Ageing Nepal expresses sincere thanks to Embassy of Switzerland in Nepal for the
opportunity provided to conduct elderly focused programmes in the context of
International Day for Older Persons (IDOP) 2017. We would like to recognize

Background
The declining birth rate and increasing life expectancy is bringing unprecedented growth in
the number of ageing population (60+) across the globe. The ageing population accounts for
13 % of global population and it is estimated that the number will be 22 % by 2050.
Similarly, in the context of Nepal, about 9 % of total population accounts for 60+ population
and the number will be more than 20 % by 2050. This 21st Century is also termed as the
Century of Older People because the number of 60+ populations is projected to be more than
the number of children below 5 years of age, and this is happing for the first time in human
history.
This unprecedented demographic transition also means, increase in dependent population,
decrease in economically active population and availability of a larger pool of knowledge and
experience to the society. These changes have created new opportunities and also posed new
challenges. A new set of policies and programmes are necessary to make use of the new
opportunities created and new challenges presented. Most of these changes will hit the
developing countries the hardest because they are the least prepared for it, in lack of
awareness. Continuing the traditions set when population of elderly used to be about 5% of
the total population, older persons are still viewed as recipient of charity by the state and the
society in general. This is grossly unacceptable to the present world that is taking steps to call
a new UN Conventions to establish the rights of older persons across the globe.
UN initiated International Day of Older Persons (IDOP) to honor the efforts of elderly and
the value they bring into our society. As the former UN Secretary General, Ban Ki-moon
visualized on the occasion of IDOP, 2016, “We have a clear roadmap to transformation: the
2030 Agenda for Sustainable Development. This visionary plan and its Sustainable
Development Goals (SDGs) emphasize inclusion and equality, promising to leave no one
behind. Older persons are both agents and beneficiaries of change. By advancing progress on
the SDGs, we can mobilize the considerable talents, energy and experience of all older
persons in carrying out this Agenda”.
In this context, Ageing Nepal with support from Embassy of Switzerland in Nepal conducted
campaign in the context of International Day of Older Persons Day 2017 with following
objectives.
Objectives
a) To aware people on the rights of older persons and the UN theme for IDOP, 2017.
b) To pressurize the government and Human Right Commission for formulation and
implementation of elderly focused plans and policies.
c) To build mass awareness through mass media mobilization.
d) To bring the issues of ageing population in the forefront of national social and political
discourse.
e) To reach out the concerned global community with the information related to ageing
population of Nepal through social media.

Khotang), and national level.

Posters highlighting the theme of IDOP 2017, “Stepping into the Future: Tapping the

a. Interaction Programme
Ageing Nepal team conducted 3 interaction programmes with the three different groups of
participants, namely (a) Students (b) Local government members and (c) local journalists in
each of Okhaldhunga and Khotang districts. Four session were taken by four facilitators i.e.,
Mr. Krishna M. Gautam as a main facilitator, Ms. Sanju T. Magar, Ms. Pabitra Adhikari and
Mr. Prakash Gautam as facilitators. The interaction programme was conducted in the
following framework.

b. Feedback Collection
At the end of each interaction session, participants were asked to fill up an evaluation sheet
for feedback collection http://ageingnepal.org/wp-content/uploads/2017/11/Doc1.pdf. The
Feed-back thus collected was analyzed and the summary is presented in the relevant sections
below.
c. Commitments Taken
At the end of all four sessions, the participants were divided into groups of 4/5 members with
a team leader. Each group was asked to give its commitments on what they would like to for
the betterment of older persons in their respective area of operation. After this, the team
leader presented their group work which is summarized in the relevant section below.

Proposed Activities
1) Interaction programme with students
Sahid Adarash Campus at Rampur was selected for the programme in consultation with Ms.
Sarita Dahal, District Coordinator of programme supported by UNFPA and Swiss
Corporation.
The Programme started at 10:30 O’clock with 33 students along with 2 staffs of the Campus
on 11th Oct. 2017. Students of 10+2 to Bachelor level of different faculties participated in the
programme.
Four sessions on different issues were presented by facilitators from Ageing Nepal.
Participants were requested to fill up evaluation form after completion of each of the four
sessions.
At the end of interaction programme, participants were divided into five groups for group
work and presentation. The main objective of this activity was to collect their commitments
for the initiatives to take after the interaction programme. The major commitments and
feedbacks collected from group work are listed below:

Will encourage elderly family members to remain active doing what they can in
household chores, farming and other.
Will demand local government a literacy class for local older persons.
Will support older persons to get organized for different social programmes.
Will demand local government for formulation and implementation of strict laws and
policy against elder abuse.
Will conduct programmes for entertainment of elderly.
Will support elderly by organizing vocational trainings like: agarbatti making, candle
making in collaboration with local organizations and the government.
Will maintain hygiene of elderly parents at home.
Will promote/strengthen the culture of respect to elderly parents and older persons in the
community.
Will urge local government for timely distribution of old age allowance.
Will provide good care of elderly parents.
Will urge local organization to provide counselling to the needy local elderly.
Will support elderly for establishment of elderly club.
Will create old age friendly environment in each family.

Feedbacks received from participants on the programme:
Issues presented in the programme were very genuine and interesting.
All facilitators presented very well.
These kinds of programme should be organized in more remote parts of Okhaldhunga
district.
Time allocated for each subject should be increased in the future.

2) Interaction programme with journalists
An interaction programme was organized in the seminar hall of Sherpa Hotel. Altogether 18
journalists from different radio, newspaper and online magazine joined the interaction
programme.
The programme started at 10:30 am and closed at 4:30 pm. Journalist group were made more
interactive with facilitators. Journalists were divided into three groups at last hour of
programme. The entire group member discussed and presented their commitments. They also
gave feedback to facilitators as well as on issues presented in the programme.
Some of the major commitments and feedbacks by the Journalists of interaction programme
are listed below:

Will make an hour long radio programme on intergeneration knowledge and skills
transfer.
Will start a radio programme on psychological counseling for senior citizen.
Will promote an educational programme for senior citizen.
Will start radio programme to motivate youths for their responsibility towards their
elderly parents.
Will run information campaign for inclusion of at least two elderly in every consumer
committee of our community.
Will start information campaign urging the government to provide free health services to
elderly.
Will start a programme for entertainment of elderly like: poetry recitation on ageing
issues or by elderly.
Will print and air messages for building elder friendly community.
Will run information campaign to change mindset of general public about elderly as
dependent and unproductive group.

All issues of the interaction programme were very genuine and interesting.
Time was very limited, it needs to increase.
All facilitators presented very well on their specific topics.
We demand that such interaction programme should be made more frequently in future.
Such kind of programme should be also organized in other rural areas of the district.

3) Interaction program with local government members
The interaction programme with local government members of Sunkoshi Rural Municipality
was organized in the seminar hall of Sherpa Hotel on 13th Oct. 2017. The programme was
organized in Siddhicharan Municipality, headquarter of Okhaldunga district in consultation
with Chief of the municipality, Mr. Rudra Adhikari. Thirty three participants joined the
programme from 10:30 am to 4:30 pm.

Will provide a room for local elderly in Rural Municipality Office building.
Will build older persons committee in each ward.
Will organize daughter-in-law felicitation programme. Yearly, three daughter in laws will
be felicitated for providing good care to their elderly parents.
Will build four committees in a ward for elderly focused programmes. The oldest member
will be elected as chairperson of the committee.
Will provide health services at the door step of elderly.
Will involve at least one elderly member as representative of local elderly in all consumer
committees of the community.
Will organize an awareness building programmes on the issues of older person like: elder
abuse
Will organize a campaign for equal participation of elderly in development.
Will provide nutrition and health service at the door step of elderly.
Will collect information on situation of local elderly in our ward.
Will organize elderly felicitation programme.
Will mobilize elderly as expert in every aspects of local development.
Will provide 60 % discount in local public transportation.
Will run basic literacy class for elderly.
Will make strong laws and take action against elder abuse.
Will urge the central government to ensure rights of older persons rather than to distribute
and increase old age allowance.

Activities not included in the proposal
Beside these planned interaction programmes, few unplanned activities were also
accomplished in Okhaldhunga district.
1) Radio Talk Shows
a) Mr. Krishna M. Gautam, Chairperson of Ageing Nepal gave interview on cross cutting
issues of elderly focusing on the main theme of IDOP 2017 in the following local radio
stations.

b) On the occasion of Mental Health Day, Ms. Pabitra Adhikari, Clinical Psychologist at

Proposed Activities
a) Interaction program with journalists
An interaction programme was organized in seminar hall of Subha Din hotel at Diktel,
Khotang on 29th Oct. 2017. Altogether 22 journalists from different radios, newspapers and
online magazines participated in the interaction programme. The programme started at 10:30
am and ended at 4:30 pm.
At the end of the program, journalists were divided into four groups. The entire group
members discussed and presented their commitments.

b) Interaction program with students
Interaction program with students of Diktel Campus was organized on 30th Oct. 2017. The
program was organized in consultation with Bhakta Rai, District Project Coordination, Safer
Migration (SAMi) Project.
The Program started at 7 am with 46 students along with teachers of the Campus. At The end
of the interaction programme, students were divided into five groups and asked to give their
commitments what they will do for betterment of older persons in their village. Some of the
major commitments and feedbacks given by the students are listed below:

Will learn traditional knowledge of older parents.

Will be watchful and take action if elders are abused in the community.

c) Interaction program with people’s representative
The interaction programme with forty eight local government members of Rupakot
Majhuwagadi Municipality of Khotang was organized in the seminar hall of Subha Din hotel.
The program was conducted in consultation with Municipality Mayor, Dip Narayan Rijal and
Deputy Mayor, Ms. Bina Devi Rai.

Will ensure participation of elderly in every programmes conducted in their ward.
Will ensure involvement of elderly in decision making process of local development.
Will organize interaction program among family of older persons.
Will organize programme to transfer traditional knowledge and skills of older persons.

Will create platform for utilization of knowledge and skills of elderly.
Will formulate committee in each ward and organize appropriate program for elderly like:
literacy program, health camp, nutrition, food and hygiene

3. TV talk show
Mr. Krishna M. Gautam, Chairperson of Ageing Nepal along with Minister of Women,
Children and Social Welfare, Ms. Asha Koirala, President of Social Security Fund, Mr.
Rajkumar Shrestha and representatives of other concerned organization participated in an
episode of Sajha Sawal, a national TV programme. The programme was broadcasted on 1st
October 2017 from Kantipur national television. About 2 million of general public reached

4. Ration talk show
Ageing Nepal arranged a radio talk with Mr. Manohar Upreti, Country representative of The
International Network for the Prevention of Elder Abuse (INPEA), Secretary of National
Senior Citizens Federation, and Member of Alzheimer’s and Related Disorders Society
Nepal. The programme was aired through Times FM, 90.6 FM on 26thNov. 2017.
5. Posters printed and distributed
About 200 copies of posters with message of IDOP 2017 in Nepali language were printed and
distributed in each campaign activity.
Activities not included in the proposal
1. TV talk show
Ageing Nepal arranged following TV talk shows in the context of observing International
Day for Older Persons 2017.
a) An episode of Hami Janata, a national Avenues TV programme was arranged and aired

concerned organization including representatives of Ageing Nepal participated in the

Following are the lesson learned in the process of implementing this project and
recommendations for future.
a) Participants were convinced of the need to include older persons in the mainstream activities
of a society. Participants were not only motivated to start new programmes focused on older
persons but also were much enthusiastic in listing their commitments for future activities.
Journalists and local government members in particular have made huge commitments which
they may not be able to implement in lack of follow-up and support. Therefore it is
recommended to do follow-up to assess the progress made in implementation of their
commitments and provide further support needed.
b) One radio from each district showed their interest to initiate a radio programmes on elderly if
they get some funding support.
c) Inadequate time for discussion on each topic was reported by each group. So, it is
recommended that at least two days with each group should be needed for such interaction
programme.
d) This types of interaction programme should not be viewed as one time activity or only part of
observing IDOP. It should be developed as a regularly programme.
e) All rural municipalities are not equipped with facilities to run interaction programme with
large number of participants as found in Sunkoshi Rural Municipality. So, organizer should
ensure availability of the required facilities before fixing venue for running the programme.
f) It was much cumbersome to ask bills for local government members for their accommodation
and travel cost. It could have been much simple and agreeable to all if participants were
provided equal amount, irrespective of distance they need to travel for their participation.
g) We assumed that there will be no good connection of internet and electricity, so we had
printed all slides in flex for presentation. Our assumption proved to be wrong.
h) Interaction with students was found less effective. Instead, it would have been more effective
if representatives of other social organizations, CBOs and NGOs were included.
In summary, the success of the programme that was well received by the participants show
that even the rural communities are already experiencing the problems of population ageing.
Therefore, it is suggested to make such programme a regular activities of social-development
initiatives in Nepal.
