la letter to the Attorney General 12-31-63 intimating knowledge of wild
'plot by Oswald and others to assassinate President Kennedy.
Upon interview by Legat 1-10-64, Rojas claimed association with
Oswald, an American named Albert, and three unidentified Cubans who
planned to snuggle Cuban propaganda into Mexico and to assassinate
President Kennedy. Rojas indicated he had been approached by unknown Cuban in park in Mexico City regarding interest in smuggling Cuban
propaganda, following which numerous clandestine meetings had taken place
at various locations in Mexico. At Ciudad Juarez, Mexico, near El Paso,
Texas, and Cozumel, a small island off the southeastern point of the
Yucatan Peninsula, Rojas indicated Oswald had come in contact with this group; further, that in Cozumel, Oswald had stated that he and Albert
had made plans to kill President Kennedy and that if he did not do so he
would lose his own life. Rojas could not identify the other indivi
in this group although he admitted being closely associated with t

a book identifying others in group with Solis. The others stayed at
hotel.
I InveStigation has lisclosed numerous discrepancies in Rojas'

Cozumel, to include check of hotel records and employees where Oswald, Albert, and unidentified Cubans allegedly stayed; (3) check • —ropriate airline records; (4) definitely resolve status Rojas' notebook which Rojas continues to maintain he left in possession of Solis (Rojas claims Solis is probably trying to protect him by denying knowledge of book and stated he would write to Solis to obtain same); (5) positively fix dates regarding Rojas' allegation insofar as possible for comparison with known whereabouts of Oswald, and following above, submit recommendations for further action including reinterview of Rojas, again confronting him with discrepancies in his story in effort to resolve matter.
By cable 2-19-64, Legat advised Daniel Solis reinterviewed 1
and stated he has received no correspondence from Rojas and absolutely has no knowledge concerningthe notebook. Additional discrepancies concerning travel of Rojas to Nuevo Laredo developed and are being immediately run out by San Antonio Office. Following results of all outstanding investigation consideration will be given to having Rojas reinterviewed by Mexican Police authorities as it is felt Rojas will adopt different attitude in presence of police authorities of his own country.
This matter is being closely followed and you will be kept appropriately advised of pertinent developments. In this regard it is noted Legat, Mexico, was instructed by cable

2-18-64 to immediately intensify investigation of all outstandi leads in Mexico and submit daily cablegram summary regarding progress.

Marina's attention was called to the letter dated May 16, 1963, which she received from Mrs. Ruth Paine in which Paine spoke of her displeasure with her(PaineAhusband and of her intentions to travel to New York to look for a lover. This letter is set forth verbatim en page 351 of the report of Special Ageat Robert P. Oemberling dated Jannary 22, 1964, a sopy of 'Mich has bees furnished to the Commission.- Marisa stated she believed this to be • joke on the part of Mrs. Paine and added that Mrs. Paine was not that type of a woman. She stated that Hrs. Poise did not like Lee Harvey Oswald and she is certain that there was no illicit relationship between Mrs. Paine and Lee Berm Oswald.

By letter 2-8-64 Deputy Und tate U. Alexis Johnson furnished ten State Department telegrams exchanged with the American Embassy, Mexico City, which bear on the investigation conducted in Mexico shortly after the assassination, which material State Department feels obligated to furnish to the Warren Commission. Johnson, because of sensitivity of some of this material, said that State will seek an understanding with the Commission that they will be afforded opportunity to review any report which might be based on the material. As the messages contained some information which we may have developed, Johnson asked our concurrence in turning these messages over to the Warren Commission.
These messages deal with Oswald's entrance into and rA ,
exit from Mexico on 9-26 and 10-3-63 and with the allegation of . ..NQ Gilberto Alvarado, the 23-year-old Nicaraguan who reported that 4 on 9-18-63 he observed Oswald receive $6,500 in the Cuban al Consulate, Mexico City, as part payment to carry out an assassination in the U.S. In addition, the communications con ainr- much theorizing on the part of Ambassador Mann, the Ambassad ›. The Director instructs that it be left entirely to State Department as to what material they transmit to tie o o Commission and as to any restrictions they place on such material.

Alvarado was turned over to -tia Mexicans ands on 11/29/6 admitted that his allegation wag a hoax designed to induce the U. S. to overthrow Ci-itfo. However, follorintnis Alvarado on his release by the Mexicans on 12/2/63 recanted and alleged that he admitted his allegation was a hoax only through fear of bodily harm at the hands of the Mexicans. At this poliat the Mexicans were holding Alvarado subject to deportation to Nicaragua... Unfortunately, Mr. deMohrenschildt was absent from Port-au-Prince on a field trip at the time of this interview; he will be interviewed upon his return to Port-au-Prince about February 26. .
As will be noted from the enclosed memorandum, the interview with Mrs. deMohrenschildt failed to give any indications as to the whereabouts of Lee Harvey Oswald in the period from October. 19 to Movember 2-3, 1962..

• Mrs. deMohrenschildt thought Oswald's stay at the YMCA must have been about the time when he thought he was going to lose his job, in Fort Worth; he had accordingly gone to Dallas to look for employment. Mrs. deKohrenechildtls recollection was vague regarding dates and the se-: quence of events. She recalled that she had taken Marina Oswald to a dental -clinic about September 1962. When the interviewing officer mentioned that Marina Oswald had resided with Mr. and Mrs. Taylor and with Mrs. Hall in TIJOS October 1962, Mrs. deMohrenschildt irmediately clarified that na Oswald had stayed for only one night at the home of Mr. and Mrs. Ga... lay or and - that this had been the night following the visit to the dent . Felipich entered Miami, Florida, 5-23-60 en a B-2 visitor's visa valid to 6-23-60. Be possessed a Cuban passport issued 8-17-59 valid to $42-64. Be overstayed his visa and surrendered himself to the Miami office of 1RS. Be was a bookkeeper in Cuba and worked privately for a former *Major of Navy,' Mayo Balbis. Be claimed physicalpersecution as he was charged with having collaborated with officials of the Batista government.

bearing return address of Manuel Games, Ave. 5100312, Marianao,
Habana. postmarked 2-1-64 at Mariana., Cuba. The enclosed letter
was addressed to Dr. Luis Comte Aguero, above, who makes regular
broadcasts to Cuba from U. S. in which he requests Cuban people
to furnish him with information cemcernimg activities of Castro
government in Cuba by directing letters to friends in the U. S.
who in turn can send them to Dr. Comte. Recipients claimed they
do not know Dr. Comte or Manuel Games.

Texas. December 1963 by Special Agent The memoran lists 47 photographs w i were
among the effects of Lee Harve •swap, and made available to your
Bureau by Captain J. • Sri z of the Dallas Police Department. She
provided identifying information. It appears that most of the
photographs were taken in the USSR and depict Soviet contacts of
OSWALD or scenes in the Soviet Union..
2. In connection with our efforts to assist the President's
Commission on the Assassination of President Kennedy by providing
information which might be helpful in interpreting available materials
relating to OSWALD's activities abroad, we would appreciate receiv-
ing at your earliest convenience one copy of each of these photograpis
or exemplars, from which we can make copies.
