Executive Summary

State Context

For the year 2012 GDP increased by 3.2 % comparing with the 2011. The forecast for 2013 is 2 %, for 2014 is 4.2%.

Since the establishment of the Northern European Functional Airspace Block (NEFAB) in December of 2012, consistent efforts have been contributing towards planned implementation of the free route airspace in NEFAB member states’ airspace in 2015

ESSIP Objective Implementation

The implementation of ECAC/Pan-European and Multi-National Objectives is progressing well. All ECAC/Pan European Objectives are implemented with the exception of AMHS. Implementation of AMHS and Data link on a regional basis is being discussed with North Europeans ANSPs and planned for 2015. EANS has developed within Sherpa project SBAS APV procedures for Kuressaare aerodrome. Implementation of the procedures is planned for 2014. P-RNAV/CDA was implemented in Tallinn TMA in May 2013. EANS in cooperation with NEFAB partners has started Free Route Airspace (FRA) project. Implementation is scheduled for the end of 2015.

Introduction

The Local Single Sky ImPlementation documents (LSSIPs), as an integral part of the ESSIP/LSSIP mechanism, constitute a five-year plan containing ECAC States’ actions to achieve the Implementation Objectives as set out by the ESSIP and to improve the performance of their national ATM System. The LSSIP document – Year 2013 describes the situation in the State at the end of December 2013.

The LSSIP documents are structured into 6 chapters to better differentiate the Stakeholder(s) accountable for the information contained in each of them:

Chapters 1 to 5 present the key players in the State, and sets the institutional and geographical scenes to help the reader understand the specifics of the State and interpret the rest of the document correctly. It also presents a short description of the main national and regional projects in which the national Stakeholders are involved.

Chapter 6 contains high-level information on progress and plans of each ESSIP Objective. The information for each ESSIP Objective is presented in boxes giving a summary of the progress and plans of implementation for each Stakeholder. The conventions used are presented at the beginning of the section.

Note: Chapter 6 is completed with a separate document called LSSIP Level 2. This document consists of a set of tables organised in line with the list of ESSIP Objectives. Each table contains all the actions planned by the four national stakeholders to achieve their respective Stakeholder Lines of Action (SLoAs) as established in the ESSIP.

1.2 National Stakeholders

The main National Stakeholders involved in ATM in Estonia are the following:

- The Ministry of Economic Affairs and Communications (MoEA&C);

- The Estonian Civil Aviation Administration (ECAA);

- Lennuliiklusteeninduse AS (Estonian ANS or EANS);

- Ministry of Defence;

- Tallinn Airport Ltd.

Their activities are detailed in the following subchapters and their relationships are shown in the diagram below.

1.2.1 Civil Regulator(s)

Civil Aviation in Estonia is the responsibility of the Ministry of Economic Affairs and Communications. The different national entities having regulatory responsibilities in ATM are summarised in the table below.

1.2.1.2 Estonian CAA

The Estonian Civil Aviation Administration (CAA or ECAA) is in the jurisdiction of the Ministry of Economic Affairs and Communications and it is the Estonian Safety Supervisory Authority, responsible for exercising state supervision over the compliance with the requirements deriving from legal acts regulating the field of activity of ECAA. It has enforcement powers and it is the extra-judicial body which conducts proceedings in matters of misdemeanours, ECAA participates in the drafting of legal acts concerning its area of activities, makes proposals on the amendments of those legal acts, such as the improvement of Estonian-language aviation terminology, participates in the development of policies, strategies, development plans, prepares and implements projects in its area of activities, including international projects. CAA is institutionally separated from the Estonian Service Providers.

1.2.2 Lennuliiklusteeninduse AS – EANS

The Estonian ANS, Lennuliiklusteeninduse AS (EANS), is a state owned stock company and a main service provider in Tallinn FIR, at Tartu and Tallinn Airports. The Air Traffic Services units of domestic airports provide service in defined portions of terminal airspace and belong to the airport enterprises.

The functions of EANS are:

Provision of airspace utilisation; Provision of Air Traffic Service; Publication, exchange and dissemination of Aeronautical Information - Aeronautical Information

Services; Consultancy Services and expertise in the field of aviation.

1.2.3 Airports

1.2.3.1 General information

The main airports in Estonia, including Tallinn, are operated by Tallinn Airport Ltd.

Tallinn Airport is the main international airport of Estonia. It is a 100% State owned stock company under the supervision of the Ministry of Economic Affairs and Communications.

It was established with the assets of RE Eesti Lennujaamad (State Enterprise Estonian Airports) Tallinn Airport was entered in the Estonian Commercial Register on 31 December 1997.

1.2.3.2 Airport(s) covered by the LSSIP

APO SloAs are contained in the following objectives: ENV, APO, FCM, ITY-ADQ and SAF11. In addition to the Annex B of the ESSIP Plan edition 2013, it is up to the individual State to decide which additional airports will be reported through LSSIP for those objectives. Only Tallinn airport is covered in this LSSIP document.

1.2.4 Military Authorities

The Military Authorities in Estonia concerned with ATM are:

- Ministry of Defence;

- Air Force, reporting to the Ministry.

1.2.5.1 Technical investigations

Technical investigations following accidents and/or serious incidents are carried out by Estonian Safety Investigation Bureau (ESIB). ESIB is permanent and independent investigation bureau under Ministry of Economic Affairs and Communications in accordance with ICAO Annex XIII and EU regulation 996/2010. The sole objective of the safety investigations is to determine the causes of the accidents or serious incidents, not to apportion any blame or liability. This body performs its functions independently in compliance with Council Directive 94/56/EC reporting only to the MoEA&C.

The ESIB conducts investigations for Civil Aviation aircraft accidents and serious incidents.

The ECAA and EANS investigate incidents and/or occurrences.

Results of the investigations and statistics (or annual reports) are made public through the web site http://www.ojk.ee/enwww.mkm.ee/index.php.

The ESIB performs the collection, evaluation, process and storing of all information related to accidents, incidents and occurrences, as well as making this information available to the other EU States.

In order to collect, evaluate, process and store all relevant information, ESIB uses the tools developed in the framework of the programme for the “European Co-ordination Centre for Aviation Incidents Reporting System” (ECCAIRS). The ECAA collects, evaluates and stores also information related to civil aviation incidents and occurrences.

5.3 Other regional coordination projects

Noracon

NORACON, the NORth European and Austrian CONsortium, consists of nine members. Swedavia (Swedish airports) and eight European ANS providers: Austro Control (Austria), AVINOR (Norway), EANS (Estonia), Finavia (Finland), IAA (Ireland), ISAVIA (Iceland), LFV (Sweden) and Naviair (Denmark).

The purpose of NORACONs membership in the SESAR Joint Undertaking is to ensure impact from the partners in the development of the future European ATM business

Borealis Alliance includes the ANSPs of Denmark, Estonia, Finland, Iceland, Ireland, Latvia, Norway, Sweden and the UK.

Borealis will focus on strategic business cooperation between the member ANSPs, seeking economies of scale and projects that can be achieved on a commercial basis, complementing the work of the northern European Functional Airspace Blocks (FABs) but without the need for regulatory or State involvement.

SESAR Joint Undertaking Membership

EANS is also participating to NORACON, the NORth European and Austrian CONsortium, together with other 7 European ANS providers: Austro Control (Austria) and the North European ANS Providers (NEAP) including AVINOR (Norway), Finavia (Finland), IAA (Ireland), ISAVIA (Iceland), LFV (Sweden) and Naviair (Denmark).
