Community Frameworks - Next Step Factory Built Homes

Established in 1974, Community Frameworks is a non-profit corporation and a leading vital force in the development of affordable housing and healthy communities in the Northwest. We provide rental housing, homeownership opportunities and homebuyer education for individuals as well as lending, development and consulting services to other non-profits. We are also a licensed Manufactured Home Dealer and are committed to assisting homebuyers in acquiring an Energy Efficient manufactured home that is well suited for their needs and budget. We provide full turn-key services and can assist with all aspects of the home buying process. This Plan Book is intended to be used as a guide. The floor plans offered can be customized to meet your specific needs or full custom design services are also available for unique project requirements. Specifications/Upgrades Specification sheets have been included for each series of homes. We have included Energy Star Certification in the base price of all of our manufactured homes. Additionally, all manufactured and modular homes include 2x6 exterior walls with R21 insulation. Park model homes can also be upgraded to 2x6 walls with R21 insulation. Types of Factory Built Housing Park Model Homes are built to a national ANSI-RVIA code and are subject to additional local and state zoning restrictions. Great care should be taken to ensure compliance with zoning and usage restrictions. With a maximum allowable size of 400 s.f., these homes are intended for semi-permanent installation and typically used as a secondary residence, depending upon local zoning allowances. Park model homes are built on a chassis which generally remains attached to the home. At this time, Energy Star certification is not available but the homes can be upgraded to a higher performance thermal envelope than is required by the ANSI-RVIA code. Manufactured Homes are single family homes built entirely in the factory under a federal building code administered by the U.S. Department of Housing and Urban Development (HUD). The federal standards regulate the design, durability, fire resistance, transportability, energy efficiency and quality. They also set performance standards for mechanical systems and the thermal envelope. Garages, decks and porches can be added in the field and are subject to local and state building codes. Manufactured homes always have a permanent chassis attached and must be installed by a licensed manufactured home installer. They are generally considered personal property and are financed with a personal property type of loan, known in the industry as a chattel loan. However, they can be placed on land owned by the homeowner (or subject to a long-term lease) and converted to real property, qualifying them for a traditional mortgage. Appraisals must include other manufactured homes in the comparables. Manufactured homes are frequently, and erroneously, referred to as mobile homes or trailers. Modular Homes are built in a factory to the International Residential Code and are subject to all state code amendments as well as local code requirements, the same as site built homes. They are typically 80% to 90% complete when they arrive and are not attached to a permanent chassis. They are placed on a crawl space or basement foundation and are rolled onto the foundation or placed by a crane. Modular homes can be set and finished by a licensed general contractor. They are financed, insured and appraised just like a site built home. Pricing for modular homes is done on a case by case basis due to specification variations from one project to another. A general rule of thumb is $7 to $10 per s.f. more than manufactured home pricing. Energy Star certification for modular also requires some additional processes and costs associated with that. Modular construction is ideal for stacked multi-family applications of two to four stories. Elder Cottage Community Frameworks has recently launched a new line of business in Spokane called the “Elder Cottage” which can be used in a standalone “granny flats” type of application or clustered together in a “cottage development”.
