...to your December issue. I have to pinch myself when I realise the East Algarve Magazine is now 6 years old. That's right, this is our 72nd issue, and still we're finding new and exciting places to go and see in our very special place on this planet. This month we introduce chocolatier Frank and his wife Elza from Xocolarte in Faro, and their delicious range of chocolates and confectionary. We also visit the Fado exhibition in Tavira which offers a beautiful look into to the history of Fado, followed by a very personal, live performance by some of the best entertainers in Portugal. All this plus Christmas herbs and spices from Mark O'Shaughnessy, another great golf tip from Keith, and a huge amount of our usual essential financial advice. Finally, we'd like to wish you a very happy Christmas and an amazing new year, from us and on behalf of all our advertisers and contibuters.

Welcome...

Young karate expert from

Olhão achieves huge victory in

Spain

B eatriz Gregorio and Albino Sousa, from the Casa do Benfica de Olhão, won the

14th trophy Karate Diputacion de Córdoba, in their competition level, last weekend in Spain. The tournament, which took place in Posadas, included the participation of about 500 athletes, representing 33 Spanish clubs (Malaga, Seville, Cordoba, Granada, Jerez, among others) and a Portuguese club (Casa do Benfica de Olhão). In a completely packed pavilion, Beatriz and Albino achieved victory and received huge ovation, as if they were at home.

New solar power plant is “Euromillions” for Alcoutim

T he Mayor of Alcoutim, Osvaldo Gonçalves, admitted to be surprised by the news about the

intention of a private company to build a solar power station. In a statement to the Lusa news agency, he revealed that he was unaware of the plan, but stressed that a project with the dimensions revealed by the newspaper 'Negócios', in terms

of employment opportunities, would be the “Euromillions for Alcoutim”. The newspaper reported that Portuguese Environmental Agency (APA) received an application for the licensing of a 200-megawatt photovoltaic power plant, to be installed in an 800 hectares area, in the parishes of Martinlongo and Vaqueiros, the largest of the country in terms of investment.

Christmas brings a failed Faro shopping centre back to

life

T he municipality of Faro, with the help of the local development agency, Ambifaro, has just

come to an agreement with the Millennium BCP - the bank entity that holds the ownership rights of the old Atrium Shopping Centre - to reopen the space during Christmas.Located in one of the most emblematic streets of downtown Faro (Rua de Santo António), this centre has been empty since 2009. The idea is to open the space to creative projects, workshops, temporary pop-up stores, exhibitions and thematic markets in connection with local entities, associations, public or private companies from the region. This is not a definitive solution for the Atrium (the property is still being sold at the real estate market). It is rather a temporary one with no costs for the municipality.

Happy Feet

W e take about 15,000 steps per day and throughout our lives we take millions. Our feet take a huge

amount of punishment, and are consistantly changing, something we are oblivious to. These changes, if left untreated can be the cause of problems in the future, either in the foot or other parts of the lower limbs and/or spine, therefore it is essential for early diagnosis and proper treatment. This is not only for existing conditions, but also to prevent the onset of postural problems by providing effective and efficient use of all the biomechanics of the foot. The insole Super Sole is an innovative solution to these problems, as it can be used either to prevent or to treat existing problems.WHAT IS SUPERSOLE INSOLE?It's an insole composed of the

latest generation polymer. It treats and prevents foot, spine and posture problems. This dynamic insole continually stimulates the correction of imbalances and muscle activity, correcting biomechanical imbalances.WHY CHOOSE THESE INSOLES?Insoles are Individual and personalized, designed by Physiotherapists with a high degree of training in collaboration with the wearer. The insole can be molded as often as necessary until the desired correction is achieved.WHO ARE INSOLES FOR?• People with foot problems (flat foor or hollow foot, among others).

• Postural abnormalities.• Problems Column.• Insufficient circulation.• Diabetics.• People with poor lymphatic drainage of the lower limbs.• Elderly, to combat and prevent biomechanical problems due to loss of muscle mass and strength changes.• Pregnant women, to compensate for the postural and weight changes during pregnancy, which can be a source of discomfort and pain.• Athletes.PRODUCTION PROCESSThe insole is heated so as to be flexible during a period in which it is shaped according to the desired objectives.Visit Fisioclube and start taking care of your feet with dynamic therapeutic insole Super Sole!

Lesson three; A Question of Balance

I n the last article of this short series about composition we will look at pictorial balance, sometimes known as visual weight. By balance we mean that no single area of the

photograph should draw our attention too much compared to any other area. A successful photograph is one where our eye will want to look around the whole picture. This is because being balanced it will be restful and pleasing on the eye. Psychologists will tell you our brains like the appearance of balance as it is to do with our instinct to stay upright. In other words you do not want you picture to look lop-sided. It gives the subconscious feeling we are falling down. This technique is the photographic equivalent of balancing a seesaw. If you put something on one side of the image, then to balance, put a counterweight on the other. This counterweight does not have to be just one object, but can be several. Within the photograph this sense of balance can be left to right, top to bottom, or even corner to corner. Repetition, reflections and symmetry are easy starting places. Things that repeat (rows of trees, a line of people) or reflections (boats in water, the sun on the sea) are always great subjects. The good news is that balance is not an exact science. It just has to be near enough.Give it a go. Yes this technique will need a little practice to get right, but once mastered it really will make a pleasing difference to your pictures.

Xocolarte

People

Meet the owners of this delightful tea room and confectioners in Faro.

T his month we were lucky enough to meet Frank and Elza from Xocolarte. Frank comes from 3 generations of bakers and chocolateers in Antwork, Belgium. At the young age of 12 he worked in a bakery during the day and studied

baking and confectionary in the evenings. After 10 years of studying, his school asked him to become a teacher,

which he did for a while. After teaching he worked in research and development for the confectionary trade, one of the first to use silicone moulds for jelly, and also injection moulds and polycarbonate. With 15 years of knowledge, Frank then took the step of starting his own company. 'Chocolate world' was dedicated to developing moulds and machinery. One of his first

machines was made by the Ferrari factory. He then found a factory in Espinho and this is where his love affair with Portugal began. He sold his company and 15 years ago moved to a small Quinta in Luz de Tavira which he named 'Quinta do Xocolatl, with the intention of retiring. His chocolate making was reserved for friends and parties only, however his great work did not go unnoticed. Before he knew it, newspapers, magazines and even TV companies wanted interviews. His retirement was now over as he began making

chocolates again. Frank dreamed of starting a real chocolate shop here, just like you'd find in Belgium, but with the flavours of the Algarve. Xocolarte was born. Chocolate made with local ingredients such as flor de sal, olive oil, figo, medronho, lemons and oranges. His latest concept is chocolates for parties, which contain little sugar, great with Champagne and port wines. These are made with ingredients such as Wasabi, dried tomato and basil, goat's cheese, and anchovies. This concept is very much

on trend with food pairing, popular with top class chefs worldwide. You'll find Xocolarte in the center of Faro. A great place to enjoy a huge range of coffees, hot chocolate and desserts. You're sure to receive a warm welcome from Frank and Elza, at the sweetest shop in town.Contacts: Tel; 927 618 187Facebook; XocolarteEmail; [email protected] or visit them at Rua Dr Candido Guerreiro, 44a, 8000-319, Faro.

F ado Historia is a very unique showcase of Fado in Tavira, and an excellent way to see and listen to LIVE Fado music. Together with a

short video presentation providing the interesting history of Fado, the experience is truly charming. In collaboration with UNESECO (the United Nations Educational, Scientific and Cultural Organization) who’s moto is “Building peace in the minds of men and women”, the project is the only one to be found in the Algarve. We met the founder, Virgilio Lanca who has taught Fado teachers for many years and who is from Tavira. Together with Miguel Drago who plays the Portuguese guitar and Teresa Viola, vocalist, there are

daily (except Sundays) enchanting performances set in a restored house near to the church of Misericordia on the hill towards to the clock tower in Tavira. Virgilio explained that they opened to the public on the 20th October this year to provide a first class, cultural tourist attraction. All guest artists are international, professional performers, for example Raquel Peteis and Pedro Viola have won acclaimed awards such as “Grand Niote de Fado” in Lisbon.Fado com Historia has exclusively adorned the inside of the building with a mural of a famous performance from the singer Amalia Rodrigues from The Cafe Luso, in Lisbon. Known as the Rainha do Fado ("Queen of Fado"), Rodrigues

helped popularize Fado worldwide and travelled internationally between the 1950s and 1970s. In just half an hour you will learn how Fado began, and enjoy an enchanting musical delight of the Portuguese guitar and the marvellous vocals.Fado tells a story through music and most of us have, I’m sure, listened to the Fado at various times. This, we can say, was a real pleasure, interesting and very intimate, performed to an exceptional standard.Their grand opening will take place on the 5th of December and will be attended by many dignitaries from both the area, and the tourism department. In just a short time they have already had many fabulous comments in their guest

P ortugal’s most famous export, port wine, is synonymous with Christmas but is now universally accepted as an accompaniment

to most fine dining occasions. But what is port wine and how has it evolved? Port is a fortified wine by adding a proportion of grape spirit or brandy, at some point during the production process. Port is arguably the greatest

of all fortified wines and its paramount expression,

Vintage Port, ranks alongside the

f i n e s t

produce of Bordeaux or Burgundy as one of the great iconic wines of the world. Port wine is produced in the mountainous eastern reaches of the Douro Valley in northern Portugal, one of the world’s oldest and most beautiful vineyard areas where wine has been made for at least two thousand years. The first shipments of wine under the name ‘Port’ were recorded in 1678. Until well into the 20th century, the wine was carried down the river Douro from the vineyards in special boats known as barcos rabelos. The wine was then unloaded into the ‘lodges’ of the Port houses which line the narrow lanes of Vila Nova de Gaia opposite the old city centre of Oporto, to be aged, blended, bottled and finally shipped. One of the more fascinating

buildings in the city is the 18th century Factory House which is associated with the influence of Britain in the port wine industry. The building reflects the 600 year Anglo-Portuguese Alliance, and the importance of the city’s British

community and its prominent role in the port trade. The Factory

House provided a meeting place for foreign merchants to conduct their business and to defend their interests. Conceived as a meeting place for British shippers to discuss business, the house became a private club for the British where they colluded to consolidate their monopoly over the manufacture and export of

port. In 1806, the Portuguese government granted the land upon which the Factory House is built to the British consulate in perpetuity "....from this day and forever." With their frequent meetings, the British shippers were able collude together on pricing and strengthened their monopoly over the trade. All business was conducted in absolute secrecy from the Portuguese. Over time the Factory House became a symbol of the British monopoly. Complaints about the business practices of the British shippers, led to the Portuguese Prime Minister Sebastião José de Carvalho e Melo, Marquis of Pombal establishing the Douro Wine Company in 1756, to bring more Portuguese influence and control to the Port wine industry. Among the Douro Wine Company's powers was the ability to set pricing for what the British shippers had to pay the Portuguese wine growers. The monopoly of the British Factors was essentially over. The British passed on their increased costs by adding them to the price of their port which angered local tavern owners and resulted in the so-called Tipplers' Riots of February 1757. Unrest broke out across the city, prompting Pombal to send 3,000 soldiers to quash the rioting and he subsequently dealt out harsh punishments. Both the British and their sympathisers faced large fines, the confiscation of property and jail time. Some were banished to Africa and India,

while Pombal had twenty-six members of the Factory House executed. Stability was restored and nearly sixty years later the building turned into more of a private gentleman's club among the merchants. It developed an air of exclusivity, holding formal balls for the British of Porto and excluding most of the Portuguese shippers who worked in the wine industry. Every Wednesday the shippers would gather for lunch, drinking port together, and play guess the vintage. Wednesday was chosen because this was the day when no post arrived, so there wasn't much work to be done. While sometimes Portuguese dignitaries and government officials were invited, until the end of the 20th century there was an official decree of the Factory House that excluded any Portuguese military officer below the rank of Field Officer from attending. Today there are now more Portuguese than British members of the Factory House due to the extensive integration of Portuguese workers into the corporate structure of many of the British Port shipping firms. The Factory House, which is open to the public and is still decorated as it would have been 100 years ago, is truly a piece of living history.

Advice from property expert Robert Bijker from Land and

Houses Algarve

Every year in December we have made it a habit to reflect on the past year and to provide an outlook for the

property market in the year ahead. Twelve months ago we predicted that trading conditions for real estate would improve which proved to be an accurate assumption. The increase in transaction volume which started in 2013 continued in 2014 at even a higher pace. Also, property prices are somewhat improving, which is good news for vendors. These are positive signs in light of a lacklustre economic recovery in Europe with unemployment staying at stubbornly high levels versus previous economic recoveries. There also has been little help from banks as new mortgage origination has been low and expensive with spreads of around 4% over Euribor. To put this in perspective, during the years before the financial crisis the spread was between 0.5 – 0.9% over Euribor. The Algarve has always attracted buyers from all over the world, therefore it is important to watch how other economies are performing when analyzing trends in property prices. The big themes for 2015 that could have a negative impact on the property market are the possibility of economic stagnation in Europe, the possibly of deflation, and the need for further strengthening of banks balance sheets. To start with the first, Europe needs higher economic growth in order to bring unemployment down and to be able to lower budget deficits. Unfortunately, there are signs that the eurozone economy is slowing to a halt, with a key indicator of manufacturing activity, the PMI index (purchasing managers index) falling to 51.4 in the month of November 2014, just above the important 50 level marking an expansion. There is some positive tailwind from lower energy prices and a weak Euro, but this is not enough for a real economic recovery. Structural reform will also play a big role, not only in Portugal but also in France which is Europe’s second largest economy after Germany. For Europe it is important that the economy of both

France and Germany are performing well. The ECB will do everything in its power to avoid deflation, however, it may well be that inflation will remain low and well below historical levels not just for a couple of years but for the coming decades. There have been long periods of very low inflation before in the past two centuries. The current low inflation environment is due to technological and energy innovation, the deleveraging by corporations, government and households all at the same time as well as an aging European population. The year 2014 was also the year that Portugal exited the 3 year bailout program. During this period of austerity some progress was made with structural reform and the reduction of the budget deficit. However, progress has been slow and too little and makes you wonder what the future beholds now that Portugal is no longer required to negotiate with its lenders. Economic growth is forecasted at 0.8% for 2014, moving to 1.2 and 1.3 percent in 2015 and 2016 respectively. Furthermore, the government expects the budget deficit over 2015 to come in at 2.7 percent, which is already above the agreed target of 2.5 percent agreed with its international lenders. However, the troika (ECB/IMF/European Commission) thinks the government forecast is overly optimistic and expects the deficit not to drop below 3.3 percent of GDP in 2015 from a projected 4.8 percent in 2014. Moreover, the outlook from bank analysts is more in line with the numbers of the troika which will put pressure on the government to hit their targets during the 2015 election year. Issues hampering economic growth are a slow judicial system, inefficient public administration (e.g. hidden unemployment), restrictive labour regulations and a lack of

competition in some sectors. On a positive note, we believe that programs like the Golden Visa and the NHR (Non-Habitual Resident) will continue to be successful in attracting foreign buyers in 2015. Especially the latter as more and more people from Northern Europe will learn about this program and the benefits. The NHR program is a scheme for individuals who have not been a resident in Portugal during the past 5 years. Once an individual has been granted the NHR status, he or she will be exempt from income tax (work, royalties, pension, interest and dividend) for a period of 10 years. This program in combination with an undervalued property market is an attractive proposition for many foreigners who like to capitalize on a recovery in property prices while having a 10 year tax holiday. The market benefits more from this type of buyer versus ‘flippers’, as they have a strong incentive to hold on to their property during this 10 year period. Recent changes to local lodging legislation make investment in real estate more attractive, especially in a low interest rate environment. The new legislation requires owners who rent out their property on a short term basis to holidaymakers to register

at the local tax department as a business activity. The advantage of this so called ‘simplified regime’, is 85% of rental income is automatically considered as expenses. In other words, you are only taxed on 15% of your invoiced rental income. There is a flat tax rate of 25% percent, which results in a final rate of 3.75% of total rental income. This compares favourably with the tax rate on savings. Moreover, the rental returns also compare favourably with gross yields varying between 5 to 8 percent depending on the type of property, location and marketing. To summarize, despite of political and economical challenges we expect 2015

to be a good year for real estate with both transaction volume and prices to increase during the year especially if economic growth in the eurozone picks up. As there is not much new construction coming to the market in 2015, we also expect supply and demand to be more balanced which also will contribute to the recovery in property prices. In addition, we believe banks will continue to strengthen their balance sheets in 2015 – something we always considered to be a process and not an event – which in the future will lead to a more liberal approach towards the issuance of new mortgages and a reduction in the spread.

Your comprehensive guide to the uses and history behind festive herbs and spices

Christmas Herbs & spices

Believe it or not, in times past there were things more valuable than gold, silver, and even diamonds. They were the items people

coveted, and those who could afford them really wanted -- they were spices and herbs. In the days before refrigeration and modern cookery, food was pretty bland without spices and herbs. There are many spices and herbs that are generally associated with the Christmas period that we've all heard of, but others many may not know much about. So, let's explore some of the more popular Christmas Time herbs. In traditional Christmas stories and songs, especially those revolving around the birth of Christ, you hear a lot about frankincense and myrrh. How many of us can raise their hand and actually say what they were? Even better, how many of us can say where they came from? Well, frankincense and myrrh are both dried tree sap resins, meaning that they come from trees whose common names are frankincense and myrrh. Frankincense is genus and myrrh is Commiphora. They were considered so valuable that they were taxed at each place they passed through. The clearer and darker the resins, the higher the quality and price they fetched. By the time they reached Jerusalem, only the kings could afford them. CINNAMON

The spice, cinnamon comes for the bark of a tree and it is probably one of the oldest known spices used by man, since it is known to date back to 4000 B.C.As a medical herb, it is used with digestion and the spice is antiseptic. It is now thought to lower blood pressure.CLOVELook at the head of a nail, and you'll see the reason why the name of this herb evolved. The word clove comes from the Latin word clavus, meaning nail. the shaft and head of the clove bud looks like a nail. In the 16th and 17th centuries, cloves were one of the most precious spices of Europe and they were worth more than gold. The primary uses of cloves in herbal medicine are to relieve nausea and vomiting. It is also used to treat flatulence. Before the invention of Novocain in dentistry, cloves were given for tooth aches.FENNELFennel, the perennial variety with the yellow flowers, has majestic feathery leaves. It originates from the Mediterranean, but can be found growing throughout much of the world. It is very pungent, fragrant, and has a wide variety of uses. It is an invasive species in both the U.S. and Australia. Fennel seeds are ancient medicinal remedies, when it comes to digestion and hunger. Starving Puritans would chew on them during religious fasting to keep from growing hungry. Some cultures chew on them to relieve the feeling

of being over-fed. Ancient Romans chewed on the stalks because they believed it would keep them from becoming fat.GINGERGinger is a favourite medicinal herb and spice used not only for cooking -- but to aid digestion and treat stomach upsets, diarrhoea, and nausea for thousands of years. Thanks to popular children's literature, Christmas wouldn't be Christmas without ginger, gingerbread biscuits, and gingerbread houses. LAVENDERJust about everybody loves the scent of lavender. It's said that it must have been present with Adam and Eve in the Garden of Eden. In medieval times, lavender was considered a holy safeguard against evil. The myth was in many Christian homes, which a cross of lavender hung over any door, what protection from evil.MINTMint, which is actually Minthe -- is a sweet scented herb that contains menthol, which is what gives it the unique quality of being a known aid to digestion. Crushed mint leaves are one of life's treasures to smell. Mint’s true name is Mentha. This hearty aromatic perennial is probably one of the most easily recognized herbs, just for its aroma. It grows best in wet area and can be considered to be invasive.MISTLETOEMention mistletoe and it brings

It's not known exactly why or when the tradition of kissing under the mistletoe started, but it is generally accepted that it was in the 16th century, possibly in England. ROSEMARYIn terms of Christmas legends, rosemary has a special place. The flowers of rosemary were supposed to white, but it's said that after Mary laid her blue cloak upon the branches of a rosemary bush, the flowers took on the blue colour of her garment. Therefore according to folklore, rosemary was said to bring happiness for anyone who smelled it on Christmas Eve.SAGESage is a common meat rub herb that started its

herbal career, as a healing herb that was thought to have cured everything from snake bits, eye problems, infections, epilepsy, intoxication, memory loss, worms, and intestinal problems. The truth is that it is a good food preservative.

THYMEToday, aside from being a common herb for roasting meat, it is also used in dried flower arrangements, bouquets, and potpourri. Many people would identify thyme as a kitchen herb used in roasting,

especially with holiday meals.NUTMEGNutmeg may not look the most interesting of spices but it has been used for everything from embalming Ancient Egyptians; a treatment for piles in the Middle Ages to being a well-known alternative to marijuana. Natives of the Banda Islands, Indonesia rub nutmeg oil on the stomach as a treatment to flu and also rub it onto the forehead to treat headaches. It would seem the reason so many of these herbs and spices appear in the foods we eat at Christmas is due to the fact they are all associated with treating colds and flu.

A utomatic exchange of information on a global scale will become a reality in 2017, as 51 countries

signed an agreement to share financial information. Another 35 jurisdictions will join the following year. All Organisation for Economic Cooperation and Development (OECD) and G20 countries, as well as most major international financial centres, have signed a “multilateral competent authority agreement” that will activate the automatic sharing of financial data for tax purposes. It shows the determination of governments across the globe to prevent tax evasion and capture lost tax revenue. Tax authorities of participating countries will be able to gather much more information on the assets their taxpayers hold abroad. The OECD explains that automatic exchange of information “can provide timely information on non-compliance where tax has been evaded either on an investment return or the underlying capital sum, even where the tax administrations have had no previous indications of non-compliance”.58 jurisdictions, known as the “early adopters”, have pledged to make the first exchange in 2017. This includes Portugal, the UK, most EU countries, Isle of Man, Jersey, Guernsey, and Gibraltar.A further 35 jurisdictions have said they will start in 2018, including Switzerland, Singapore, Monaco and Hong Kong. The US will start automatically exchanging information with countries

around the world from 2015.After the signing ceremony, OECD Secretary-General, Angel Gurria, commented: “We are making concrete progress towards the G20 objective of winning the fight against tax evasion… The world is quickly becoming a smaller place for tax cheats.”The global “Standard for Automatic Exchange of Financial Account Information in Tax Matters” is different from most current bilateral agreements, where authorities have to make formal requests for information. Now they will automatically receive information on all their taxpayers who hold assets in the participating territories. The standard sets out the financial account information to be exchanged, including, balances, interest, dividends and sales proceeds from financial assets. It covers accounts held by individuals and entities, including trusts and foundations. Cross border tax planning has completely changed over recent 15 years; particularly since the move towards global tax transparency escalated in the wake of the financial crisis. Where once we used to take financial privacy for granted, we now have to accept that it is history. Tax authorities will have information on our income and assets, wherever we hold them. One thing has not changed however, which is that every individual has the right to structure their assets in a tax efficient manner. You need to establish how you can use approved

tax advantageous structures here in Portugal to reduce your tax liabilities. It is important to be compliant with local tax law, but it is also important to protect your wealth from taxation wherever possible. You can do both if you take specialist advice. Expert currency advice

Managing your International payments

W ith Christmas on its way and 2015 in sight, how is the GBP/EUR going to sit at the end

of the year, will we see it going back up and get to 1.30? Unlikely. For those of you who wanted to transfer GBP to EUR at the beginning of November Mario Draghi was the one to thank for the exchange rate, as the outcome of the monthly ECB meeting boosted the sterling against the Euro to nearly a 2 year high, but this was short lived as the inflation report from the Bank of England on the 13th November saw the GBP/EUR take a downward turn and we began to see it go to the 1.24’s. Looking in the short term we would like to say anything above 1.24 is an acceptable rate. On the other hand if you are looking at moving funds back to the UK keep in touch with your currency broker, as when those dips happen it is the time to act quickly.

Over the Christmas period many of us visit family, and need to transfer funds for the visit. We offer no minimum amount, we can send direct to family and friends if required, all with no fees or charges. So if you are looking for a secure and fast way to send funds we are on hand to help with all your currency needs worldwide. At Premier FX we not only help private clients get the best exchange rates, we are also able to support business’s that may need to purchase supplies worldwide or transfer funds. As you may be aware by now, since the 27th of November there are tighter regulations with

regard to private holiday lettings. The decree-Law 128/2014 recently published, created independent regulations for local lodging (AL - Alojamento Local), and some of our readers that were not aware of this, where caught by surprise and sent us some questions. We will try in this article to clarify some of the main questions arising from this law, and clear the subject a bit more.First of all, if you rent your property in Portugal the income needs to be declared in Portugal. This is not a matter of personal preference, but a matter of law. Secondly, the Tax Authorities (Finanças) state categorically that property owners letting directly to holidaymakers (for less than 30 days) are viewed as having a business activity that must be reported in Portugal under Category B. Several taxpayers have been declaring rentals under Category F, this should be reserved for either

“long-term” rentals (more than 30 days) or “locação turística”, which is when the property owner makes a contract ceding the property to an agent for ongoing letting to tourists. Please note that as we mentioned in a previous article, the main reasons for you to comply with this new law are:Fines are very high for those that do not comply with this law; both the property owners, and property agents that advertise the rentals.Tax is quite low if you are on this scheme; as a non-resident you pay 3.75% tax, instead of being taxed at 28% (this is not a typing error you have read it correctly, 3.75% opposed to 28%)So why take unnecessary risks and not obey the law? Please find below some questions and answers, to help you understand a bit more about the local lodging:

QAs a business, will there be complicated accounting/

reporting requirements?

A No, unless your income is over €200,000 per year, you would be

classed on the “Simplified Regime”, and as the name says, everything will be simple.

Q What is the simplified regime, and what expenses can I

offset against my rentals?

A Most of the Sole Traders in Portugal elect to operate under

the Simplified Regime when opening their business activity. Under the simplified regime taxpayers cannot deduct professional or business expenses against their annual gross income. The taxable income of this category will be computed automatically, based on their income.

Q What is the tax payable on the simplified regime on my

rentals?

A The effective tax rate on Category B, in the simplified

regime, for a non-resident property owner will be 3.75%. So for earnings of €10,000 the taxable income, equates to €375. Please note that under Category F, on the same income taxed autonomously at 28%, the tax liability would be €2,800, nearly 8 times more!

Q Do I have to issue invoices to holidaymakers?

A Yes, you need to issue invoices, however this is a service included

in our package, so we will do this for you. We will also simultaneously report the arrivals and departures to the Immigration and Borders Service (SEF) at no additional cost. This is also mandatory under the new law.

Q Will I need to be VAT registered?

A You can be VAT registered by choice or when your income

exceeds €10,000 per year. However as the VAT charged to holidaymakers is 6% as a tourist activity and as most of your operating expenses has VAT at 23% rate, normally you should be in credit in terms of VAT.

Q Do I have to pay Social Security contributions?

A There are various full and partial exemptions that apply in most

cases:a) Many people are eligible for full

Social Security exemption if they already contribute to or are beneficiaries of a National Insurance system any-where in the EU and beyond; b) Those earning less than €16,768.80 in Local Lodging income are also fully exempt; c) Those who earn more have contributions based taxable income (15% of gross Local Lodging invoices) and should be eligible for partial reductions from the normal contribution of €145.Amongst other goals, the Simplified Regime tax savings are designed to encourage and stimulate this newly recognised and important segment of the tourist industry. Creating a reasonable compliance environment with sensible taxation levels may come as common sense to some and revolutionary to others. Whatever your

perspective, this is the system now in place and compliance is a must.We strongly advise our clients to stay legal and compliant with these rules and regulations because not only are the fines very high (starting at 2.500€ for private individuals) but also because these law opens an opportunity to mitigate the tax currently paid on rentals. Rentals under this law will be taxed at 3.75% opposed to the normal 28% rate.If you have any other questions, please feel free to contact us, we aim our expertise and know-how to work in your benefit, keeping you tax compliant while paying only the legal minimum. Pass by our office for a friendly chat, and find out more about the tax strategy that might be more effective on your specific situation.

L ynne Whiteley discovered a poignant story when she and her family started to trace their ancestors. The result has been a remarkable first novel, A POCKET FULL OF HOPE. Based on

fact, a family's struggle during the desperate times of World War One is brought to life as Lynne delves into the emotions surrounding a Sheffield community. Loyalty and love abound along with cruelty and tears and the author takes very special care in making us really know the characters. Life was harder than most people know during these years and the author certainly demonstrates the hardship and trials of life in a northern industrial city As the story unfolds you will be drawn into the intricate web of joy and despair and also probably shed a tear or two on the way. A percentage of each sale will go directly to the Royal British Legion. Lynne Whiteley was born in Sheffield but now lives at Fuseta. Mixed Fortunes And More Foreign

Investment

November was a month of mixed fortunes for SC Olhanense who overcame Algarve rivals Portimonense,

lost heavily at high flying Benfica ‘B’ then surprised everyone with a stunning away win at league leaders Freamunde. Against Portimonernse manager Jorge Paixão gave a league debut to goalkeeper Svedkauskas and recalled Celestino to bolster the midfield. It was second-half substitutes Weldon, Gonzalez Prado and Giraldo who were instrumental in the 2-0 win. With ten minutes remaining former Benfica centre-forward Weldon jinked his way into the box and was delighted to see his weak shot slip under the diving Ricardo Ferreira. This was the confidence booster that Olhanense needed to kill the game off, which they duly did two minutes from time, when Gonzalez Prado calmly slotting home. Away at Benfica ’B’ it was the visitors who were 1-0 up at the break thanks to a Rodrigo Antonio strike but the game turned dramatically

when Olhanense pressed the self destruct button shortly after the interval. A silly free-kick allowed Helder Costa to level the score and then centre-back Ubay Luzardo picked up two yellows cards within the space of two minutes. Down to ten men against the young Eagles was too much to overcome as Helder Costa helped himself to a hat-trick. Rui Fonte and Ruben Pinto adding further goals in the 5-1 win. It was fortunate that 17 year-old Gonçalo Guedes, considered by many to be the new Cristiano Ronaldo, had a quiet game otherwise the final score could have crept towards double figures! The Benfica starlet, who is being chased by many of Europe’s top clubs, is high on Arsenal’s wanted list but with a release clause in the region of €50m he may prove to be expensive for the north London club. Olhanense then moved north to take on league leaders Freamunde without defenders Ubay Luzardo, sent-off, and Duarte Machado who picked up a fifth yellow card against Benfica. Surprisingly the Algarveans were two

goals to the good inside fifteen minutes thanks to a Paulo Regula penalty and a Celestino rocket from well outside the penalty area. This win keeps the team in mid-table and with three winnable home games in December the players should be striving to perform to the best of their capabilities prior to the opening of the transfer window in January. The Olhanense SAD (limited by liability company) are negotiating with French investors to bolster the financial investment of the current Italian backers which could result in changes of playing personnel. Olhanense captain Semedo made his debut for Cape Verde in their 1-0 defeat by Zambia in a 2015 Africa Cup of Nations qualifier. Cape Verde had already qualified for the finals which will now be played in Equatorial Guinea after Morocco declined to host the tournament because of the Ebola virus epidemic in West Africa. Another debutant was centre-forward Bedi Buval who scored for French overseas province Martinique in their 2-0 Caribbean Cup victory against Antigua & Barbuda.

CRISTIANO RONALDO DELIGHTS CROWD

C ristiano Ronaldo became the highest goal scorer in European Championship history when he scored the only goal of the game against Armenia at the Algarve Stadium in their EURO 2016 qualifier.

With twenty minutes to play substitute Ricardo Quaresma cut in from the right and his angled shot was beaten away by the goalkeeper. Nani pushed the ball to Ronaldo who swept it past Roman Berezovsky at the far post much to the relief and delight of the crowd. This was Ronaldo’s twenty-third goal in European Championships and his fifty-second for Portugal. Eusébio, the greatest player ever to wear the Portugal shirt, was honoured by Loulé Câmara on the eve of the Armenia game. The southern access road to the Estádio Algarve will be named ‘Avenida Eusébio da Silva Ferreira’.

FootGolf, a combination of football and golf, is growing fast and becoming established at the

Colina Verde Golf & Sports Resort at Maragota, near Moncarapacho. The premise of FootGolf is so simple that it seems strange it was not invented decades ago: instead of using clubs and a golf ball, players use their feet and a football. The winner is the one who completes the course in the fewest shots. A special hole, to take a football, is located on the fairway adjoining each green. While the cost of the necessary equipment and the time required to complete a round of golf are dissuading would-be players, FootGolf is immune from both

problems. You only need a pair of trainers and a spare hour or two. The Federation for International FootGolf (FIFG) now has twenty-two member nations including Portugal, UK, Holland, Argentina, Spain, Germany, Belgium, Norway and the latest addition Saudia Arabia. Last month the first Portugal Open Tournament featuring some of the world’s top players was held at the Quinta da Marinha Golf Course in Cascais near Lisbon. The nine hole Colina Verde course has been extended to include three additional holes for FootGolf and the winning team of Paul Martin, Mike Wreford and Paul Shawe had a combined score of 160 (par 126)

with Paul Martin holing a tremendous eagle on the, par four, third hole. This first tournament resulted in ten birdies including one by top female player Tanya Fox. Andy Smith won the award for Top Player with a round of forty-five (par forty-two). Such was the enthusiasm of the participants that it is proposed to make the event a monthly competition with new members particularly welcome. The next event will be on the afternoon of Wednesday 10th December and anyone interested should contact Chris Wright: email - [email protected] or phone 916 504 903

What it takes to make a champion

This months tip from Keith Ashdown, golf professional at Benamor golf.

www.eastalgarvemag.com

I wonder how many aspiring young professionals will make it to the top in 2015. Listed below are 12 very important qualities needed.

1 The desire. This has to be an obsession, a passion.2 An understanding of your swing.3 The will to practice, practice, practice.4 Competitive experience means making the effort to travel.5 Concentration. Means trying on every shot.6 Good vision. To judge distance and lines on the green.7 Feel or touch. For gauging force to be applied.8 Starting early in life. To have acquired co-ordination.9 Emotional control. To be able to make the knocks and the good breaks with equanimity.10 Clean living habits. Goes without saying.11 Muscular build. To stand practicing and playing long courses.12 Strong hands, help in allowing wrists full freedom without club slipping.I will also add one more to the above list but not number 13, a little bit of luck along the way.

Merry Christmas and good golfing in 2015.
