    CSE Diary for 18.12.2012Bourse reverted to the green territory with six large off-market dealscomprising of 80% of turnover carrying the days turnover to a one-monthhigh of LKR2.6 bn. The benchmark index took a gradual uptrend during earlytrading hours however witnessed a sharp dip at mid-day leading to an intra-day low of 5,492.39 Points Vs its peak at 5,518.45 points. Significantcontributions from Access Engineering (+8.24%), Sri Lanka Telecom (+1.65%)and Commercial Bank (+1.58%) triggered the index to settle with a marginalgain at 5,507.79 points. The S&P SL20 index witnessed a similar dip at during

    mid-day trading before grasping pace to close with a 10.2 point gain at3,019.62

    A large crossing in Asiri Central Hospital grabbed the highlight where c.7.2mn shares constituting of a 32.7% stake was crossed off at a 52-week high(off-board) price of LKR250.0. The counter closed flat with an insignificantnumber of on-board transactions. The off-board deal led the days turnover to the highest level since 19.11.2012 contributing 70%.

    Banking cluster interest was strongly sustained depicting heavy buyinginterest in Commercial Bank of Ceylon and Hatton National Bank [Non-Voting]. The former was supported via two off-market deals totaling c.1.2 mnshares at LKR103.0 (+1.6%) followed by several on-board transactionsincluding two blocks amounting to c.588k shares at LKR103.0. The latter gathered momentum after a block of c.98k shares were taken on-board atLKR111.0. Both counters advanced 2.6% and 0.3% at their respective peak levels before closing at LKR103.0 and LKR111.0. Sampath Bank continued toremain prominent amidst heavy institutional and high networth play withmajority of its trades taking place at LKR200.0 and LKR200.1 before it added200k shares to the crossings board at LKR200.5 during the final trading hour.

    Dialog Axiata gained focus during the latter hours with three large on-boardblocks amounting to c.5.4 mn shares at its intra-day low of LKR8.0 before itencountered two crossings totaling c.11.2 mn shares at the same price.

    Investors continued to be keen on John Keells Holdings as a notable number of on-board trades were executed. Mid-hours saw a block of c. 540k sharesbeing picked at LKR218.0 after which its p rice touched LKR219.0. The counter closed with a gain of 0.5% at LKR217.8.

    Ceylon Tobacco Company traded at its 52-week high of LKR800.0 whileseveral counters touched 52-week low levels; CIC Holdings, SoftlogicFinance, Asia Siyaka Commodities , Kuruwita Textile Mills and SMB Leasing.Subdued retail activity persisted with some interest surrounded LankemDevelopment (+0.0%), Access Engineering (+8.24%), Pan Asia BankingCorporation (+2.7%) and Blue Diamond [Non-Voting] (+0.0%).

    Asian Stocks Head for Nine-Month High on US Budget: European Stocks RiseAmid US Budget Optimism: Asian stocks rose as US President madeconcessions in negotiations to break the budget impasse. The MSCI AsiaPacific Index gained 0.4% to 127.83 as of 3:23 p.m. in Tokyo. The Stoxx Europe600 Index rose 0.3% to 280.08 at 8:05 a.m. in London.

    Oil Advances a Third Day After Progress on US Budget Agreement: Oil rose for a third day in New York on speculation that an agreement will be reachedto avert a US budget impasse that would trigger automatic spending cutsand tax increases next year, sapping demand for fuels. Crude for Januarydelivery climbed as much as 70 cents to USD87.90 in electronic trading onthe New York Mercantile Exchange.

    Sri Lanka and Mongolia forex debt ratios high: Foreign currency denominated debt is expected tofall as a ratio of current receipts in except for Sri Lanka and Mongolia, where it will remain high,Fitch Ratings said in a report which tracked 12 emerging Asian nations. " At the regional level,

    FC-denominated debt is projected to decline as a ratio of current external receipts ," Fitch Ratingssaid in a report. "However it is projected to remain above 100% for Sri Lanka and to remainabove the end-2011 level for Mongolia. This factor is likely to weigh on these sovereigns' ratings. " Sri Lanka has a 'BB-' rating from Fitch. However analysts say under laws governing SriLanka's Central Bank, all maturing state dollar debt can be directly settled against availableforeign reserves (if available) when they fall due posing absolutely no threat to domesticmonetary system or economy. Even sovereign bonds can only sold before maturity to anotherdollar holder, usually foreign, in the secondary market with little impact on the domesticeconomy. Maturing dollar loans and bonds can be repaid in the same way InternationalMonetary Fund loans are settled, with no 'reserve pass-through' via domestic monetary base.

    But rupee denominated Treasuries when sold in the domestic secondary market beforematurity, can push interest rates up and also generate liquidity shortages by contracting themonetary base when the Central Bank tries to supply dollars to fleeing bond holders.

    Aussie investment in the pipeline: Despite concerns on human rights, Australia yesterday put itssupport firmly behind Sri Lanka to chair the Commonwealths highest consultative and policy -making body and agreed to promote investment to boost the post-war economy. AustralianForeign Minister Robert Carr, who is on a four-day visit to the island, told a joint pressconference with his counterpart that the two Ministers also discussed trade and investment,with promises from Australia to look into possible projects. Both parties described Australianbusinesses as being eager about Sri Lanka, but failed to mention specifics. We want to build trade and investment. I want standout examples of Australian investment confirmed and secured so that I can tell other businesses that Sri Lanka is open to investment. Our talks havebeen extensive and I think the cooperation I have received has helped lift relations between the

    two countries, Carr noted. Carr also stressed that they would urge the international communityto engage with Sri Lanka on alleged war crimes and other concerns, insisting that it is the wayforward. Sri Lanka will chair the Commonwealth Heads of Government Meeting (CHOGM) inNovember next year. Carr insisted that accepting accountability for the events at the end of thewar is part of the reconciliation process that is consistent with our goal of seeing a stable and

    prosperous Sri Lanka . He went on to say that the Australian Government would supportreconciliation through its aid programme. I think engagement with the Sri Lankan Government as it manages these difficult tasks and accepts responsibility in implementing the LLRC is the way

    forward. Australia has extended assistance to Sri Lanka in organising CHOGM in November2013, External Affairs Minister G.L. Peiris said. A group of Sri Lankan officials will be sent toCanberra as part of the expertise transference process.

    Record-breaking 950,000th tourist for 2012 arrives today: Sri Lanka will welcome its 950,000thtourist today, 13 days before the year-end, the scheduled date to reach this target asmentioned in the Five-Year Strategic Plan of Sri Lanka Tourism. A passenger will be picked from

    the charter flight arriving at approximately 8:25 a.m. at the Bandaranaike International AirportKatunayake as the 950,000th tourist by Sri Lanka Tourism. All attention was on the industry lastmonth to ascertain whether it could reach the initial target of 950,000 or exceed it and achieveone million by the year-end, in the backdrop of the drop in occupancy in November and theslowing down of the growth rate compared to 2011. The last available data for tourist arrivalswas for October 2012, with 80,379 tourists arriving, bringing the total arrivals for the first 10month to 774,151. Sri Lanka reached its 2011 target of 800,000 tourists last year on 19December. The industry maintained momentum since the war ended in 2009 to reach a total of 855,975 tourists last year a record-breaking figure in the history of Sri Lanka tourism. Theexpectation now is to aim for the milestone one million mark by 31 st December.

    Government says Petrol price hike wont increase inflation: Sri Lankas move to raise gasoline pricesby 6.7% will not have an inflationary impact, Government and Central Bank officials said onMonday. The country on Saturday increased the price of gasoline by LKR10 to LKR159(USD1.24), a record high in local currency terms, to keep State-run Ceylon PetroleumCorporation (Ceype tco) from suffering further losses. It wont have much of an impact , saidD.C.A. Gunawardena, the Director General of the State-run Department of Census andStatistics, which compiles inflation data. Central Bank Governor Ajith Nivard Cabraal said anyimpact would be marginal. The Government did not raise the price of diesel, which has agreater weighting in Colombos consumer price index. In November, the annual inflation rate inSri Lanka rose to 9.5% from 8.9% a month earlier, thanks to short supply in the farm sector.

    Market liquidity remains at net deficit: The liquidity shortfall that prevailed during the most partof last week continued, with the Central Bank injecting an amount of LKR13.70 bn into thesystem at the window rate of 9.50%. This intern helped keep overnight call money and reporates steady to average 10.30% and 9.40% respectively. This was subsequent to the OMOauction being rejected due to high bid rates. Meanwhile, there was hardly any trading in thesecondary bond market as yields remained steady during the day with active two way quotesbeing seen only on the five and six year maturities at levels of 12.45%-12.55% and 12.75%-12.90% respectively. Buying pressure which prevailed in the secondary treasury bill market latelast week, reduced as the Public Debt Department (PDD) of Central Bank announced a totalauction amount of LKR15 bn, an increase from previo us weeks offered amount of LKR 12 bn.Given below are the closing, secondary market yields for the most frequently traded maturities:

    In Forex markets, the rupee depreciated marginally by around 30 cents to a low of LKR128.80on the back of demand for contracts value today. However, selling at these levels saw the rupeerebound marginally towards the latter part of the day to close at LKR128.65. The totaldollar/rupee volume for the previous day was USD56.10 mn.     Sri Lanka food exporters urged to register with FDA: Sri Lanka's food exporters to the US shouldrenew their registrations with the Food and Drug Administration (FDA) quickly to avoidprohibition, the island's embassy in Washington said. " The FDA may suspend the registration of those exporters who fail to comply with this requirement before the deadline of 31 December 2012, " the embassy warned. " The Embassy wishes to reiterate that noncompliance will result ina prohibition on the importation, distribution or sale of food from the exporters thussuspended ." The registration can be renewed online athttp://www.fda.gov/Food/GuidanceComplianceRegulatoryInformation/RegistrationofFoodFacilities/default.htm. The embassy said under a food safety law (Food Safety Modernization Act)foreign firms also have to designate a US agent to communicate with the FDA.

    China Said To Set Economic Growth Target 7.5% For Second Year : China has set its initial target foreconomic growth at 7.5% for a second year and tightened its inflation goal to the lowest levelsince 2010, two bank executives and a regulatory official briefed on the matter said. Policymakers said during the annual central economic work conference that ended on Dec. 16 thatthey aim to keep inflation at about 3.5%, they said, asking not to be named as they arent

    authorized to disclose the details. The government didnt set targets for money supply or newloans at the meetings, the three bank executives said. Chinese officials are signaling tolerancefor a slower pace of growth than the average of more than 10% for the past decade as thenation seeks to shift to a consumer-driven economy. China will seek a higher quality andefficiency of growth next year, the official Xinhua News Agency reported after the leadersmeeting. The government usually reveals specific economic targets at the legislatures annualmeeting in March. Nine of 16 economists surveyed by Bloomberg News last month forecastChina would keep its 7.5% goal for growth in gross domestic product next year. The figureannounced in March 2012 was the lowest target since 2004. Chinas policy makers have set theinflation target at 3.5% for next year, the China Securities Journal reported today, citing a

    Toyota RAV4 Slumping Toward Redesign In Market It Created: Toyota Motor Corps RAV4 was anoddity when it went on sale in the mid-1990s: a tiny, low-priced alternative to hulking sport-utility vehicles such as its own 4Runner and Ford Motor Co.s Explorer.     India Holds Key Rates as RBIs Subbarao Resists Easing Calls: Indias Central B ank left interest ratesunchanged for a fifth straight meeting, as the fastest inflation among the biggest emerging nationsinhibits scope for monetary easing sought by the government. Reserve Bank of India Governor DuvvuriSubbarao kept the repurchase rate at 8%, according to a statement in Mumbai today. The decision waspredicted by 25 of 27 economists in a Bloomberg News survey, with two expecting a reduction. Thecentral bank also held the cash reserve ratio for lenders at 4.25% after a cut in October. Subbarao has sofar withstood calls from Finance Minister Palaniappan Chidambaram for lower rates to bolster aneconomy forecast by the government to expand at the slowest pace in a decade this fiscal year. Slowinggross domestic product and Prime Minister Manmohan Singhs policy overhaul to revive growth mayprompt the governor to respond to threats to growth from this point onwards, according to the RBIstatement. The inflation picture is still not comforting enough for the Central Bank to let down itsinflation guard, Leif Eskesen, Singapore-based chief India and Southeast Asia economist for HSBCHoldings Plc, said before the decision.     China Home Prices Gain in Majority of Cities as Curbs Stay: Chinas new home prices rose in the

    majority of cities the government tracks in November as property curbs slowed construction,reducing the supply available for sale. Prices climbed in 53 of the 70 cities from the previousmonth, compared with 35 in October, according to data from the National Bureau of Statisticstoday. That was the most in 18 months. Prices fell in 10 cities. The government is maintainingproperty controls, while it said it will seek a higher quality and efficiency of growth next yearafter the annual central economic work conference in Beijing over the weekend. China will stickto its real estate curbs, Liao Yonglin, an official from the Ministry of Land and Resources, said ata press conference in Beijing today, according to a transcript on the ministrys website.Because of the lower new starts in construction, with fewer new projects, prices will continue torise in the bigger cities , Jinsong Du, a Hong Kong-based property analyst at Credit Suisse GroupAG, told Bloomberg Television today. The government will be more focused on the housing

    prices in Shanghai and Beijing than in the smaller cities . Chinas new property starts fell 7.2% inthe first 11 months from last year to 1.62 bn square meters (17.4bn square feet), according tostatistics bureau data.
