their killer has come all the way back totheir own unit - with the dramatic arrestof a senior police colleague of the slainconstables.

Constable Sibusiso Mthethwa (31) andstudentConstableThobaniXulu (26)wereshot in the head as they sat in the frontseats of their policeminibus ona roadsidein KwaDukuza on Saturday morning.

According to the official police state-ment on the murders on Sunday, Mtheth-wa, Xulu and two other police officerswere ambushed by three criminals whoburst out of the bushes - at least one ofwhomsupposedlyclimbedintothevehicleand “wrestled” a gun from a policeman inthe rear seat. TO PAGE 5

Weak ‘oversight’ at KDM>> Auditor General’s report shows performance, financial targets not met in the 2012/2013 year

MILLIONS in material lossesand under-spending byKwaDukuza Municipality

(KDM)has been reflected in the Au-ditor General’s draft annual reportfor 2012/2013.

The report was tabled by mayorRicardo Mthembu at a full councilmeeting last Thursday.

In his presentation, Mthembuhighlighted that the municipality re-ceived a financially unqualified auditreport. Mthembu added this ‘alsoprovides opportunity to determinewhether the municipality is still oncourse for a clean audit in 2014’.

Representative from the office ofthe Auditor General (AG) Indran Pe-rumal, delivered a brief outline tocouncil,commendingthemunicipali-ty on its efforts, but cautioning themon findings which could give themu-nicipality apoor reflectionat theAG’soffice.

The report acknowledgesprogressmade in the 2012/13 finan-cial year, aswell as challengesahead.

Some findings to which emphasiswas drawn included financial state-ments which showmaterial losses of74,71million kilowatts amounting toR46,12 million, incurred as a resultof ‘technical and non-technical elec-tricity distribution losses’, as well asmaterial under spending on the cap-ital budget to the value of R233,66million.

“This has resulted in the munici-pality not achieving all of its plannedservice delivery targets for the year.

“In addition, irregular, fruitlessandwastefulexpenditureincurredbythemunicipalitywas notinvestigatedto determine if any person is liablefor the expenditure, in accordancewith theMunicipal FinanceManage-

ment Act (MFMA).“Irregular expenditure was also

not condoned bytherelevantauthor-ity, and reasonable steps were nottakentopreventit,”said Auditor Gen-eral Thembekile Kimi Makwetu inthe report.

The report stated performancemanagement was of ‘particular con-cern’, as thiswasalreadyhighlightedby the AG at the end of the previousfinancial year.

It saidmeasures taken to improveperformance were not supported bysufficient evidence, as Section 46 ofthe Municipal Systems Act of SouthAfrica,2000(actno32of200)(Munic-ipal Systems Act) requires when

The AG also noted in the reportthat there are a number of investiga-tions inprocess relating tovariousal-legations of financial misconductagainst municipal officials.

Opposition parties were not giventhe opportunity to comment at themeeting andwere told to submit con-cerns in writing, as per regulation.

“There are irregularities secondto none - as we have been saying,many KDM staff members are notqualified for their jobs and perform-ance and service delivery are notmanaged properly, or even at all,”said Luyt.

Luyt will be sending a supple-mentary affidavit to the Public Pro-tector (PP),this following a documentsubmitted last year detailing variousexamples of poor service deliveryfrom KDM.

“Wewant a response fromall par-ties before April 2014, and will be

putting pressure on the municipalityand specifically the PP for this,” saidLuyt.

Mthembu encouraged ratepay-ers’ associations and community or-ganisations to use the document togive feedback, proposals and com-ments, as council is also reviewing itsIntegrated Development Plan (IDP).

The council will consider the an-nual report and all comments re-ceived, at a meeting scheduled forlater this year. This meeting will beopen to the public.

The public can also view the re-port at local municipal offices andsubmit queries and concerns to themunicipality.

Furthermore, the munici-pality did not have and main-tain effective, efficient andtransparent systems of finan-cial, risk management and in-ternal controls.

The municipality was alsoslatedfornotaffordingthelocalcommunity at least 21 days tocommentonthefinaldraftof itsIDP before the plan was sub-mitted to council for adoption,as required byMunicipal Plan-ning and Performance Regula-tion.

MORE than 4 000 pirated DVDs and sexualperformance enhancers were found whenthe KwaDukuza Cluster Task Team, SARSCustoms and the South African FederationAgainstCopyrightTheft(SAFACT)raidedtheAl-Makkah take-away in Stanger Manor onFriday.

According to cluster commander Briga-dier Derek Captain Hastibeer, the team re-ceived information about pirated DVDs be-ing sold at the outlet and acted on the tip off.

“When the teamarrivedat the scene theyfound the DVDs on display for sale. Onsearching the premises they discovered inexcess of 4 000 counterfeit DVDs, 23 200plastic sleeves, 9 200 blank discs and 10 LGDVDwriters. These items are all used in theproduction of pirated DVDs.”

He added the officers also found a bottlehidden in a bin containing various types ofsexual performance enhancementdrugs in-cludingKamagragelandpills,Penagrapills,herbal Viagra pills and Dapoxetine pills.

“These pills could be harmful and there-fore, should not be sold at a tikka-shop likethis.Allthoseinvolvedinanyillegalactivitiesshould take heed of this warning, we willcatch you and you will face the full force ofthe law.”

The owner of the store, Mohammed AliGavi, was arrested and appeared in theKwaDukuzaMagistrate’s Court onMonday.He was released on bail.

RESIDENTS are urged to be cautiousas armed robberies in residential ar-eas increase.

According to a police source, onTuesday lastweek, twowomenand aman were walking along Manor

Drive, near the shopping complexwhen they noticed a suspicious look-ing taxi.

It is alleged that the taxi with fouroccupants stoppedsuddenlynear thevictims and two men jumped out ofthe vehicle and pointed a firearm atthem.

The suspects then robbed the vic-timsof their valuables, includingcell-phonesandhousekeys.Thesuspects

fled the scenewith approximately R1000 worth of goods.

In another incident, a 28-year-oldmanwas held twomen at knife pointonThursdayafternoonwhilewalkingalong the Manor Library road.

It is alleged that the suspectsforced the victim to hand over his be-longings which included his watch,chain and ring and then fled thescene.

A case of robbery is still under in-vestigation.

In another incident on Friday af-ternoon, a 23-year-old woman al-legedthatwhileshewaswalkingnearthe Manor Shopping complex, twounknown men approached her andheld a knife to her neck demandingthat she give them her valuables.

The suspects fled the scene withthe victim’s gold watch, bangles,

money and cards amounting to thevalue of R1 550.

In a separate incident also in theManorarea,abarandrestaurantwasrobbed of a substantial amount ofcash.

It is alleged four armed menwalked into the bar and demandedcash.

They fled with the cash. No onewas injured during the incident.

All the incident were reported totheKwaDukuzaSAPS,whoare inves-tigating the cases.

SAPS Umhlali detectives are making an urgentappeal for information regarding the where­abouts of a man (pictured) whose name is un­known.

They believe he can assist police with infor­mation regarding three robberies that occurredin the Umhlali area between December andJanuary.

It is believed that the man may be in the

company of three or four others travellingaround the Umhlali area in a silver Audi Q7.

According to KZN SAPS spokesperson Cap­tain Thulani Zwane three house robbery caseswere reported at the Umhlali police station inJanuary after a gang of four to five men enteredhouses and held up the family members at gunpoint. “Goods such as jewellery, cellphones,cash, wallets, computer equipment, firearmsand wrist watches were taken. WE feel it, we say it, we live it, weaffirm it and we teach it. . . life is stress­ful, right?

We're so busy running on life'streadmill, worried about our kids,work, finances, world issues, ourhealth and relationships. Rushing inthe morning to work to meetings and

more meetings to home, tag­teamingor single handedly carting our kids offto lessons, shows and rehearsals,barely catching our breath, living forev­er under the loud tick­tock of notenough time.

‘Hurry, hurry. . . we're going to belate!’ being an all too familiar phrasethat comes out of our mouths, andthen, back home for the routine ofhomework, showers, and lunches andwe flop into bed still wearing ourstress suit which makes it easier to getgoing in the morning because wewon't have to change.

As a recovering control freak, I cannow admit that it was hard to accept,let alone fathom, that the only thingin my life that I was in complete con­trol over was me. I was so busy tryingto "make" everyone and everything

outside of me behave, do and be ex­actly the way I wanted or thoughtthey should be in order for me to behappy or to feel good. I didn't see howout of control I was with the very thingthat I had complete control over!

Some of you may be laughing asyou have identified your control freaktendencies already and those of youwho may still be in the closet, denialor aren't sure where you stand on thecontrol scale, if you're ready to hear it,just ask someone. If your treadmill andstress level is anything like mine wasand you would like some relief, hereare a few tips.

Let go of the things you can't con­trol and control the things you can(you!).

Have a good laugh at and withyourself as you notice the urge to

comment to your daughter, "You're notwearing that, are you?" or insist thatyour son get his hair cut because youdon't like it or are worried about whatothers may think, maybe find yourselfslipping into the sergeant major role ofbarking orders; catch yourself beforeyou say, "Because I said so!" or get frus­trated having to wake your kids up af­ter their alarm goes off.

I'll let you in on a little secret: theydon't have to get up because theyknow you'll come in and wake them,but once they know you won't, guesswhat? They get up on their own!

We have many areas in our lifewhere we create our own stress, andeven if you don't have kids, I hope youjoin me on the recovering control freakside of life ­ it's a lot more fun and alot less stressful for you and others.

HAVE you ever got bored waiting for your flight atan airport, waiting for your bus or taxi at the busstop, or a train at the train station?

Fortunately for me I was getting bored waitingfor a flight which was delayed, normal for most lowcost airlines in South Africa.

I had time for a conversation with a young manwho had just graduated with a degree recently.When he found out I was a financial adviser heasked: “What do I need to do to take care of myselffinancially?”

I didn't shut up for the next 20 minutes. Here aresome of the points I shared with him:

1. For every rand you earn, pay your taxes first.Estimate your total tax liability and be sure youremployer withholds enough to cover it. If you areself­employed, set up a savings account, deposit apercentage of every cheque, and use that money topay your monthly or annually estimated taxes. Nev­er "raid" these funds.2. Save for the future by putting away 20% or moreof every gross rand you earn, until you have sixmonths to one year of living expenses in an emer­gency account. Then begin investing in a retirementannuity plan. If you are self­employed, set up a re­tirement annuity plan that will allow you to investas much as you possibly can taking into consider­ation the tax concessions.

3. Set up a short­term savings account forfuture lump sum expenses like car and home re­pairs, vacations, holiday giving, college tuition andmedical emergencies. Figure out how much you'llneed to save from each pay check to fund all ofthem annually; then, if possible, have your employerautomatically send that amount to a savings ac­count.

4. After you've taken out for your taxes, long­term savings and short­term savings, you get toblow the rest any way you want. For most people,this means living on 30 to 60 cents out of everygross rand you earn.

5. To maintain a comfortable lifestyle, spendfrugally. Shop sales, coupons, read labels, compareand bargain. People who build wealth usually don'twear designer clothes, drive luxury cars, live in ex­travagant houses, or shop at Woolworths, Stutta­fords or Queens Park. They typically wear jeansbought on sale, drive little cars, live in middle classneighbourhoods and shop at local supermarkets.

6. Pay cash for everything but your home. Forconvenience, you can use a debit card. Never use acredit card unless you pay it off every month. If youever find yourself unable to pay off your card, cut itup. Pay off the balance as quickly as you can, andthen don't use a credit card for at least one year.

7. When you get a raise, a new job or a promo­tion, don't change your lifestyle. Save at least halfof the increased income.

8. Your career is your number one financial asset.As much as possible, find a job you love. Invest ineducating yourself and keeping abreast of changesin your career field.

9. Use money as a tool, not a goal. Money willnever give you meaning or make you happy, but itis a valuable tool to support your quest for meaningand happiness.

This is a long­term prescription for a pattern ofsound money management.

HIRSCH’S Ballito invited environmentalconsultant Hantie Plomp last week to givea talk on environmental pointers that needto be taken into consideration whenbuilding.

Addressing the gathering, Plomp saidif a buyer purchases a plot that is deemedby the environmental council to contra­vene certain by laws and the ConsumerProtection Act, then they are at liberty tosue the seller.

“For instance if a property is 500 metres

from a water course or sponge area it can­not be developed. Also, certain indigenoustrees cannot be removed (not even abranch) for developments to take place.”

She said a feasibility study should becarried out on properties ear marked fordevelopment, as, particularly in KZN, thereare many areas that border on water cours­es and sponge areas, said Hantie.

She also mentioned that the trend inbuilding today is very positive.

“We are seeing a lot more green build­

ings going up, with lots of considerationbeing taken with regards to energy saving,”she said.

Stanger Secondary School) on Saturday withchildren as young as five years old coming outto take advantage of the service offered bywellknown tennis coach Yashin Tewary.

Tewary, aKwaZulu-Natal junior tennis cap,started the Yashin Tewary Tennis Academymore than four years was excited with the en-thusiastic response by the little ones.

Tewary said: “Children as young as fouryears old are glued to their television sets andcomputer-gamesand lack theball-eye co-ordi-nation. It is importantthatparentsexposetheirchildren to sport at an early age, not only tostimulate the mind, but to eradicate an obesesociety in which we live.”

The children had great fun on Saturday,throwing and catching the ball and holding a

racquet for the first time in their lives.“Childrenneedtomaster theartof throwing

and catching the ball before being introducedto the service in a game of tennis,” addedTewary.Hehopestorevivethesport inKwaDu-kuza in the hope of creating a fully fledged ten-nis league by mid-March.

STANGER and District Volleyball Association(SDVA) will host a women’s volleyball tour­nament on Friday, 21 February at the associa­tion courts commencing at 6pm.

SDVA president, Isaac Abraham said: “Wehad a vibrant women’s league four years agowhich was the envy of other associations af­filiated to KwaZulu­Natal Volleyball. But, dueto the apathy among the fairer sex, the leaguefizzled out into non existence over the lastthree years.”

“This year our intention is to revive wom­en’s volleyball in KwaDukuza with the hopeof kicking off a league and a four­a­side com­petition,” added Abraham.

He urged the women of KwaDukuza, in­cluding girls from grades 10 to 12 to destressby getting involved in sport.

In other volleyball news, team registrationbooklets for the 2014 season and the com­posite player registration form will be collect­ed tomorrow (Thursday) at Stanger ManorSecondary School at 6pm. The registrationbooklets must be accompanied by an affilia­tion fee of R400 and a registration fee of R70per player.

All player registration forms must be ac­companied by a recent passport­size photo­graph. Players requesting a discharge fromtheir clubs must complete the transfer formand attack to the registration booklet (to­gether with a transfer fee of R100 which willbe paid to KwaZulu­Natal Volleyball).

At the SDVA planning meeting held onThursday it was decided that the social andcompetitive league will combine to form oneleague in 2014. It is compulsory for every clubto field a junior or youth team. Clubs that failto field a youth or junior teams will be barredfrom participation in 2014.

The junior league comprises of playersborn in the U19 ranks (born 1995/1996) andin the Youth League (U17) players must beborn in 1997/1998. No player will be allowedto participate in both the Junior and YouthLeague.

The opening tournament for the Juniorsand Youth (males and females) will takeplace on Saturday , 22 February at the associ­ation courts commencing at 9am. At the endof the tournament a SDVA Junior and Youthsquad will be selected to participate in theKwaZulu­Natal Junior and Youth Champion­ship.
