It may be appreciated that the Central Agency has been fixed after following the due procedures for arrangement of accommodation for officers in different locations and all the Regional Directors/ Medical Superintendents/ Sr. State Medical Commissioners have been conveyed the engagement of Central Agency. The purpose of engaging the Central Agency is to ensure good accommodation with all facilities while officers are on tour so that officers do not face any difficulties and accordingly regulations have been made to facilitate the officers and to ensure proper hosting of meetings, conferences, etc. But, it has been observed that the services of Central Agency are not being utilized and advances are drawn for accommodation which is not in accordance with the spirit of the regulations and engagement of Central Agency. The matter has been brought to the notice of all concerned vide this office Circular of even No. dated 19.08.200q which appears not being adhered to by all the concerned. For not getting adequate business, the Central Agency is not showing their interest for providing the services. Booking of hotel/accommodation for officers as well as for conference/meeting through different agencies is causing difficulties in proper monitoring the standard and quality of the services. Hence, it is advised that hereafter no individual bill should be entertained and only bills from Central Agency should be admitted. Further, no direct bills, submitted by the hotel engaged by the officer, should be entertained and officers should be discouraged from engaging hotels, etc. at their level. The matter had been placed before the Financial Commissioner and Director General who ordered that henceforth accommodation should be arranged through the Central Agency wherever the facility is available. The above instruction is also applicable to NTA and ms and all concerned officers of the ESI Corporation. However, accommodation for DG/FC/CVO/IC/MC/CE/AC(P&A) may be made as per their convenience and in consultation with them. (T.T.M. THARAKAN) JOINT DIRECTOR (GENL.) To 1.
