Weak ‘oversight’ at KDM>> Auditor General’s report shows performance, financial targets not met in the 2012/2013 year
JYOTHI LALDAS ANDSHANNON HOPKINS
MILLIONS in material lossesand under-spending byKwaDukuza Municipality
(KDM)has been reflected in the Au-ditor General’s draft annual reportfor 2012/2013.
The report was tabled by mayorRicardo Mthembu at a full councilmeeting last Thursday.
In his presentation, Mthembuhighlighted that the municipality re-ceived a financially unqualified auditreport. Mthembu added this ‘alsoprovides opportunity to determinewhether the municipality is still oncourse for a clean audit in 2014’.
Representative from the office ofthe Auditor General (AG) Indran Pe-rumal, delivered a brief outline tocouncil,commendingthemunicipali-ty on its efforts, but cautioning themon findings which could give themu-nicipality apoor reflectionat theAG’soffice.
The report acknowledgesprogressmade in the 2012/13 finan-cial year, aswell as challengesahead.
Some findings to which emphasiswas drawn included financial state-ments which showmaterial losses of74,71million kilowatts amounting toR46,12 million, incurred as a resultof ‘technical and non-technical elec-tricity distribution losses’, as well asmaterial under spending on the cap-ital budget to the value of R233,66million.
“This has resulted in the munici-pality not achieving all of its plannedservice delivery targets for the year.
“In addition, irregular, fruitlessandwastefulexpenditureincurredbythemunicipalitywas notinvestigatedto determine if any person is liablefor the expenditure, in accordancewith theMunicipal FinanceManage-
ment Act (MFMA).“Irregular expenditure was also
not condoned bytherelevantauthor-ity, and reasonable steps were nottakentopreventit,”said Auditor Gen-eral Thembekile Kimi Makwetu inthe report.
The report stated performancemanagement was of ‘particular con-cern’, as thiswasalreadyhighlightedby the AG at the end of the previousfinancial year.
It saidmeasures taken to improveperformance were not supported bysufficient evidence, as Section 46 ofthe Municipal Systems Act of SouthAfrica,2000(actno32of200)(Munic-ipal Systems Act) requires when
The AG found that the accountingofficer (municipal manager), man-agement and the municipal councildid not exercise oversight responsi-bility over the annual performancereport and with key legislation.
The AG also noted in the reportthat there are a number of investiga-tions inprocess relating tovariousal-legations of financial misconductagainst municipal officials.
Opposition parties were not giventhe opportunity to comment at themeeting andwere told to submit con-cerns in writing, as per regulation.
Dolphin Coast Residents andRatepayers’ Association chairmanLouisLuytJnrsaidfromevidencegiv-
en in the report, the municipalityshould not receive a clean audit thisyear.
“There are irregularities secondto none - as we have been saying, many KDM staff members are notqualified for their jobs and perform-ance and service delivery are notmanaged properly, or even at all,”said Luyt.
Luyt will be sending a supple-mentary affidavit to the Public Pro-tector (PP),this following a documentsubmitted last year detailing variousexamples of poor service deliveryfrom KDM.
“Wewant a response fromall par-ties before April 2014, and will be
putting pressure on the municipalityand specifically the PP for this,” saidLuyt.
Mthembu encouraged ratepay-ers’ associations and community or-ganisations to use the document togive feedback, proposals and com-ments, as council is also reviewing itsIntegrated Development Plan (IDP).
The council will consider the an-nual report and all comments re-ceived, at a meeting scheduled forlater this year. This meeting will beopen to the public.
The public can also view the re-port at local municipal offices andsubmit queries and concerns to themunicipality.
planned targets are notachieved.
Adequate and reliable sup-porting evidence could not beprovided for 34% of the meas-urestakentoimproveperform-ance.
“Themunicipality’s recordsdidnotpermitapplicationofal-ternative audit procedures.Consequently, I did not obtainsufficient and appropriate au-dit evidence to satisfymyself asto the reliability of measurestaken to improve perform-ance,” said Makwetu.
Furthermore, the munici-pality did not have and main-tain effective, efficient andtransparent systems of finan-cial, risk management and in-ternal controls.
The municipality was alsoslatedfornotaffordingthelocalcommunity at least 21 days tocommentonthefinaldraftof itsIDP before the plan was sub-mitted to council for adoption,as required byMunicipal Plan-ning and Performance Regula-tion.

WE feel it, we say it, we live it, weaffirm it and we teach it. . . life is stressful, right?
We're so busy running on life'streadmill, worried about our kids, work, finances, world issues, ourhealth and relationships. Rushing inthe morning to work to meetings and
more meetings to home, tagteamingor single handedly carting our kids offto lessons, shows and rehearsals, barely catching our breath, living forever under the loud ticktock of notenough time.
‘Hurry, hurry. . . we're going to belate!’ being an all too familiar phrasethat comes out of our mouths, andthen, back home for the routine ofhomework, showers, and lunches andwe flop into bed still wearing ourstress suit which makes it easier to getgoing in the morning because wewon't have to change.
As a recovering control freak, I cannow admit that it was hard to accept, let alone fathom, that the only thingin my life that I was in complete control over was me. I was so busy tryingto "make" everyone and everything
outside of me behave, do and be exactly the way I wanted or thoughtthey should be in order for me to behappy or to feel good. I didn't see howout of control I was with the very thingthat I had complete control over!
Some of you may be laughing asyou have identified your control freaktendencies already and those of youwho may still be in the closet, denialor aren't sure where you stand on thecontrol scale, if you're ready to hear it,just ask someone. If your treadmill andstress level is anything like mine wasand you would like some relief, hereare a few tips.
Let go of the things you can't control and control the things you can(you!).
Have a good laugh at and withyourself as you notice the urge to
comment to your daughter, "You're notwearing that, are you?" or insist thatyour son get his hair cut because youdon't like it or are worried about whatothers may think, maybe find yourselfslipping into the sergeant major role ofbarking orders; catch yourself beforeyou say, "Because I said so!" or get frustrated having to wake your kids up after their alarm goes off.
I'll let you in on a little secret: theydon't have to get up because theyknow you'll come in and wake them, but once they know you won't, guesswhat? They get up on their own!
We have many areas in our lifewhere we create our own stress, andeven if you don't have kids, I hope youjoin me on the recovering control freakside of life it's a lot more fun and alot less stressful for you and others.
HAVE you ever got bored waiting for your flight atan airport, waiting for your bus or taxi at the busstop, or a train at the train station?
Fortunately for me I was getting bored waitingfor a flight which was delayed, normal for most lowcost airlines in South Africa.
I had time for a conversation with a young manwho had just graduated with a degree recently. When he found out I was a financial adviser heasked: “What do I need to do to take care of myselffinancially?”
I didn't shut up for the next 20 minutes. Here aresome of the points I shared with him:
1. For every rand you earn, pay your taxes first.Estimate your total tax liability and be sure youremployer withholds enough to cover it. If you areselfemployed, set up a savings account, deposit apercentage of every cheque, and use that money topay your monthly or annually estimated taxes. Never "raid" these funds.2. Save for the future by putting away 20% or moreof every gross rand you earn, until you have sixmonths to one year of living expenses in an emergency account. Then begin investing in a retirementannuity plan. If you are selfemployed, set up a retirement annuity plan that will allow you to investas much as you possibly can taking into consideration the tax concessions.
3. Set up a shortterm savings account forfuture lump sum expenses like car and home repairs, vacations, holiday giving, college tuition andmedical emergencies. Figure out how much you'llneed to save from each pay check to fund all ofthem annually; then, if possible, have your employerautomatically send that amount to a savings account.
4. After you've taken out for your taxes, longterm savings and shortterm savings, you get toblow the rest any way you want. For most people, this means living on 30 to 60 cents out of everygross rand you earn.
5. To maintain a comfortable lifestyle, spendfrugally. Shop sales, coupons, read labels, compareand bargain. People who build wealth usually don'twear designer clothes, drive luxury cars, live in extravagant houses, or shop at Woolworths, Stuttafords or Queens Park. They typically wear jeansbought on sale, drive little cars, live in middle classneighbourhoods and shop at local supermarkets.
6. Pay cash for everything but your home. Forconvenience, you can use a debit card. Never use acredit card unless you pay it off every month. If youever find yourself unable to pay off your card, cut itup. Pay off the balance as quickly as you can, andthen don't use a credit card for at least one year.
7. When you get a raise, a new job or a promotion, don't change your lifestyle. Save at least halfof the increased income.
8. Your career is your number one financial asset. As much as possible, find a job you love. Invest ineducating yourself and keeping abreast of changesin your career field.
9. Use money as a tool, not a goal. Money willnever give you meaning or make you happy, but itis a valuable tool to support your quest for meaningand happiness.
This is a longterm prescription for a pattern ofsound money management.

WE are a month into the new year andwe have just started afresh so now isan ideal time to make better decisions.
The new year always gives us achance to make resolutions and

I can probably write down a longlist of resolutions I never kept to, butthis year I decided to change myselfand so far...I think I have, and it is forthe better. Why say you are going to do some
So let's make this year a positiveyear, make it a year which we can lookback on and say "I made my dreamscome true in 2014".
Be the change you want to see inothers, set a good example for thoseyounger than you and always giveyour best at everything you do, because hard work always pays off andNOTHING ever goes in vain.
Take 2014 as a second chance tomake your life the way you want it,not the way anybody else wants it.
Always remember, your dreams canonly come true if you focus on YOURSELF, not the next person... becausenobody else can make us who we aremeant to become.
Got a story about your new yearresolutions or how you are going tomake 2014 a better year for yourself?I'd love to hear from you! Email me [email protected].
A fresh startgoes a longway

HIRSCH’S Ballito invited environmentalconsultant Hantie Plomp last week to givea talk on environmental pointers that needto be taken into consideration whenbuilding.
Addressing the gathering, Plomp saidif a buyer purchases a plot that is deemedby the environmental council to contravene certain by laws and the ConsumerProtection Act, then they are at liberty tosue the seller.
“For instance if a property is 500 metres
from a water course or sponge area it cannot be developed. Also, certain indigenoustrees cannot be removed (not even abranch) for developments to take place.”
She said a feasibility study should becarried out on properties ear marked fordevelopment, as, particularly in KZN, thereare many areas that border on water courses and sponge areas, said Hantie.
She also mentioned that the trend inbuilding today is very positive.
“We are seeing a lot more green build
ings going up, with lots of considerationbeing taken with regards to energy saving,”she said.
Jay Moodley from the South AfricanNational Blood Services was also at theevent. “We will be attending the next networking breakfast on 27 February and willcollect blood from willing donors.”

Latest testimonial from existing investor
Hello & greetings to all...Welcome to my testimonial on Mr Prinasen Dhaver & Innovatech InternationalSolutions. If you are wondering why a testimonial.....It is my honour and privilege to beable to share with you my association with Mr Dhaver. Started off as associ-ates in August 2012 and today we stand side by side as best friends.
How did it start?
Prinasen was first introduced to me by a close friend Mr Ivan Naicker. In sum-mary Mr Naicker wanted me to have an opportunity at investing in Prinasen’s“Profit Sharing Company – Innovatech International Solutions.”
An appointment was scheduled between Prinasen and myself, after extensivediscussions between Prinasen, my spouse and myself and Prinasen’s assur-ance of success I entered into a 12 month investment contract. Having sur-passed my 12 months with great success on my investments, I am currentlyon my 2nd term....hence his motto “Proven Tested Assured” stands true to hisstatement.
It was during this period our acquaintance grew into friendship and I learnedmore about his personality an business traits.
Something that stood out about his personality was his desire to serve the lessfortunate and underprivileged people and this makes Prinasen one of a kind.
As an investor, I watched Prinasen transform his business from small group+/- 10 investors with a pool of under 1 million rand to a dynamic business withmore than 100 investors and a total pool of over 20 million in 2 years.
Together, with his sound business strategies and predatory business acumen,Prinasen is able to run a multi-million rand business with zero liability and zerorisk. Prinasen’s success is based on hard work and persistency.
I conclude my testimony with a quote by Steve Jobs which best describesPrinasen Dhaver......“Being the richest man in the cemetery does not matter to me. Going to bed at
night saying we have done something wonderful, that’s what matters to me.”
Regards and God bless.........Lennon Pillay
Greetings to one and all, my name is David Daddy and I would like to tell youhow my association with Prinasen Dhaver and Innovatech Solutions began. Iwas an employee for Sappi Stanger for 29 years.
In 2010, I became a world class operator, I received many awards from Sappifor high productions, but was unhappy with my salary, I approached the pro-duction manager about my rate of pay but nothing fruitful came out of it. I wasintroduced to Prinasen by my son Weldon Daddy, who is currently employedby Innovatech. My son began telling me how fruitful the investments were, at first it was hardto believe, a meeting was set between Prinasen, my wife and myself, my firstimpression when I met him was unbelievable, cos he was so humbly dressedin a track pants and T-shirt and I thought to myself, does he really own a multi-million rand company, and when he began speaking I was glued to every word. So, the saying is true that dynamite comes in small packages.
It is not what is on the outside that counts, but what’s on the inside. I madea decision to leave Sappi and invest my money with Innovatech InternationalSolutions. It was a difficult decision to make with three school-going children, the youngest being only seven at the time. When I began telling others about the company, I only received negative re-marks, some saying it was the wrong choice to make, some saying it was apyramid scheme and today I have proved them wrong.
I was put in touch with other investor and they assured me it was legit. Aftermonths of deliberation, I put in my resignation. I have a 12 month investmentand a 10 year investment. I receive my monthly profits on time with no delays.Today, I am still able to provide for my family and we are very happy.
All this thanks to one man, Prinasen Dhaver who has contributed a lot to usbeing investors in the company. He has really changed our lives, all for thebetter. We have come to know him as a reliable and honest an, who’s alwaysthere to advise and assure you. He also has so many wonderful things for theunderprivileged, providing schools with food scheme, he is a man who hasGod close to his heart. He has truly proved his worth. We would like to thank God for allowing us tomeet such a man, whom I am honoured to call a friend. To new investors youhave not made a wrong choice, but the right one. God bless!
David Daddy
I was first introduced to Prinasen Dhaver by an elder in my family in March2013. At that time I was just retrenched from my job of 20 years. The main reason for me being introduced to Mr. Dhaver was to discuss how Ican invest my hard earned money with minimum risk. After a lengthy and veryinformative discussion with Mr. Dhaver about Innovatech, I was convinced thatthis was the kind of company I wanted to invest my money in. I’ve been invest-ing in Innovatech for the past 11 months and even without a job, I can providefor my family with the returns that I receive on my investment every month.Mr. Dhaver has done a brilliant job in bringing Innovatech to where it standstoday and I wish he continues growing.

Thecapital is credited into Innovat-ech’s bank guarantee. The bank guar-antee is then used to finance diesel.
Theyhaveavariousbacktobackfu-el contracts in place with various fuelstations in across African countries.Diesel is supplied to these fuel stationson a weekly basis thus allowing themto receive their returns on investmentweekly.
The exchange rate plays a vital rolein this as the returns are based on ex-changerate fluctuations. When theex-changerateislessthanequaltoR10.85the return ratewill be lower andwhentheexchangerate isgreater thanequaltoR12.85thereturnratewillbehigher.Return Rates for 2014
Return rates work in proportion tothe amount of capital invested. Themore capital invested, themore dieselcanbepurchasedandsupplied toAfri-can countries. This results in a higherreturn rate. Return pay-outs occur onamonthly basis and are completed nolater than the 10th.
