AUSTAFE
AUSTAFE represents the national network of senior TAFE Managers. The Association
has been operating since 1990 and the predecessor organisation, the Australian
Association of TAFE Principals, since 1980.
The primary mission of AUSTAFE is to exert national leadership in support of its
members and indirectly the TAFE systems they represent. AUSTAFE is committed to
promoting excellence in Vocational Education and Training (VET) and to developing
leaders within TAFE.
AUSTAFE's focus helps identify broad public interest, challenges and assists members
and their institutes/colleges in responding to them.
Success of the Association is measured through its ability to achieve government,
industry and community recognition, act as an advocate, develop linkages and serve
as a resource to help members and their institutions provide excellent post-secondary
education opportunities.
TAFE NSW MANAGERS ASSOCIATION (TMA)
TMA (TAFE NSW Managers Association) was established in 1984 as a chapter of
AUSTAFE. It is a professional association with a commitment to promoting excellence
in vocational education and training. It offers professional support, but not industrial
advocacy, for its members.
TMA promotes the professional exchange of ideas and interests affecting members as
well as partnerships with other VET organisations including interstate TAFE NSW
Institutes and the TAFE Directors Association.

Welcome to the 2014 AUSTAFE National Conference. Each year the national conference is hosted
by state and territory chapters or branches of AUSTAFE. As the NSW chapter, TMA (TAFE NSW
Managers Association) is excited to bring together members and colleagues from across Australia
to network and discuss the latest trends, activities, policies and reforms within the Australian
tertiary education sector.
The theme of the 2014 AUSTAFE National Conference, the New TAFE, reflects our experiences of
significant change and reforms throughout Australia. It is an important time for TAFE, within the
broader tertiary sector to be really clear about the value we create for individuals, industry our
regions and the economy. Like any successful organisation, TAFE needs to renew its business to
stay relevant to the current and future skill needs of our customers, employers and students. We
are not just navigating skill reforms, we are reshaping our organisation for a changed world.

Pam Christie – Managing Director – TAFE NSW
Pam is the Managing Director of TAFE NSW. Her key responsibilities include positioning TAFE
NSW to meet the State’s skill priorities and working with industry to ensure a highly skilled and
productive workforce. Pam has worked in education and training for over 30 years. She began
her career as a secondary school teacher, worked overseas as an Australian volunteer and for
the Adult English Migrant Service. Pam has held senior Government positions in the vocational
education and training sector, leading regulatory and funding reforms in NSW including major
reforms related to apprenticeships. Pam has headed up both South Western Sydney Institute
and Sydney Institute and led the initiative to establish TAFE NSW as a higher education
provider.

Russell Scott – TMA President Russell Scott has been the Director of St George TAFE College since February 2011. He began his
professional career in 1984 as a high school teacher of German, Italian and Japanese before moving
to TAFE in 1993. He taught languages and English as a Second Language at Meadowbank TAFE
College where he also worked as a Head Teacher. In 2005-6 he was recruited to a project which
involved travelling on ten occasions to Japan to promote TAFE NSW to international students and
study tour groups. From 2007 to 2010 he held several business development and management roles
within TAFE NSW. Russell was elected President of the TAFE NSW Managers Association in 2012.
Lyle Mellors - AUSTAFE Past President / Senior VET Advisor
Currently the AUSTAFE National Immediate Past President, Lyle has served on the national
executive since 2006 and was President in 2011 and 2012. With almost 30 years of experience and
skills within the Northern Territory's Vocational Education and Training sector, Lyle has been a
valuable resource to the AUSTAFE organisation. Lyle commenced as a TAFE lecturer in 1985, and
has since filled a number of middle management positions including head of department, senior
lecturer, Advanced Skills lecturer, assistant head of division, Charles Darwin University (CDU) Alice
Springs Campus Leader and Senior VET Adviser. As CDU’s Senior VET Adviser, Lyle is responsible
for managing CDU's delivery of VET in Schools and School Based New Apprenticeships.

Philip Marcus Clark AM is Chair of the NSW Skills Board, a member of the J P Morgan Advisory
Council and serves on a number of boards and advisory boards. He was formerly CEO and
Managing Partner of two leading Australian law firms. Phil has extensive board experience in the
tertiary education sector, including as former Chair of the Education Investment Fund Advisory
Board, Chair of the NSW Government Taskforce on International Education and as a member of the
Australian Research Council. He also serves on two advisory boards, the ATN Universities Research
Impact Advisory Board and the University of Wollongong Early Start Advisory Board and on the
boards of two not-for-profit educational organisations, AIME and High Resolves Foundation.

Robert Petherbridge – Executive Director, Strategic Policy and Executive Services –
TAFE Queensland
Robert was instrumental in the early implementation of skills reform in Queensland
through his role as secretary to the Queensland Skills and Training Taskforce. Robert went
on to coordinate the TAFE reform program which saw the creation of TAFE Queensland
as an independent statutory body. In his current role, Robert is responsible for
establishing TAFE Queensland as a recognised contributor and leader of strategic policy.
Olga Popovic – A/Executive Director TAFE NSW Transformation
Olga Popovic is the A/Executive Director TAFE Transformation. In this role she leads, drives and shapes TAFE NSW’s
governance and business reforms to ensure that TAFE NSW can compete in a more contestable market with the
introduction of the NSW Government’s Smart and Skilled reforms from 1 January 2015 while meeting the
Governments expectations of TAFE as detailed in the TAFE Statement of Owner Expectations August 2013. Olga is a
CPA and has had extensive experience in working across NSW Government agencies, having started her career with
the Audit Office of NSW. Prior to her current role Olga was seconded as a Departmental Liaison Officer to the
Office of the Minister for Education and on her return to the Department of Education and Communities worked on
the NSW vocational education and training reforms

John is responsible for the development and implementation of VET strategies and
policies to ensure the viable delivery of trade and technician programs that achieve 'best
practice' training outcomes. John began his TAFE teaching career after a long career in
the hospitality industry working in some of Australia's top hotels. John's passion for
teaching and learning has been supplemented with a range of qualifications related to
teaching and also business, frontline management and project management over his
career in vocational learning. He has worked as a faculty head and senior manager and
leader in innovative teaching and learning practices.
Peter Roberts – Institute Director, TAFE NSW – South Western Sydney Institute
Peter leads one of Australia’s largest educational institutions, with more than 52,000 students
engaged in training across nine colleges, local workplaces and overseas locations. Peter is
focused on ensuring programs and services underpin employment growth and economic
prosperity for individuals, industry and communities particularly in the South Western Sydney
region. Since his appointment in May 2010, he has developed a culture of innovation in
vocational education and training services and built strong partnerships with industry and
universities to provide students with pathways to employment and higher education. Peter
holds a Masters of Education (Adult Education), University of Technology, Sydney; Bachelor of
Arts, University of New England; Diploma of Teaching (Technical), Sydney Teachers College
and TAFE NSW mechanical engineering qualifications.
Stephen Conway – CEO, TasTAFE
Stephen joined TAFE in South Australia as an Engineering Lecturer and as part of his duties
developed National Curriculum learning resources. In addition he embarked on a National
role to design a re-training package for refrigeration/air conditioning mechanics to assist
the industry’s transition to ozone friendly refrigerants. As an Educational Leader, Stephen
was awarded an International Research Fellowship from ANTA to explore the use of
emerging technology to increase the flexibility of Vocational Education and Training
delivery. Stephen’s strong educational focus, particularly in innovative delivery and meeting
the needs of students, remains a driving force for him even though he has moved from the
Classroom to the Boardroom.

Adrian Marron – CEO, Canberra Institute of Technology
Adrian Marron is the CEO of the largest vocational education and training institution in the
Australian capital, with more than 24,0000 students annually providing programs and
services in a wide range of disciplines. Adrian has been in this post for four years and came
to it after senior roles in the South Australian and Victorian TAFE systems. He has an
extensive background across the education sectors including a variety of roles in the UK and
PNG prior to coming to Australia. Adrian has contributed to a number of policy debates at
the State and National level and has spoken at many conferences and events in Australia
and overseas. He is a Fellow of the Australian College of Educators, a board member of
TAFE Directors Australia and a fellow of the Australian Institute of Management.
Michael Coppola – Director, TAFE Transition Taskforce, Victoria
Michael Coppola is the Director of the TAFE Transition Taskforce. The Taskforce acts on behalf
of the Victorian Government as the owner of 12 TAFE institutes.
Michael joined the Victorian Government in 2005 and has worked in a number of roles across
the Department of Treasury & Finance, and the Department of Education and Early Childhood
Department, in particular on skills reforms.

Claire has recently completed four years as the CEO of ACPET. Previously, Claire worked at TVET
Australia where she established the Commonwealth’s first national VET regulator, NARA (National
Audit and Registration Agency). Prior to that Claire worked in a range of strategic policy,
planning and performance review roles at both National and State government levels, as well as
in TAFE NSW and Mission Australia.

Professor Erica Smith – Federation University Australia
Erica Smith has taught on VET teacher-education programs at three universities, and has
extensive VET-sector and industry experience. Her VET-sector experience includes teaching
in TAFE, managing an RTO and managing a State Industry Training Advisory Board. Erica
currently holds a Personal Chair in VET at Federation University Australia and has undertaken
many VET research projects nationally and internationally. She recently won a major
Australian Research Council grant to look at whether higher levels of qualification for VET
teachers would improve quality in the VET system.

In his former role as Associate Director of TAFE NSW – Western Sydney Institute, Ron showed

partnerships for TAFE and its partners. Achievements include TAFE partnerships with SEEK
Learning, the establishment of the National award winning Australian Racing and Equine

Industry Collaboration category of the 2014 NSW Training Awards. Ron believes that work-

Berwyn Clayton is Director of the Work-based Education Research Centre at Victoria University. She
has over 30 years’ experience as a practitioner-researcher in VET. A founding member of Australian
Vocational Education and Training Association (AVETRA) and a Fellow of the Australian College of
Educators she was awarded National Centre for Vocational Education Research (NCVER’s) VET
Researcher of the Year in 2011 and Victoria University’s inaugural Chancellor’s Medal in 2012.

Regan Harding – Leader, Learning Infrastructure, North Coast TAFE Regan Harding is Leader, Learning Infrastructure at North Coast TAFE (NSW) and an emerging
researcher with publications in the areas of equity, Aboriginal learning, leadership and industry
currency. In 2008 she was awarded a NCVER Building Researcher Capacity scholarship and in 2009
awarded ‘New Researcher Best Paper’ by the AVETRA. Her most recent project is in partnership
with Hugh Guthrie, Berwyn Clayton and Pam Every from Victoria University, exploring the impacts
of competency completions on assessors, workplace supervisors and apprentices.

Rod Cooke – Community Service and Health Industry Skills Council
Rod is the CEO at Community Services and Health Industry Skills Council. He has an extensive
background in leadership, workforce development and governance in business, community
organisations and the vocational education sector. He has held senior management and
workforce development positions in the Army, Government, private enterprise and the not-for-
profit sector. These include positions of CEO at Orana Education & Training Cooperative Ltd
and National Learning & Development Manager with NRMA. Rod has significant not-for-profit
and community experience in Board and volunteer roles for over 20 years including UPA Aged
Care Services and is currently on the Board of the Lane Cove and Northside Community
Services and Rural Financial Counselling Service NSW - Central West.

Tim Ferguson – Business Partner, Leading Teams
Tim Ferguson is a facilitator with Leading Teams. Leading Teams work with a range of
corporate and elite sporting organisations to improve performance by focusing on their
culture. Prior to joining Leading Teams he spent 14 years in the vocational education and
training industry with Construction Training Australia, the Victorian Chamber of Commerce,
and Gordon Institute of TAFE. Tim played a role in The Gordon becoming the most
commercially successful TAFE Institute in Australia during the initial period of VET reform in
Victoria. Tim’s number one motivation is being part of a successful team. There is nothing
more satisfying than being part of a group that is able to use its collective strengths to
overcome a challenge. In my experience, the basis of this success always comes down to
honesty and accountability.
John Tucker – Director Educational Delivery, TAFE Queensland Skills Tech
John is responsible for the development and implementation of VET strategies and policies to
ensure the viable delivery of trade and technician programs that achieve 'best practice'
training outcomes. John began his TAFE teaching career after a long stint in the hospitality
industry working in some of Australia's top hotels. John's passion for teaching and learning
has been supplemented with a range of qualifications related to teaching and also business,
frontline management and project management over his career in vocational learning. He
has worked as a faculty head and senior manager and leader in innovative teaching and
learning practices.
