    SUMMARY OF CHANGES

    Due to the significance of the revision, the publication has been re-issued. In addition, ‘AL change bars’ have been introduced to highlight significant changes and the following information is a summary of the changes.

    Introduction

    As a result of the DGTA organisational review, directorates within DGTA have been re-named and, for the purposes of this publication, will be identified as follows:

    References to Directorate of Aircraft Maintenance (DAIRMAINT), now Directorate of Aviation Regulation (DAVREG), have been changed to DAVREG.

    References to Directorate of Aircraft Engineering (DAIRENG), now Directorate of Aviation Engineering (DAVENG), have been changed to DGTA.

    References to Directorate of Quality Assurance–Air (DQA(Air)), now Directorate of Aviation Compliance (DAVCOMP), have been changed to DGTA.

    The term Accountable Manager (AM) implies ‘Corporate Authority’ and therefore, adds complexity to the command, corporate and maintenance responsibilities across service and commercial organisations. From an aircraft maintenance regulatory perspective, the need for an AM is seen as unnecessary, as in an ADF AMO the Senior Maintenance Manager (SMM) will always be responsible to the Commanding Officer (CO) for the conduct of maintenance. Notwithstanding, the CO still has organisational and command responsibilities. Therefore, reference to the term AM in this publication has been removed and replaced by either CO or SMM as considered appropriate.

    Systems Program Office (SPO) is defined in DI(G) LOG 4–3–028—Supply Chain Management of Aeronautical Product as: ‘A SPO is an organisation responsible for the whole of life logistics management of equipment’. In the context of DI(G) LOG 4–3–028 a SPO has three distinct elements: Project Office (PO), Authorised Engineering Organisation (AEO) and Logistics Management Unit (LMU). Therefore, SPO has replaced references to AEO as the AEO may not be the only element within a SPO that needs access to the information. For example, a ‘Report on Aircraft and Aeronautical Product’ also requires LMU involvement.

    To align to with Technical Airworthiness Regulation (TAR) 4. 5. 3—Maintenance Personnel, reference to Tradespersons, Trade Supervisor, Independent Inspector, Maintenance Manager (MM), aircrew non-technical personnel and aviation trade trainees who are performing, supervising, inspecting and managing maintenance have been termed Maintenance Personnel.. However, where considered appropriate some references to Tradespersons, Trade Supervisor, Independent Inspector and MM remain unchanged.

    References to orders, instructions, publications and manuals etc, have been termed ‘Authorised Maintenance Data’ to align with TAR 5. 1. 1—Authorised Maintenance Data. However, where considered appropriate some references remain unchanged, specifically references to ‘local instructions’.

    ‘Related Orders, Instructions and Publications’ at the end of affected chapters have been removed on the advice of the User Requirements Group (URG).

    SECTION 1

    ADF MAINTENANCE MANAGEMENT FRAMEWORK

    Chapter 1 Annex A – Exemption Approval Authorities

    Due to the issue of AL 3 of AAP 7001.053(AM1)—Technical Airworthiness Management Manual and the re-structure of Section 4 and Section 6, table chapters and annexes may have been re-titled, added or removed.

    Chapter 2 – Structure of an ADF AMO

    References to Accountable Manager (AM) changed to Commanding Officer (CO) as appropriate.

    Inserted TAR 4. 4. 1a(1) which identifies the responsibilities of the CO when discharging their responsibility as the Senior Executive.

    Chapter 2, Annex B – Responsibilities of Key Management Appointments

    References AM changed to CO as appropriate.

    Paragraph 1 amended to align the Commanding Officers (CO) responsibilities with TAR 4. 4. 1—Maintenance Management Plan.

    MAINTENANCE AUTHORISATIONS

    Chapter 1 – Task Authorisations

    Paragraphs 1, 2 and 3 amended to align with AL 3 of AAP 7001.053(AM1). TAR 4. 5. 3—Maintenance Personnel which now includes technical personnel, non-technical personnel, aircrew and aviation trade trainees.

    Paragraph 8 amended to quantify experience and mentor responsibilities.

    Paragraph 18 added SMMs delegation responsibilities.

    Paragraph 19 amended SMM or delegate responsibilities of assessing, authorising and recording task authorisations of maintenance personnel.

    Paragraph 20 added task authorisations for maintenance personnel who do not have a record of training and employment document must be recorded in accordance with local instructions.

    Paragraph 23c amended SCM Selection Criteria by removing the ‘as deemed necessary by the SMM’.

    Paragraph 28 reference to Quality Manager replaced by SMM or delegate.

    Paragraphs 28 to 31 reference to Currency and Re-authorisation changed to ‘Periodic Review and Re-authorisation’.

    Chapter 2 – Maintenance by Aircrew

    References to AM changed to CO as appropriate.

    Paragraph 2 reference to TAR 4. 5. 8 replaced with TAR 4. 5. 3 to align with AL 3 of AAP 7001.053(AM1).

    Paragraph 3c references to AAPs, STIs local instructions and procedures manuals removed and replaced with TAR 5. 1. 1—Authorised Maintenance Data to align with AL 3 of AAP 7001.053(AM1).

    Paragraph 6 added reference to Section 3 Chapter 10—Management of Aircraft Explosive Ordinance Maintenance.

    Paragraph 8 added further details to be covered when promulgating a formal aircrew training, assessment and authorisation program.

    Paragraphs 10 and 11 now incorporates tasks suitable for performance by non-technical personnel and provides examples of tasks that may be carried out by non-technical personnel.

    Paragraph 19 now incorporates Annex A paragraph 2.

    MAINTENANCE PROCESSES

    Chapter 1 — Supervision, Inspection and Management of Maintenance and Flight Line operations within an AMO (formerly Supervision and Inspection within an AMO)

    Chapter title (formerly Supervision and Inspection within an AMO) changed to Supervision, Inspection and Management of Maintenance and Flight Line Operations within an AMO.

All ADF aircraft and aeronautical product are maintained under a common technical airworthiness framework that allows Navy, Army, Air Force and contractually obligated contractor organisations to manage the maintenance of ADF aircraft in accordance with ADF approved regulations, standards and processes. The ADF Technical Airworthiness Regulations are promulgated in AAP 7001.053(AM1)—Technical Airworthiness Management Manual. AAP 7001.059(AM1)—ADF Aviation Maintenance Management Manual is the tri-service aviation maintenance management procedural document and contains the instructions that fully support and meet the requirements of AAP 7001.053(AM1).

    INTRODUCTION

    1. AAP 7001.059(AM1)—ADF Aviation Maintenance Management Manual provides direction for personnel involved at all levels of ADF aviation maintenance. The manual provides the approved ADF corporate solution for aircraft maintenance management activities performed on State aircraft and associated aeronautical product. The procedures within this manual are compliant with technical airworthiness regulations and they are typically more prescriptive and restrictive than guidance contained in AAP 7001.053(AM1)—Technical Airworthiness Management Manual.

    2. The additional level of prescription and restriction is required to effectively govern the activities of ADF Approved Maintenance Organisations (AMOs) at a corporate level, particularly with regard to maintenance authority, maintenance processes, maintenance recording, management of aeronautical product and technical reporting. Ultimately the intent of AAP 7001.059(AM1) is to establish a common approach to aviation maintenance management across the ADF for purposes of safety, consistency and organisational efficiency.

    APPLICABILTY OF AAP 7001.059(AM1)

    ADF Maintenance Organisations

    3. All ADF AMOs involved in the maintenance of aircraft and aeronautical product shall conform to the procedures in AAP 7001.059(AM1) unless an exemption has been granted, in part or in full, by the exemption approval authority.

    Commercial Maintenance Organisations

    4. There may be times where a commercial AMO shall need to conform to AAP 7001.059(AM1) to interface with ADF organisations or to satisfy specific contract requirements. A commercial AMO in this situation shall conform to the procedures contained herein unless an exemption has been granted, in part or in full, by the exemption approval authority.

    5. In most cases commercial AMOs voluntarily apply the aviation maintenance management procedures in AAP 7001.059(AM1) as they represent best corporate practice in the ADF, and they also offer a convenient and acceptable means of compliance to the technical regulations. A commercial AMO in this situation is not required to seek any exemption approvals because there is no contractual obligation.

    EXEMPTIONS TO AAP 7001.059(AM1)

    6. Where an AMO is required to conform to AAP 7001.059(AM1) and the procedures are unworkable because of weapon system unique circumstances, and alternate procedures offer significant benefits to the ADF, that AMO may request an exemption in part, or in full, to this manual.

    7. An exemption application must be substantiated fully to ensure that all relevant consequences can be considered carefully by an exemption approval authority. The exemption application must substantiate:

    a. Why the procedure contained in AAP 7001.059(AM1) is unworkable for the specific weapon system;

    b. The benefits to the ADF in using the alternate procedure, giving particular attention to likely impacts on safety, consistency and organisational efficiency;

    c. The interfaces with other ADF corporate management solutions remain unaffected by the alternate procedure, including by not limited to procedures in the following manuals:

    (1) AAP 7001.038(AM1)—Maintenance Requirements Determination Manual,

    (2) AAP 7001.047(AM1)—Defence Aerospace Configuration Management Manual,

    (3) AAP 7001.055(AM1)—Support and Test Equipment Through Life Support Manual,

    (4) AAP 7001.060 Series—CAMM2 Management Manuals,

    (5) Electronic Supply Chain Manual (ESCM), and

    (6) Defence Safety Manual (SAFETYMAN).

    d. The alternate procedure is compliant with applicable ADF technical regulations, or seek a separate exemption to AAP 7001.053(AM1); and

    e. The duration of the exemption, and any action being taken to resolve the circumstance if a time limited exemption has been requested.

    Exemption Approval

    8. Directorate of Aviation Regulation (DAVREG) within Directorate General Technical Airworthiness (DGTA) is the exemption approval authority for AAP 7001.059(AM1). For those chapters identified in Annex A, Force Element Group Headquarters (FEGHQ) and Defence Material Organisation Contract Authorities (DCA) may exercise exemption approval authority on behalf, and at the total discretion of DAVREG. All exemption applications must be forwarded by the AMO to the appropriate FEGHQ or DCA.

    NOTE

    • Throughout this publication, Commercial AMOs should substitute all references to FEGHQ with DCA, as appropriate.

    9. Where the FEGHQ approves an application for exemption in accordance with the discretion provided at Annex A, the following action is required:

    a. The original approval and submission is to retained as a legal record;

    b. A copy of the formal approval instrument is to be forwarded to DAVREG within 10 working days; and

    c. The AMO is to be directed to update their Maintenance Management Plan (MMP) to include the exemption approval.

    10. Where the FEGHQ does not have the authority to approve the exemption application, or chooses not to exercise this authority, the original submission is to be forwarded to DAVREG with appropriate endorsement.

    11. DAVREG may consult with other ADF specialist organisations when evaluating exemption applications. Once a decision on the exemption has been made, the requesting FEGHQ will be advised of the outcome in writing. In cases where a proposed alternate solution has general application and would benefit all AMOs, DAVREG may elect to amend the AAP 7001.059(AM1) in addition to or in lieu of issuing an exemption approval.

    Exemption Termination

    12. DAVREG is to be advised in writing by the AMO when the grounds for exemption no longer apply or the exemption approval has expired. DAVREG may terminate an exemption where continued approval of the exemption adversely affects the airworthiness of the aircraft.

    LOCAL WAIVERS TO AAP 7001.059(AM1)

    13. AAP 7001.059(AM1) also provides some level of flexibility for AMOs to approve local waivers where the authorised roles and responsibilities of technical personnel need to be varied to meet an urgent operational

    requirement. Local waiver provisions are limited to discrete procedures and circumstances, as described in Section 2 Chapters 1 and 2, and Section 3 Chapter 1.

    PUBLICATION CHANGE PROCESS

    14. DAVREG is committed to the continuous improvement of AAP 7001.059(AM1). AMO personnel at all levels are encouraged to submit recommendations to improve the publication through the Publication Improvement Report and Reply (PIRR) process in accordance with AAP 5030.001CD—Defence Aviation and Australian Air Publication Systems and Specifications Manual.

    15. To facilitate the efficient processing of change requests and to ensure the submissions reflect the corporate view of the parent organisation, all PIRRs must be forwarded to the responsible FEGHQ or equivalent for endorsement prior to submission to:
