The establishment of a commissioning plan will support market participants in their transition towards Nordic balance settlement
Background• As part of the preparation for the commissioning (Go-Live) a
commissioning plan is critical to prepare and discuss with market participants to support a smooth transition over to the new NBS model.
Purpose• Establishment of a commissioning plan for the hand over of
settlement business from TSOs to eSett. Including contingency plans, training plans, communication plans, etc.
• This to support both eSett, TSOs and market participants.
Delimitations• Descriptions of daily operations• Only “one-time events” to be covered by the commissioning plan,
day-to-day routines to be covered by the NBS handbook

Structure data is the backbone of the settlement calculations. Market participants are required to submit structure data to eSett
• eSett is dependent on a correct baseline of structure (standing) data to be able to perform a correct imbalance settlement
• Due to higher granularity in the imbalance settlement eSett is not able to only collect standing data from the TSOs, hence eSett will be dependent on structure data updates from all market participants
• eSett will during summer and autumn 2015 input basic data to the new balance settlement system (Basse)

Testing will be done both towards testing platforms (messages) and towards the sub-sytems of Basse
• In order to verify both the functionality of the new XML-messages as well as the functionality of the sub-systems of Basse and the market participants readiness testing will be done prior to go-live
• Testing of the new xml-messages will be performed on a specific portal

The scope of the OTR is focused towards the subsystems of Basse and their integrations towards the market participants systems
Testing towards the Basse subsystems
The objective is to test the market participant capabilities with focus on:
Online Service (ONLS) the essential day-to-day activities from the market participant perspective
Messaging Service (MS) market role specific information transfer via market messages – to submit and receive
required and preferred information from eSett
Information Service (IS) testing of the market role specific information to be requested and received through the
information service

Shadow settlement will be performed during the OTR. the objective is to perform imbalance settlement for a restricted period of time
Shadow settlement
• During the Operational Test Run one week of shadow settlement will be performed. Shadow settlement means that market participants will send settlement data to eSett and eSett will perform a settlement calculation based on received data.
• Shadow settlement is performed in order to verify quality and correct operation of the settlement system (Basse), the market participant’s systems and processes.
• Shadow settlement will be performed for the whole imbalance settlement process scope, simulating operations after go-live in all countries.
• The shadow settlement period will be performed based on settlement data from the full week 39, 2015.
• Market participants will report this data during weeks 46 & 47 (9/11-22/11 2015
• eSett will perform the settlement calculations during week 48 (23/11-27/11 2015) and present the results of the calculations to each market participant respectively

Parallel reporting will be enabled one month prior to go-live
Parallel reporting
• Finnish market participants will be able to submit their settlement data to eSett 1 month prior to go-live.
• Imbalance settlement procedures and calculations will during this period be performed by both Fingrid’s and eSett’s settlement systems
• This is the possibility to fine tune the integration towards Basse
