Charity night at Tavira Riverside bar

Pauline Padley, well known for her tireless work with cat charities, took time out to organise a Fund-raising Evening for young Pedro Alves who desperately needs a new automated wheelchair and orthopaedic

equipment. The magnificent total of €1,087 was raised. This was a real community effort and Pedro’s mother Rita was full of praise for the tremendous support. Red noses all round

L iban Abdi, Olhanense’s young football star who has also played for Sheffield United and

Ferencváros (Hungary), escaped from war torn Somalia when he was very young and grew-up in Norway before moving to England when he was fourteen. He was picked up by Sheffield United when he moved to the city with the assistance of the ‘Football Unites, Racism Divides’ programme and became the first Somali to be awarded a professional football contract at the club after impressing with the Youth Academy. Liban was therefore more than pleased to be associated with Red Nose Day and fund-raising for Comic Relief.

FibromyalgiapsyCHoLogiCaL FaCTorsthere is strong evidence that major depression is associated with fibromyalgia, although the nature of the association is debated.pHysiCaL Traumaneck trauma has been reported to increase the risk of developing fibromyalgia.Diagnosisthere is no single test that can fully diagnose fibromyalgia and there is debate over what should be considered essential diagnostic criteria and whether an objective diagnosis is possible.the most widely accepted set of classification criteria for research purposes was elaborated in 1990 by the multicenter criteria committee of the american college of rheumatology. these criteria, which are known informally as "the acr 1990", define fibromyalgia according to the presence of the following criteria:a history of widespread pain lasting more than three months—affecting all four quadrants of the body, i.e., both sides, and above and below the waist.TenDer poinTsthere are 18 designated possible tender points (although a person with the disorder may feel pain in other areas as well). the patient no longer must feel pain at 11 or more of these points for fibromyalgia to be considered. TreaTmenTas with many other medically unexplained syndromes, there is no universally accepted treatment or cure for fibromyalgia, and treatment typically consists of symptom

management. developments in the understanding of the pathophysiology of the disorder have led to improvements in treatment, which include prescription medication, behavioral intervention, exercise, and alternative and complementary medicine. indeed, integrated treatment plans that incorporate medication, patient education, aerobic exercise and cognitive-behavioral therapy have been shown to be effective in alleviating pain and other fibromyalgia-related symptoms.pHysiCaL TreaTmenTsexercise improves fitness and sleep and may reduce pain and fatigue in some people with fibromyalgia. in particular, there is strong evidence that cardiovascular exercise is effective for some patients. long-term aquatic-based exercise has been proven beneficial as it combines cardiovascular exercise with resistance training. however, due to the cold sensitivities of people with fibromyalgia syndrome, aquatic therapy must take place in a warm pool. not only that, but the air temperature outside of the pool must also be heated to prevent fibromyalgia patients from getting chills and aches when out of the water. this involves a specialised pool facility, which makes this therapy more expensive and less accessible than regular swimming exercise.massage, acupuncture, relaxation techniques, stretching, yoga, hydrotherapy, detox, energy therapies such as reiki or other, meditation, planning and food supplementation and homeopathy

are also other techniques used very successfully.but for me the most effective physical technique in these patients are myofascial therapies or cranio sacral.educational aspects in fibromyalgiathrough the interaction between therapist and patient, health professionals play an educational role by stimulating fibromyalgia patients to develop their own style of life, effecting changes in habits and introduce healthy habits for life. among the educational measures, please note:• educate patients about the syndrome, including providing them with material on fibromyalgia;• develop group activities;• advise on the importance of having good lifestyle;• improve your attitude toward the disease;• take positive attitudes;• develop some kind of work (paid or voluntary);• make him believe in himself;• have had positive self-image;• develop regular physical activity;• create routines;• maintain social activities.

Humanity has survived and thrived on this earth for hundreds of thousands of years, through some of the most difficult and

stressful of times. One of the factors that has enabled us to survive is a system called the fight/flight response. Whenever we perceive we are physically or psychologically threatened an inbuilt, reflex, alarm-system in our brain triggers the release of electrical impulses and a variety of hormones. there is a complex hormonal cascade of over 30 stress hormones, such as adrenaline, noradrenaline and cortisol, which have a powerful and widespread effect on our body's biochemistry, physiology and psychology, giving us the extra strength and speed we need to deal with the threatening situation. if a wild animal attacks us, we can either run away (flight) or if trapped, stand our ground and fight. the fight/flight response is a 40,000-year-old model, its alarm reaction is designed for short-term use to deal with physical threats in which the emergency resolves very quickly in a few seconds or minutes; either we kill the wild animal or it kills us! but life in the 21st century is infinitely far more complex than it was 40,000 years ago (or even 50 years ago for that matter). many of the stressors today are psychological in origin, and they are chronic, lasting days, weeks, months, even years in some cases. modern stressful events such as financial problems, health worries, work problems, difficult neighbours, relationship problems, etc. can not be resolved by fighting or running away; never the less these psychological stressors still trigger the fight/flight response.the fight/flight response is designed to be triggered occasionally. however modern living keeps

tripping it, making it overactive and this can be a factor in causing stress related health problems. these problems are then made worse by the typical western diet, full of fat and sugar which can cause increased blood clotting, increased blood pressure and can stimulate higher levels of stress hormones in the blood stream.this is then complicated by the fact that we do not get enough physical exercise. exercise can help to counter the stress response by - reducing blood clotting, boosting immune function, reducing blood pressure, relaxing muscles, increasing metabolism which burns up stress hormones and making the sympathetic nervous system (which triggers the stress response) less sensitive. THe TWo sTages oF THe FigHT/FLigHT response1. short term Fight/Flight response (sam sympathetic adreno medullary) axisthe sam or short-term response is the primary system that is triggered within us in response to short-term threats. this is a reflex response, which is electrically triggered. electrical impulses from the hypothalamus, a gland located in the brain, travel along nerves that directly connect to the adrenal glands (these sit on top of the kidneys) and stimulate the release of stress hormones adrenaline and noradrenaline. the body can't sustain this short-term fight/flight response for long because it would become exhausted. if the stressor is a more chronic one then this triggers the secondary, longer-term fight/flight response to take over. 2. long term Fight/Flight response (hPac hypothalamic Pituitary adreno cortical) axisthe longer-term fight/flight response is triggered hormonally. this time

the hypothalamus secretes a hormone called crF (corticotrophin releasing Factor), which stimulates the pituitary gland (also located in the brain) to produce acth (adrenocorticotropic hormone), which in turn stimulates the adrenal cortex (outer part of the adrenal glands) to release stress hormones like cortisol. this longer-term fight/flight response is affected by our perception of the event, which decides the type and amount of stress hormones that are secreted. research has shown that chronic activation of this longer-term hPac fight/flight response can be a factor

Parasympathetic nervous system (Pns). the second part of the ans is the Parasympathetic nervous system, which helps to switch off the fight/flight response and return all hormones, organs and systems, back to pre-stress levels.all the biological, psychological, chemical and physiological changes brought about by the fight/flight response are designed to give us extra strength and speed to help us fight or run away. they are vital in the short-term but in the long-term they can have a potentially negative impact on our physical, psychological and social well-being. some of the changes that occur

include:bLooD FLoWOur muscles are a vital part of fight-flight. blood flow to our muscles is increased by 300%, by being diverted from less important areas like the skin.bLooD pressurein order to pump the extra blood, oxygen, fats and sugars to the muscles to supply energy, our blood pressure and heart rate increase.blood sugar and Fats increasestored reserves of fats and sugars are converted and released into our blood stream to supply extra energy to fight or run away.bLooD CLoTTingthe blood clots more quickly, to help reduce the risk of blood loss if we are injured in fighting or fleeing. reD bLooD CeLLs inCreasethe spleen manufactures more of the oxygen-carrying, red blood cells and releases them into the blood stream in order to get more oxygen to our muscles.breaTHing raTe inCreasesthe muscles need extra oxygen for fight-flight. to supply this extra oxygen requirement our breathing rate speeds up and the airways in the lungs widen. breathing switches from relaxed, slow, diaphragmatic breathing, to fast, shallow, chest breathing.musCLes Tensein order to give us extra speed and strength the muscles of our body tense.

The need For speed

Unfortunately these easter holidays have been spoilt a little by the incessant rain and those who have children off school or

family over on holiday will be feeling it even more. normally this time of year we can get those first few days on the beach at least but this year it has been rather unbearable. as the beach was out of the question we decided to go off to ria shopping and check out the Kart track.it is pretty easy to find once you are in the ria shopping centre, you just

take the lift to the 3rd floor below ground level and a sound not unlike the sound of a million bees will guide you. the track itself is actually part of the underground car park and covers an area of 10000 square metres, is 650 metres in length and 7 metres wide.i was initially a little worried about the noise and the fumes as i wasn’t sure just how long i could put up with either, but then i was pleasantly surprised to find they have a soundproof reception lounge where you can safely observe the

track from the large windows, with vending machines for coffee and snacks: i knew where i was going to stay. i particularly liked the décor; the contrast of the red floors with the black and white checked sofas give it a kind of 50s appeal. i could almost imagine James dean propped up against one of the black barrel tables smoking a cigarette or even marilyn monroe. but i have a vivid imagination.in the lounge there are two screens showing the lap times and names of participants. after their turns the

Algarve Indoor Kart Centre in Olhão, a great place to take the kids (big or small) on those rainy days.


The need For speed

participants receive a certificate showing their best speed and how many laps they did in the time they were racing. it also shows the best lap times of the day.On the wall there is a notice showing ‘best of all’ lap times, to give a little incentive to those would be schumacher’s out there. For the smaller children there is a play area, and an interesting little track painted on the floor, where they can pretend to be racing cars.a scalextric in the centre of the reception is sure to be a big attraction

in the future, at the moment it is not ready for use, but it still looks pretty cool, with its miniature stands and starting posts.helmets must be worn in the karts and sensible shoes are also advised, not flip-flops. children from 1m 10cm to 1m 35cm are classed as a juniors and have to race in the smaller cars, those over 1m35 can race in the honda 270cc cars. these can go up to 45km an hour, it may not seem like much but when you are driving

them it does, especially with all those bends. Well so my son

told me anyway.

This lagoon landscape stretches along the eastern algarve coast from Faro to the village of cacela velha near tavira. created in 1755 by the last great oceanic earthquake, its sand dunes, islands and bars to the open sea are continously

shaped by tidal changes. many archeological sites show the remains of roman and Pre-roman settlements. since the mid-eighties, the ria Formosa has been a nature reserve, where sea water birds find protected breeding places and many fish species of the northern atlantic as well as other marine organisms reproduce. besides salt harvesting, productive activities in this protected area include shellfish farming and smallscale fishing. the excellent water quality, free from contamination by industrial effluents, sewage dumping, agricultural and radioactive pollutants, favours the traditional gathering of sea salt. the ria Formosa lagoon is a system of barrier islands that connect with the sea through 6 inlets. Five of these inlets were naturally made and

the 6th is an artificial inlet that was opened to facilitate access to Faro’s port. the scenery changes dramatically, particularly with spring tide, from the extensive mudflats exposed at low tide to a continously stretching watery landscape just six hours later. this constant exchange provides the ria Formosa with the clean, oxygenrich atlantic water for which it is famous – and this applies equally to the fish world.sea saLTthis unprocessed sea salt comes from small traditional crystallizer ponds. sun drying keeps the natural

moisture and the sea water’s minerals. before packaging, marisol sal tradicional is carefully ground coarse or fine according to the customer’s needs. its intact mineral composition, rich in magnesium, Potassium, iodine and selene, makes this white natural seasalt both healthy and tasty. use it as a cooking salt for all culinary purposes. many families in the ria Formosa area make their living from rearing clams. the past few

years have seen a renewed interest in oyster cultivation, as a result of the gradual increase in market price. both Portuguese cupped oysters and French `huitres reared here are largely exported to France. conquilhas, or wedge clams, as well as razorshells and cockles are not cultivated, but gathered by professional ‘mariscadores’, and sold on to lisbon, or to local restaurants. the salt marshes, sandbanks, dunes and estuaries of the ria form an internationally important breeding, wintering and staging area for numerous species of waterbirds, and many migrating birds stop over here on their passage south. Oystercatchers, egrets, ibis, cranes and even flamingos can frequently be seen wading through the mudflats. From ancient times, up until the last century, the algarve has been home to a flourishing tuna fish industry. the fish were caught in enormous fixed nets, introduced by the Phoenicians and known later as ‘armações de atum’. Part of the ria Formosa system is a natural Park but the ria Formosa

also plays an important role in the region’s economy. beyond the tourist use, the system also supports other economic activities like seafood farms (including grooved carpet shell harvesting) and the port of Faro. the ria Formosa designated natural Park is over 170 square kilometers and a stopping place for hundreds of different birds during the spring and autumn migratory periods. the nature trail is 3 kilometers long and takes two to three hours to be completed. it is marked with red striped wooden poles, and includes stopping points equipped with information panels. the trail features

representive aspects of the ecosystems of ria Formosa: saltmarshes, salinas, dunes, pine woodlands and traditional agriculture. among the buildings that were restored are a tidal mill, traditional farmhouse and a villa built by Joao lucio (a locally renowned poet of the beginning of the century), and roman ruins. Joao lucio’s house was converted for environmental purposes, and equipped with an auditorium, library and laboratory.

The ins and outs of transfering your money

When buying or selling a property abroad it often involves an international money transfer to either

complete the purchase or to remit funds to a bank account in your home country. this is a relatively easy and cost effective process when you are based in a country within the euro zone. the introduction of sePa (single euro Payment area) eliminated costly bank charges and is one of the benefits of being part of the common currency. however, if you originate a bank transfer from outside the euro zone this process is a bit more complicated. in addition to a transfer fee for an international money transfer you also need to deal with fluctuations in foreign exchange rates.main street banks have not offered competitive exchange rates to private individuals for a long time, simply because they were seen as a one time off transaction from less well-informed customers. this opened a window of opportunity for alternative foreign exchange dealers to step in. these are companies which focus on a single service (forex), have low overhead and offer not only a better exchange rate but also a better service. For instance you do not have to leave your home to make a transfer and you are appointed a currency planner who is easy to contact in addition to having access to foreign exchange professionals, market knowledge and a wide range of foreign exchange services. as an example, the savings on a transaction of euro 250.000 can easily be a few thousand euros. a saving like this can be achieved

on a spot transaction any time of day and does not depend on timing the market (speculation). these companies can also save you money if you are a pensioner and need to transfer funds to Portugal on a regular basis. Foreign exchange markets can be volatile. this can be a good reason to secure an exchange rate for a date in the future as a hedge against adverse price movements. this is called a forward deal and can be anything from a week to a few years. if you need to make an international transfer you should consider these companies to be a serious alternative to your own bank when moving money around the world. however, you need to do your own due diligence. as more and more people do their transfers through these alternative providers, you need to watch out for the same behaviour that brought you in contact with them to begin with, e.g. overcharging. don’t confuse a friendly and accessible account manager / currency planner with a competitive exchange rate. but how do you know you are getting a good deal? in general the margin on a transfer of a few thousand euros is higher than on a transfer

of a hundred thousand euros. You can find real time cross rates of currencies on www.bloomberg.com, www.reuters.com and www.xe.com. Foreign exchange dealers define a margin in pips, e.g. a pip is one unit of the fourth decimal point, or 1/100th of one percent of a cross rate. expect an exchange rate variation of between 20 to 40 pips on a transaction of 250.000 depending on your negotiation skills. if a currency pair of sterling vs. the euro (GbP/eur) is trading at an exchange rate of 1.1730, the rate is 1.1750 when you are selling euros (an increase of 20 pips) or 1.1710 when you are selling sterling.although most of these companies operate from london and are regulated by the Financial service authority (or similar in other countries) for the provision of payment services, there are other issues to consider such as third party risk. companies like this enter into a broker-dealer agreement with a bank to clear their trades, often well known banks such as hsbc and barclays. ironically this can be the same bank where you have your account and who has offered you a less competitive exchange rate. however these agreements can

also involve less well known banks from a more exotic background. this doesn’t necessarily need to be problem, but you can imagine a time when financial markets are in turmoil and you would like to stay away as far as possible from a potential problem (cyprus/malta). in order to make a well informed decision about whether you want to use the service of a company, you need to know whom they are dealing with. most will tell you, but be aware that just like your own bank they do not have to.some of land & houses algarve multilingual associates have a financial back ground and can assist you with this. they are available to explain step by step how to get a competitive exchange rate from either your own bank or one of the alternative currency brokers.

The Favas season is upon us once again and let’s faces it; you either love them or hate them. There are many different ways to prepare

your favas, I chose the simplest way which I was taught by my mother-in-law. I also prefer to cook them in a pressure cooker. For those who live in the country it is not uncommon to be offered kilos of them!

you WiLL neeD• Olive oil• 1 small onion finely chopped• 150 grams of bacon or ‘Tocinho entremeado’ cut into slices• 2 cloves of garlic, sliced• 1 red chouriço sliced• 800 grams of shelled favas• Small glass of white wine• Bunch of fresh coriander • 1 spring onion• Salt and pepper

Shell the Favas, if you like you can take the skins off too, although I find this very time consuming and actually do not mind them with the skins on.Start off by lining the base of a heavy pan with the olive oil, gently fry the on-ions and garlic. Add the toucinho and chourico and then the Favas, mixing well to get all the ingredients covered in the oil. Slice up the spring onion and the fresh coriander and add to the pan and pour in the wine. Add a little salt and pepper (some chouricos and toucinhos can be a little salty so

you must take this into consideration; otherwise it might become too salty. Bring the ingredients to the boil, cover and cook until the Favas are done. Cooking times can vary depending on the age of the Favas, the older ones are generally tougher and take longer,

so times can vary from 15-30 min-utes. In a pressure cooker 10 minutes should do the trick. You can serve the Favas on their own or as a vegetable, with a nice bottle of wine!

manuringthe Purpose of increasing the humus content of the soil is to improve the crumb structure and to increase the water and food holding capacity. in autumn or early winter

spread bulky organic matter over the surface (approx 5kg per sq. m) the area chosen should be for crops other than roots or brassicas, but old compost can be used to enrich all land if it is starved of humus.animal manure is not always easy to find and the answer is to make as much compost as you can, using both garden and kitchen waste. make sure some carbon-rich matter (straw, leaves, chopped newspaper etc) is present, and remember to keep the heat in and the water out.Fork the organic matter into the soil before digging starts if time allows. the objective should be to enrich part of the vegetable plot each year until the whole area has been treated.

these spacing are the recommended distance between rows and also mature plants. also the sowing and planting times are recommendations and can be altered to suit your growing environment.


Diggingthe time for digging is during a dry spell in late autumn or early winter if you plan to sow or plant in the spring and remember do not try to dig and make a seed bed in one operation. dig out a trench about 45cm wide and one spade depth deep at the front of the plot and move the soil to the back. spread compost over the surface of the area to be enriched with humus. now begin to dig the plot inverting a 10-15cm wide strip of soil into each trench in front. move backwards, turning over each successive strip until a final trench is formed. Fill this with the soil brought over from the first trench until the plot is completed.the traditional plot or bed system?the traditional plot remains the standard way of growing vegetables at home. the whole of the area is cultivated and the plants are grown in rows with strips of bare earth left between the row or groups of rows to allow access to walk down for weeding, picking etc. this method does produce good crops with larger vegetables, but we are not growing for competition it is only for food, therefore another method known as the bed system is one that may better suited for the home gardener.

this method requires a lot less effort than the traditional method, and as expected the yield per plant is less although the yield per sq.m can sometimes be greater.the basic principle is to create a series of rectangular beds which are divided by permanent paths. these paths are covered with gravel or bark chippings and the beds must be narrow enough to be reached from all sides. Organic matter is added to the soil and it should be left to settle for a couple of weeks before sowing or planting. the yearly round begins in autumn or early winter as the traditional method, but only with a top up of organic matter and dug over as digging is not required as the ground has not been walked on.When it comes to choosing the vegetables for your plot, the general rule it is a good idea to pick dwarf or early maturing varieties which are ideal for the bed system. One bonus of the bed system is that plants are grown at equal distances in all directions meaning that when mature the leaves touch which helps when it comes to looking after the plot. Firstly there are no muddy walk ways and secondly due to the closeness of the plants the weeds are smothered.

geTTing THe mosT From your pLoTthe instructions so far have been to follow the rotational plan and in each allotted area to grow the vegetables of your choice at the spacings recommended in the table above or as instructed on the seed packets. You can, however, increase the overall yield from your plot by using one or more of the techniques i have described below.suCCessionaL soWingseveral vegetables such as lettuce and radishes, cannot be stored for later use. to avoid a glut and then famine it is necessary to sow short rows of your chosen variety every few weeks. For the gardener who does not want to do this you can now get mixed seed packets with an early and late maturing variety which will give you a prolonged harvesting period from a single sowing.CaTCH CroppingPurple sprouting broccoli will have to come to an end in april or early may, and early peas will be finished by late June or July. catch cropping is the answer to summer long bare ground. Fork over the area and level the surface with a rake, sow a quick maturing crop such as spring onions, radishes, dwarf lettuce, beetroots,

ready for harvesting long before the leeks have developed to the stage of needing the space occupied by the quick growing marker plants.inTerCroppingintercropping is a neater method than intersowing for making maximum use of the land earmarked for a slower growing crop. between adjacent rows of slow developers such as brussels sprouts or leeks sow a row of a crop which will be harvested in summer before the prime crop needs the space. Popular intercroppers are radishes,

early peas, early carrots, spinach and dwarf lettuce. make sure that the intercropping vegetables have enough room and the space between the rows must be wide enough to allow easy passage. remember if necessary widen the recommended row space of the prime crop if you plan to sow an intercrop.groWing in ConTainersthere are good and bad points to growing vegetables in containers such as pots, troughs and growing bags. On the credit side there are no poor soil problems, no weeding and digging worries and no soil pest attacks. On the drawback side the amount you can grow is strictly limited and most vegetables have no decorative value, but the major problem is the need for regular watering and feeding. remember should you decide to grow in containers they should be raised above the ground or paving to ensure good drainage.

T he uK’s residence rules have been notoriously com-plex and vague. With no statutory basis, residence

law has been largely determined by principles established from case law which hm revenue & customs have used to base their guidance on. this has caught people out, landing some with unexpected tax bills. being resident in one country does not necessarily mean you cannot be resident in another. in this case tie-breaker clauses in any relevant double tax treaty would normally determine where you pay tax, but it may not be the country you expect. connecting ties can be more rel-evant than day counting. the good news for british expatri-ates is that on 6th april 2013 a stat-utory residence test finally came into force in the uK.there are now definitive tests to determine if you are uK resident or not resident, and these fall into three parts. if you do not fall into either definitive category, your status de-pends on the number of connecting factors you have with the uK and how many days you spend there in a tax year. Part a lays out a conclusive position whereby an individual will always be non-uK resident:‘LeaVers’ who spend fewer than 16 days in the uK in any uK tax year, or‘arriVers’ who spend fewer than 46 days in the uK in the current year, orthose who carry out full time work abroad for at least a full uK tax year (there are detailed rules here). Part b lists the circumstances under

which you would always be consid-ered uK tax resident: Your only home (or homes) is in the uK, orYou spend 183 or more days in the uK a year, orYou are working full time in the uK.if neither test is conclusive, Part c will determine whether or not you are uK resident for tax purposes. the test outlines five connecting factors which are combined with day counting into a ‘scale’ to deter-mine your residence status. the more connecting factors you have, the less time you can spend in the uK without being caught for uK tax. While the test is a big improvement on the previous situation, it is very detailed and much more complex than initially appears, especially for a ‘lay’ person. expatriates living in Portugal should still take advice to clarify their posi-tion. P roperty owners are now receiving their imi bills. it's a good time to remember how this works

as Portuguese Government has set new legislation regarding the council tax - imi in order to soften the payment, which has increased in most cases, due to the revaluation of the properties that started last year.For 2013 the council tax – imi bills above 500€ per co-owner will have the option to pay in three installments be that in april, July and november. i would take this outaccording to the new payment rules imi tax notifications will be issued as follows:a) Property owners with imi lower than 250 euros, single payment in april;b) Property owners with imi between 250 euros and 500 euros, can pay in 2 installments, half in april and half in november;C) Property owners with imi above 500 euros, will be able to pay in 3 equal installments in april, July and november.by law imi rates for 2013 vary between 0,3% and 0,5% and have already been published by each council by the end of 2012. each council has taken the matter into

their own hands, some having decided to maintain the rate while others have increased to the limit.loulé, one of the biggest municipalities in the algarve region will be maintaining the rate at 0.4% as it was in 2012; tavira, and castro marim also did the same. however albufeira, Olhão, vila real de santo antónio, and Portimão will be charging the higher rate of 0.5%. (see box with all council rates in algarve)Properties owned by offshore companies - with head office in a ‘blacklisted’ country, will be charged a 7.5% imi rate instead of the 5% applied in force for payments until the end of 2012.Please note that properties which haven’t been valued yet will pay a provisory rate, which in some cases can be the double of the normal rate. this means the houses that still await the determination of the new equity value will for now pay the imi calculated based on the range of rates between 0.5% and 0.8%. When the assessment is considered definitive, these properties will get a new notice of assessment of tax based on the new value (vPt) but applying it to a range of rates is between 0.3% and 0.5%.

it’s important to mention that the memorandum of understanding signed in 2011 by Portugal, the eu and imF, established a promise that the conclusion of the general property re-evaluation should be achieved by the end of 2012. thus the Portuguese Government has made various alterations to the imi code (cimi) in order to regulate the general revaluation of urban property.as from 01.01.2012 the old rules established to value existing property were revoked, and a general revaluation of all properties that have not been revalued since 01.01.2004 has started. this general revaluation was led by the Finance department (dGci) assisted by other authorities.Please note that after being notified of the new property values, each tax payer will have a period of 30 days in which an appeal can be lodged, and a second valuation requested at a cost to the taxpayer of a minimum of €204. this second valuation must be made within 60 days of original notification of the valuation. if you need any further clarification about this or other taxes, please contact us.

Tavira resident launches a new Energy saving device designed to turn off an A/c unit when left

on in an unoccupied room.

Claudia and Jonathan fell in love with tavira 5 years ago when they bought their first property there. they now live there

with their 2 children. Jonathan, a commercial lawyer, was looking forward to doing "something" else. they now have " energy algarve". they had rented their property out and were always surprised with the high energy bills after the summer season. One time Jonathan quotes "a family had turned up with more in their party than they had booked for. then a complaint arrived a few days after that the air conditioning system was leaking. upon arriving at the property the 3 ac units were switched on, and all windows and doors were open! children were in the pool and the adults were sun bathing at the front of the property." When Jonathan suggested that it was not reasonable what they were doing they did not agree and appeared to have the attitude that they could do do what they want during their rental.Jonathan and claudia say that edP bills of 200€ for a summer month was not uncommon.last year Jonathan became aware of technology which would offer a real solution the problem of air conditioning system abuse. it is different Jonathan says to the hotel-type solution of key/circuit breaker or timer systems etc. the sensor that they provide relies on body heat and movement, otherwise the system will switch off after a pre-set time. claudia explains that this prevents

the all-too-common problem of ac abuse by holiday makers leaving the system switched on all day whilst they are out. a property agent recently told the couple that he dealt with a problem with an ac system last summer - on not receiving a response to knocking on the door over 2 days the guests had gone to lisbon for 2 days! the agent said " it was 32c outside and the system had been left on its lowest setting of 16c - it would take an awful lot of power to chill the room down to this unnecessarily low level. Of course whether we as humans are actually comfortable with 16c is another thing.the feedback that we have had so far from property managers is that their clients will be excited about the product.the system is fitted by an energy algarve technician - fitting takes less than an hour and is wireless.One of the owners of the business is an old friend of Jonathan's, rick dearden, who is an air conditioning expert. rick says that they tried hard to provided cost saving calculators, based on having the system and not. there are that many variables to these calculations it is difficult to predict savings. some examples appear on the firm's website ( www.energyalgarve.com). needless to say if some guest wish to leave the ac switched on whilst they are at the beach for 8 hours then the system would save 7.5 hours electricity use. and we all know how the cost of electricity is rising here in Portugal. the system also works for winter lets

Olhanense players, owed three months wages, issued a strike ultimatum in respect of the

home game against Benfica on the 7th April. Many supporters are asking questions of the management and an Extraordinary General Meeting is scheduled for the 29th April, by which date the fate of the team in the top flight of Portuguese football will be much clearer. Financial overspend on bringing the stadium up to league requirements, when the club gained promotion in 2009, linked with a sharp down turn of income has resulted in an ever increasing deficit. A similar situation affected Faro club SC Farense just seven years ago. After competing in the UEFA Cup during season 1995/1996, the club suffered a series of misfortunes on and off the field. In 2006 they were thrown out of the League after failing to complete their fixtures. On the pitch Olhanense have numerous injuries worries, including a broken leg to popular centre-back Mauricio, which have not helped the battle against relegation. There were home defeats by SC Braga (0-1) and Paços de Ferreira (1-2) either side of a draw at fellow strugglers Moreirense; a stoppage time goal from Lucas Souza earning a point. And so to a week of drama. On Thursday 28th March the players issued a statement including, ‘The Directorate of the Union of Professional

Footballers, under and in accordance with Article 534 of the Labour Code approved Law 7/2009, state that unless payment of one month’s salary to the whole squad is received by 15.00hours on the 5th April 2013, they hereby give notice of strike action in the form of total stoppage of work and will not attend the game against Sport Lisboa e Benfica’. The following day, Good Friday, the team were due to depart for the all important game against bottom team Beira-Mar in Aveiro but the players initially refused to travel. After a three hour meeting with Isidoro Sousa (Club President ), Filipe Ramires (chairman of the SC Olhanense General Assembly) and Francisco Leal (Mayor of Olhão) the players returned to their homes but later in the day agreed to travel north ‘in respect for all Olhanense fans iespecially those who were making the six hour journey to Aveiro’. The game got under-way with the fans in great voice and, against all the odds, they witnessed a vital victory when Lucas Souza scored with ten minutes to go. The Algarve side held on to record only their fourth win of the season that lifted them two places above the drop zone. How the rest of the season will unfold is anyone’s guess but there is no doubt that the fans and players will give their all for the club that celebrated its centenary only last year.

Two football groups from different parts of the world recently visited SC Olhanense. A party

of football fans led by Chris Bemrose from Bridlington, East Yorkshire undertook a tour of the Olhanense Stadium and Trophy Room before visiting the Benfica Café in Olhão to savour the atmosphere. Worldwide there are 222 Casas do Benfica and in the Algarve there are Benfica Cafes & Clubhouses in Portimão, Silves, Algoz, Albufeira, Loulé, São Bras de Alportel, Quarteira, Fuseta, Faro, Tavira and VRSA. Together with local members of the Olhanense Expat Supporters Group they enjoyed a convivial lunch at the Sete Estrelas Bar where a hundred euros was raised towards helping Quarteirense player Paulo Herequechand in his fight against cancer.Whilst staying at Browns Sports & Leisure Club, Vilamoura, sports students from the American Robert College in Istanbul took the opportunity to watch the Premier Liga match between Olhanense and Paços de Ferreira where they made

Shop Manager Emily Richardson said, “They were a delightful group of polite and inquisitive teenagers who wanted to know all about club.” The 150-year-old Robert College is the oldest American school still in existence in its original location outside the United States and caters for a thousand students. Two former Turkish Prime Ministers, three Turkish members of cabinet and one Nobel Prize recipient, Orhan Pamuk, attended at the internationally acclaimed college that has a thousand students.

hang his hat on' for the round he is going to play. this means that no golfer just stands before the ball with his mind a blank. he has, if he is an experienced golfer, only one peg, one tip for that round, which he hopes will last the entire round and bring success.beginners, while trying to make their swings automatic, second nature as it were, try to do the impossible, and concentrate on several things at once. they cannot do this as most of the points they seek to remember have to be done subconsciously. they cannot concentrate on more than one thing at once; nobody can. so we have the champion and the club golfer on the first tee, each with his one peg. What is it today?my own problem when i play infrequently as i often do these days, is to try to remember what i was doing when i played the last time. What worked?i have often resorted to tips written on the palm of my golf glove or on a luggage label pushed into my hip pocket just to recall something i have been successfully bearing in mind in my 'play of the moment'.these tips must be easy to find and read, so that just before you go onto the first tee you can refresh your memory. Golf is very much a game of memory; the good players develop one.One good peg is essential an which to 'hang the swing'. it can vary daily, that is the beauty of golf; we never can say 'we have learned to play'!
