(New Center with Bulk Testing Capability Opens in Kern County)

Se Abre un Nuevo Centro con Capacidad para Realizar Pruebas de Forma Masiva en el Condado de Kern

El Estado de California y el Condado de Kern anunciaron la apertura de un nuevo centro para realizar pruebas, destinado a atender a algunos de los californianos más afectados en el Valle Central. El nuevo centro, ubicado en Bakersfield, tendrá capacidad para realizar 5,000 pruebas por día. “Los datos han mostrado que el Valle Central ha sido desproporcionadamente afectado por el COVID-19. Este nuevo centro, combinado con los esfuerzos que anunció el Gobernador Newsom, ayudarán a las agencias locales en la lucha en contra del virus y salvar vidas” dijo Mark Ghilarducci, Director de Cal OES. “Realizar pruebas es la piedra angular para proteger a nuestras comunidades del COVID19. Cuando se sigue con el aislamiento y rastreo de contactos, estas tres acciones pueden reducir significativamente la propagación de la enfermedad y disminuir el impacto en nuestros residentes”, dijo Matt Constantine, Director de Servicios de Salud Pública del Condado de Kern. healthy by delivering three nutritious meals a day, and

As of July 29, local health departments have reported 23,513 confirmed positive cases in health care workers and 127 deaths statewide .Each week, CDPH updates the number of cases of Multisystem Inflammatory Syndrome in Children (MIS-C) reported in the state. As of July 28, 25 cases of MIS-C have been reported statewide. To protect patient confidentiality in counties with fewer than 11 cases, we are not providing total counts at this time. *Parents should be aware of the signs and symptoms of MIS-C including fever that does not go away, abdominal pain, vomiting, diarrhea, neck pain, rash, bloodshot eyes or feeling tired. Contact your child’s doctor immediately if your child has these symptoms. Early diagnosis and treatment of patients is critical to preventing long-term complications. The latest data is linked at https://covid19.ca.gov/ and features hospital data, county maps, cases by county and distributed PPE. Since July 23, hospitalization numbers reflect a change in reporting requirements that were implemented last week by the U.S. Department of Health and Human Services. The change resulted in historical data from 39 non-reporting facilities not being part of recent updates, resulting in lower numbers. This data will be added back in as soon as it is available.

Racial Demographics – A More Complete Picture

• Health outcomes are affected by forces including structural racism, poverty and the disproportionate prevalence of underlying conditions such as asthma and heart disease among Latinos and Black Californians.

• Overall, for adults 18 and older, Latinos and African Americans are dying at disproportionately higher levels. The proportion of COVID-19 deaths in Latinos is more than 1.5 times their population representation across all adult age categories.

• Latinos, African Americans, Native Hawaiians and Pacific Islanders are dying at

disproportionately higher levels. More males are dying from COVID-19 than females, in line with national trends.

• Almost half of all deaths continues to be in the 80+ age category.

Contact Tracing To develop contact tracing capabilities, the State has:

• Developed a data management platform in collaboration with our county partners and has offered the tool free-of-charge to all local public health departments;

• Developed a virtual training academy in partnership with academic partnership, including UCSF and UCLA, to scale our training capabilities across all counties free-of-charge;

• Redirected 3,600 state staff to augment the local contact tracing workforce of over 7,000 staff; and

• Developed a public awareness campaign, California Connected, in partnership with philanthropy to educate the public on the importance of contact tracing.

CALCONNECT DATA SYSTEM

The data management platform (CalCONNECT) went live with basic functionality as a pilot with one local health department on May 13. In the subsequent 10 weeks, 39 additional local health departments (LHD) have been added to CalCONNECT. As a result of not having all LHDs fully on the system yet, the system does not capture data for all contact tracing that is occurring in each jurisdiction or in California.

TRAINING FOR STATE AND LOCAL STAFF

In partnership with UCSF and UCLA, the state implemented the Virtual Training Academy to support the training of state and local staff to become case investigators and contact tracers. More than 7500 state and local staff have participated to date in the State’s UC VTA training for contact tracing or case investigation.

LHDs may choose to send their staff through the VTA, or may pursue other options for training their staff. In addition, LHDs had seasoned staff that did not need to go through new training for COVID19 contact tracing.

DEPLOYMENT OF STATE WORKFORCE

At the inception of this program, the state offered to redirect state staff as contact tracers free-of-charge to local health departments. With the surge of new cases, local health departments are now in need of case investigators and so we are adjusting our program to train state staff to help to fill that gap for this more advanced role. To date, we have deployed more than 1300 state staff to 20 local health departments and we continue to deploy more staff each week.

Actions Taken by the State and Federal Government

• July 31, Governor Gavin Newsom signed an executive order addressing extending the deadline for county assessment appeals boards to issue a decision on pending tax assessment appeals filed on or before March 4.

• July 29, Governor Gavin Newsom announced a series of actions to better serve workers that have experienced job loss during the COVID-19 pandemic, including the formation of an Employment Development Department (EDD) strike team, and a renewed focus on processing unpaid claims.

• July 28, CDPH promulgated regulations expanding data reporting requirements for providers and laboratories. The regulations require providers to continue to collect and report race and ethnicity data and also collect and report a patient’s gender identity and sexual orientation, so the state has more information on patients who identify as lesbian, gay, bisexual or transgender (LGBT).

• July 27, Governor Newsom announced actions to slow the spread of COVID-19 in the Central Valley

• July 24, Governor Newsom announced support for workers to isolate and quarantine outside their home, unveiled new actions to increase outreach and education to slow the spread and reduce the risk for COVID-19 at work, at home, and in the community and Announced new resources for employers to support a safe, clean environment for workers and customers

Measures are being taken at Department of Motor Vehicles (DMV) to mitigate COVID-19 spread. DMV build a Virtual Field Office of online services, and re-opened some field offices, while instituting new safety protocols for customers and staff. • Wearing a cloth face mask when out in public

• Frequently clean and disinfect touched objects and surfaces

• It is also important that anyone experiencing symptoms of COVID-19, call their health care provider first before seeking medical care so that appropriate precautions can be taken.

About the Tests: • There have been 7,811,041 tests conducted in California. This represents

an increase of 177,201 over the prior 24-hour reporting period. As testing capacity continues to increase across the state, an increase in the number of positive cases has been expected – increasing the importance of positivity rates to find signs of community spread. These numbers include data from commercial, private and academic labs, including Quest, LabCorp, Kaiser, University of California and Stanford, and the 25 state and county health labs currently testing. You can find a testing site in your area on the main CA COVID-19 website: covid19.ca.gov.

• The California Department of Public Health released updated testing guidance on July 14 that focuses on testing hospitalized individuals with signs or symptoms of COVID-19 and people being tested as part of the investigation and management of outbreaks, including contact tracing. The testing guidance also prioritizes individuals who have COVID-19 symptoms and individuals without symptoms who fall into high risk categories.

• The California Department of Public Health launched an interactive website to help Californians quickly search testing sites by location and schedule an appointment. The testing locator website features community testing locations which are open to Californians who meet current testing guidelines.

• U.S. Small Business Administration (SBA) has declared all California counties eligible for the Economic Injury Disasters Loans.

• U.S. Small Business announced that agricultural businesses are now eligible for SBA’s Economic Injury Disaster Loan (EIDL) and EIDL Advance programs.

• This SBA declaration makes Economic Injury Disaster Loans available to impacted small businesses, small agricultural cooperatives, small businesses engaged in aquaculture, and private non‐profit organizations.

• SBA loans can be approved up to $2 million but are limited to the economic injury determined by SBA. These loans are intended to assist through the disaster recovery period.

o In response to the COVID-19 pandemic, small business owners in all U.S. states, Washington D.C., and territories are eligible to apply for an Economic Injury Disaster Loan advance of up to $10,000. This advance will provide economic relief to businesses that are currently experiencing a temporary loss of revenue. Funds will be made available within three days of a successful application. This loan advance will not have to be repaid.

o This advance may be available even if your EIDL application was declined or is still pending and will be forgiven. If you wish to apply for the Advance on your EIDL, please visit https://covid19relief.sba.gov/#/ as soon as possible to fill out a new, streamlined application.

o In order to qualify you need to submit this new application even if you previously submitted an EIDL application. Applying will not impact the status or slow your existing application.

• U.S. Small Business Administration announced changes to help borrowers still paying back SBA loans from previous disasters. By making this change, deferments through December 31, 2020, will be automatic. Now, borrowers of home and business disaster loans do not have to contact SBA to request deferment.
