New HR format

• Respondents generally favorable about new format that combined EAP, SA, S into one component

• Easier to ensure consistency across sections, but….– Did experience a couple of

editing glitches

Page 7: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

New HR format

• Combination of an old server and the new, combined HR format had negative impact on system performance in winter

• NCES replaced collection server toward end of collection period

• Collection was extended

Page 8: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Finance in winter

• Almost a third of total Finance surveys were completed during Winter collection

Page 9: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Spring collection

• Email sent to KHs 10 days before institution close– Suggested folks not wait until

last few days to enter data– Due to high volume and ED

firewall issue

Page 42: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Web Resources

•Don’t forget to check IPEDS What’s New: http://nces.ed.gov/ipeds/whatsnew.asp– Reports on recent TRPs– Reports on implementation of TRP

suggestions– In-depth discussion of other timely

issues– Links to other documents on the

web

Page 43: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Influences on the Future

Page 44: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Current status

• Current HEA extended through June 30, 2006

• Some parts of HEA Reauthorization were added to Reconciliation bill that was signed into law by President in early February – these parts didn’t affect IPEDS

• House bill: HR 609 – passed March 30• Senate bill: S1614 – rumored will be put

on Senate calendar “soon”• Then, House and Senate versions get

reconciled

Page 45: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

House Bill

• HR609 – Will have big impact on IPEDS– Focuses on consumer information

and public accountability– Prohibits student unit record

system

Page 46: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Consumer information

1) Provide consumers with an easy-to-use, comprehensive web-based tool for researching and comparing institutions of higher education• COOL at collegesearch.nces.ed.gov

2) Increase the transparency of college cost, price, and financial aid

3) Raise public awareness about postsec education, particularly among low-income families, non-traditional students, and first-generation college students

Page 47: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

How to do this?

• Establish Technical Review Panel to– Determine what is needed– Determine best way to collect data

(considering burden and cost)– Determine comparability of data– Redesign COOL to

•Display new data• Include sorting function, better search

mechanism

Page 48: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

More requirements

• Publish data on COOL--– Price of attendance and SFA (we already do this)

– Instructional expenditure per FTE student– Enrollment data (FT/PT,

resident/nonresident)– Faculty/student ratios– Faculty & staff data (FT/PT)– Graduation and transfer rates (we do this, too)

• Ability to compare institutions in COOL (we now do this)

Page 49: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Links to institution website

• Data should include– Mission– Accreditation– Student services– Transfer of credit policies– Placement rates and other

measures of success

Page 50: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Public accountability

• College Affordability Index (CAI)– Post on COOL, next to total

tuition and fees– Sanctions take effect June 30,

2010– Have tuition and fees risen more

over the last 3 years than the Consumer Price Index (CPI)?

Page 51: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

College Affordability Index

Percentage change in the tuition and fees charged for a full-time first-time undergraduate student between 1st and last of 3 most recent academic years

-- divided by -- Percentage change in the CPI (All

Urban Consumers-Current Series) from July of 1st academic year to July of 3rd academic year

Page 52: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

College Affordability Risk Indicator

• An institution is determined to be not at risk if – the CAI is less than or equal to 2.0; – or the CAI exceeds 2.0, but by a

dollar amount that is less than 500; – or the tuition and fees charged in

the 3rd academic year for a full-time first-time undergraduate student is within the least costly quartile of institutions within each sector

Page 53: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

CAI on PAS

• College Affordability Index (CAI) and College Affordability Risk Indicator for 2005 are now in IPEDS Peer Analysis System (PAS) – http://nces.ed.gov/ipedspas/– Frequently Used and Derived

Variables

Page 54: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Outcomes and actions

• At-risk institutions– Report to Secretary of Dept of ED

• Description of factors contributing to increase in costs, tuition and fees

• Description of any other entity that participates in determinations of tuition and fee increases

• Posted on COOL

– Quality-efficiency task force– 2-yr continuation of failure

• Affordability alert status

Page 55: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Highest 5% CAI

• Must form Quality-Efficient Task Force to to review operations – To include administrators and business

and civic leaders and may include faculty, students, trustees, parents of students, and alumni of such institution

– To analyze institutional operating costs in comparison with other institutions. Identify areas to cut costs

• The results of the analysis in the report to the Secretary

Page 56: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Current Senate Bill

• S1614– Includes much that will impact

IPEDS

Page 57: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Requirements

• Ability to compare institutions in COOL (yes)

• 10 years of cost of attendance data on COOL, including average annual cost of attendance

• SFA data (we have this already)

• % students successfully transferring academic credit

Page 58: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

More new data

• Data on students who complete– Undergrad certificate or degree and get

a job– Undergrad degree and go to grad school

• Ranking of institutions showing– $ and % increases in tuition by quartiles

• All data will be made available for degree-granting institutions by control and level

• Assistance provided to institutions by each state

Page 59: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Commission on the Future of Higher Ed

• Secretary of Education’s Commission on the Future of Higher Education

• Charged with developing a comprehensive national strategy for postsecondary education that will meet the needs of America's diverse population and also address the economic and workforce needs of the country's future

Page 60: IPEDS Update PESC 3 rd Annual Conference on Technology & Standards May 2, 2006 Washington, DC.

Commission

• Attempt to answer questions such as: – What skills will students need to

succeed in the 21st century? – How can we make sure America
