o Method of Measurement – The manner in which a “Pay Item” is measured to conform with the “Pay Unit” Subsection 101.41

o Basis of Payment – The terms under which “work” is paid, as a designated “Pay Item” in accordance with the quantity measured and the “Pay Unit.” Pay items paid for as described in contract and unit price. Subsection 101.05

Project EstimatingImportance of Accurate and Complete Plans – makes the bid process more effective.

Benefits CDOT, our contractors, and our customers by:

o Reducing the need to re-advertise a project

o Reducing the time it takes to evaluate bids

o Reducing the number of claims that are filed

o Increasing productivity in construction

o Providing accurate bid history information for future projects

Site Plan QuantitiesStep One:o Use MicroStation to measure pay items on plan sheetso Refer to SWMP Narratives for other needso Refer to Matrix for phasing needso Evaluate all elements needed for each CM

Example: – Initial Maps - Plastic Fence length as determined from site maps

is 6990 linear feet, – Interim Maps - Erosion logs length as determined from initial

site maps is 825 linear feet but also need to account for interim (may not be the same); and

– Permanent Maps – Seeding as determined from site maps is 22 acres.

Step Two:o Determine what factors will

influence additional quantities.

o Work with Construction Manager (if known) or Regional Environmental Staffdetermine additionalquantities.

o Length of wetted perimeter in ditches for logs and SRB/TRM and slopes for seeded areas.

o Consider all components that are needed for each activity (e.g permanent stabilization)

Site Plan Quantities

Page 7: Module 11 Tabulating SWMP Quantities

Step Three:

o Included Quantities for “As Directed” Work

o Include Force Account Item for unforeseen conditions

o Consider Equipment Hours for Erosion Control (Surface Roughening is part of overall work and is not a separate pay item)

Site Plan Quantities

Tabulating SWMP Quantities 7

Page 8: Module 11 Tabulating SWMP Quantities

o Planned Force Account- Items of work, included on the plans, which will be paid for in accordance with subsection 109.4 (CDOT Specifications Subsection 101.46)

o Using a force account pay item requires a Project Special Provision included in the contract. (Project Development Manual)

o Force account should be used when it is hard to anticipate which pay items are needed to protect soil and water resources.

o Should have additional quantities not just forced accounts.

Forced Accounts

Equipment Hours For Erosion Control

Tabulating SWMP Quantities 9

o Refer to Section 203 for blading and dozing hrso Work with Construction Managers about preference of

Equipment both type and size(horse power) to complete the task.

o Guidance

o Include in template – see Section 12.B. Must have minimum of 4 hours for blading and dozing 203 pay items.

203-01500 Blading- 140-250 hp

203-01510 Backhoe- 90-300 hp

203-01550 Dozing- 130-250 hp D6 to D7

203-01594 Combination Loader- 80-125 hp bucket and backhoe combination

Page 10: Module 11 Tabulating SWMP Quantities

Step Four – Other Considerations

o Source Control – Street Sweeping, Trash Pick up and VTPs

o Material Handling – Stockpiles, Concrete Washout

o Construction Access and Protection of Sensitive Environments

o Maintenance of CMs ando Erosion Control Management

Step Four – Other Considerations

• Pay items 214-00008 Extended Landscape Preservation. Refer the project special provision for all work to be performed during the extended landscape maintenance period for this project. [Check with Region Water Quality staff to see if extended landscape maintenance should be included on the project and the number of months (12-36) required]

Page 12: Module 11 Tabulating SWMP Quantities

Step Four – Other Considerations Notable Changes in 207, 212, and 214 quantities

• Topsoil strategies must be coordinated with overall earthwork quantities.

• Topsoil salvage and distribution depth increased from 4 to 6”• Added an option to import approved topsoil to projects • Added and option to remove existing topsoil from the project

site.• Salvaging of existing topsoil now paid using 207 pay items

and not as clearing and grubbing.• Also, may have specified mulches for permanent seeding and

seeding method paid with different pay items.

Site Plan Quantities

Tabulating SWMP Quantities 12

Page 13: Module 11 Tabulating SWMP Quantities

Other changes that will affect quantities:

• Salvaging topsoil is a separate pay item and NO longer part of clearing and grubbing

• Specification 214.03 (k) requires all projects to have a minimum amount of landscape maintenance included in cost of work until notice of substantial landscape completion has been issued.

• 214 Extended Landscape Preservation Worksheet can be used to determine pay item 214-00008.

SSP 207, 212, 214 Changes

Page 14: Module 11 Tabulating SWMP Quantities

Step Four – Other Considerations

o CDOT recommends staging and storage areas should be completely stabilized over the entire surface reduce tracking and sweeping. Consider adding quantities to cover this material and creating a project special (See next Module).

o Inlets need to be cleaned prior to construction add costs to budget for this task.

o Bridges should have a rundown and curb at the top to direct water to the rundown. This should be accounted for in costs.

Step 5 – Stabilization

Determine interim stabilization and permanent final stabilization based on SWMP Plan Sheet information and environmental factors.

Page 16: Module 11 Tabulating SWMP Quantities

Interim Stabilization

o Use Disturbance Area times 1.5

o Multiple by the anticipated number of years of construction with little to no permanent stabilization.

o Use Bonded Fiber Matrix as the pay item.

Site Plan Quantities

Tabulating SWMP Quantities 14

The faster a project implements permanent stabilization the less it will have to spend on interim

stabilization

Page 17: Module 11 Tabulating SWMP Quantities

Permanent Stabilization

o Use Area to be Seeded from SWMP template (Section 1).

o Indicate quantities for type of seeding (drill, hyro, broadcast), mulching (types), mulch tackifier, soil amendments, SRB/TRM and any other permanent stabilization controls.

o See

Subgrade Preparation and Pay Item

SWMP Refresher Course

• Prior to the placement of topsoil, the subgrade must be ripped to a minimum of 14 inches to de-compact the soil.

• Required equipment and must use a rod penetrometer to verify de-compaction was successfully achieved.

• Contractor must submit a method statement for subgrade soil preparation.

Temporary Seeding

SWMP Refresher Course

Topsoil is seeded with annual grasses if needed for interim stabilization or directed by CDOT.

• Seed method may be drill, hydraulic, or broadcast

• If hydraulic or broadcast must use 1.5 times seeding rates with no pay item for this cost.

• Pay item

Quiz time

What are your quantities for interim and permanent stabilization using the information below from the Powers Blvd Extension North Project?

o Interim quantities – 30 acres times 2 year construction duration = 60 acres Bonded Fiber Matrix times 1.5 for safety factor =90 acres.

o Permanent quantities = 22 acres seeding (native drill seeding), mulching pick type, tackifier watch units and convert to lbs. Remember to check pay units. Add soil amendments as needed.

Tabulating SWMP Quantities 16

Page 22: Module 11 Tabulating SWMP Quantities

Quantities need to be evaluated using information on:

• Permanent stabilization maps indicating the types of seeding (drill seed, hydroseed, or broadcast) and the Plan Sheets indicating the acreage of each type of seeding

• Soil amendment information in the Plan Sheets

How do you calculate Erosion Control Management?

Tabulating SWMP Quantities 18

Use duration of the project in days with a multiplier between 0.25 and 1.0 depending on if the SWMP Administrator for Design believes the project will need someone full time, half day or quarter days? Check on estimated construction days.
