The bourse turned to take a downward slope taking breather after

banking and finance sector counters with Commercial Bank (0.1%),

Sampath Bank  (0.1%), Nations Trust Bank  (0.3%), LOLC (1.6%),

Sri Lanka foreign bond holding ceiling to stay: Sri Lanka is keeping a ceiling on foreign holdings of Treasuries

at 12.5% of outstanding for 2013, Central Bank Governor said. But foreign investors will be able to buy new

bonds up to 12.5% of the increased total issue of Treasury bill and bonds during the year, he said. In 2012

the Central Bank has said that USD843 mn flowed in to the country from the sale of gilts to foreign investors.

In a budget for 2013, the finance ministry has estimated LKR62 bn from the sale of Treasury bills to foreign

investors out of LKR421 bn of expected total domestic financing. This year the Treasury does not expect to

go to bond markets with a dollar denominated sovereign bond. Analysts have said that rupee bonds sold to

foreign investors are considerably more risky that dollar denominated ones, in the event of a sell down by

their holders.

Sri Lanka entering 2013 with better prospects: Treasury Secretary: Sri Lanka is entering 2013 with an

improving external environment, a stable exchange rate and favourable weather for agriculture, compared

to last year, Treasury Secretary P B Jayasundera said. "Though there have been severe floods, the damage

has been minimal as far as production activities are concerned. All reservoirs are full. In my judgment water

resources that we have been blessed with in the last few weeks is worth about two billion dollars if somebody

wants to put a number on that." He said about 70% of power was now hydro, tea and rubber production was

good and the Maha (main) cultivation season would be exceptional . In 2012 Sri Lanka has had 4.5 months of

drought, which in addition to hurting rice and tea production had also hit power generation, he said.

Sri Lanka wants exports before steep currency appreciation: Treasury Secretary: Sri Lanka would like to see

stronger exports, and less imports before an "un-necessarily" appreciation of the exchange rate, Treasury

Secretary P B Jayasundera said. "If you all don't talk about the exchange rate, the rate will appreciate even

more,"  Jayasundera told reporters in Colombo. "But we don't want the exchange rate to appreciate un-

US dollar to 134 in 2012 after it was floated in February 2012.

Global News

Glimmer of hope for Europe's economy: Europe's economy showed signs of resilience in December as

activity in Germany stabilized, suggesting a return to growth later this year might be in the cards. The Markit

purchasing managers' index for the 17-member eurozone hit a nine-month high in December although thereading of 47.2 reflected an 11th month of contraction and the improvement over November was unlikely to

have prevented the recession deepening in the fourth quarter. "The PMI surveys provide some hope that the

eurozone is showing signs of lifting out of its deep double-dip recession," said at Markit. "The surveys at least

bring some substance to the belief that the worst is over and that a return to growth is in sight for the region

in 2013."

Abe Seen Spending 12 Trillion Yen to Boost Japan’s Economy : The Japanese government will announce

around 12 trillion yen (USD136 bn) in fiscal stimulus measures to boost the nation’s shrinking economy,

Japanese media reported today. The Yomiuri newspaper and Kyodo News both reported the figure for extra

spending in the fiscal year through March, with the Yomiuri saying that 5-6 trillion yen will be directed topublic works projects, without citing anyone. Prime Minister Shinzo Abe told business leaders today that he

hopes to compile the measures this week. The spending may help to accelerate a recovery from recession as

Abe pledges to boost growth and end deflation in the world’s third-largest economy.

Banks Win Watered Down Liquidity Rule to Prevent Lending Squeeze : Global central bank chiefs agreed to

water down and delay a planned bank liquidity rule to counter warnings that the proposal would strangle

lending and stifle the economic recovery. Lenders will be allowed to use an expanded range of assets

including some equities and securitized mortgage debt to meet the so-called liquidity coverage ratio, or LCR,

following a deal struck by regulatory chiefs meeting yesterday in Basel, Switzerland. Banks will also have an

extra four years to fully comply with the measure.[Source: www.bloomberg.com]

Korea Seen Resisting Rate Cut as Won Threatens Exports: The Bank of Korea may refrain from cutting rates

at its first meeting since President Park Geun Hye’s election even as Asia’s best-performing currency of the

past year threatens exports and a weakening yen aids Japan. All 10 economists surveyed by Bloomberg News

forecast borrowing costs will remain at 2.75% on Jan. 11. At the same time, seven of 16 economists in a

separate survey see a 25 basis-point reduction by March. The government led by incoming President Park

already plans a fiscal boost in the first half of the year by allocating 72% of budget spending for 2013, or

USD200 bn. In Japan, new Prime Minister is driving down a yen that has fallen about 20% against the won in

the past year, aiding Japanese exporters of cars and electronics. South Korea’s currency is up 9.3 % against

the dollar.[Source: www.bloomberg.com]
