, when they do not lack foreducation, when they are secure in the knowledge that they are cared for by the state these same people will constitute aworkforce that is more productive and can definitely spur the growth of your very own companies. So you see: the taxes youpay are not lost in some black hole. They redound to real, concrete benefits for businessmen like yourselves, and for the rest of

    our people.

    If these were empty promises, I do not think that the Philippines would be experiencing the success it has today:unprecedented economic growth in 2012, increased competitiveness as an investment destination, and the confidence of theglobal community. You and your enterprises have certainly benefited from all these achievements. Let me be clear: we are allfor your success. You pave the way for the success of others. The Filipinos, or your fellow Filipinos, that you employ, areempowered to earn decent livelihoods and make life better for themselves, their families, and the greater society as a whole.

    I believe that the success of any business can only be truly sustainable when it is free from unnecessary, avoidable risks andthreatswhen it takes place only because of your hard work, creativity, and ability to adapt to the needs of your consumers.So, let me share with you some friendly and practical advice, and I have just learned this, so again, forgive me if I make anymistakes: hui sin pa la tyo seh. [Please pay correct taxes]. I hope I said that correctly. [Laughter and applause] Today, I amappealing to you to correct the situation and fulfill your civic duty. There is still time. After April 15, you will have to deal with

    Commissioner Kim Henares herself and with Secretary Leila de Lima at her back. [Laughter] Again, please bear that in mind:April 15.

    You have already shown your solidarity with us by doing your part to uplift Filipinos; and our government has done the same,by leveling the playing field, weeding out corruption, and ensuring a just, honest, and stable environment. But true, completesolidarity requires reciprocityand today, I am only asking you to make good on your federations co mmitment to tread thestraight path with us and live it out in your individual lives. We will continue to keep our promise to you. Should there still besome in public office who want to continue taking advantage of their position, and consequently, taking advantage of you, thenyou can always call our fearless Commissioner Kim Henares, and that person or persons will be dealt with.

    Allow me to reiterate: back in 2011, I told you that you can count on usthat we in government will do everything in our powerto see you thrive. This is a promise we have kept and continue to keep. So far, the majority of our efforts have been aligned we have seen the wisdom of empowering the Filipino people by meeting their most basic, and at the same time, most urgentneeds. Collectively, we have done so muchand we can still do more. This is why that I hope that your support for ouradministrations programs still remainthat today will stand as an affirmation of the partnership that has already yielded somuch benefit for our countrymen. In this way, we can align the rest of our efforts, and walk the straight path together.

Hindi pa hinog ang estadong popondo at kikilala sa kanila; bagkus, ang hukbo ay binuo ng mgakaraniwang Pilipinosilang mga pinagbigkis ng kolektibong adhikain: Ang kalayaan mula sa pang-aapi, at ang kasarinlan parasa bayang Pilipinas.

    Talaga nga pong kay layo na ng ating narating sa loob ng isandaan at labing-anim na taon.
