'Poor denied opportunity of availing ration' Srinagar, May 28: CPI (M) State Secretary M Y Tarigami Tuesday expressed concern over the malfunctioning of Consumer Affairs and Public Distribution Department (CAPD) saying the existing practices of the department smelt of organized corrup- tion. “The Public distribution system has gone for a toss in the Valley. While we are still in May, the department has stopped providing ration for this month and is now issuing the ration for June,” Tarigami said in a statement here. The CPI (M) leader said scores of delegations informed him that CAPD department has issued an order to stop giving rations for a particular month after 24th day of that month. “Why poor people are denied an opportunity of availing the rations for the entire month?” he asked. Tarigami said the practice is definitely going to result in non-lifting of the stocks from the ration depots, which seems to be the aim of the corrupt ele- ments in the system. “It is this stock which cannot be lifted from the ration depots that find their way into the black market later,” he added. Tarigami said the situ- ation in Kerosene distribu- tion was worse than the food grain distribution. The depot holders are not provid- ing kerosene for the past two months on the pretext that no supplies have been received. He appealed the CAPD min- ister to intervene and ensure that people of the Valley have an opportunity to avail the ration for the entire month. Contemporary world, Prof Sahni said is driven by two principal drivers i.e. hegemony and power con- centration. These are the two forces which help to deter- mine the discourse of politics in international arena. “Power concentration is the core reality of the contem- porary world. Hegemonies all over world, in order to establish their might employ ideological imperialism over people to get deep into their systems,” Prof Sahni said. Talking about the power concentration of United States, Prof Sahni said, “USA accounts for almost 48 percent of the total world’s military expenditure, which is more than the collec- tive expenditure of nine other major countries.” After the recent cuts in the military budgets, Prof Sahni said US now spends almost 40 percent, while as China spends almost 27 percent of the total military expenditure of the world. Prof Sahni said a major chunk of pentagon’s budget goes into military research projects. “Almost 30 percent of the money allotted for security in the US is spend on improving technologies, this is what keeps US ahead of all other emerging mili- tary powers of the world,” he added.
