Introduction
The “Requirements Focus Group” (RFG) performs the “Co-ordinated Requirements Determination” of Package I.
The work of the group is a very important step towards world-wide interoperability, related to both the operational procedures and the technical infrastructure of Package I : In line with related ICAO ANC/11 recommendations.
In accordance with the rationale of the definition of Package I, the RFG supports a pragmatic approach towards the early and efficient implementation of Package I.
The group is in line with the provisions of the (European) Master Plan/Working Arrangements for Package I.

“Co-ordinated RequirementsDetermination”
“To establish requirements that require co-ordination among organisations involved in the development, qualification, approval and operation of the CNS/ATM system” : In support of ATS provider operational approval, operator
operational approval, and aircraft type design approval. It consists of the following processes :
Operational Services and Environment Information Capture (OSEIC);
Operational Safety Assessment OSA (OHA, ASOR); Operational Performance Assessment (OPA); Interoperability Assessment (IA).

RFG Objectives
To harmonise between Europe, the USA and other regions the definition of the operational applications contained in Package I and the environments they are operating in.
To establish the Package I Safety, Performance and Interoperability requirements.
To produce deliverables that will be proposed as input to and in co-operation with : International Civil Aviation Organisation (ICAO) panels; Regional Co-ordination Groups; Standards Organisations (e.g. EUROCAE, RTCA); Regulatory Authorities.

RFG Members The RFG is a joint European/US activity :
Principal membership of experts from EUROCONTROL, FAA, EUROCAE WG51 and RTCA SC-186.
RFG is open to additional membership : Australia has joined already, Japan is about to do so.
“Co-ordinated” requirements determination asks for the involvement of all relevant stakeholder categories : Required for highly integrated systems such as Package I; Inclusion of operational and technical experts :
Air Navigation Service Providers; Airspace Users; Airframe, ATM and Avionics Equipment Industry; Regulatory Authorities.

RFG Deliverables The RFG will deliver (through an iterative process) :
Operational Service and Environment Definition (OSED); Safety and Performance Requirements (SPR) standard; Interoperability Requirements (INTEROP) standard.
In line with ED78A/DO-264 Guidelines. Relationship with other Package I deliverables :
Top-down : Based on strategy, concept and operational requirements documentation; Requirements flow down to systems documentation (e.g. MASPS).
Bottom-up : Use existing systems documentation as initial input; Feed-back to documentation (e.g. concept) at a “higher” level.

European reporting authorities : EUROCONTROL for OSED document; EUROCAE WG51 for SPR and INTEROP standards.
USA reporting authorities : Split along Ground and Airborne Surveillance Applications; FAA for GSA OSED, SPR and INTEROP; RTCA SC-186 for ASA OSED, SPR and INTEROP.
RFG will keep the relevant FAA and EUROCONTROL bodies informed through Action Plan 1 and Action Plan 10 of the FAA/EUROCONTROL R&D Committee.

RFG Recent and Upcoming Events RFG/3 held from 1st to 4th December 2003 (USA) :
Kick-off of joint AD and SPR sub-groups. OSED v1.0 delivered mid February 2004 :
Based on Former European OSED HG work; Triggered intensive comment and issue resolution process.
AD SG/2 and SPR SG/2 meetings held from 29th March to 1st April 2004 (USA) : Finalising the OSED v1.0 resolution process; Progressing on joint “fast-track” SPR work.

Conclusion
The RFG work is focused to foster the implementation of an initial set of ADS-B enabled applications (Package I).
The RFG work is essential because it is necessary to develop co-ordinated operational and technical requirements for world-wide interoperability of Package I.
The RFG is looking for harmonisation. The RFG needs to be pragmatic and takes benefit of the
work already performed (e.g. ASA MASPS, OSEDs). The RFG supports but does not replace existing
standardisation bodies and processes.
The RFG has a huge responsibility for the early implementation of ‘Package I’ applications
