    Council has long sought transport improvements for the Shire

    As part of the Hills 2026Community StrategicDirection, residents saidthey wanted Council towork together with thecommunity to advocatetheir needs.

    One of the communitysgoals is I can get where Ineed to go.

    Council has long soughttransport improvementsfor the Shire and supportedthis community directionby urging residents toparticipate in a New SouthWales Parliamentary inquiryestablished to addresstransport and infrastructurede ciencies in the North-West Sector of Sydney.

    The Inquiry Committee islooking in particular at therequirements for futureroad, rail and bus links andthe planning and funding of a rail network.

    The Legislative CouncilsGeneral Purpose StandingCommittee No 4, chaired bythe Hon. Jenny Gardiner MLC,is conducting the inquiryand held public hearings inearly November.

    These libraries are also a one-stop-shop, for Council services,providing people with greaterchoice and access.

    Residents no longer need to drive tothe Council Administration building

    in Castle Hill to perform simpletransactions.

    Rate payments, pet registrationand building certi cate applicationsand general enquiries can take

    place at your library.

    Payments can be made by EFTPOS($10 minimum), credit card orcheque. No cash is accepted. Pleasenote there is a 1% surcharge on allcredit card transactions.

    How Council reports

    Hills 2026 is Baulkham HillsShires Integrated Planning

    Framework. The purpose of this framework is to translateour communitys aspirationsinto Council planning for thefuture.

    It is a framework thatbalances Councils social,

    economic, environmental,nancial and governing

    responsibilities to put thecommunity on the right pathfor a sustainable future.

    Council reports re ect thethemes of Hills 2026 -

    Resilient Leadership, VibrantCommunities, BalancedUrban Growth, ProtectedEnvironment and ModernLocal Economy.

    holds its Ordinary Meetingon the second and fourthTuesdays of each month,beginning at 7pm. No Councilmeetings are held duringJanuary.

    Council is looking for community volunteers to join the team

    Restoration work has begunon historic Mungerie Houseat Rouse Hill.

    The newly restoredhomestead will becomehome to the Rouse HillVisitor Information Centreand provide an historicalanchor for amenities in TheNew Rouse Hill community.

    T h e Hi s t o r y o f M u n g e r i e

    Built in the 1890s, MungerieHouse is an example of

    late Victorian architectureand was one of the earliesthomesteads established inthe Shire.

    The name Mungerie isaboriginal and is believedto mean eating place talltrees.

    The original homestead,built in ve stages in 1895,comprises four roomsaround a central hall, a

    verandah on three sidesand a kitchen at the rear.

    Alterations and additions tothe house continued untilthe 1980s.

    The property has formerlybeen used for sheep andpoultry farming, orchardsand dairy farming - and hasbeen used as a backdrop for

    lm and television, including Dad and Dave and TheSquatters Daughter.

    Due for completion byMarch 2009, the $4 millionrestoration of MungerieHouse and its surroundswill deliver a range of resident facilities includinga swimming pool, sportingfacilities, tennis courts andclubhouse.

    Community facilities willinclude a childrens play areaand landscaped gardens,plus the fully-accreditedVisitor Information Centrepromoting both local andregional tourism.

    Since 2006 the doors of Councils Environment Centrehave been open to locals.

    The Centre has an extensivereference library andenvironmental educationof cers are on-hand to provideadvice and assistance withany environmental issue.

    Several key environmentalprojects are coordinatedfrom the centre including

    Privet out of Cattai, aimed ateliminating this highly invasiveweed; the Waterwise GardenDemonstration displaying

    various drought tolerantplant species; and the HillsShire Horse project assistingrural landholders in theenvironmental managementof their properties.

    As well, free workshops areheld throughout the year. To

    Council supports the conceptof a clean, green Shire byusing blended biodiesel fuel topower diesel plant in an effortto reduce greenhouse gasemissions.

    Following the successful six-month trial earlier this year onfour works vehicles, Council hasopted to expand the use of thealternative fuel to power 90%of its diesel plant.

    By running 90% of Councilseet on biodiesel, signi cant

    reductions of up to 42 tonnesof carbon dioxide a year areanticipated, reinforcing ourcommitment to the Cities forClimate Protection Program.

    Biodiesel is an alternative tocrude oil based diesel and isderived from vegetable oils oranimal fats and can be blendedwith standard diesel.

    The Baulkham Hills areahas over 10km of off-road

    cycleways available forcyclists and pedestrians,extending from WindsorRoad near ShowgroundRoad in the north, throughto the M2 and Old WindsorRoad in the south.

    The Baulkham Hills LoopCycleway provides around8km of off-road pathway,mostly travelling throughscenic parklands. This route

    is relatively at, except forsome areas near Seven HillsRoad and in Sophia DoyleReserve.

    Id like to take this opportunity tothank the community for voting for meand my team at the recent elections.We are humbled and honoured by theoverwhelming support.

    The process of an election campaignis an amazing experience likeno other. Putting yourself up forpublic judgement is not easy and Icongratulate all candidates for caringenough about their community to putup their hand and for being preparedto contribute in a positive way.

    I have the additional honour of beingelected Deputy Mayor and I amthankful to my Council colleagueswho elected me to this position.

    All of us accept the responsibilitiesthat come with the job. We knowthe tasks ahead and were ready tobe the Council team the communityexpects us to be.

    I believe the public got it right onSeptember 13 and all twelve electedCouncillors have the best interests of the community at heart and I look

    2008 -2012 will be interesting timesfor Baulkham Hills Shire. We havefor the rst time in living memory aCouncil comprised of two professionalpolitical parties. It potentially willbe the best of times if effectiverepresentation can be made on behalf of our community.

    For too long our elected Staterepresentatives have done nothingbut criticise and complain aboutthe failings of State Government todeliver for our region.

    Even when our State members arein Government our region has beentaken for granted as safe seats. It isnow time to extract real commitmentsto the necessary major state projectsfrom these opposition members, not

    Working with key stakeholders toensure the completion of the CastleHill Ring Road project in a timelyand ef cient manner as well asimplementing the Castle Hill TownCentre Master plan.

    The election is over. Thank you fortrusting me to represent you foranother four years.

    The next year will be eventful.Apart from the global and State

    nancial problems, we will need tobe careful with our nancial affairs.Plans already approved call on ourCouncil to expend major capital.

    Carlingford Precinct will need a lotof community consultation and bea major capital expense over themedium term, if approved. Yourinput is still valued.

    Bus facilities will need to beaccelerated if we are to cope withthe pressures already in the publictransport system. I hope to bringforward major policy changes inthis area to our Council, so againyour input is welcome.

    Parking is also a major policy areathat needs attention in this term of Council.

    East Ward is changing asrenewal of the building stockoccurs. Hopefully we can renewinfrastructure and enhance the builtenvironment and the streetscapes.These are expensive and essentialworks but with goodwill andsound leadership we will deliver.Be Informed. Be involved.

    The recent Council Election sent aclear message that we must consult,manage and deliver to the communitythat has elected us to representthem.

    One of the rst major items forthe new Council is the Shire LocalEnvironmental Plan 2010. Duefor public release and exhibitionshortly, I look forward to engagingthe community and stakeholdersand hearing your interpretation andopinion of one of the most signi cantdocuments that governs developmentand forward planning in the Shire.

    The NSW Legislative Council StandingCommittee No.4 has commencedan inquiry into the transport needsof the Northwest. The outcome andrecommendations of the inquiryshould con rm what the public alreadyknows: the need for immediateadditional substantive investmentand consultation in relation to publictransport in the Northwest.

    It will be a pleasure to work alongsidemy fellow Councillors with their

    differing backgrounds, achievements,goals and priorities; taking BaulkhamHills Shire forward, strengtheningits nancial position and achievingthe outcomes expected by thecommunity.

    I am thrilled to join Council as therst Labor woman and the rst Labor

    Councillor representing North Ward in

    100 years and I will be working hardto live up to residents expectations. Iam really pleased that there are twoother new women Councillors, and Ilook forward to working with them andmy other fellow Councillors to make adifference and serve our community.

    We are at the beginning of the bush redanger season, October to March.The highly trained men and women of the Rural Fire Service do a wonderful

    job helping to protect us, but itis up to each one of us to play ourpart by preparing our homes againstbush res, particularly in the ruraland bushy areas of North Ward. Weneed to reduce ground fuels aroundour houses, clear gutters regularly of leaves and debris, prepare rebreaksand have a re safety plan. CouncilsBush re Awareness website is wellworth looking at.

    Council has been building footpathsaround our newer areas such asRouse Hill, enabling residents to walkto shops and schools where possible-getting healthy exercise, savingmoney on petrol, and reducing carbondioxide emissions. Unfortunately thereare some missing footpaths causingdif culties so it is time for us to takeaction and complete the footpaths andcycle ways as planned.

    As a new Councillor I want to thankyou for your support in the recentlocal government election. It is aprivilege and an honour to serve thecommunity.

    North Ward has such a broad range of needs. The territory is the largest of the four wards and offers a diversityof living environments. From rural toresidential, retail services to smallbusinesses, there are many challengesahead.

    I am mindful of the need for dedicatedopen space. As an active sports person

    I recognise the value to the communityin having room to play, compete andrelax.

    Inadequate public transport hasbeen our burden for decades. Weneed rail to unclog our roads and Iam determined to put pressure onthe state government to provide arail system. Council needs to provideadequate funding for our local roadstoo.

    It is a pleasure to have been electedas Councillor to West Ward in therecent Local Government elections.

    As a long term resident of BaulkhamHills, I am passionate about protectingthe unique lifestyle that the Hills Shirehas to offer.

    I am opposed to medium-densityhousing developments being forcedupon residents, particularly withoutadequate community facilities, roadsand transport infrastructure beingprovided to cope with increasedpopulation and demands forservices.

    The lack of public transport continuesto impact negatively upon BaulkhamHills Shire and has been the focus of much media attention in recent weeks.Now is the time to really take the

    ght up to the State Government toobtain the funding and infrastructurethat we so desperately need.

    I look forward to making a positivecontribution to our community inthese areas and am keen to hear

    residents concerns.

    I wish to take this opportunity toexpress my thanks and gratitude tothe residents of the Baulkham HillsShire, and in particular the residentsof West Ward for once again beinggiven the honour and privilege to betheir elected representative.

    Over the course of the next four yearsthe Council will face many challenges,not least amongst these challenges isthe issue of an integrated transportsystem involving rail and bus serviceson priority bus routes like in otherareas of metropolitan Sydney. It isan unsatisfactory situation given thehigh level of car dependency in theHills that there is not one designatedpriority bus route.

    Once bus routes are designated assuch, it would, under the serviceprovisions of the contract that privatebus companies have with the StateGovernment, lead to increasedfrequency under the terms of thecontract.

    Notwithstanding the political makeup of the newly elected Council I will

    use my best endeavours through theforums available to me to pursue abetter transport outcome for theHills.

    Firstly, I would like to thank thepublic for their support at the recentLocal Government Elections. I amvery pleased to be returned as aCouncillor on Baulkham Hills ShireCouncil to represent our community.I am excited about our new Counciland welcome all the new Councillorselected for this term. My prioritiesfor this term are unchanged:

    Our Financial Position - Council hasan enormous shortfall in its developercontribution plans. These funds areused to fund promised communityfacilities. We need to be responsiblein our nances so we can maintainour ageing infrastructure and providefacilities such as the green spacepromised to our residents.

    Traf c - All our residents know thetraf c problems. I oppose higherdensity units in our Shire without theinfrastructure required. Our Shireis a growth area and needs moreState Government funding especiallyon our clogged up roads such asShowground Rd. Council needs toprovide adequate funding for its roads

    and pressure the State Governmentto fund their roads.

    Public Green Space - Residents lovetheir green areas and too often cometo me about losing their promised openspace. Less important expendituresoften crowd out spending on ouropen green areas, which is an issueI watch carefully. I am pleased thatthe park at Wrights Road Castle HillI undertook to have commenced thisyear has begun development.
