It said the clashes broke out in Buricain village in Pigcawayan town where rebels and followers of Abdula Maracuar had been fighting sporadically following the killing of a 16- year old John Paul Maracuar. The teener was shot dead by rebels under the 105th Base Command of the Moro Islamic Liberation Front which signed a peace deal with Manila last year. Dozens of civilians have already fled their homes for fear they would be caught in the middle of the fighting. Both groups were fighting over control of ancestral domain in the area with the protagonists claiming ownership over a vast tract of land. It was unknown if there were casualties in the fighting. There was no immediate statement from the rebels, but the MILF had been involved in similar clashes in the province and nearby areas. In September, at least 5 people were wounded when MILF gunmen attacked civilians in the village of Lutayan in Sultan Kudarat province that military officials said stemmed from a land conflict between the two groups. Among the wounded in the attack were village officials. Despite the peace accord, the MILF still holds a huge arsenal of weapons and thousands of its members are also armed. In 2008, hundreds of MILF rebels attacked several towns in southern Philippines after a Muslim homeland deal with the government failed. Gunmen went on a shooting rampage and pillaged villages in the towns of Kolambugan, Bacolod, Maigo, Tubod and Kauswagan as they advanced to other areas in Lanao del Norte, Sarangani and Sultan Kudarat. The four were kidnapped September 21 from the upscale Holiday Oceanview marina on Samal Island off Davao del Norte province and brought them by boat to Sulu, one of five provinces under the Muslim autonomous region. Ridsdel spoke in the 90-second clip and has appealed to the Canadian government to pay the ransom to save their lives. “We’re being ransomed for each for one billion pesos. RBOI-ARMM registers additionalP600-M investment for 2015

COTABATO CITY – TheRegional Board ofInvestments in theAutonomous Region inMuslim Mindanao(RBOI-ARMM) registeredP600 million worth ofinvestments at the start ofthis year’s fourth quartercreating at least 250 jobsfor the region.

These investmentswere from theMaguindanao EnergyFarms Inc. (MEFI) basedin Simuay, SultanKudarat, Maguindanaoand Matling Industrialand Commercial Corp.(MICC) operating inMatling, Malabang,Lanao del Sur.

MEFI invested P400million for a 474-hectarenapier grass plantation.The plantation withproduction capacity of256,133 metric tons perannum will be used tosupply the fuel needs ofLamsan Power Plant,

which is also located inSimuay. Napier is a highlyvalued industrial crop, agood source of biomassenergy, which willnaturally regenerate after areasonable length of time.

Lawyer Ishak V.Mastura, RBOI-ARMMchairperson said theaddition of MEFI on the listof existing renewableenergy projects registeredwith this office signifies agrowing number ofinvestors in alternativesources of energy such asbiomass.

“Such projects areincluded in the 2014-2016ARMM InvestmentsPriorities Plan thatpromotes and supportseconomic activities forsustainable and cleansources of energy and tosecure power supply forthe future. About 23% oftotal investments from2012 to the present inARMM are into renewable

energy,” Mastura said.MICC, on the other

hand, invested P194million for an expansionand modernizationproject by setting up anew cassava starch-milling plant. The newplant is expected to yieldapproximately 13,216metric tons, or 260,000bags annually. MICC isone of the pioneering andmost enduring cassavastarch companies in thecountry, which wasestablished in September1928.

As of the third quarterof 2015, RBOI-ARMMregistered a total of P6billion investments, thebiggest in the history ofARMM. RegionalGovernor Mujiv Hatamansaid “investments willcontinue to come in theregion as long as there issustained peace andstability.” (Bureau ofPublic Information)

development paradigm andprograms as well as securitypolicies of the nationalgovernment, which in thepast have been thecomplaint of the Moropeople and were deemeddiscriminatory.”

The Briton, PeterWilliam Cannel, wasarrested last week afterpolice agents raided hisrented apartment in RosarioHomes Subdivision in Dao

village. Police also seized ashotgun and a pistol,including ammunition, anddildos from Cannel’sapartment, according toChief Inspector ArnoldVentura, head of theCriminal Investigation andDetection Group.

Ventura said theforeigner was arrestedfollowing severalcomplaints from the parentsof Cannel’s victims.

Difference Between Muslims and ArabsOFTENTIMES, Muslim andArabs are being stereotypedas belonging to each other’sgroup. Many believe, to thisdate, that Muslims are Arabsand Arabs are Muslims.However, this is not alwaysthe case.

Muslims are individualsembracing the religionIslam, hence Muslims arepart of a religious sect. Arabson the other hand areindividuals that dwell or own

the Arabian or Arab regions.Thus, they form a specificinternationally knownnationality. They speak theArabic (Arabian) languageand can choose whateverfaith or religion they plan tofollow. On the other hand,Muslims can have nativetongues of almost anylanguage in the world.

Perhaps the reason whythe terms Arabs andMuslims get intertwined

frequently is the fact that theArab region is the cradle ofreligion. It is where mostreligions had begun tosprout, which includesChristianity and Islam; notto mention Mohammed(Islam’s prophet) to be ofArabian decent. Yet, it mustbe noted that an Arab citizencan be of any religious orderlike: Jewish, Islam andChristianity. Hence, thisgives birth to Christian

Arabs and Muslim Arabs. Inthe same manner,depending on yournationality you can still be adevotee of Islam. You can becalled an American Muslimor Arab Muslim, for thatinstance.

The Arabs livepredominantly within theMiddle Eastern nationsincluding Syria, SaudiArabia and Iraq while theMuslim congregation livesmostly in Asia (about 60%)while the rest are in theMiddle East, Africa andother parts in the world.

Lastly, recent worldheadcount estimates thatthe Muslim population hasgrown to as big as 1.5 billionworldwide in 2009 (almostone-fourth of the totalpopulation in the world)whereas the Arab peoplecan only sum up to severalmillions. Thus, it is safe toestablish the fact thatMuslims are ideally greaterin number than the Arabs.

Summary :1.Muslim is a type of

person who accepts theIslamic religion whereas anArab is a type of ethnicity ornationality.

2.Muslims can usemany different languagessince they can reside fromanywhere around the worldwhile the Arabs primarilyuse the Arabic language.

3.Arabs usuallyoriginate from the MiddleEast specifically from Iraq,Syria and Saudi Arabiawhereas Muslims can comefrom almost every corner inthe world mainly in Asia.

Arab or Muslim?MANY people from the Philippines have asked me tocomment on the latest 'under fire' news of the actorswho have worn Arab attires during a Halloween TVshow.

It seems that some Filipino Muslims believe thatwearing the Arab attire by Non Muslim actors wasdisrespectful to Islam and Muslims. So here is my say:

1. First of all, Muslims should have not watched thatshow in the first place smile emoticon - Halloween TVshow? Seriously?

2. This attire is not an Islamic dress code that Muslimmen MUST wear [unlike the Hijab and Niqab forwomen which does not know cultures or regions],however the white Thowb, red scarf and black ring areattire known for Saudi men and it is NOT an Islamicrequirement for Muslim men to wear at all. In fact,sometimes I am wondering why Non Arab Muslims arewearing it!

So if anyone should get offended, it should be theSaudis and not the Filipino Muslims. [Unless theconversation during the show was offensive anddisrespectful to Islam]

3. Don't we have a "World Hijab Day" where someMuslims themselves will be asking Non Muslim ladiesto try on the Muslim dress code? Why this seems to bedifferent? Why this seems to be Ok for the Muslims?

4. Don't we have more serious problems in theregion that we should be talking about right now insteadof wasting away our energy protesting about an Arabattire? For example - - Drugs, Pornography, Tribalism,Racism, Manners, WakingUpForFajr, Zina, and so on...

5. My Filipino brothers and sisters in Islam. Calmdown, ignore the whole issue and seize the opportunityof this Halloween occasion to introduce Islam to thepublic in the best possible manner.

One car feature thatvaried in terms of popularityworldwide was the alarmsystem. Indonesia posted thehighest number with 57-

Britons, Australians told to stay away from Southern PhilippinesCAGAYAN DE ORO CITY –The British and Australiangovernments have warnedtheir citizens in thePhilippines to stay awayfrom Mindanao because ofhigh threat from terrorismand kidnapping in therestive region south of thecountry.

In an advisory, theForeign andCommonwealth Office(FCO) has told its citizens noto travel to southern andwestern Mindanao becauseof on-going terrorist activityand clashes between themilitary and insurgentgroups.

It advised citizens

against all, but essentialtravel to the remainder ofMindanao for the samereasons.

“There is a high threatfrom terrorism, includingkidnapping. Information asof late October 2015indicates that kidnap forransom groups may beplanning operations inNorth Mindanao includingthe islands off the coast,”FCO said.

In the video, the rebelsalso displayed the flag of theIslamic State of Iraq and the

Levant in the background asthey chanted “Allahu Akbar”or God is great.

Last year, more than133,000 British nationalsvisited the Philippines.

Australia also warnedits nationals to take extraprecautions while in thePhilippines, saying sincelast month, militants may beplanning a kidnappingoperation in North EastMindanao, including theislands off the coast. It saidresorts in the area are beingnotified to take extraprecautions.

“We advise you toexercise a high degree ofcaution in the Philippines

128 women finish literacy, livelihood skills training in SuluSULU – Some 128 womenhave finished literacy andlivelihood skills trainingconducted by the SuluProvincial Women CouncilCenter in partnership withthe Alternative LearningSystem of the Department ofEducation and the

provincial government.Hajja Nurunisah Tan,

head of the Sulu ProvincialWomen Council Center,praised those who attendedand finished the seminars.She emphasized that thelearning and skills acquiredin the training are avenues

toward better opportunitiesand that enhancing theircapacity would empowerthese women to beproductive members ofsociety.

“The SPWC willcontinue to assists andinitiate programs to help

Driven by horrific memories, Yazidis prepare to reclaim their homes from ISIS

ON AN abandoned chickenfarm, a few dozen Yazidivolunteers in mismatcheduniforms go through theirdrills. They are training for anoffensive they have longdreamed of: to reclaim thetown of Sinjar, their homeuntil ISIS stormed in.

The world watched inhorror last year as some50,000 Yazidis scrambled upMount Sinjar in northernIraq to escape the ISISonslaught. Many morehundreds were massacred,while teenage girls andwomen were sold intoslavery.

The volunteers at thecamp have horrific stories totell -- of their escape, themonthslong battles with ISISthat followed, the relativesthey lost or who are stillmissing. So do the manyYazidi families still campingon the mountain.

Some 5,000 Yazidifighters have been mobilizedunder the command of theKurdish Peshmerga to takethe battle to ISIS. Most arefarmers; a very few havemilitary experience.

The commander of thefront-line position at thevillage of Hardan is 66-yearold Kheiru Khalaf, whosetired eyes hint at the constantbattles of the last year.

"We need internationalsupport, we need heavyweaponry, especially now,"he said.

"We stood against ISISwith nothing but machineguns. We withstood a hugeenemy and stood strong. Weneed your help."

In the skies above theircamp, there's the quiet humof U.S. F-16s at high altitudeas they look for targets inSinjar and nearby Tal Afar --and try to destroy ISISpositions before thetreacherous groundoffensive begins.

A few hundred metersaway is a village still held byISIS. The Yazidis' front line isfrequently hit by mortar fire.The day after we visited thecamp, two vehicle suicideattacks were launchedagainst it. Both vehicles weredestroyed before theyreached the Yazidis'positions.

Around the camp thetunnels and fortificationsthat ISIS built are still visible.So are reminders of theatrocities it committed here.

Just behind the frontlines, the disturbed earth isdotted with remnants ofclothing, even part of a scalp.It was here, according to theYazidis, that 150 women andchildren were murdered anddumped into a mass grave.Some were months old;some were 80.

A few roses flutter in thebreeze under the blueautumn sky; but otherwisean eerie silence hangs overthe site.

For the fighters at thisposition, the site of themassacre feeds their loathingfor ISIS and their impatienceto advance. But they knowthe way ahead will be bloody.Peshmerga commandersestimate some 300 ISISfighters are still inside Sinjarand likely plan to die there.They also believe they willencounter hundreds oflandmines and booby traps.

prize in the battle againstISIS because it sits on themain highway between thecity of Mosul -- ISIS' crownjewel -- and its territory inSyria. Cut this route and ISISwould find it much moredifficult to resupply Mosul.The "caliphate" wouldalmost be split in two.

The Yazidi fighters havea small collection of antiquerockets; we are shown onemade in Yugoslavia in 1957.But they do have some

foreign helpers. One is calledMike, a bearded Englishmanin his 50s who once served inthe French Foreign Legion.Another is Michael Ibrahimfrom California, a muscularformer soldier who served inIraq with the U.S. Army'sFirst Infantry Division.

He felt impelled bymedia coverage of theYazidis' plight to come tonorthern Iraq.

"They're facing a grimreality of a well-supplied,well-armed, well-trainedenemy and they're doingtheir best," Ibrahim toldCNN.

"These people arefighting to save families andto keep their homeland froma really great evil. And it reallyhit home to me, it really hitthe heart and I had to come

out," he said.The wide plain that

straddles the Iraqi-Syrianborder is dotted withdestroyed buildings. Somewere the homes of Yazidis --blown up by ISIS or struck bythe mortars and Katyusharockets it rained down on thequiet farming villages duringits lightning advance in thesummer of 2014. Others wereISIS command posts struckfrom the air when Kurdishforces retook this area lastDecember. On the roadsidenear Hardan sits the rustinghulk of a Humvee -- given tothe Iraqi Army by the UnitedStates, seized by ISIS andthen bombed by the U.S. AirForce.

The one village that ISISdid not capture here is Sharafal-Din. Today, Yazidis arereturning here -- homes arebeing repaired andelectricity has been restored.But for four months, a coupleof dozen fighters with AK-47sheld off wave after wave ofISIS attacks, including asuicide bombing by aChechen. They had little toeat, could only contact eachother by shouting, and had toclimb into the mountains toretrieve the occasionalairdrop of weapons andammunition from the Kurds.

Asked how they resistedfor so long, Khalaf gestures tothe Yazidis' holiest shrine,which sits on the hill behindthe village. A gleamingconical building, it stands on

a site that's the gravesite ofthe religion's founder. Therehas been a shrine at the sitesince 1274.

"It was God's will. Daeshwanted to destroy ourtemple," he says, using theArabic acronym for ISIS. Butthe temple, and Khalaf,survived the onslaught.

In the nearby village ofSnuny, a man named Nuritold us that if ISIS hadsucceeded in seizing thevillage and destroying thetemple, it would have beenas though they had taken allof Sinjar. "It would have beenlike Israel taking control ofthe Kaaba," the holiest shrinein Islam, he said. As the Yazidi menprepare to retake Sinjar,hundreds of women andchildren endure on thebarren, windsweptmountain above, crammedinto tents with nothing buttarpaulins to keep out therain. Among them is BuhaSabri, a slight 30-year-oldsurrounded by her ninedaughters.

"The mountain is socold. You can see, there isnothing up here," she toldCNN. She worries that eventhough her children escapedISIS, the winter cold mayclaim them.

Buha has other worries

as well. Her sister and twoteenage nieces were seizedby ISIS. She has no ideawhere they are and praysthey are still alive and notsomewhere in the ruins ofSinjar. Other Yazidi familiesrelate tales of thebrainwashing of theirchildren in ISIS captivity.

"We really want to gohome to Sinjar. The thoughtof going home makes ushappy, but more importantto us are our girls," Sabri said,cradling the youngest of herchildren.

"Where are they? Willthey take them even furtheraway? Will they be caught inthe fighting?"

Throughout thecenturies, the Yazidis havebeen persecuted by onegroup after another.

"Seventy-five times wehave been massacred,"Khalaf said. "Once we were48 million people. Now thereare 1 million of us."

On the front lines atHardan, as we prepared toleave, one of the Yazidifighters began reciting apoem -- half-verse and half-song. Soon he had a chorus.

The verses spoke of losthonor, slaughtered wivesand sisters. Empty homes leftbehind.

It said details of these fund releases and projects arenow available on the DBM website - www.dbm.gov.ph .The data on the website shows the list of fund releasesdisaggregated per year and per implementing agency andanother list of fund releases disaggregated per year and perimplementing agency with details, such as SpecialAllotment Release Order, purpose, and fund source.

“The DBM communicates honestly and openly at alltimes regarding the fund releases we make pertaining toprograms and projects of the government. Here are the factson how much public funds we have released for Yolandaprojects so far and where we sourced them in the budgetfor the years 2013, 2014 and 2015,” said Budget SecretaryFlorencio Abad.

Abad said these fund releases were charged againstvarious funding sources in the General Appropriations Actfor fiscal years 2013, 2014 and 2015.

“The scale of the damage is unprecedented. And giventhat it was unforeseen, the total amount needed for thereconstruction efforts is not something that can beaccommodated within the Calamity Fund. So we neededto find various funding sources within the budget,” saidAbad, adding that the government moved to implementvarious measures to source funds for Yolanda response.

These measures include: extending the validity of the2013 Budget to June 2014 via Joint Resolution No. 1; passingthe Supplemental Budget in 2013 and allocating P14.6billion in Calamity and Quick Response Funds to rebuildareas hit by Yolanda and other disasters; passing theSupplemental Budget in 2014 and allocating P10 billion foremergency shelters and permanent housing.

And introducing the Reconstruction andRehabilitation Program, with a total of P21 billion in 2014and 2015, for rebuilding efforts; doubling the CalamityFund, from P7.5 billion in 2013 to P13 billion in 2014 and toP14 billion in 2015; introducing the so-called "Build BackBetter" policy not only to restore normalcy for Yolanda-affected communities but also make them more resilientto disasters; and leveraging the use of excess revenues tofund rehabilitation activities.

Abad also said that a total of P46 billion is allocated forYolanda projects in the proposed 2016 budget. This amount,he said, is composed of P18.9 in Special Purpose Funds andP27.3 billion lodged in agency budgets.

The amount of P18.9 billion is for the YolandaRehabilitation and Reconstruction Program, the masterplan to build back better infrastructure, livelihood support,resettlement, and social services. This amount is part ofthe P38.9-billion National Disaster Risk ReductionManagement Fund, a Special Purpose Fund in the 2016budget.

In addition to the P18.9-billion YRRP, the amount ofP25.6 billion was lodged in the budget of the NationalHousing Authority for the construction of housing units forYolanda victims. Meanwhile, the amount of P992 millionwas lodged in the budget of the Local Water UtilitiesAdministration and the amount of P660 million was lodgedin the budget of the National Electrification Administrationfor the installation of water and power lines in Yolanda-hitcommunities and resettlement sites.

THE DEPARTMENT ofSocial Welfare andDevelopment in CentralVisayas has clarified thatthe “Listahanan” stickerdoes not have monetaryvalue.

DSWD RegionalDirector MerceditaJabagat said theyreceived reports in Cebuthat people are expectedto be given cash worthP40,000 to P70,000 oncethey have the Listahanansticker.

“The sticker is proofthat the household isalready assessed byDSWD which is the solepurpose of the sticker. Wewould like to request thepublic not toimmediately believe anykind of stories and to stopmaking stories whichcould cause confusionamong communityresidents,” Jabagat said.

“Even if thehousehold was alreadyassessed, it does notmean that it willautomatically become abeneficiary of anygovernment program,”

she added.All collected

information from thehousehold will go througha process using a scientificmethod called ProxyMeans Test or PMT – astatistical model thatestimates the income ofhousehold based on thevariables included in thefamily assessment form.

“We use the PMTbecause we want toidentify the poor in themost objective, systematicand transparent manner,”Jabagat said.

Households withestimated incomes that areequal to and above thelatest provincial povertythresholds will beconsidered non-poor andthose with estimatedincomes falling below thepoverty thresholds will beconsidered poor.

“Once the householdis identified as poor, theywill become potentialbeneficiaries for varioussocial protectionprograms of thegovernment like thePantawid Pamilyang

Pilipino Program.However, their inclusionin the programs stilldepends on the programsqualifications or criteria,”Jabagat said.

Aside from beingidentified as poor fromListahanan, a PantawidPamilya progam partnerbeneficiary must havechildren aged 0-18 or havea pregnant family memberat the time of theassessment and must bewilling and able to complywith the conditionalitiesof the program as part oftheir co-responsibilities.

It was the secondquarter of this year thatDSWD conducted theListahanan secondhousehold assessment,according to DSWDListahanan InformationOfficer Kerwin Macopia.
