Develop and maintain relationships with MSIstakeholders, various White House Initiative Offices and linked national and local organizations, resulting in better cooperation.

EXAMPLE

Making MSIs aware of Departmental funding and employment opportunities through the websites, bureau publications and Departmental Offices, personal contacts, sponsorships and participation in conferences, seminars, workshops and career fairs.

TECHNICAL ASSISTANCE AND CAPACITY BUILDING

Provide technical assistance to increase the capacity of MSIs to be more competitive for Departmental grants, contracts, cooperative agreements and programs.

EXAMPLESThe Department sponsors a national MSI Technical Assistance and Capacity Building conference each year. The conference includes workshops on contracts and grants writing for competitive funding, grants management and partnerships.

ECONOMIC AND COMMUNITYDEVELOPMENT

Provide financial assistance as a catalyst to stimulate economic and community growth.

EXAMPLE

The National Telecommunications and Information Administration (NTIA) funded a project at the University of New Mexico at Albuquerque (HSI), that extended the signal of the University’s television station and increased the public television programming to approximately 174,000 viewers. The station serves a population of more than 750,000 viewers.

COLLABORATIVE RESEARCH AND JOINT PROGRAM IMPLEMENTATION

Develop centers of joint program activity and launch joint program initiatives.

EXAMPLE

NOAA provided financial assistance to the University of Guam (NHSI) to support the strengthening of regional capabilities for training students in the U.S. Affiliated Pacific Islands; the program also addressed NOAA’s related management challenges and developed programs focused on coral reefs, fisheries, atmospheric science, marine biotechnology, and ocean resources management.

RECRUITMENT

Develop and maintain educational partnerships with MSIs in order to enhance Departmental Recruitment Initiatives.

EXAMPLE

The National Institute of Standards and Technology (NIST) works with Haskell Indian Nations University (TCU) and Inter-America University of Mayaguez (HSI) recruiting and encouraging students to participate in the Student Undergraduate Research Program (SURF) and other internship programs offered at NIST.
