(14) FOREWORD

Following the publication of the 1925 edition of theSafety Code for Elevators, Dumbwaiters, and Escalators,requests for a handbook, or manual, covering the inspec-tion of elevators were received by the A17 Committee.This Committee appointed a subcommittee to preparesuch a manual. Cities, states, insurance companies, ele-vator manufacturers and maintenance companies, andthe federal government furnished the Committee withmaterial based on their field experiences. A final draftwas prepared and was unanimously approved by theA17 Committee, the Code Sponsors, and the AmericanNational Association (presently known as the AmericanNational Standards Institute, Inc.) and the first editionof the Manual was published in 1937 simultaneouslywith the fourth edition of the Code.

A second edition of the Manual was prepared by theCommittee to bring it in line with the fourth edition ofthe Code, including the 1942 supplement. A new Part tocover the inspection of escalators, and new Appendiceswere added to cover descriptions of various types ofsafeties, methods for determining stopping distances ofgradual-type safeties, guide rail data, types of speedgovernors, and the handling and socketing of wire rope.The second edition of the Manual was approved bythe American Standards Association and was publishedin 1945.

The third edition of the Manual was published in 1960and included revision to bring it in line with the 1960edition of the Code.

The fourth edition of the Manual was published in1973 to bring it in line with the 1971 editions includingthe 1972 supplement to the Code, and to update theinspection procedures. A new Part was also added tocover the inspection of moving walks.

The Inspectors’ Manual Subcommittee was reacti-vated in 1976 to review the Manual and coordinate itwith a proposed new edition of the Code. TheSubcommittee, during its review, felt that it was timefor the Manual to take on a new format. Thus, the fifthedition of the Manual, published in 1979, was reorga-nized into four major Parts: Electric Elevators, HydraulicElevators, Escalators, and Moving Walks. Each Part wasfurther divided into three major Divisions: RoutineInspection, Periodic Inspection and Test, and AcceptanceInspection and Test. New Appendices were added tothis edition, containing sample inspection checklists forelectric elevators, hydraulic elevators, escalators andmoving walks. A considerable amount of new materialwas also added to the Manual to bring it in line withthe 1978 edition of the Code.

In order to keep the Manual as current as possible,the Committee began the policy of publishing supple-ments on a regular basis. Supplements were issued in1980 and 1981 to update the 1979 edition.

The sixth edition of the Manual contained the revi-sions included in the 1980 and 1981 supplements, aswell as many other revisions made to keep the Manualabreast of new Code requirements and to add morecomprehensive inspection and testing procedures. Thetitle of this edition was also changed toANSI/ASME A17.2 Inspectors’ Manual for Elevatorsand Escalators. This change was made to reflect a reorga-nization of the A17 Committee structure, and to shortenthe title for convenience.

The seventh edition of the Manual included the revi-sions in the 1983 and 1984 supplements as well as othernew revisions. One of the major revisions was theInspection Checklists in Appendix E, which wereexpanded to include routine and periodic inspectionsand tests in addition to acceptance inspections and tests.

The eighth edition included revisions in the 1986 and1987 supplements as well as other revisions listed in theSummary of Changes section.

In 1989, the Inspectors’ Manual Committee polled theinspection community to determine what portions ofthe Manual were most effective and the direction thatshould be taken to meet the need of the inspector. Inresponse to requests for equipment, specific inspectionguidelines, techniques, and cautionary notes as well asfield convenience, the concept of individual equipmentinspection manuals was developed. The Committeedecided to concentrate initially on three major segments.As a result, the Inspectors’ Manual is to be publishedin three volumes: A17.2.1, Electric Elevators; A17.2.2,Hydraulic Elevators; and A17.2.3, Escalators andMoving Walks. Each volume addresses inspection proce-dures for assuring compliance with the A17.1 Code since1955 and the A17.3 Code. It is the Committee’s planto publish additional manuals to address inspection ofother equipments such as roped-hydraulic elevators,dumbwaiters, sidewalk elevators, private residence ele-vators, hand elevators, material lifts and dumbwaiterswith automatic transfer devices, special purpose person-nel elevators, rack and pinion elevators, inclined eleva-tors, screw-column elevators, elevators used forconstruction, wheelchair and stairway chairlifts, ship-board elevators, and rooftop elevators.

In 1993, the Inspectors’ Manual Committee wasrequested to review equipment installed prior to the

1955 edition of A17.1. ASME A17.2.3 includes inspectionand testing procedures for assuring compliance withsome requirements in pre-1955 editions of A17.1.

In 1999, based on feedback from the user community,the A17 Main Committee approved the Inspectors’Manual Committee’s recommendation to consolidatethe three existing manuals: A17.2.1–1996, Inspectors’Manual for Electric Elevators (including A17.2.1a–1997and A17.2.1b–1998 Addenda); A17.2.2–1997, Inspectors’Manual for Hydraulic Elevators (includingA17.2.2a–1998 Addenda); and A17.2.3–1998, Inspectors’Manual for Escalators and Moving Walks (includingA17.2.3a–2000 Addenda). The resulting A17.2–2001,Guide for Inspection of Elevators, Escalators, and MovingWalks, represents an editorial consolidation of the threemanuals. The revised standard also includes technicalrevisions, which have been approved by theA17.1 Committee since the last publications.

FORM AND ARRANGEMENT

This Guide addresses how-to inspection guidelines,techniques, and cautionary notes in a logical sequence.Subsections are arranged to focus on routine inspectionrequirements, followed by periodic test (annual and fiveyear) and acceptance criteria. Appropriate references tothe latest edition of the Code, in effect at the time ofthis Guide’s publication, are listed at the end of eachsubsection. The referenced numbers may not be the samein earlier editions. This Guide is organized as follows:Parts 1 through 6 apply to electric and hydraulic eleva-tors (including LU/LA elevators where applicable),Parts 7 and 8 apply to escalators, Parts 9 and 10 applyto moving walks, and Part 11 applies to machine-room-less (MRL) elevators. Subsection numbering of items may not be sequentialwhen there are no inspection or test procedures indi-cated within this Guide.NOTE: This Guide addresses the requirements of A17.1–1955 andlater editions and latest edition of A17.3. This Guide has included the pertinent requirementfrom prior editions of A17.1, which differ from therequirements in the latest edition. As the inspectorbecomes familiar with the prescribed order of inspectionprocedures, variations may be appropriate. REQUIREMENTS FOR EXISTING INSTALLATIONS

Elevators and escalators in jurisdictions that haveadopted the Safety Code for Existing Elevators andEscalators, ASME A17.3, and installations that have beenaltered in accordance with Part XII of the Safety Codefor Elevators and Escalators ANSI/ASME A17.1d–1986and later editions must, as a minimum, conform to therequirements identified in this Guide as “A17.3.” If anexisting installation does not meet the requirements ofthe A17.3 Code, it must be upgraded. If an existinginstallation was required to meet more stringent require-ments, it must continue to meet those requirements.

Alteration, if made, must conform to the requirementsof A17.1, Part XII and the entire installation must con-form to the requirements of A17.3. The alterationrequirements in A17.1, Part XII may be more stringentthan the requirements of A17.3. The equipment mustconform to the more stringent of the two.

This edition of the Guide uses both imperial and met-ric (SI) units. The units used in the Guide are the unitsfound in the referenced code [e.g., imperial (metric) ormetric (imperial)]. ASME A17.1/CSA B44 Safety Code for Elevators andEscalators. This American National Standard SafetyCode covers the design, construction, installation, oper-ation, testing, maintenance, alteration, and repair of ele-vators, dumbwaiters, escalators, moving walks, andmaterial lifts and dumbwaiters with automatic transferdevices.

Inspection Checklists. The checklist forms shown inNonmandatory Appendices A and B of this book areposted on the ASME Website: www.asme.org.

ASME A17.3 Safety Code for Existing Elevators andEscalators. This Code covers retroactive requirementsfor existing elevators and escalators. The purpose of thisCode is to establish minimum requirements that willprovide a reasonable degree of safety for the generalpublic. While many of these requirements will alsoincrease the degree of safety for the elevator mechanicand inspector, this area has not been addressed at thistime.

ASME A17 CD-ROM for Elevators and Escalators. ThisCD-ROM contains the ASME A17.1, A17.2, and A17.3

standards. In addition, it contains the published inter-pretations applicable to these standards.

ASME A17.4 Guide for Emergency Personnel. ThisGuide for emergency personnel (fire, police, etc.), build-ing owners, lessees, and building operating managersexplains the proper procedures to be used for the saferemoval of passengers from stalled cars.

CSA B44.1/ASME A17.5 Elevator and EscalatorElectrical Equipment. This Code contains requirementsfor obtaining, labeling, and listing electrical equipmentfor elevators, escalators, moving walks, dumbwaiters,material lifts, platform lifts, and stairway lifts.

ASME A17.7/CSA B44.7 Performance-Based SafetyCode for Elevators and Escalators. This AmericanNational Standard performance-based safety code cov-ers the design, construction, installation, operation, test-ing, maintenance, alteration, and repair of elevators,dumbwaiters, escalators, moving walks, and materiallifts.

Published Interpretations. Interpretations of the vari-ous A17 standards are published periodically.

Interpretations of A17.1 and A17.2 approved by theA17 Committee from June 14, 1972 through June 1979were published in a separate book in 1980.

Starting with the 1981 edition of the Code, interpreta-tions are published with each new edition and supple-ment of the applicable standard. A compilation ofInterpretations Nos. 2–13 (June 1979–May 1989) has alsobeen published by ASME. A compilation of all interpre-tations can also be obtained through the A17 CD-ROM.

Handbook on A17.1/B44 Safety Code. This Handbookaugments the A17.1/B44 Codes with commentary, dia-grams, and illustrations that are intended to explain therequirements of the A17.1/B44 Code.

The commentary contained in the Handbook is theopinion of the author and has not been approved by theA17 Committee or the B44 Technical Committee.

QEI-1 Standard for the Qualification of ElevatorInspectors. This Standard covers requirements for thequalification and duties of inspectors and inspectionsupervisors engaged in the inspection and testing ofequipment within the scope of the A17.1/B44 Code.

ASME A18.1 Safety Standard for Platform Lifts andStairway Chairlifts. Proposing Revisions. Revisions are made periodicallyto the Guide to incorporate changes that appear neces-sary or desirable, as demonstrated by the experiencegained from the application of the procedures, and inorder to conform to developments in elevator technol-ogy. Approved revisions will be published periodically.

The Committee welcomes proposals for revisions tothis Guide. Such proposals should be as specific as possi-ble: citing the Item number(s), the proposed wording,and a detailed description of the reasons for the proposalincluding any pertinent documentation.

Requesting Interpretations. On request, theA17 Committee will render an interpretation of anyrequirement of the Guide. Interpretations can only berendered in response to a written request sent to theSecretary of the Standards Committee.

The request for interpretation should be clear andunambiguous. It is further recommended that theinquirer submits his request using the following format:

Subject: Cite the applicable Item number(s) and aconcise description.

Edition: Cite the applicable edition and supplementof the Guide for which the interpretation isbeing requested.

Question: Phrase the question as a request for an inter-pretation of a specific item suitable for gen-eral understanding and use, not as a requestfor an approval of a proprietary design orsituation. The inquirer may also include anyplans or drawings that are necessary toexplain the question; however, they shouldnot contain proprietary names orinformation.

Requests that are not in this format will be written inthis format by the Committee prior to being answered,which may inadvertently change the intent of the origi-nal request.

ASME procedures provide for reconsideration of anyinterpretation when or if additional information thatmight affect an interpretation is available. Further, per-sons aggrieved by an interpretation may appeal to thecognizant ASME committee or subcommittee. ASMEdoes not “approve,” “certify,” “rate,” or “endorse” anyitem, construction, proprietary device, or activity.

Attending Committee Meetings. The A17 StandardsCommittee and the various Working Committees regu-larly hold meetings, all of which are open to the public.Persons wishing to attend any meeting should contactthe Secretary of the Standards Committee.
