The issue of this EoI does not imply that the authority is bound to select an Applicant or to empanel the Selected Applicant.
LESDED accepts no liability of any nature whether resulting from negligence or otherwise however caused arising from reliance of any applicant upon the statements contained in this EoI. Interested parties are expected to make their own inquiries and research for gathering the insights, knowledge and information that may be required for submitting a proposal.
LESDED reserves the right not to proceed with the EoI and bidding process or invite afresh with or without amendments at any stage without assigning any reason thereof, or to alter the timetable reflected in this document or to change the process or procedure to be applied. It also reserves the right to decline to discuss the proposal further with any party submitting a proposal in response to this EoI. Information provided at this stage is merely indicative.

Invitation for Expression of Interest (EoI)
Expression of Interest (EoI) for Empanelment of Training Providers to conduct skill
development training programme under “Centrally Sponsored and State Managed (CSSM)
component of Pradhan Mantri Kaushal VikasYojna (PMKVY 2.0) in the State of Mizoram.
Labour, Employment, Skill Development & Entrepreneurship Department
(herein after called “LESDED”), Govt. of Mizoram aims to enable youths to be skilled to get
employment opportunities in a holistic manner. The goal is to provide job-linked skill
development to youths as per their capabilities & merit and to make them employable.
LESDED invites Expression of Interest (EoI) from reputed Firms/Organisations
(herein after called Applicants) for empanelment as Training Partners (TPs)/Vocational
Training Providers (VTPs) fulfilling the criteria as given in ‘Eligibility Criteria’ to conduct Job-
Linked Skill Development Training Programme in Mizoram under PMKVY 2.0
LESDED would be working with Training Partners (TP) for Skill Development
activities. To this effect, LESDED would like to empanel firms/Organization having relevant
experience in Skill Development Training as per Eligibility and Evaluation criteria. Program
quality and implementation will be monitored and evaluated by LESDED, as per its Quality
Standards and Procedures and under the general guidelines of PMKVY.
A. Background:
Labour, Employment, Skill Development & Entrepreneurship Department (LESDED), Government of Mizoram submitted its proposal for implementation of Centrally Sponsored State Managed Component (CSSM) component of Pradhan Mantri Kaushal Vikas Yojna (PMKVY 2.0), to the Ministry of Skill Development & Entrepreneurship, Government of India. The Project Approval Committee (PAC) in its meeting held on 11.10.2017 approved the State’s Project to be implemented during 2017-2020. Being a Project Implementation Agency for promotion of skill development, entrepreneurship& innovation in the state, LESDED has been entrusted to execute this scheme in Mizoram. In this reference, LESDED invites the Expression of Interest (EoI) from interested and eligible training providers for submission of proposal for empanelment to undertake project under CSSM component of PMKVY 2.0. The eligible empanelled training provider shall implement PMKVY 2.0 training in identified/proposed sector and job roles across Mizoram.
B. Objective:
LESDED has the mandate to implement the Pradhan Mantri Kaushal Vikas Yojana (PMKVY 2.0) scheme’s state managed component by empanelling the training partners. LESDED being a state level nodal agency for implementing state level component of PMKVY 2.0, and is expected that with respect to the key indicators and processes, to ensure achievement of

overall PMKVY 2.0 goals and objectives. Empanelment of Training Partners is one of the significant aspects for the smooth and seamless implementation of the Scheme. In view of the above, LESDED by way of this EOI, invites application from interested applicants, for engaging an independent TP for implementation of PMKVY 2.0 in the State.

D. Eligibility criteria
1. Departments/Institutions under the Govt. of Mizoram.
2. Private Educational Institutions recognised under University Grants Commission
(UGC), National Council for Vocational Training (NCVT).
3. All India Council of Technical Education (AICTE), Ministry of Human Resource
Development (MHRD), Medical Council of India (MCI), Indian Nursing Council and any
other similar statutory organisations are eligible.
4. National Skill Development Corporation (NSDC)/Sector Skill Council (SSC) Partners
/affiliated Vocational Training Providers.
5. Training Service Providers– Company/Firm/Organisation/Non-Government
Organisation (NGO)/Trust/Society/Industry affiliated organisations should fulfil the
following criteria:
a) At least one year of experience in providing skill development trainings.
b) Should have at least trained 100 candidates in last three years.
c) Should have conducted training under any skill development related schemes
funded by Government of India or State Government of Mizoram.

d) The agencies should follow standard curriculum for the skill training courses as per
SSC/ National Skill Qualification Framework (NSQF) guidelines.
e) Should have permanent Infrastructure (or rent/lease) in Mizoram or outside the
State.
f) Franchisee/ SPVs/ Consortiums/ Joint Ventures will not normally be allowed.
However, First level Franchise only may be considered on case to case basis at the
sole discretion of State Level PMKVY Committee.
6. It is mandatory that the Training Centre is registered as Training Provider at SMART
NSDC and in the process of submission of Centre Accreditation Application form
(CAAF) are eligible. (Enclose Desk Assessment Report).
E. Processing Fee:
Applicants are to submit their EoI as mentioned in the above schedule along with Demand
Draft of Rs. 5,000/- (Rupees Five Thousand Only) in favour of "Director, Labour, Employment,
Skill Development & Entrepreneurship Department" payable at Aizawl as non-refundable
processing fee. Proposals not accompanied by the Processing Fee shall be rejected.
However, Departments/Institutions of the Government of Mizoram shall be exempted from
Processing Fee.
F. Scope of work and requirements of Training Partners:
1. Empanelled Training Partners shall follow Accreditation, Affiliation & Continuous
Monitoring of Training Centres for Skills Ecosystem, Branding & Communication
Guidelines for programme implementation as per the defined norms/criteria in
PMKVY 2.0 Manual or its latest version and instructions of the Ministry of Skill
Development & Entrepreneurship.
2. Institutions shall follow the course curriculum as per the SSC/National Occupational
Standards (NOS) - National Skill Development Corporation (NSDC).
3. Training Partners shall be responsible for training Centres resources, setup, trainers,
trainee mobilization, training, placement and post placement activities as per
guidelines and manuals of PMKVY 2.0 with any amendments thereof.
4. Training Centre preferably should have the stipulated infrastructure (Class room,
power, Geo tagged Biometric Attendance, IP Camera Enabled Indoor & Outdoor
Classes, Lab, Broadband, Power Backup, Training aids, Fire-fighting Equipment,
First Aid, Canteen, Washroom Facilities, Copying Equipment, Proper Sitting
Arrangement, Drinking Water etc.) and equipment as per SMART Affiliation and
Accreditation Guidelines to ensure skilling as per the standards prescribed in the
course curriculum/trade.
5. Trainers/faculties are to be selected/available for the training programme having the
pre- requisite qualifications specific to the trade as per Scheme Guidelines i.e.
SSC/NSDC -trainers qualification.

6. The Training Providers shall be expected to detail the design, organize, conduct and
monitor phases of various Training Programs/Modules and provide counselling,
placement support to the trainees.
7. Training Partners shall conduct Kaushal & Rojgar Melas with good media coverage,
and participate actively in National Career Service Melas and on-ground activities.
8. Project duration will be initially for a period of two years from the date of signing
MoU, which may be extended or reduced subject to Quarterly/Half Yearly review of
the performance of Training Partners and overall project length of PMKVY 2.0.
G. Special Instructions for Applicants.
1. This EoI invitation does not commit LESDED to award a contract or to engage in
negotiation. This is for empanelment of eligible Training Partners at the State level
under the qualified sectors.
2. Interested applicant may furnish their EoI through post/hand by giving all the
necessary documents in English as specified in formats provided in the EoI.
3. LESDED reserves the right to withdraw or amend this EoI, without assigning any
reasons thereof, if LESDED determines that such action is in the best interest of the
public. LESDED undertakes that all the information shared by the applicant will be held
in strict confidence and will not be made public unless directed by law.
4. The response submitted to this EoI and all correspondence shall be in English and shall
conform to the forms attached. Any interlineations, erasures or over writings shall be
valid only if they are initialled by the authorised person signing the EoI.
5. The EoI submitted should be concise and contain only relevant information as required
under this document. The applicant submitting the EoI would be responsible for all its
expenses, costs and risks incurred towards preparation and submission of the EoI.
LESDED shall, in no case, be responsible or liable for any such costs whatsoever,
regardless of the outcome of the process.
6. The EoI submitted by the applicant shall remain valid for a period of 90 days after the
closing date for submission of EoI prescribed in this document. EoI validity expressed
for a period less than 90 days shall be rejected. LESDED may solicit the applicants
consent for the extension of EoI validity (but without modification in their EoI
response).
7. Applicants are advised to study all instructions, forms, requirements and other
information in the EoI documents carefully. Submission of proposal shall be deemed to
have been done after careful study and examination of the EoI Document with full
understanding of its implications.
8. The response to this EoI should be full and complete in all respects. Failure to furnish
all information required by EoI documents or submission of EoI not substantially
responsive to this document will be at the applicant's risk and may result in rejection
of its submission.
9. EoI documents submitted by VTPs will be reviewed by an Evaluation Committee
constituted for technical purpose by LESDED and marks will be given based on the
parameters mentioned in evaluation criteria.
10. Applicants are to submit both Hardcopy (by Post /hand) as well as soft copy to office
of LESDED.

11. All material submitted by the Applicants will become the property of LESDED and may
be returned completely at its sole discretion.
12. LESDED may at its sole discretion and at any time during the evaluation of EoI or post
empanelment, disqualify any applicant, if the applicant has-
a) Made misleading or false representations in the forms, statements and
attachments submitted in proof of the eligibility requirements;
b) A record of poor performance such as abandoning works, not properly completing
the contractual obligations, inordinately delaying completion, financial failures etc.
in any of the projects in the preceding three years;
c) Submitted an EoI that is not accompanied by required documentations;
d) Use of modified formats for submission;
e) Failed to provide timely clarification related thereto, when sought;
f) Been declared ineligible/blacklisted by State/UT/Central Government or any Public
Sector Undertaking under them;
g) Been in litigation with any Government agencies/institutions in India;
h) Made an attempt to influence the evaluation;
i) Not attached Processing fee in the form Demand Draft (Departments/Institutions
of the Govt. of Mizoram shall be exempted from Processing Fee).

Please find enclosed our Proposal in respect of the empanelment to undertake
the project under Centrally Sponsored State Managed Component under Pradhan Mantri
Kaushal Vikas Yojana (PMKVY 2.0) in Mizoram, in response to the Expression of Interest (EoI)
Document issued by your Department (LESDED).
We hereby confirm that:
1. The proposal is being submitted by (name of the agency who is the
applicant, in accordance with the conditions stipulated in the EoI).
2. We have examined in detail and have understood the terms and
conditions stipulated in the EoI Document issued by LESDED and in any subsequent
communication sent by LESDED. We agree and undertake to abide by all these terms and
conditions. Our Proposal is consistent with all the requirements of submission as stated in the
EoI or in any of the subsequent communications from LESDED.
3. We have also read the detail guidelines of PMKVY (including its various
components) issued by MSDE and NSDC and amended from time to time.
4. The information submitted in our Proposal is complete, is strictly as per the
requirements as stipulated in the EoI, and is correct to the best of our knowledge and
understanding.
4. We fully understand and agree to comply that, on verification, if any of the
information provided here is found to be misleading the short-listing process or unduly
favours our company in the short-listing process, we are liable to be dismissed from the EoI
selection process or termination of the contract during the project.
5. We would be solely responsible for any errors or omissions in our Proposal.
We acknowledge that LESDED will be relying on the information provided in the Proposal and
the documents accompanying such Proposal for empanelment of the applicant for the
aforesaid programme, and we certify that all information provided in the application is true
and correct; nothing has been omitted which renders such information misleading; and all

6. We acknowledge the right of LESDED to reject our Proposal without
assigning any reason or otherwise and hereby waive, to the fullest extent permitted by
applicable law, our right to challenge the same on any account whatsoever.
7. We satisfy the legal requirements and meet all the eligibility criteria as laid
down in the EoI.
8. This Proposal is unconditional and we hereby undertake to abide by the
terms and conditions of the EoI.
9. We have not directly or indirectly or through an agent engaged or indulged
in any corrupt practice, fraudulent practice, coercive practice, undesirable practice or
restrictive practice.
