How-to-do-it agenda
1. Right for market to understand the basics- Good for society at large - big time- Business case for all – win-win with network effect- Business request: Paper and e- > equal regulatory
treatment (esp VAT) – possible in managed networks and common rulebook
- Buyer’s right: “e-invoice or NO invoice”- Seller’s right: charge extra for paper invoices2. Only banks can take care of SME-sector – but only
as network…3. Key elements for success4. Choose common mass-market format – but AFI-AFO
is needed.

Fundamental Mega-class arguments for e-invoicing:
1. EACT: “243” billion first-line cost-saving potential in b2b + 30-40 billion in b2c
2. better service - increasingly precondition for doing business (mandatory already in public sectors in 6 countries)
3. 2.800.000 tons smaller CO2 footprint4. Learning for innovation – by doing - just in
time - not just in case5. EU demographics – liberating for productive
work
Which one comes first?
Productivity today?
Better service today?
Environment today!Innovation base today!?
Liberating resources!
Each one compelling on its own – time for action!!

Is there a better case for the Lisbon agenda?
• Finnish State Treasury: cost estimate for incoming manual invoice € 30€, e-invoice 10€, fully automated 1€….
• Take the 20€ saving for incoming X 14 billion b2b = 280bn€– per year….
• Finnair: 40€/incoming manual invoice• Electrolux: 50€/incoming manual invoice• Finnish Employers Federation:• annual saving from b2b e-invoicing at 2,8bn€ (+ b2c 400m€)• European Association for Corporate Treasurers: b2b
243bn€ per year• EU commission: b2b 238bn€ - over six years…

Billentis/Bruno Koch research• Cost for paper sales invoice €8-18 (my comment:
appears high) saving potential 40-50% • Cost for paper purchase invoice €11-32 (my
comment: appears low) – saving potential 60-90% • Average of these would produce €380bn in EU• E-nough…

Up to 243 Billion Reasons … Butonly the beginning
•It is processing only - more fromlower credit risk, faster cash flow, lower fraud, lower IT-cost, etc.
•It is e-invoicing only – other documents in procurement process will add more…
•It is b2b only – 30-50bn more from b2c…
•Opportunity to grant cheaper financing to SMEs – buyers also benefiting
•Top dimension: staff moving from routine tasksto more productive work…

Public sector initiatives driving eInvoicing.
• Denmark - mandatory by law – as of 1.2.2005 only e-invoices accepted in public sector
• Singapore – mandatory 1.5.2008
• Sweden - e-invoicing mandatory with public sector 1.7.2008
• Italy - Finance Act: “article 5, obliges all companies to send electronic invoices to state administration starting 1.7.2008, in order to be paid…”
• Finland - Enforcing e-invoicing in public sector today – final deadline 31.12.2009. City of Tampere, Nordea, Lindstrom, Kesko, TietoEnator,.. Have issued “E-invoice or No Invoice” deadlines.
• Spain – mandatory 1.9.2009
• Brazil – in several public sector areas already
• 10 more in EU with advanced plans – by 2010 it is expected that b2gov e-invoicing will be mandatory in most countries
