Citing reports by the Philippine Statistics Authority, ARMM has 14% dropout rate while SOCSARGEN follows with 12.3% and Davao region with 12.2. ARMM is composed of Basilan, Sulu, Tawi-Tawi, Maguindanao and Lanao provinces, including the cities of Marawi and Lamitan; while SACSARGEN is comprised of the provinces of South Cotabato, North Cotabato, Sultan Kudarat, Sarangani and General Santos City. ARMM investors to enjoyduty-free importation

COTABATO CITY – Investorsin the Autonomous Regionin Muslim Mindanao(ARMM) can now enjoyduty-free importation ofidentified materials andequipment following thesigning of a JointMemorandum Order (JMO)between the RegionalEconomic Zone Authority(REZA)-ARMM and theBureau of Customs in thiscity.

The JMO will allowREZA locators or thoseinvestors registered underthe region’s board ofinvestments (RBOI-ARMM)and other economicinvestors to enjoy duty-freeimportation of capitalequipment, breeding stocks,generic materials, importconstruction materials, andoffice equipment. They willalso be entitled to avail ofother incentives from localtaxation in closecoordination with the LocalGovernment Unitsconcerned.

ARMM Governor MujivHataman, CommissionerAlberto Lina, REZA-ARMMExecutive Director EshanMabang, other ARMMofficials and some BoCdistrict collectors attendedthe signing.

Mabang said “thesigning of the JMO is ahistorical breakthrough inthe Moro people’s experienceand economicindependence.”

He said the JMO willcreate a big impact in boththe economic and laboraspect of the ARMM for it “isenvisioned to createemployment opportunityleading to improved humanresource development

index.”“It is also seen to

generate micro and evenmacro-economic benefits,attract domestic and foreigninvestors, and will promotee-commerce,” he added.

Mabang said the REZAwill establish the Joint-REZACustoms Office (JRCO) thatwill be used by both agenciesto perform organizationalfunctions, including jointconduct of inspection andclearance area.

The REZA-ARMM is“mandated to oversee theintegration, coordination,planning and monitoring ofspecial economic zones,industrial estate/parks,export processing zones andother economic zones in theregion.” Under the JMO, theREZA will accredit, issue andapprove the documentaryrequirements of investors inthe region and the BoC, onthe other hand, shall be in-charge of the approval,activation and validation ofclient profile registrationsystem in line with CustomsMemorandum Order 39-2008.

Moreover, the BoC willset-up the electronic-to-mobile system (e2m) foreffective and efficientexportation and importationtransactions and help curbpossible frauds in the agency.

The e2m system will“streamline imports andexports processing andimprove trade facilitationamong BOC, othergovernment agencies and itsstakeholders anywhere,anytime through Internet-based and wirelesstechnologies.“

Meanwhile, GovernorHataman and

Commissioner Lina laudedthe REZA-ARMM for themilestone it hasaccomplished.

Hataman urged the BoCand other investors to helpboost ARMM’s economy.The JMO, he said, is amanifestation of goodgovernance in the region.

SULU – Muslim scholarshave praised Sulu ViceGovernor Sakur Tan forhis support to theireducation as well asdozens of other more whoare benefiting from thephilanthropic andmagnanimous freeeducational program ofthe influential andrespected leader.

Tan, through hisMinsu Oil ScholarshipProgram, has given freshopportunities to mostlypoor and deservingstudents to finish theircollege education andbecome productivemembers of society.

Since 2009, at least 8

of Tan’s scholarsgraduated with honors –two of them cum laudeand one magna cum laude– and the others passedgovernment licensureexaminations on nursing,education andaccountancy.

Some of those are nowprofessional degreeholders and among themare Abdelimar Baybayan,Fauzia Joe, Michael Rubio,Alonan Banagudos,Hartina Mansul,Sherienata Tam, MarlinaHadja, and Wida Hajihil.Tan is also supportingmany scholars inZamboanga City.

Tan is actively

involved in manyphilanthropic and peaceand developmentprograms in Sulu andalso in other parts ofMindanao where thereare large Muslimcommunities in an effortto improve the welfare ofthe Muslims.

The Tausug, as a historic people should haverepresentation in Congress: Shernee A. Tan (Kusug Tausug)

ZAMBOANGA CITY – Some300 people have attendedthe 1st Tausug Summit heldrecently in Zamboanga Cityin southern Philippines.The delegates were mostlyfrom all sectors of theTausug society from theprovinces of Basilan, Suluand Tawi-Tawi; and theZamboanga Peninsula.

The summit touchedon wide-ranging issues asintrospection of the Tausugas a historic people vis-à-visthe current situation. Thediscussions anddeliberations were more onthe passionate rhetoric onthe glorious past of theTausug bringing into forethe call for the restoration ofthe Sultanate.

The summit’s keynotespeaker, Shernee A. Tan,who is the president of theKusugTausug movement,offered the most practicalalternative and legallyfeasible option – whileawaiting resolution – to theissue of the sultanate which

was raised during the event.“We are setting our eyes

on a larger picture; that ofour people who arescattered all over thePhilippines or toiling inforeign lands. They areinclusive to the humbleefforts we are pursuing,”Tan, youngest daughter ofVice Governor Sakur M.Tan, said in her speech.

Tan expounded furtherand cited old protocols andagreements documentingthe territory of the SuluArchipelago, in particularthe Madrid Protocol of 1885which sets territorialdomain of sovereign Sulu.

“The Archipelago ofSulu (Jolo), conformably tothe definition contained inArticle I of the treaty signedSeptember 23rd, 1846,between the SpanishGovernment and the Sultanof Sulu, comprises all theislands which are foundbetween the westernextremity of the island ofMindanao on the one, and

the continent of Borneoand the Island of Paragua(the old name of Palawan)on the other side, with the

exception of those whichare indicated in Article III.It is understood that theIslands of Balabac and of

Cagayan-Jolo form part ofthe archipelago.”

“We are not out toreclaim the old territoryand we recognize thepresent political andgeographical delineation,”Tan said.

She said that theKusugTausug, whilerecognizing any legal rightsof any quarters, is moreconcern on the state andcondition of the Tausugwho are residing in manyparts of the Philippines andtoiling in foreign lands.

She said that while theTausug is representedthrough the congressionaldistricts of the componentprovinces of the ARMM orthrough their respectivelocal government units,they will have no half-wayinstitutions to makerepresentations for themwhen they are outside ofparticularized areas.

“Hindi po namingsinasabi na ang mga lokalna pamahalaan na

kanilang kinaroroonan ayhindi kayang ipagtanggol oipaglaban ang kanilangmga karapatan, subali’thigit pong mapagtutuunansila ng pansin if they have arepresentative of their ownaside from the ones wementioned, which arelimited in scope,” Tan said.

In reply to questionsduring an open forum, Tansaid that during the so-called Zamboanga siege in2013, majority of those whowere in the evacuationcenters were Tausug andthose who were in the localgovernment, civicorganizations and ordinarycitizens in Sulu did theirvery best to sendimmediate assistance inany form and way possibleto their brethren.

“Such a situation addscredence to the clamor thatthe Tausug should berepresented and attendedto wherever fortune maytake them,” she said. (B.Concepcion)

KL: No ransom paid forrelease of Malaysian hostage

COTABATO CITY – KualaLumpur has strongly deniedthat ransom was paid for thesafe release of a kidnappedMalaysian woman, saying,her freedom was the result ofa successful negotiationbetween Malaysianauthorities and her captors.

The 50-year old ThienNyuk Fun, manager ofOcean King Restaurant inSandakan town in Sabah,was freed by the Abu Sayyafon November 8 in Indanantown in the southern Filipinoprovince of Sulu after 6months in captivity.

Thien was kidnappedalong with anotherMalaysian Bernard Then, 39,who remains in the hands ofthe rebel group after AbuSayyaf gunmen raided therestaurant and spirited theirvictims to Tawi-Tawiprovince and eventually inSulu.

Malaysia’s news websiteThe Star Online also quotedDeputy Prime MinisterDatuk Seri Dr Ahmad ZahidHamidi as saying that Thienwas released followingnegotiations between theMalaysian authorities and

her captors. He said the closecollaboration between theMalaysian and Philippineauthorities led to her release.

Ahmad Zahid, who isalso Malaysia’s HomeMinister, said the “closecollaboration between theMalaysian and Philippineauthorities led to herrelease.”

“The kidnap of onevictim is settled, but we haveanother victim who has notbeen released. Negotiationswill continue to be carriedout to secure his release. Webelieve if the captors aregenerous to not impose strictconditions, then the othervictim will be released soon,”he said.

The release of Thiencame six weeks later afterAbu Sayyaf rebels threatenedto kill one of the hostages iftheir demand for ransom isnot paid. The Abu Sayyaf hadearlier demanded P30million pesos for the saferelease of the Malaysian.

Sulu provincial officialshave also repeatedly said thatthe Philippine governmenthas a strict no-ransom policy."The government has a strict

no-ransom policy," said ViceGovernor Sakur Tan, whowas even quoted inunconfirmed media reportsas having participated in thenegotiations.

Tan branded the reportsas "black propaganda."

Filipino troops continueit operation against the AbuSayyaf in Sulu, but it wasunknown why the release ofThien was undetected by themilitary or police in theprovince. Just late in August,troops clashed with about300 rebels in Patikul townduring a failed rescuemission that left over a dozensoldiers and rebelswounded.

The rebels, led by HatibHajan Sawadjaan,Muammar Askali, AlmuktarSuddung, Namiel Ahajari,and Basaron Arok,managed to escape a hugemilitary assault. The AbuSayyaf is still holding severalforeign hostages, includingtwo Canadians, aNorwegian, an Italian andFilipinos kidnapped fromother places and brought toSulu’s jungle. (MindanaoExaminer)

ARMM creates Darul IftaAUTONOMOUS Region inMuslim Mindanao GovernorMujiv Hataman hasapproved a legislation thatestablishes a regionalreligious authority in theARMM to help addresscontemporary issues andchallenges faced by FilipinoMuslims.

Hataman signed intolaw Muslim MindanaoAutonomy Act (MMA) No.323 or An Act Creating theRegional Darul Ifta’of theAutonomous Region inMuslim Mindanao. The lawinstitutionalizes the DarulIfta or the Islamic advisorycouncil in the region.

ARMM’s RegionalLegislative Assembly HouseSpeaker Datu RoonieSinsuat, members of theregion’s legislative assemblyand some religious leaders(muftun) from differentprovinces of the regionattended the signing.

The RDI shall beprimarily responsible for thepromulgation and issuanceof legal opinions (fatwa)pertaining to Muslimpersonal laws andjurisprudence pursuant toArticle VIII, Section 20 ofRepublic Act 9054 or the act

strengthening andexpanding the organic actfor the ARMM.

They will also advise andserve as consultant to theregional government of theARMM and the RLA onmatters pertaining to Islamiclaws, jurisprudence andecclesiastical matters andserve as the “religious guide”of ARMM leaders,bureaucrats andprofessionals, includingthose in the localgovernment units.

Governor Hataman saidthey have earmarked P5-million for the initialoperation of the RDI from theunexpended fund of theOffice of the RegionalTreasury (ORT) and itssucceeding annual budgetwill be provided for in theLocal Appropriations Act.

He reiterated that thecreation of the RDI will helpunite all the Bangsamoro inthe region and will boostgood governance in theregion.

For his part, SpeakerSinsuat said: “This office willrecognize rights and well-being of the Bangsamorodue regard to their beliefs,customs, traditions and

institutions, and furtherensures their contribution tothe regional government’sgoals and aspirations.”

The MMA 323 also callsfor the establishment of RDIprovincial offices in each ofthe five componentprovinces of the ARMM. Theprovincial office shall beheaded by a Provincial Muftiwho shall be selected fromamong the resident Ulama inthe particular province.

Dr. Aboulkhair Tarason,regional grand mufti, saidthey will work, collaborateand cooperate with theinternational, national,regional and local bodies onmatters of mutual interestand benefit, such as halalbusinesses, marriages, hajj(pilgrimage), professionalengagement, intellectualexchange and academicdiscourses.

In September 2013,Governor Hatamaninstitutionalized the jurisconsult in the region throughExecutive Order No. 009series of 2014 to help overseethe conduct of religiousactivities in the region andthe propagation of theIslamic faith. (Bureau ofPublic Information)

Leaked Military Documents Expose the U.S. ‘Assassination Complex’THOSE at The Intercepthave recently obtainedleaked documents froman anonymousintelligence source thatprovides an in-depth lookinto the U.S. military’ssecretive globalassassination program.The Drone Papers, as theseries of articles is called,outlines the “flaws andconsequences” of theaerial campaign that isbeing conducted by theU.S. military in theMiddle East.

The Obamaadministration hasportrayed drones as aneffective and efficientweapon in the ongoingwar with al Qaeda andother radical groups. Yetclassified Pentagondocuments obtained byThe Intercept reveal thatthe U.S. military has faced“critical shortfalls” in thetechnology andintelligence it uses to findand kill suspectedterrorists in Yemen andSomalia.

According to TheIntercept, “the

documents are part of astudy by a Pentagon TaskForce on Intelligence,Surveillance, andReconnaissance.” Inparticular, the documentsprovide details into howtargets in Yemen andSomalia were marked,tracked, and killed by theJoint Special OperationsCommand (JSOC), oftensentencing people todeath without“establishing checks andbalances of arrest, trial,and appeal.” At the timethe study circulated, theObama administrationwas considering the ideaof switching the droneprogram from the CIA tothe Pentagon, and themilitary was all too “eagerto make the case for morebases, more drones,higher video quality, andbetter eavesdropping.”

In a statement fromthe source: “It’s stunningthe number of instanceswhen I’ve come acrossintelligence that wasfaulty, when sources ofinformation used to finishtargets were

misattributed to people,and it isn’t until severalmonths or years later thatyou realize that the entiretime you thought youwere going after thistarget, it was his mother’sphone the whole time.Anyone caught in thevicinity is guilty byassociation—it’s aphenomenal gamble.”

Those at GlobalResearch have compiled alist of key revelations asoutlined by The Intercept:

-Assassinations havedepended on unreliableintelligence. More thanhalf the intelligence usedto track potential kills inYemen and Somalia wasbased on electroniccommunications datafrom phones, computers,and targeted intercepts(known as signalsintelligence) which, thegovernment admits, it has“poor” and “limited”capability to collect. Bythe military’s ownadmission, it was lackingin reliable informationfrom human sources.

-The documents

c o n t r a d i c tAdministration claimsthat its operations againsthigh-value terrorists arelimited and precise.Contrary to claims thatthese campaignsnarrowly target specificindividuals, thedocuments show that airstrikes under the Obamaadministration havekilled significantnumbers of unnamedbystanders. Documentsdetailing a 14-month kill/capture campaign inAfghanistan, for example,show that while the U.S.military killed 35 of itsdirect targets with airstrikes, 219 otherindividuals also died inthe attacks.

-In Afghanistan, themilitary has designatedunknown men it kills as“Enemies Killed inAction.” According to TheIntercept’s source, themilitary has a practice oflabeling individuals killedin air strikes this wayunless evidence emergesto prove otherwise.

-Assassinations hurt

intelligence gathering.The Pentagon study findsthat killing suspectedterrorists, even if they arelegitimate targets,“significantly reduce[s]”the information availableand further hampersintelligence gathering.

-New details aboutthe ‘kill chain’ reveal abureaucratic structureheaded by PresidentObama, by which U.S.government officialsselect and authorizetargets for assassinationoutside traditional legaland justice systems, andwith little transparency.The system includedcreating a portrait of apotential target in acondensed format knownas a ‘Baseball Card,’which was passed to theWhite House for approval,while individual dronestrikes were oftenauthorized by otherofficials.

-Inconsistencies withpublicly available WhiteHouse statements abouttargeted killings.Administration policystandards issued in 2013state that lethal force willbe launched only againsttargets that pose a“continuing, imminentthreat to U.S. persons,”however documents fromthe same time revealmuch more vaguecriteria, including that aperson only need present“a threat to U.S. interest orpersonnel.”

-New details of high-profile drone kills,including the 2012 killingin Somalia of Bilal al-Berjawi, which raisequestions about whetherthe British government

revoked his citizenship tofacilitate the strike.

-Information about alargely covert effort toextend the U.S. military’sfootprintacross theAfrican continent,including through anetwork of mostly smalland low-profile airfieldsin Djibouti and otherAfrican countries.

Although thedocuments containrecommendations forimprovement, one of themost crucial aspects is thementality reflected in thedocuments, whichaccording to the source is:“This process can work.We can work out thekinks. We can excuse themistakes. And eventuallywe will get it down to thepoint where we don’t haveto continuously comeback… and explain why abunch of innocent peoplegot killed.” As those atThe Intercept points out,the architects of thisglobal assassinationcampaign don’t seem tocare about the enduringimpact, or moralimplications of theiractions. The sourcestates:

“All you have to do istake a look at the worldand what it’s become,and the ineptitude of ourCongress, the power grabof the executive branchover the past decade. It’snever considered: Is whatwe’re doing going toensure the safety of ourmoral integrity? Of notjust our moral integrity,but the lives andhumanity of the peoplethat are going to have tolive with this the most?”(EV, anonhq.com)

Long-Awaited Medical StudyQuestions the Power of Prayer

PRAYERS offered bystrangers had no effect onthe recovery of people whowere undergoing heartsurgery, a large and long-awaited study has found.

And patients who knewthey were being prayed forhad a higher rate of post-operative complications likeabnormal heart rhythms,perhaps because of theexpectations the prayerscreated, the researcherssuggested.

Because it is the mostscientifically rigorousinvestigation of whetherprayer can heal illness, thestudy, begun almost adecade ago and involvingmore than 1,800 patients,has for years been thesubject of speculation.

The question has beena contentious one amongresearchers. Proponentshave argued that prayer isperhaps the most deeplyhuman response to disease,and that it may relievesuffering by somemechanism that is not yetunderstood. Skeptics havecontended that studyingprayer is a waste of moneyand that it presupposessupernatural intervention,putting it by definitionbeyond the reach of science.

At least 10 studies of theeffects of prayer have beencarried out in the last sixyears, with mixed results.The new study was intendedto overcome flaws in theearlier investigations. Thereport was scheduled toappear in The AmericanHeart Journal next week, butthe journal's publisherreleased it online yesterday.

In a hurriedly convenednews conference, thestudy's authors, led by Dr.Herbert Benson, acardiologist and director ofthe Mind/Body MedicalInstitute near Boston, saidthat the findings were notthe last word on the effectsof so-called intercessory

prayer. But the results, theysaid, raised questions abouthow and whether patientsshould be told that prayerswere being offered for them.

"One conclusion fromthis is that the role ofawareness of prayer shouldbe studied further," said Dr.Charles Bethea, acardiologist at IntegrisBaptist Medical Center inOklahoma City and a co-author of the study.

Other experts said thestudy underscored thequestion of whether prayerwas an appropriate subjectfor scientific study.

"The problem withstudying religionscientifically is that you doviolence to thephenomenon by reducing itto basic elements that canbe quantified, and thatmakes for bad science andbad religion," said Dr.Richard Sloan, a professor ofbehavioral medicine atColumbia and author of aforthcoming book, "BlindFaith: The Unholy Allianceof Religion and Medicine."

The study cost $2.4million, and most of themoney came from the JohnTempleton Foundation,which supports researchinto spirituality. Thegovernment has spent morethan $2.3 million on prayerresearch since 2000.

Dean Marek, a chaplainat the Mayo Clinic inRochester, Minn., and a co-author of the report, said thestudy said nothing about thepower of personal prayer orabout prayers for familymembers and friends.

Working in a largemedical center like Mayo,Mr. Marek said, "You heartons of stories about thepower of prayer, and I don'tdoubt them."

In the study, theresearchers monitored1,802 patients at sixhospitals who receivedcoronary bypass surgery, in

which doctors reroutecirculation around aclogged vein or artery.

The patients werebroken into three groups.Two were prayed for; thethird was not. Half thepatients who received theprayers were told that theywere being prayed for; halfwere told that they might ormight not receive prayers.

The researchers askedthe members of threecongregations — St. Paul'sMonastery in St. Paul; theCommunity of TeresianCarmelites in Worcester,Mass.; and Silent Unity, aMissouri prayer ministrynear Kansas City — todeliver the prayers, using thepatients' first names and thefirst initials of their lastnames.

The congregations weretold that they could pray intheir own ways, but theywere instructed to includethe phrase, "for a successfulsurgery with a quick,healthy recovery and nocomplications."

A n a l y z i n gcomplications in the 30 daysafter the operations, theresearchers found nodifferences between thosepatients who were prayedfor and those who were not.

In another of the study'sfindings, a significantlyhigher number of thepatients who knew that theywere being prayed for — 59percent — sufferedcomplications, comparedwith 51 percent of those whowere uncertain. The authorsleft open the possibility thatthis was a chance finding.But they said that beingaware of the strangers'prayers also may havecaused some of the patientsa kind of performanceanxiety.

"It may have madethem uncertain, wonderingam I so sick they had to callin their prayer team?" Dr.Bethea said.

The study also foundthat more patients in theuninformed prayer group —18 percent — suffered majorcomplications, like heartattack or stroke, comparedwith 13 percent in the groupthat did not receive prayers.In their report, theresearchers suggested thatthis finding might also be aresult of chance.

One reason the studywas so widely anticipatedwas that it was led by Dr.Benson, who in his work hasemphasized the soothingpower of personal prayerand meditation.

At least one earlierstudy found lowercomplication rates inpatients who receivedintercessory prayers; othersfound no difference. A 1997study at the University ofNew Mexico, involving 40alcoholics in rehabilitation,found that the men andwomen who knew theywere being prayed foractually fared worse.

The new study wasrigorously designed toavoid problems like theones that came up in theearlier studies. But expertssaid the study could notovercome perhaps thelargest obstacle to prayerstudy: the unknownamount of prayer eachperson received fromfriends, families, andcongregations around theworld who pray daily for thesick and dying.

Bob Barth, the spiritualdirector of Silent Unity, theMissouri prayer ministry,said the findings would notaffect the ministry'smission.

"A person of faithwould say that this study isinteresting," Mr. Barth said,"but we've been praying along time and we've seenprayer work, we know itworks, and the research onprayer and spirituality isjust getting started."
