which documents water forecast figures and provides the plan for accommodating future demands

of the Hanford Site, including WTP.

Open Item 0003: Closed - MSC has completed Issue Identification Form MSA-IIF-2015-0713

which addresses classification of the WTP water system by WDOH. Section 1.1 of this ICD has been updated to reflect the WDOH classification.

1 Interface Description

1.1 Interface Definition

The Hanford Site 200 West Area potable water system (System ID# 001004) provides potable water for use during construction, startup testing, and for “operations” (commissioning and permanent operation). The potable water is pumped to the River Protection Project (RPP) – Hanford Tank Waste Treatment and Immobilization Plant (WTP) site from the 200 West Area potable water distribution system (System ID# 001004) via potable water pipelines to the WTP interface. The interconnection for the potable water system during construction is the 4-inch pipeline at the north WTP site boundary. The interconnection for the potable water system during operations will be a 12-inch pipeline at the south WTP site boundary. Potable water is used as domestic water (DOW) for drinking fountains, restrooms, showers, eyewash stations, and other domestic uses. Potable water is also used to supply Balance of Facilities (BOF) cooling tower, demineralized water (DIW), and process service water (PSW). During direct feed Low Activity Waste (DFLAW) operations, the Low Activity Waste Facility (LAW), Analytical Laboratory (Lab), and BOF will be supplied by the 12-inch pipeline at the south WTP site boundary feeding tank DOW-TK-00001 through an air gap. The Pretreatment Facility (PTF), High Level Waste Facility (HLW), and Wet Chemical Storage Facility (WCSF) construction activities will be supplied by the 4-inch pipeline at the north WTP site boundary. The DOW supply loop within the WTP will be isolated at two locations with blind flanges to set a boundary between the operating side and construction side of the WTP. When PTF, HLW, and the WCSF become operational, the blind flanges will be removed and replaced by valves to reconnect the WTP DOW loop and the 4-inch pipeline at the north boundary will be cut and capped. The WTP DOW system is a service connection of the 200 West Area potable water distribution system (System ID# 001004). The WTP DOW system has a chlorine injection unit that was installed to boost the chlorine level in the WTP potable water. The Washington State Department of Health (WDOH) has determined that the WTP DOW system will continue to be classified as a 200 West Area potable water (System ID# 001004) service connection once it becomes operational. The WTP can chlorinate within their boundaries without any reporting requirements to the WDOH or MSC. Issue Identification Form MSA-IIF-2015-0713 (MSA 2016a) has been completed to record the WDOH decision.

1.2 Functional Requirements

Table 1 presents the interface requirements for each responsible organization. Column 1 presents the interface functional requirements. Column 2 presents the WTP Contractor interface responsibilities identified in the WTP Contract. Column 3 presents the Tank Operations Contractor (TOC) interface responsibilities identified in the TOC baseline. Column 4 presents interface actions for the MSC. Column 5 summarizes interface actions for the U.S. Department of Energy Office of River Protection (ORP) necessary to support this interface.

2 Interface Information

2.1 Physical Interfaces

The WTP design includes storage tanks and pump distribution systems to meet domestic water needs and process water demands. Potable water for cooling tower makeup will be fed directly to the cooling tower through an air gap interface. There is a provision for raw water to be fed directly to the cooling tower for makeup during summer peak demands.

2.1.1 Physical Description

Project W-519 (NHC 1999a, NHC 1999b) provided a 4-inch pipeline for potable water at the north of the WTP site. Water from this pipeline is being used during the construction period. The WTP physical interface point for operations will be the connection to a 12-inch potable water pipeline at the south boundary of the WTP site. The physical interface locations for connection of the potable water pipelines are shown on the Interface Control Drawing (BNI 2016a) as follows:

Nodes 4A and 4T for the 4-inch potable water pipeline

Node 4B for the 12-inch potable water pipeline The Interface Control Drawing identifies the affected/referenced drawings for the physical interface and provides the coordinates and elevation of the physical interconnections, consistent with design maturity. Drawings showing the physical configuration of the piping systems at the interface interconnection are listed in Table 2, consistent with design maturity. A backflow prevention assembly is installed where the potable water supply pipeline crosses the WTP site perimeter fence at the northwestern corner of the site (Node 4T on the Interface Control Drawing). The interface point is the 4-inch flange on the downstream side of valve PCV-8001.

2.1.2 Operating Interfaces

The WTP Contractor is responsible for operation of the potable water supply pipelines downstream of the interface points and MSC is responsible for operations of potable water supply pipelines upstream of the interface points. MSC Water Utilities has agreed to maintain and flush hydrant 32E located near interface point Node 4B which is within the WTP site perimeter fence. MSC Water Utilities is responsible to ensure testing and maintaining the backflow preventer up to the interface point and for updating the Hanford Site drawings as necessary. MSC Water Utilities has agreed that the WTP Contractor is responsible for testing and maintaining the backflow preventer valves at Node 4T near the WTP site perimeter fence. A certified Washington State Department of Health Backflow Assembly Tester must perform these activities and forward the completed Backflow Prevention Assembly Test Reports and work histories to the MSC Water Purveyor Office per WAC 246-290-490. The WTP Contractor will provide, operate, and maintain the potable water system, including flow control, within the site boundary. The WTP Contractor will determine how potable water is distributed between the various users (BNI 2010). The drawings will be maintained to reflect the as-built condition.

An analysis was performed to determine nominal operating pressures during operations. Using a conservative maximum flow rate of 1,050 gpm (highest anticipated peak flow is 950 gpm, BNI 2010) at least 66 psig will be maintained by MSC at the interface point. The potable water maximum pipeline pressure will be 125 psig due to the settings of system pressure relief valves. Changes in the Hanford potable water supply system that could provide a delivery pressure to the WTP greater than 125 psig shall be communicated to the WTP Contractor by MSC Water Utilities. Operating requirements include the following: The MSC will maintain potable water system header pressure as measured at the WTP Interface

Nodes 4A, 4B and 4T between 66 psig and 125 psig.

The MSC will supply potable water at a flow rate of 200 gpm during construction and 950 gpm (BNI 2003 and BNI 2010) during operations. The MSC will provide the WTP Contractor and TOC written notification 7 calendar days in advance of planned interruptions in service.

The WTP Contractor will provide the MSC and TOC written notification 7 calendar days prior to connection to the existing potable water system.

The WTP Contractor will provide the MSC and TOC written notification 48 hours prior to system flush, disinfection, or tests at the interface. This notification will be via e-mail from the either the BOF lead piping engineer or the responsible WTP project field engineer for the piping system being tested. The e-mail will be sent to the MSC and TOC Interface Owners and Technical Leads, and the MSC Hanford Water Purveyor. Additionally, it is required that a phone call is made to the 200 West Area potable water plant 24 hours in advance to notify the operator of flushing that is greater than 250 gpm or lasting more than 30 minutes to allow for any further coordination.

2.2 Administrative Interfaces

The respective organizations’ design requirements include integrated safety management principles and are communicated through the interface in requirements documents (for example, documented safety analyses), which will be identified in Table 2 as available. No new hazards or accident scenarios are expected to be introduced through this interface that are not adequately controlled by the interface contractors and through controls placed across this interface. The physical and administrative controls to mitigate these risks using a graded approach have been or will be adequately addressed through requirements on each contractor’s authorization basis. The air gap at the cooling tower and the air gaps at the tanks receiving a direct potable water feed from the MSC will be the permanent, operations interface points to be in compliance with the Washington Administrative Code (WAC). This requires MSC Water Purveyor control of the lengths of pipe (~370 feet) between the WTP site boundary and the air gaps (hereafter known as the “transmission pipes”). The administrative and operational guidelines for this length of pipe require definition as follows:

The WTP Contractor is responsible for the transmission pipes and following activities:

Ensuring that piping design conforms to the WAC, as required by the state of Washington

Installing, operating, and maintaining the piping

Ensuring that any maintenance of the pipe is accomplished under the oversight of the MSC Water Purveyor for cleanliness controls and adherence to configuration

Granting the MSC Water Purveyor design review and approval authority over backflow prevention provisions and the piping up to and including the approved air gaps

Physically identifying any drawings associated with the pipe with wording similar to “any modifications or changes made to the length of pipe from the site interface to the air gaps must be approved by the MSC Water Purveyor”

Providing physical and security access to the MSC Water Purveyor to perform normal work activities required by the WAC and to perform any work up to and including the air gaps. Normal work activities include sampling and inspections of cross-connection control provisions and any other work activities within the scope of regulatory requirements.

Managing the potable water system at the point immediately beyond the air gaps

Developing a procedure to test and verify the integrity of the potable water pipeline at the interface connection in accordance with the baseline integrated schedule

Provide forecast to estimate annual potable water usage for all phases of the WTP project. Update forecast if there is a change to the WTP Contractor baseline data.

The WTP Contractor will provide annual updates on the estimate for potable water usage for construction, startup, DFLAW operations, and full WTP operations. The average annual and peak flow demand forecast will be a rough order of magnitude, non-binding estimate for the next 10 years, and will be provided by May 1 in 2017 and by February 25 in each subsequent year by WTP. The update will be sent from WTP to ORP as a formal letter that will be assigned a CCN number and will include TOC, MSC, and RL on distribution. This forecast commitment is tracked by 24590-WTP-ATS-MGT-16-0300 in the WTP Action Tracking System. Current potable water usage forecast information for construction is provided in BNI 2016b and in BNI 2016c for DFLAW and full WTP operations.

Complete lower portion of the construction completion report (WAC 246-290-120 (5)) for open WDOH project ID numbers 04-0103 and 04-0602, have report stamped by Washington State registered professional engineer, and submit to the MSC Water Purveyor.

Respond to MSC requests to confirm potable water usage forecast estimates are still valid.

The MSC Water Purveyor is responsible for the transmission pipes and the following activities within the WTP, in accordance with the MSC Contract Section J.3. Review and approval of the potable water system design up to and including the air gaps

Review and approval of any design changes associated with the transmission pipes

Review and approval of any WTP backflow prevention designs within 30 calendar days of final submittal

Oversight of any maintenance and/or any modification activities performed on the transmission pipes

Performance of inspections of the backflow prevention provisions within the WTP boundary mandated by the WAC, up to the approved air gaps, that are within the regulatory scope of the MSC Water Purveyor

2.2.1 Interface Schedule

Potable water services were available by Milestone 02A. The permanent connection at the potable water interface is currently scheduled as identified in Milestone 02B. The ORP-approved baseline schedules for the TOC and the WTP Contractor define the interface milestones and integrated schedule for this Interface Control Document (ICD). Activity IDs referenced are from the respective contractor’s approved baseline.

2.2.1.1 Milestone 02A Potable Water Services for Construction

This milestone represents when use of potable water for construction began. For the Tank Operations Contractor (TOC), the date shown represents when the pipeline and connection were made available for WTP use, when the pipeline was tested and connected to potable water, and when funds became available/programmed for usage. For the WTP Contractor, the date shown represents when the connection with the pipeline provided was completed and the beginning of potable water service at the planned, construction usage rate.

2.2.2 Reliability, Availability, Maintainability, and Inspectability (RAMI) Design of the WTP DOW system accommodates industry-standard reliability, availability, maintainability, and inspectability (RAMI) considerations for the WTP design, construction, commissioning, operations, and maintenance phases. This approach allows performance objectives, as well as quality and compliance requirements, to be successfully met. This subject is addressed in detail in 24590-WTP-RPT-PET-07-003, Waste Treatment Plant Reliability Availability Maintainability (RAM) Basis Report (BNI 2012).

2.3 Potable Water Acceptance Criteria

Properties and characteristics of potable water supplied by the MSC to the WTP interface shall meet the drinking water standards and requirements mandated by the state of Washington (WAC 246-290-300). Water system contaminant monitoring as required by the state of Washington, which will include samples within the WTP site, will be taken by the MSC Water Purveyor. It is the WTP Contractor’s responsibility to operate the WTP domestic water system. The collection and analysis of samples, required by regulations, to verify effective disinfection are the responsibility of the MSC Water Purveyor. For new construction, satisfactory disinfection is verified through water samples analyzed by a laboratory certified by the state (WAC 246-290-451).

2.3.1 Integrated Hydrostatic Test Procedure

The (12-inch) potable water pipeline at the permanent interface connection was hydrostatically tested in 2011. The results of this hydrostatic test were recorded on pressure test data sheets, a valve line-up sheet and a mechanical system valve list (BNI 2011). Prior to this pipeline being placed in service, it will require flushing, disinfection, and a bacterial test. The bacterial test will be taken by the MSC Water Purveyor. Discharges of flush and test water must comply with applicable permit requirements (BNI 2014b).

2.3.2 Backflow Prevention

The minimum acceptable cross-connection control requirements for the potable water MSC/WTP interface shall be in accordance with the WAC, Chapter 246-290-490. Backflow prevention provisions at the potable water interface and storage (or other service points connecting to the Hanford Site potable water distribution system) shall be of the type approved by the MSC Water Purveyor for the particular service. The WTP Contractor shall submit design drawings to the DOE and the MSC Water Purveyor for review and approval of the backflow prevention provisions and piping up to and including the approved air gaps. The MSC Water Purveyor shall review and approve the WTP Contractor designs within 30 calendar days of the final submittal. If modifications to the design of the backflow prevention provisions are made after the initial design is submitted, the changes must go through the same approval process.

2.3.3 Potable Water Design Codes

The potable water system interface will be designed in accordance with the requirements of the WAC, Chapter 246-290.

2.4 Configuration Management Items

This section identifies the referenced documents that further define the physical and/or administrative details of the interface. Any interface-affecting change to a document listed in Table 2 will be provided to the affected parties by the responsible Interface Owner.

Appendix C- ICD 02 Open Items List NOTE: The Interface Management Plan, 24590-WTP-PL-MG-01-001, defines ICD Issues as a contract

technical, regulatory or nuclear safety baseline incompatibility for a WTP interface partner across a WTP Interface, or an incomplete WTP interface. There are also items that may not meet the definition of ICD Issues. New open items are added to each ICD revision as Appendix C with a tracking number or schedule ID that would serve to track their completion outside the ICD. Open items are removed from the ICD in the next revision following their introduction.

Generate forecast for annual potable water usage for all phases of the WTP project. Forecast to cover at least 10-year period.

Stuart Arm Open - The WTP Contractor will provide annual updates on the estimate for potable water usage for construction, startup, DFLAW operations, and full WTP operations. The average annual and peak flow demand forecast will be a rough order of magnitude, non-binding estimate for the next 10 years, and will be provided by May 1 in 2017 and by February 25 in each subsequent year by WTP. WTP has identified ATS number 24590-WTP-ATS-MGT-16-0300 to

track this commitment.

There is a potential mismatch between the total potable water flow rate that MSC is currently capable of supplying (to all customers) and the projected total flow rate that will be required when WTP is fully operational. MSC will use the information from open item 0001 to evaluate their system capabilities.

Sam Camp Closed – MSC has closed Issue Identification Form MSA-IIF-2015-0651 (MSA 2016c) by issuing the Hanford Site Water System Master Plan, HNF-5828, Rev 5 (MSA 2016b). The Hanford Site Water System Master Plan documents water forecast figures and provides the plan for accommodating future demands of the Hanford Site,

including WTP.

Determine how the WTP DOW system will be classified with the WDOH before the water treatment

building becomes operational.

Sam Camp Closed - MSC has completed Issue Identification Form MSA-IIF-2015-0713 (MSA 2016a) which addresses classification of the WTP water system by WDOH. Section 1.1 of this ICD has been updated to

reflect the WDOH classification.
