THE FOUNDATION FOR THE DEVELOPMENT OF

INTERNATIONAL LAW IN ASIA

The Foundation for the Development of International Law in Asia (DILA) was

established in the belief that economic and political developments in and among the countries of Asia

had reached the stage that they would welcome and benefit substantially from a mechanism that

would promote and facilitate precisely those exchanges among their international law scholars that

had failed to develop during the colonial era; and that a regular and reliable source of information

concerning international law as applied or interpreted by the States of Asia would be of interest to

other States and contribute significantly to the progressive development of an international legal

order. The Foundation was established, in the words of its charter, for:

Promotion of the study and analysis of topics and issues in the field of international law, in

particular from an Asian perspective;

Promotion of the study of, and the dissemination of knowledge of, international law in Asia;

promotion of contacts and co-operation between persons and institutions actively dealing

with questions of international law relating to Asia.

The Foundation will be concerned with reporting and analyzing through informed discussion,

developments in the field of international law relating to the region, and not primarily with efforts to

distinguish particular attitudes, policies or practices as predominately or essentially “Asian”. If they

are shown to exist, it would be an interesting by-product of the Foundation’s essential function, which

is to bring about an exchange of views in the expectation that the process would reveal areas of

common interest and concern among the State of Asia, and even more importantly, demonstrate that

those areas of interest and concern are, in fact, shared by the international community as a whole.

INTRODUCTION

HASANUDDIN UNIVERSITY

Hasanuddin University is one of the major stated-owned universities in Indonesia, based in

Makassar, the capital of South Sulawesi province. The University was inaugurated in 1956 by the first

Vice President of Indonesia Dr. Mohammad Hatta and named after Sultan Hasanuddin, a King of Gowa

Kingdom. Another important fact of Hasanuddin University is that the two oldest faculties (Law and

Economic) used to be part of University of Indonesia, known as the Faculty of Law and Faculty of

Economic of University of Indonesia in Makassar. Hasanuddin University also known as the biggest

University outside Java and has been the source of excellent in the Eastern Part of Indonesia.

Hasanuddin University, Faculty of Law offered wide range of legal disciplines such as:

criminal law. Civil law, administrative law, international law, and several other disciplines in the area

of legal practice, sociology of law, environmental law and several subjects related to the law of the

sea. Currently, the Faculty of Law has 108 Lectures, and has 2,499 Bachelor students, 370 Master

students and 200 Doctorate students.

Hee Eun Lee

Associate Dean, Handong International Law School, South Korea

Profile: Hee Eun Lee is Associate Dean and Professor of Law at Handong International Law School. He is the Executive Editor of the Asian Yearbook of International Law. He received his law degrees from Syracuse University College of Law (J.D. with honours) and New York University School of Law (LL.M.) He practiced law in New York where he was involved in commercial litigation and maritime arbitration. Professor Lee was a visiting fellow at the Center for Law and Religion at Emory Law School (2011) and has lectured in the Regent University School of Law Summer International Law and Human Rights Program in Strasbourg, France (2005 and 2013). He teaches and writes in the areas of public international law, international human rights, international economic law, and property, His upcoming publication is scheduled for release in 2016 entitled “The Making of International Law in Korea: From Colony to Asian Power with Seokwoo Lee to be published by Martinuss Nijhoff Publishers.

Hikmahanto Juwana

Professor, Faculty of Law, Universitas Indonesia, Indonesia

Profile: Professor Hikmahanto Juwana graduated from the Universitas Indonesia and holds an LLM from Keio University, Japan and a PhD from the University of Nottingham, UK. He was appointed as Senior Legal Adviser to the Coordinating Minister for Economic Affairs. His other appointments include being a member of the Legal Experts Team at the Ministry of Defense; the Legal Committee at the Ministry of State-Owned Enterprises; and the Taxation Oversight Committee at the Ministry of Finance. He taught International Law at the University of Indonesia, and was the Dean of the Faculty of Law from 2004 to 2008. He also teaches Law at various universities in Indonesia and has been a visiting professor at the University of Melbourne, National University of Singapore and Nagoya University, Japan.

Kevin YL Tan

Director, Equilibrium Consulting Pte Ltd;

Professor (Adjunct), National University of Singapore, Singapore

Profile: Mr. Tan is Adjunct Professor at National University of Singapore School of Law and currently Director at Equilibrium Consulting Pte Ltd. He was born and educated in Singapore, graduating with LLB (Hons) from the Faculty of Law of the National University of Singapore in 1986. He joined the teaching staff of the same faculty that same year. Subsequently obtained his LLM (Masters of Law) and JSD (Doctor in the Science of Law) at Yale Law School in the United States. Beyond his university duties, he has been active in many organizations, serving as Singapore Academy of Law Legal Heritage Committee (since 1999), Executive Director of the Society of International Law, Singapore (1998-2003), President, The Roundtable (1999-2002). Since 2001, he has been President of the Singapore Heritage Society.

Maskun Zulkifli

Senior Lecturer, Hasanuddin University, Indonesia

Profile: Mr. Maskun graduated from the Hasanuddin University, Indonesia. He holds an LLM in International Law at the University of New South Wales, Sydney and a PhD from his bachelor’s alma-mater, Hasanuddin University. He is resident senior lecturer at Hasanuddin University, where he gets chance to taught international law. He is also lecturer for the Environmental Law Clinic at the university as well as one of the Presidiums for the Indonesian Network for Clinical Legal Education (INCLE). As researcher, he had produces number of publications and books, addressing range of issues, such as cyber-crime, maritime law, environmental law, and international law. By 2013, He was appointed as Chief Editor for the Hasanuddin University Journal of International Law.

Seokwoo Lee

DILA Chairman; Professor, Inha University Law School, South Korea

Profile: Mr. Lee is Professor of International Law, Inha University Law School, Korea. He is also Chairman of Research Committee, SLOC (Sea Lanes of Communication) Study Group-Korea; and Chairman of the Foundation for the Development of International Law in Asia (DILA). Prior to taking his current post at Inha, he conducted research at a number of universities including the University of Tokyo, Harvard, Georgetown, Oxford, Durham, and George Washington. He holds a D.Phil. (Oxford), LL.M.s (NYU, Minnesota, and Korea University), and LL.B. (Korea University). His research focuses on Territorial and Boundary Disputes, Law of the Sea, and International Human Rights Law.

Andri G. Wibisana

Senior Lecturer, Universitas Indonesia, Indonesia

Profile: Mr. Wibisana joined the Faculty of Law, Universitas Indonesia, since 1998 as one of the lecturers at the faculty. Historically, he graduated from the Faculty of Law, Universitas Indonesia in 1998, and from Master Program on Law and Economics, Utrecht University, the Netherlands in 2002, and finally attained his Doctoral degree at the Faculty of Law, Maastricht University, in 2008. He joined the Faculty of Law, UI, since 1998. By 2011, He was trusted to gave lectures on the Economics of Public Law at the European Master in Law and Economics (EMLE) Program, the Faculty of Law, Erasmus University, the Netherlands. Additionaly, From October 2013 until April 2014, he conducted research on REDD and climate change law at the Center for Climate Change Law, Columbia Law School.

Presentation: The Role of Indonesia in Shaping Legal Basis to Reduce Emission from Deforestation and Forest Degradation.

Buhm-Suk Baek

Professor, College of International Studies, Kyunghee University, South Korea

Profile: Professor Baek graduated from the Seoul National University and holds an MA degree in Intenational Cooperation at Yonsei University and an LLM from Cornell Law School, the same law school where he later took his JSD (Doctorate in Law) degree. He has been appointed as research fellow in South Korea by the ASAN Institute for Policy Study as well by the National Human Rights Commission of Korea. He was also visiting researcher at Georgetown University Law Center back 2011 to 2012. Today, he is the Professor of Law at the College of International Studies of the Kyunghee University.

Dwia Ariestina Pulubuhu

Rector, Hasanuddin University, Indonesia

Profile: Professor Dwia is the currently presiding Rector of Hasanuddin University. She holds the bachelor degree in Social Studies at the Airlangga University (1982 – 1985) and later at the Hasanuddin University (1985 – 1986). It was then Department of Sociology and Anthropology of the Ateneo de Manila University, Phlippines, where she decided to pursue her MA degree. Later on, she spent some years to finished her Doctoral degree on Social Studies with focus on Sociology at the Hasanuddin University. By 2001 to 2002, she was also entrusted as the Coordinator on Conflict Resolution Division of the Study Center on Human Rights at the Hasanuddin University.

Professor, Universitas Indonesia, Indonesia

Profile: Ms. Ishibashi is currently working as the Associate Professor for the Tokyo University where she taught international law. Aside from teaching, she have published several publications, namely: “Human Rights Law approach to Climate Change: National and Complementary Support of the Potential for Community”; “The Critical Implications from the Past: The Relationship between the ROK and Japan and the Effectiveness of the Policies including its Original Economic Sanctions against the DPRK”; and Co-editors along with Alexandre Kiss and Dinah Shelton on the “Economic Globalization and Compliance with International Environmental Agreements”.

Profile: Mr. Syarif is currently Senior International Environmental Law Lecturer at Hasanuddin University Law School. Aside teaching in Hasanuddin University, he is also regular visiting lecturer at the University of Sydney Law School and University of South Pacific, Law School, Vanuatu. Outside his teaching activities, he is the Senior Advisor on Justice and Environmental Governance at the Partnership for Governance Reform in Indonesia. His other appointments including the Member of Teaching and Capacity Building Committee at the IUCN Academy of Environmental Law, the Executive Board Member of the Indonesian Center for Environmental Law (ICEL) and the Principal Trainer of “International Environmental Law” at the Supreme Court and the Ministry of Environment.

Nirmala M. Doddamane

Lecturer, Bina Nusantara University, Indonesia

Profile: Ms. Doddamane is lecturer at Bina Nusantara University. Her expertises are covering the matters such as international relations, international development, capacity building, project management, policy analysis and public policy. Outside her academic career, she is also extensively working as Project Manager for the Parliamentary Support Program at the United Nations Development Programme (UNDP) Indonesia

R. Herlambang P. Wiratraman

Senior Lecturer, Airlangga University, Indonesia

Profile: Mr. Witraman graduated as bachelor of law from the Airlangga University. He took his MA. Degree in the Faculty of Graduate Studies of the Mahidol University, Thailand with focus on Human Rights and Social Development. By the 2014, he attained his Doctorate at the Faculteit Rechtgeleerdheid, Universiteit Leiden, the Netherlands. He is known as the founder and member of the Southeast Asian Human Rights Studies Network (SEAHRN), the chairperson of Indonesian Lecturer Association for Human Rights and the Chairperson of Indonesian Association for Philosophy of Law. He is currently teaches at the Faculty of Law, Airlangga University, while at the same time appointed as Secretary at the Center for Human Rights Law Studies in the University.

Widati Wulandari

Senior Lecturer, Padjadjaran University, Indonesia

Profile: Ms. Wulandari is lecturer at Padjadjaran University. She received her law degrees at the Padjadjaran University (Bachelor) and the University of Sydney (Master of Criminology). She is currently taking the Doctorate program at the Padjadjaran University. Her specialization in International Criminal Law has brought her in extensively working with the Institute for Policy Research and Advocacy (ELSAM). In 2007, she was appointed to join the Board of examiners for ELSAM’s Exposure of Examination Result on the Human Rights Judgment made on the East Timor (Case of Adam Damiri). In 2009, she was trusted to teach International Criminal Law on ELSAM’s Human Rights Courses for Lawyers at SLCD Sentul, Bogor, Indonesia. Aside from teaching criminal law, she is also lecturer of Anti-Corruption Law Clinic at the Padjadjaran University as well as one of the Presidiums for the Indonesian Network for Clinical Legal Education (INCLE).

Winner Sitorus


Profile: Mr. Sitorus received his bachelor’s degree from Hasanuddin University. At American University, he received his Master degree on International Legal Studies from the Washington College of Law. Later in 2014, he concluded his doctorate program at Airlangga University. He is currently the Head of Private Law Department of Hasanuddin University. He taught private law in both bachelor and master students. His teaching areas are mainly International Private Law, International Contract Law, Corporate Law, IP Laws and Competititon Law.

AIRPORT TAXI

For those using cab to reach the city from Hasanuddin International Airport, you can book

Airport Taxi on its Reservation Counter inside the Airport. The prices divided into 3 zones, started in

IDR 100.000, - (Zone 1), IDR 135.000, - (Zone 2) and finally IDR 160.000, - (Zone 3). You may take a

Taxi Directly without reserving where it may cost only about Rp.70.000, - but that does not include

the Toll Fares.

Most people get around using public transportation called “Pete-Pete”. The transportation

cost you approximately IDR 5.000,- for a single one-way trip. To avoid lost in travel, you should

OTHER RIDES

As you reach the city, the options for public transportation varies from Pete-Pete as

PLACES TO VISIT

Benteng Rotterdam (Fort Rotterdam) was a Dutch fort built in Makassar on the island of Sulawesi in Indonesia during the 1670s, it was originally known as Ujung Pandang fort and was built in 1545 by the 9th King of Gowa, I manrigau Daeng Bonto Karaeng Lakiung Tumapa'risi' kallonna. Within the Fort, you may find Museum La Galigo that exhibits information related to La Galigo manuscript as well as the historical references of the Fort and Gowa-Tallo Monarchy.

Paotere is a harbour located in Ujung Tanah district, Makassar, where it took at least ± 5 km (30

minutes) of road travel from the city centre to reach the spot. Paotere harbour is one of the surviving

proofs of Gowa-Tallo monarchy that stand stills since the 14th century to the present. It witnessed

some of the major historical moments such as when the Monarchy set to sail over 200 Phinisi boats

to Malacca. Today, the place is a fishery hubs as well as the display booth of commercially used phinisi

boats in Makassar.
