    ONE man was injured and many otherlives threatened, when a robber went ona shooting rampage.

    This incident tookplace lastweekduringarobberyatashopbelongingtoaSomalianin Adams Street, Klapmuts.

    Here four suspects arrived in a white Kiacar. One of the suspects got out, enteredthe shop and shot the Somalian owner inthe back at close range.

    Theinjuredmanmanagedtofleeoutside,on which his assailant followed him, firingoff several shots in the process.

    Klapmuts police station commander,CaptFaith deKlerk, said that it is amiraclethat more people were not injured as therewere many people, as well as children, inthe vicinity.

    While the suspect was on his shootingspree, the other suspects ransacked theshop, stealing money, cellphone airtimeand cigarettes. They then all fled the scenein their vehicle.

    No arrests have been made.A day later, a 23-year-old Somalian man

    was also shot by armed robbers.

    This occurred when four men tried togainaccesstoacontainershopinChrisHa-ni, Mbekweni.

    When the owner of the shop refused tolet then in, one of the men fired variousshots with a handgun, striking the Somali-an twice in the leg.

    People want speed bumps,lighting, homesAnne Kruger

    PEOPLEinDrakensteinwantspeedbumpsandbet-ter street lighting.

    Thisbecameclear at the recentmunicipal roadshowmeeting in the Paarl town hall last week, attended byabout 200 people.

    Feedback on the draft budget was given, and wardcouncillors reported back on their expenditure duringthe past year.

    The most common requests for funding reported byward councillors throughout the municipal area wasfor traffic calming measures like speed bumps, as wellas improved street lighting, sidewalks and parks.

    Another issue was better access to buildings for dis-abled people.

    A number of residents raised questions from thefloor,especiallyfarmworkersfromSimondiumandAg-ter Paarl. They complained about living conditions onfarms, including poor water supply and sanitation.

    Deputy Mayor Conrad Poole explained that the Mu-nicipality had no control over private landowners, butthat a task team had been launched to negotiate withfarmers, and to ensure that subsidies available for im-proved sanitation and water supply were accessed.

    We wish to empower rural residents. Although wecannot force landowners to co-operate, we attempt tomediate.

    We encourage farm workers who have poor waterqualityandsanitation, toapproachtheirwardcouncil-lor who will alert the authorities to address their pro-blems.

    Rural residents must also ensure that they are onthe municipal housing waiting list as a percentage ofnewhousingprojects is earmarked for rural residents.

    We are also currently investigating the purchase ofland in the Simondium area, where we can accommo-date people who have been evicted from farms.

    Oncewehaveobtained land,wewill thenassist the-se people to access land grants from the Departmentof Land Affairs to build their houses.

    Expenditure of ward funds varied from upgradingof schoolgrounds for sports activities in rural areas,to installation of computer centres and holiday activi-ties for youngsters, to Clean and Green refuse remo-val activities, first aid training and assistance to oldage home.

    In some areas, containers have been placed wheresoup kitchen and small shops can be run.

    Another project is the training of local residents toimprove their gardening skills, thus enhancing theirability to find work.

    It seems that the fraudsters insert objectsinto the card slot on the ATM, and when theunsuspecting user inserts a card, it getsstuck in the machine.

    Thefraudsterwilltheninnocentlyofferhishelp,andbeforehisvictimrealiseswhathashappened, the card has been copied on ahand-held device.

    The fraudster is almost instantly able toduplicate thecard,andwiththepinnumberin his possession after the victim haspunched it in, then draws as much moneyas he can. These fraudulent events usuallyoccur after hours, when banks are closed.

    The public is advised never to let anybodyassist thematanATM,exceptanaccreditedbank employee.

    It is also advisable for them not to drawmoney in deserted areas late at night and torather have an acquaintance at hand forsafety.

    Wellington is a declining residential dumpI SETTLED in Wellington ap-proximately two months ago what disillusionment. Not onlydidImoveinduringanunbeara-ble (annual) heat-wave, the pla-cestruckmeasthe forgottense-at of civilisation.

    I am encountering severalnightmares here, being, firstand foremost, the uncontrolledhordes of drunkards havingpermanently occupied the topsection of the main road, bothsides being used for drinking,eating,urinating,living,fightingand meeting.

    While the usage of the pave-ments are confused with that ofroads, they are often narrowlymissed by perpetually speedingvehicles.

    Another nightmare is the4x4s which seem to make out90%of the local vehicularpopu-lation.

    Most roads, mainly the Mainand Stokery, are being used ashometown Killarneys.

    Massive trucks rumble back-wards and forwards 24 hoursper day and totally oblivious tothe noise and clouds of dustwhich engulf the neighbour-hoodwhichremainsundercon-stant siege of careless profit-making.

    Theconditionof theroads,ge-nerally, are beyond poor andgrass struggles to grow.

    Residentialdevelopmentsha-ve been effected in certain areasnot suitable for housing and re-sidential purposes, I believe.

    The searing heat turns yourhouse into a sauna and sleep-ing,asaresult, ispractically im-possible (trees would make anenormous difference).

    More aggravation is added byclouds of mosquitoes. One hasto practically sneak in and outof your house while never beingable to open windows and doors

    for freshair -all this in themidstof excessive amounts of dustand a multitude of omnipresentcreeping and flying insects.

    Ants, in unstoppable hordes,crawl all over the house, my bo-dy, bedding etc.

    The Municipality governs inundemocratic fashion, makeslotsoferrors,remainunaccoun-table, and unilaterally raise de-bits by reprogramming the elec-tricity pre-payment system.

    No correspondence is enteredinto and lawyers are appointedat the drop of a hat to furtherbleed the tax-payer for the in-competence and mistakes.

    I have visited a pay camp-siteatthefootofBainsKloofanden-quired whether there had beenanoutbreakofwarduetothene-ar total destruction of the place.

    Nowonder theplay-parknearmy house is deserted as it onlyserves as a small monument tothe rapid development of a fullyblown residential dump, whilechildren are robbed of their na-tural outdoor activity and inha-bitants robbed of their peacefuland reasonably rights to a com-fortable existence.

    Buildingsaredilapidatedandoverflowing sewerage stencheshang in the air, break-ins arerampant (I suffered one), andgrowing rubbish dumps springup like the mushrooms all overthe place.

    There is not a clean street in

    Wellington.The shops, deliberately and

    intentionally, sell their fair sha-re of rotten or spoilt products,recourse is a challenge and, atgreat cost and persistent with alistless health department, onehas to access the law at greatcost for remedies.

    To submit a complaint to theWinelands Health Departmentserves no purpose as, it appe-ars, they have total disinterestin this crumbling town.

    In the street where the courtand other businesses are situa-ted,onewouldestimate thatap-proximately a thousand peopleper day would frequent thatarea. Yet provision for parkinghas only been made for approx-imately 20-25 vehicles.

    Katrin het n kontrak losgeslaan en het as oorklan-kingsregisseur by die SAUK in Seepunt begin werk.

    Alles het nou in plek begin val en sedertdien het onsnog nooit teruggekyk nie.

    VandagfloreerdieWellington-wynloopsaammetJea-netta Ingwersen, Ron Lloyd en Elliott, soveel so dat ntweede roete onlangs gevestig is.

    Toere strek tussen verskeie historiese plase, vanafDaljosafat na Wellington. Hier word wynproe aange-bied,asookgeleentheidomanderproduktewatopplase

    geproduseer word soos kase, olywe en olies, asook inte-ressante druiwekonfyte to beproef.

    Katrin kyk weer oor die berge.Daar l Augusta-kop. Dis daar waar die Boesmans

    aan pokke dood is toe die Europers hierdie siekte in1713 aangebring het.

    SyvertelhoeFrancoisduToit opdie skok-toneel afge-kom het. Maar tussen die lyke het hy n baba hoor huil,die enigste oorlewende.

    Hy het die babaseuntjie huis toe geneem en hy hetsaam met die Du Toits grootgeword. Later jare het dieBoesmanseundieDuToit-seunsdeurdiebergegeneemna waar sy mense vandaan kom.

    Rivers can soonbreathe againLise Beyers

    THE Berg River willsoon be rejuvenat-ed, due to a privateenterprise whichwill be ridding theembankmentsofal-ien vegetation.

    This comes afteryears of variousprojects which un-successfully tried toeradicate alien vege-tation from the river,which is beingchoked by invasiveplants.

    One blue gum treecan use up to 500 li-tres of water per day,and especially be-tween Paarl and Sar-on, these trees are strangling the river.

    A private company, Biomass Energy Sus-tainableTechnologies(BEST)whichproduc-es biofuel chips as an alternative fuel, hasundertaken the river cleaning project. Theywill not only be tackling the Berg River, butthe Breede River as well.

    Besides creating jobs, it will also make acontribution to the countrys carbon emis-sions reduction.

    The provincial department of agricultureandthenationaldepartmentofwateraffairsare also involved in the project.

    BEST will be responsible for removing al-ienplants fromtheriverbanksandwill thenuse the wood to manufacture biochipswhich are also exported.

    Francis Steyn ofthe Western CapeDepartment of Agri-culture said it was adream come true,now that BEST hastaken the lead.

    Steyn had earliersaid it would costnear to R300 millionto rehabilitate theecosystem of thesemajor rivers in theWestern Cape, withmore than 300 000tons of blue gum andother alien species tobe removed.

    For years we havebeen trying to findways of successfullyclearing the riverbanks, but we never

    had a real off-set for the wood.We thus opened the doors for the private

    sectortobecomeinvolvedandBESTtooktheinitiative.

    Steyn said the ultimate aim was to bringthe riversback to their original,healthyeco-system,and indoingso, alsoboost tourism.

    Thisproject isexpected to runoveraspanof ten years.

    PEOPLE thought we were cra-zy when we started a vegetableshop in Paarl - they said therewere too many farms aroundhere. But here we are today -still goingstrong,saysFernan-dodeFreitas(41),ownerofPaarlMarket.

    He and his brother Nel (37)opened their business back in1996 and haven't looked backsince,despitethecurrenttougheconomic climate.

    Timesaredefinitely tougher,but thenumberofclientswegetis increasing although peopleare spending less on luxury products.

    Withtheriseinthepriceofelectricity,die-sel and rent, our profit margins have alsoshrunk.

    After owning a similar shop in GreenPoint the de Freitas brothers decided thatthey needed to expand and after some re-search found the perfect spot right here inPaarl. We were looking to expand and weneeded tobringmybrotherandhispartneron board. When we arrived here it was afurniture and game store. We made it whatPaarl Market is today.

    Fernando says that their recipe for suc-cess is simple.

    Wekeep it small,wedobusinesshands-onand there is alwaysoneofusat theshopto assist customers.

    We dont have managers running theplace, we do everything ourselves. We doour own buying and because we dont havebigstoragefacilities,webuyfreshstockdai-ly, including Saturdays.

    NelandFernandohavetwochildreneachand after 15 years in Paarl they still enjoyowning the shop.

    NelsaysthatPaarlMarket isasuccessfulfresh produce store for a number of rea-sons.

    Wehave amorepersonal touchwithourclients. We can go anywhere in Paarl andour clients will recognise us because wework hard on getting for them what theyneed. Andkeepingthepricesas lowaspos-sible and really cutting into our profit mar-

    giniswhatkeepsourcustomershere,saysFernando.

    Seeing that they specifically deal in fruitand vegetables, freshness is of the utmostimportance. Daily deliveries from acrossthe country ensure that Paarl Market hastop quality, fresh produce.

    We get our produce from the market,and about 80% of the goods come directfrom the farmers from all over the provinceand some from Gauteng, says Fernando.

    My father was a fisherman there and heis still one today at the age of 74. He neverwanted us to be fishermen however, be-cause its a difficult life.

    Retief Street to lose its peaceRESIDENTS of Retief Street in Paarlare concerned about a proposed deve-lopmentof229housesadjoining theirstreet.

    The development has been in the pipe-line for many years, despite vociferousobjections from residents who have al-waysenjoyedanunlimitedviewof theru-ralpropertyacrosstheroad,andtherezo-ning isdue tobeapprovedby themunici-pal council today.

    Retief Street, the northernmost streetin Paarl intersecting with Main Street, isoneofthequietest inPaarl,offeringbeau-tifulviewsofthesurroundingmountains.It adjoins the farm La Roche, the sout-hern section of which is to be subdividedinto 229 units.

    We are not opposed to the develop-ment, but we are very concerned abouttheincreaseintrafficinthestreet,especi-ally during construction, says MikeShaw of Retief Street.

    Residents feel that a development ofthissize,whichcouldmeanapermanentincrease of 400 cars in our street, is pro-blematic if it does not have its own exitinto Main Street. As it is, residents of Re-tief Street struggle to enter Main Streetduring peak hour traffic.

    There isanoldhouseat the intersecti-on of Retief and Main Street, which pre-vents the intersection being widened fora traffic light.

    Wefeelthereshouldbeanewintersec-tion north of Retief Street with a trafficlight or traffic circle giving access to the

    development, instead of funneling thetraffic down Retief Street.

    A total of 61 objections were lodgedagainst the development by landowners.

    The gated development of 15 hectareswill havesmall erven ranging insize from350 to 500 square metres each, with anumber of open space including an olivegrove on the Main Street side.

    House sizes will vary from 87 squaremetres to 165 square metres. All homeswill be single storey and built in a Capestyle. A clubhouse/restaurant and officewill be located in the former farmhouse.

    The town council is expected to appro-vetherezoningof thepropertytosubdivi-sionalareaat itsmeeting today,whereaf-ter detail planning can start.

    According to town councillor JohanRademeyer (portfolio holder planning)accessdetailscouldchangebeforethede-velopment is eventually approved.

    The provincial roads engineer has in-dicated that another entrance in MainStreet,northofRetiefStreet,wouldbetooclose to the existing intersection, but weplan to invite them to visit the site again,to possibly reconsider their decision.

    A portion of the site will also be usedtowidenRetiefStreet andaddasidewalkon the north side of the street.

    DeveloperJeremySteenkampsaid thedevelopment would be a big boost forPaarl North.

    Diewaardeenaanwendingvanhulpwer-kers in welsynsorganisasies is onder dieloep geplaas en twee hulpwerkers het diegehoor toegespreek om te vertel van hulleervaringe van die beroep.
