Eagle’s Eye has great pleasure in devoting considerable space in this issue

to inform the specifies of the improvements in pensionary and associated benefits

announced by the Government. Additionally, the IAF has taken a big step in

providing a single window to Air Force Veterans looking for institutional relief by

constituting the Directorate of Air Veterans. The Air Force Veteran community is

really thankful for such a step.

The Air Force Association and its activities are moving from strength to strength. Trends of

enrolment figures are increasing. The joy and vibrancy at the Senior Citizen Home finds mention in a

poem in this issue. More veterans are coming forward to institute scholarships on merit cum need basis

for children of Air Force Veterans. The Marshal of the Air Force Trust has issued grants to 143 needy

veterans and families to the tune of Rs. 8,35,500/- during the last six months (Sep 2012 to Mar 2013).

All this is indicative of the strength of the bonds in the community.

The Eagle’s Eye continues to work hard to improve. The QUIZ column has been appreciated.

We hope the magazine will add more popular features soon.

The strength and vigor in the veteran community is best epitomized by octogenarian Wg Cdr

(Retd) Marathe being awarded Senior Citizen Cyclist Award at Pune. Ex-Sgt G Balakrishnan Nair has

also achieved kudos, the Karma Shreshta Ratna Award for his yeoman work in the field of psychology.

Godspeed to these luminaries.

Thanks to the very determined efforts of some Senior Air Veterans at

Bangalore, and the interface provided by the AFA Head Office with the

Directorate of Air Veterans (DAV), Air HQ has signed a MOU with Bangalore

Metro in which nearly 50% of the manpower will be from the Armed Forces.

There is a similar tie up with the BEG at Bangalore and we have informed the

Indian Navy at Bombay to sign this MOU. The Head Office has impressed on

the DAV to sign similar agreements with existing and upcoming metros. We

wish them success.

The Head Office (HO) had initiated a dialogue with ONGC for five scholarships for college

going GIRL wards of our members for an amount of Rs 1 Lakh annually. Sadly when the proposal

was in the final stages of clearance, the workers union of ONGC sought a similar arrangement for

their workers. This scuttled the proposal and ONGC had to call off the arrangement. Our attempts

at providing such a scholarship still continue. We are finding ways of funding this scholarship. May

I request members to consider opening their purse strings and show the benevolence they are well

known for and contribute towards the AFA College Education fund. AFA will undertake the task of

providing support through professional college to deserving and needy children of our members.

You may have noticed that AFA is slowly becoming Net savvy. The HO and branches have,

over a period of time, collected the email addresses and mobile numbers of a large number of

members. Those who have provided us with this data are now being informed personally of all

important issues related to Air Veterans. Two important issues on which members were sent information

of late were to remind them to sign the ‘Life Certificate’ with the banks in Nov 12, and all members

were sent the format of the applications that Air HQ required to pay the arrears of the Fourth Pay

Commission. It is planned to enhance our communication on the net as much as possible. As a

reminder please do log on to the AFA web site and the Face book page. Some interesting discussions

take place on the Face book. Why don’t you join in and make the discussions more meaningful.

Also those who have not given us your email address and mobile numbers, please do so at the

earliest so that you could be informed of the important issues straight away.

In an endeavour to spread the AFA network, two new chapters have been added to the

Gujarat Branch. These have been operationalised at Jamnagar and Baroda. Gujarat is well on its

way to bring many Veterans into the AFA family. Bhuj will also be added as a chapter to the Gujarat

Branch shortly. We wish the new chapters all the best in all their endeavours. Andhra Branch has

also resurrected a chapter at Tirupati. The process of adding Branches and Chapters will continue

and we hope to enhance our coverage for all our members. There is also a proposal to start a Branch

in the United States of America. The Head Office has responded very positively to the proposal and

we hope that there will be adequate volunteers to start this branch. The branch will provide support

to the many Veterans settled in the US and to the many who visit that country regularly.

One of the ‘Works in Progress’ is our proposal to Air HQ requesting that serving Air Warriors

who Volunteer to become members of the AFA after retirement be charged a minimal amount regularly,

like the contribution to the Benevolent Fund, and they will be provided membership on retirement.

This will help Air Warriors pay the membership fees over an extended period. The proposal if

accepted will bring very large numbers of soon to be Veterans into the AFA fold.

AFA would also wish to thank our team of Lawyers who along with many Ex-Servicemen

agencies pursued the case of the IV pay commission in the Supreme Court with positive results.

AFA, on a case to case basis, joins in with service litigants to make ‘Class Action Cases’ in the High

court and Supreme Court. This helps every affected serviceman get the benefit of the court decision

without having to file individual cases.

It is the desire of us at AFA to have a Senior Citizen Home for Air Veterans in every region of

the country. A request has been sent to AOsC-in-C of EAC, SAC and CAC to seek land at

concessional rates from state govts in their jurisdiction. Once we have a positive response from any

C-in-C, we will initiate the process of setting up a SCH with the assistance of Air HQ. The present

SCH at Delhi is running very well, thank to its able administrators. We have sent a proposal to Air

HQ to reduce the initial cost to the Airmen wanting accommodation in the SCH. This is likely to

happen soon. I hope the occupancy increases.

During our service careers we come across many personalities who have done so much for

the service in their restricted work areas. Their dedication to their jobs is worth emulating. Their

service is and has been beyond compare. Not many avenues are open to them to improve their

position, yet the enthusiasm for their jobs does not suffer. We often speak of them in glowing terms.

They do get rewarded with an odd Commendation Card from the CAS or the AOC-in- C. But

besides that, there is no recognition. AFA, through the ‘Eagles Eye’ and its members, wants to start

a regular feature for such ‘UNSUNG HEROS’. In this issue we start with a feature on Shri Mohinder

Singh, the Golf Professional at the AF Sports Complex, Race Course, New Delhi. It is our request

to members, as well as serving officers, to send us articles on such individuals who have practically

given their life time to the Air Force. Let’s use the ‘Eagles eye’ to give credit to our Unsung Heroes.

There are many relevant aspects in this issue of Eagles Eye. It is been our hope to keep

Veterans informed of the latest policies of the Govt of India relating to Veterans. Wishing you all good

health and a great time ahead.

Eagle’s Eye is a magazine of air veterans, for air veterans and by air

veterans who have a duty of passing on the right Samskars (values) to Air Warriors.

One of these samskars is to know and respect yourself. Another samskar is to

educate yourself.

Eagle’s Eye AFA tries to pass such values to the air warriors through its

various columns and articles – some contributed by the members themselves.

Talking of the Quiz in Sep 2012 issue of Eagle’s Eye, only Miss Aswathy

of Kerala won the award of Rs. 100/- by sending all correct answers. I am sure more readers will be

sending all correct solution to the Quiz published in this issue and be eligible for the prize.

March 8 was the International Women’s Day. During an interview by your Editor, Marshal of

the Air Force conveyed that the Indian women always maintain their ‘samskar’, however advanced they

may be or wherever they live. This is the beauty of Indian women which they transfer to the next

generation. In fact, according to him, Indian women become more Indians when they are in some other

countries. He is happy that a number of women are now donning the Air Force uniform.

Besides the welfare activities of the branches, this issue contains the first part of a long poem on

‘Aastha’ – the Senior Citizen Home being maintained by AFA. It carries a lot of meaning because it is

composed by an inmate of the ‘Aastha’ himself. Next parts will be published in the coming issues. There

is a legal tip to air veterans regarding their WILL. The scholarships for the wards of Air veterans being

given through AFA have now increased. Eagle’s Eye is more colourful and in a new format. Readers may

like to send their comments on its new look. 22 new scholarships have been added to the existing

scholarship for the wards of Air Veterans and Air Warriors.

Your Editor is writing the biography of Marshal of the Air Force, Arjan Singh DFC in Hindi.

If any of the AFA members has any episode to narrate, he may please mail it to [email protected]

in Hindi or English. If found apt, it will surely be included in the biography with due acknowledgement.

THE HEAD OFFICE

ANNUAL DAY

The 32nd Annual General Meeting of the Air Force Association was held on 15 Sep 2012 at the Air Force

Auditorium, Subroto Park, New Delhi. The meeting was preceded by a solemn Wreath laying Ceremony at 0900hat the Amar Jawan Jyoti, India Gate. The Wreath Laying ceremony was attended by the Marshal of the Air Force.The President AFA, Former Air Chiefs, Senior Vice President AFA and a large number of Air Force veterans

including ladies were present.

The AGM was held under the Chairmanship of Air Chief Marshal (Retd) PV Naik. The Senior Vice President

extended a warm welcome to all who were present at the meeting. On behalf of Air Force Association, he conveyedhis appreciation and gratitude for their enthusiasm and willingness in participating in AFA activities. In his address,President AFA stated that he felt proud and privileged to be among the galaxy of veteran Air Warriors. The president

informed that the Govt of India has implemented the recommendations of the Cabinet Secretary Committee forrevision of Pension of PBORs wef 01 Jul 2009. He informed that Prime Minister of India in his address to the Nationon 15 Aug 2012 mentioned that recommendation of the Committee of Secretaries when received will be favourably

considered and will meet the expectation of Defence veterans and families. The President advised AFA membersto remain in touch with AFA and its branches and bring to their notice individual problems, if any, for pursuing thesame with appropriate authorities.

During the function, out of 61 Octogenarians settled in NCR, 35 including Nonagenarians were honoured. Onbehalf of all AFA members, the Secretary conveyed his thanks to the Octogenarian members and their families for

their gracious presence and recalled the contributions of the Octogenarians to IAF by reading the citations of each.The Vice President presented the Annual Report of AFA for the year 2011-12. He stated that AFA was primarily asocial and welfare organization and its major role is to promote the welfare of its members. To achieve this aim,

multi-pronged welfare activities have been undertaken.

The Chief of the Air Staff Air Chief Marshal NAK Browne in his address stated that he is honoured to be with

Air Veterans celebrating the 80th anniversary of the IAF. He conveyed his gratitude and salutation to the veteransfor laying a strong foundation for the enhancement of capability challenges of the Air Force. The Chief of the AirStaff elaborated on some of the achievement of the IAF during past one year. He stated that a Tri-Service Committee

has submitted detailed presentation to Committee of Secretaries under Cabinet Secretary set up by Prime Ministeron the anomalies arising out of the VIth CPC recommendations. The detailed report is expected soon. He furtherstated that the three services are vigorously pursuing with Govt the issue of One Rank One Pension.

GOVERNING COUNCIL MEETING

The Governing Council Meeting (03/2012) was held on 19 Dec 2012 at 1130h under the chairmanship of Air

Marshal (Retd) TS Randhawa Senior Vice President, Air Force Association.

The Chairman in his address informed that a number of projects have been undertaken for upgrading the

facilities in the Senior Citizen Home (SCH) at Delhi to ensure a comfortable stay of the residents. AFA is exploringproposals for setting up of SCH in consultation with AFNHB at other locations. A Directorate of Air Veterans hasbeen established at Subroto Park and started functioning as a single point of contact for Air veterans and their

dependents. A proposal to review the benefit or PRIC age beyond 70 years was discussed in the AFGIS GoverningCouncil Meeting held in Sep 2012 and a Committee has been formed to look into the aspect of increase in agecoverage for both serving and retired Air Force personnel. He stated that a number of scholarships have been

sponsored by the AFA members for classes IX to XII and two for engineering students. He suggested that the AFAshould independently establish the scholarship encompassing all the existing one to cover schools/college education.A review of the scholarship schemes will be undertaken and a new policy will be formulated.

ANDHRA PRADESH

The Annual General Meeting of the Branch was held on 16 Sep 12. Octogenarian mementos were presented.

ACM (Retd) IH Latif and Padmashree Mrs. Latif were present besides 430 life members. Governing Council

Meeting was held on 18 Nov 12 with newly elected and nominated members of the Governing Council. Annual

Social get-together of members and families was held on 02 Dec 12 attended by over 700 members and families.

Gp Capt EK Prasad, Stn Cdr AF Stn Begumpet was briefly present amidst his other commitments. A very informative

talk on ‘Health and Body Care’ was given by one of the AFA members Ex-Cpl JR Sharma. AVM (Retd) CV Parker

was felicitated with AFA Octogenarian memento by ACM (Retd) IH Latif. It was a full day event from 0930h to

1700h.

A ladies interactive session was held as per published Annual Calendar of Events on 06 Jan 13 in the Branch

conference hall, as part of the efforts to bring awareness among wives of members and prepare them to face

widowhood with fortitude. The session was conducted by Wg Cdr TJ Reddy, President of the branch assisted by

Mrs. Khursheed, one of the members of Ladies Counselling Team. The branch introduced ‘Voice Guidance System’

from Sep 2012, a facility to store pre-recorded messages for accessing by members at any time to know the updated

information on new benefits/concessions including changes in pension and upcoming functions and activities of the

branch as a reminder in advance. This is a unique facility introduced by the branch.

BIHAR

The Annual General Meeting of the Branch was held on 23 Dec 12 at 1100h at Youth Hostel, Frazer Road,

Patna under the Chairmanship of Wg Cdr (Retd) Narendra Kumar, President. The meeting was attended by 120

members. The members paid homage to Late Wg Cdr AB Srivastava who is the first President of Bihar branch and

Gp Capt TP Vyas (died on 19 Dec 12) who was the officer in charge of ECHS, Danapur Cantt. The President

remembered the contribution given by him to the Association.

Secretary read out the details of last AGM and the President briefed about the development of agenda points

of the last AGM to the members such as Placement Cell, Instant help to widows, Mobile Canteen Facility, Empanelment

of Mahavir Arogya Sansthan and Exemption of House Tax. The President in his closing address thanked the AFA

members and organizers for the arrangements of the meeting. He emphasized that there is a need to create an

effective system for effective dissemination of information for that he requested the cooperation and participation of

all members from district levels.

HARYANA

Annual General Body Meeting of the branch was held on 12 Jan 13 at 1100h at Information Hall, Air Force

Station Gurgaon. Air Mshl (Retd) DR Nadkarni, President, extended a warm welcome to all the members present.

Before commencement of the function, President expressed condolence on sad demise of thirteen members of the

chapter and observed two minutes silence while standing as a mark of respect to the departed soul. After passing of

minutes of last AGM held on 27 May 12, Wg Cdr Suresh Bhadrawala, Secretary read out all the important

communications/policy letters received from AFA HQ, New Delhi. During the meeting, Mrs Asha Puri W/O Late

Wg Cdr NM Puri has donated Rs.5,000/- for award of scholarship. The Branch planned to organize a social get

together for its members on 24 Feb 13 at SNCOs’ Mess of 54 ASP, Gurgaon. The President in his closing address

conveyed his appreciation of the good services rendered by M/S Suraj Singh & Co in auditing the branch accounts

for the last 11 year without charging any fee and expressed gratitude to Stn Cdr, 54 ASP and his staff for rendering

all admin support for the branch.

JHARKHAND

AFA Jharkhand branch was formed on 06 Jan 2012 and on completion of one year, the branch published its

first issue of quarterly news named ‘AFA Jharkhand News’ which will now be published in Jan, Apr, Jul and Oct

every year. The newsletter covered details on the formation of Jharkhand branch and name of office bearers. It

covered many important information such as becoming life member of AFA, subscription details for AFA News

‘Eagles Eye’, AF Placement Cell, information on additional pension after reaching 80 years of age, generating

pension pay slip through SBI and formation of Air Veterans Directorate at Suborto Park, New Delhi.

KARNATAKA

The 32nd Annual General Meeting of the Branch was held on 21 Jul 2012 at 1000hrs at Arjan Hall, HQ

Training Command, Bangalore. Air Mshl (Retd) BU Chengappa, President, welcomed all the members and briefed

them about various activities undertaken by the Association. He informed about the conduct of Katre memorial

lecture and participation in Aero India – 2011. He apprised the members on the status of veteran home project,

placement mela, ECHS helpline and Ambulance availability. During the meeting, the house placed on record its deep

sorrow on the demise of 32 members and as a mark of respect, all members stood in silence for two minutes. The

minutes of 30th AGM held on 23 Oct 10 and audited statement of accounts for the period from 01 Apr 2010 to 31 Mar

were passed. The president highlighted the achievement of its members who made tremendous progress in civil

after retiring from the Air Force.

Gp Capt (Retd) Sunil Kapur, Secretary thanked all members present for their participation in the AGM. He

thanked the AOC-in-C Training Command, PSOs, OC HQ TC(U) and his staff for the support rendered to the

Association. He conveyed special thanks to Mrs. Pamela Ann Pereira for her initiative in conducting tambola for the

families and Air Mshl (Retd) KDK Lewis for the special inputs provided.

NORTHERN ZONE

The General Body Meeting of the Branch was held on 20 Oct 2012 at 1100h at Station Briefing Hall, 12 Wing

AF. Air Mshl (Retd) RS Bedi, Branch President presided over the meeting. Eight octogenarians were honoured during

the meeting. The members were apprised about the action taken on the points raised during the last meeting held on 08

Apr 12. Important welfare news and policy matters received from various offices and those published in AFA News

magazine concerning the retired fraternity were brought to the notice of the ex-air warriors.

Two ex-air warriors Ex-Sgt Dinesh Mahato presently lawyer practicing in Chandigarh court and Ex-Sgt Rakesh

Sharma presently Insurance agent with LIC offered free help, advice and guidance in their field of expertise to all

retired air veterans in need. The President in his closing address asked the members to keep all the important documents

such as PPO, Discharge Book, Medical Cover and Bank Account and all other documents readily accessible and in

safe custody with family members in order to facilitate follow up action in case of unfortunate demise.

UTTAR PRADESH

During Annual function of the branch on 23 Dec 2012, four Octogenarians were honoured by Chief Guest Air

Cmde Gulshan Rai, Air Officer Commanding, Air Force Station Kanpur. Total 34 Octogenarians have been honoured

by this branch since September 2004. Chief Guest appreciated the branch performance and donated Rs.10,000/-.

President AFWWA(L) Mrs. Anju Rai appreciated the assistance being given to spouse members and donated

Rs. 5,000/-. Air Mshl (Retd) RC Bajpai, Ex-President of this branch gave Rs. 5,000/- for scholarship to needy student.

Ex-Sgt BR Kakkar Rs.250/-, Ex-MWO Pramod Shukla Rs.105/-, Ex-Sgt Balveer Singh Rs.1,000/-, Amit Cement

Supply Rs.500/-, Mr. Arun Gupta Rs.501/-, Akash Sanjay Tent House Rs.100/-, Mr. Suresh Bhatia(Aswini Agencies)

Rs.1500/- all this as donation. This branch sold all the flags and remitted the proceeds to AFA HQ on 10 Oct 12. Few

complex cases of family pension, ECHS, IAFBA, AFGIS were resolved. Legal cell was quite active. Some of our young

men got absorbed in banks. Branch carried out normal/routine functions with humility, compassion and generosity.

REVISION OF ENHANSED RATE OF ORDINARY FAMILY PENSION IN RESPECT OFPRE-2006 ARMED FORCES FAMILY PENSIONERS

With effect from 1.1.2006, the revised consolidated enhanced rate of Ordinary Family Pension during theapplicable period, shall not be less than fifty percent of the minimum of the pay in the pay band plus the grade paycorresponding to the pre-revised scale from which the pensioner/deceased Government servant had retired/died.In cases where full revised pension is otherwise not authorized to a retired employee in terms of 6th CPC orders,the revised enhanced rate of Ordinary Family Pension shall be restricted to that amount. PENSION/FAMILY PENSION OF PERSONNEL BELOW OFFICER RANK DISCHARGEDFROM SERVICE ON OR AFTER 1.1.2006

The weightage for the purpose of calculation of Pension in terms of para 2 of MOD letter No. 17(4)/08(2)/D(Pen/Policy) dated 18.8.2010 for the rank of Sepoy, Naik and Havildar shall be taken as 12,10 and 8 yearsrespectively subject to a maximum qualifying service of 32 years. However, in case an individual’s qualifyingservice works out to be more than 32 years with existing weightage, he would continue to get the benefit of thatand there will be no enhancement of weightage in such cases. The provisions of above letter dated 18.8.2010shall also be applicable to post 1.1.2006 JCO/OR granted honorary Commission as Lieutenant and Captain. Thenotional pay in the revised pay structure for these ranks shall be worked out by adding pay in the revised pay bandcorresponding to the fixed pay of Fifth CPC plus the Grade pay and Military Service pay introduced under SixthCPC revised pay structure. The other terms and conditions prescribed vide Para 2 & 3 of above letter dated18.8.2010 shall remain unchanged.

The enhanced and normal rate of Ordinary family pension of post 1.1.2006 JCO/OR shall in no case be lessthan 100% and 60% respectively of the pension determined in terms of above letter dated 18.8.2010 as modifiedvide this order subject to fulfillment of other prescribed conditions as hithertofore.

These orders shall take effect from 24.09.2012 and shall also cover cases of post 1.1.2006 retiree/death inservice cases. The financial benefit in past cases shall, however, be granted from 24.09.2012 only. The pension/family pension of all JCO/OR including honorary commissioned officers who retired/discharged/invalided out/diedwhile in service on or after 1.1.2006, shall be re-calculated in terms of these orders by the Pension SanctioningAuthorities concerned. However no commutation on enhanced pension in terms of these orders shall be allowedto the JCO/OR who retired/discharged/invalided out of service prior to date of implementation of this order.

IMPROVEMENT IN PENSION OF JCO/OR RETIRED/DISCHARGED/INVALIDED OUTOF SERVICE PRIOR TO 1.1.2006

With effect from 24 Sep 2012, the service pension, invalid pension, special pension, service element of disabilitypension and service element of war injury/liberalized disability pension (in release cases only) of all pre-1.1.2006JCO/OR pensioners of Army, Navy and Air Force (including DSC & TA) shall be recomputed in terms of Para 2of MOD letter No. PC 10(1)/2009-D (Pen/Policy) dated 8.3.2010 after determining the highest of notional pay inthe revised pay structure corresponding to maximum of pay scales of Fifth CPC across the three Services equivalentto the rank and group in which pensioned. Before determining highest of notional pay of equivalent ranks acrossthree Services, 50% of highest classification allowance (rates effective from 1.9.2008) shall also be added in thenotional pay of the ranks in Army, wherever applicable.

For computation of pension in terms of this order, the rank weightage in qualifying service for the rank ofSepoy, Naik and Havildar (except for TA personnel) shall be taken as 12, 10 and 8 years subject to a maximumqualifying service of 32 years. However, in case an individual’s qualifying service works out to be more than 32years with existing weightage, he would continue to get the benefit of that and there will be no enhancement ofweightage in such cases.

GRANT OF DUAL FAMILY PENSION FROM MILITARY AS WELL AS CIVIL EMPLOYMENT

The families of Armed Forces pensioners who got re-employed in Civil Departments/PSUs/Autonomousbodies/Local Funds of Central/State Governments after getting retired from military service and were in receipt ofmilitary pension till death, shall be allowed to draw Family Pension from military side in addition to the familypension, if any, authorized from the re-employed civil department subject to fulfillment of other prescribed conditionsas hithertofore. These provisions shall be applicable to the Armed Forces Personnel who got discharged/retired/invalided out from service with effect from 24 Sep 12 or thereafter. Benefit of these provisions shall also beallowed in past cases, however, the financial benefit shall be granted from 24 Sep 12 only.

ELIGIBILITY OF UNMARRIED DAUGHTERS OF ARMED FORCES PERSONNELFOR GRANT OF FAMILY PENSION BEYOND 25 YEARS OF AGE

Unmarried/widowed/divorced daughter shall also be eligible for grant of liberalized/special family pensionbeyond 25 years of age subject to fulfillment of other prescribed conditions as hitherto fore. It has also beendecided that all unmarried/widowed/divorced daughters, who were earlier sanctioned or otherwise eligible forchildren allowance, shall also be sanctioned special/liberalized family pension subject to other conditions beingfulfilled. The children allowance, if being paid, shall be discontinued from the date special/liberalized familypension is sanctioned under these orders.

The family pension to unmarried/widowed/divorced daughters above the age of 25 years shall be payable if allother eligible children below the age of 25 years have ceased to receive family pension and there is no disabledchild to receive the family pension. Family pension shall be payable to unmarried/widowed/divorced daughter inorder of their date of birth and younger of them shall not be eligible unless the next above has become ineligible forgrant of family pension. This order shall take effect from 6.9.2007 i.e, the date from which Ordinary FamilyPension was allowed to unmarried daughters by DoP&PW.

Based on the rank, group, length of service and nature of award sanctioned to the deceased JCO/OR pensioner,the revised service pension/service element of disability/liberalized disability/war injury pension as the case maybe, shall be determined in terms of MOD letter no. 1(13)/2012/D(Pen/Pol) dated 17 Jan 13 on notional basis. Incases of JCO/OR died while in service, the entitlement of revised notional pension shall be determined by consideringthe individual as deemed invalided out of service under the same circumstance in which the casualty was occurred.With effect from 24 Sep 2012, the rates of Special family pension & Liberalized family pension in respect of post-2006 JCO/OR family pensioners including honorary commissioned Officers and NCs (E), shall be worked out as120% and 200% respectively of the revised notional pension determined as per above provisions. The 2nd lifeawards of family pension shall also be worked out as per the rates prescribed vide para 5.7 and 6.5 of MOD letterNo. 1(2)/97/D(Pen-C) dated 31.1.2001 in terms of the rates of Special/Liberalized family pension determined asabove.

FOR HANDICAPPED CHILDREN

Earlier, during the life time of the pensioner and his spouse, family pension endorsement was not beingnotified in the PPO in favour of disabled son/daughter. The pensioner or his spouse can now apply for the sameon the Performa provided overleaf along with the following documents :-

(a) A medical certificate (in original) from a Doctor not below the status of civil surgeon or medicalofficer of the rank of Brigadier and equivalent rank of Navy/Air Force stating out the disability certifyingthat the individual is unable to earn his/her livelihood throughout his/her house.

(b) An affidavit (in original) sworn before a first class magistrate stating out as far as possible theexact physical/mental condition of the child and inability to the child earn his/her livelihood throughouthis/her life. Percentage of disability is also required to be mentioned. Affidavit is to be submitted inoriginal.

For processing the Family Pension case for handicapped children after the demise/ disqualification of othereligible heirs, the following documents are required to be produced by the guardian of the handicapped child ifPOR has been promulgated and endorsement has been made in the service records of the pensioner. Documentsmentioned at para (a) and (b) are also required in case no POR has been promulgated :-

(a) Income certificate stating monthly and annual income of the claimant from all the sources issuedby Revenue Officer/Tehsildar.

(b) Certificate of Marital status of the claimant obtained from First Class Gazetted Officer/VillageSarpanch.

(c) In case of the mentally handicapped children, the family pension shall be payable to personnominated by the Armed Forces personnel or pensioner, as the case may be, and in case no suchnomination has been furnished by the Armed Forces personnel or pensioner during his life time, to theperson nominated by the spouse of the deceased personnel or pensioner. In case service personnel,pensioner or family pensioner fails to nominate guardian during his/her life time, a Legal GuardianshipCertificate obtained from a competent Court of Law under Guardianship and Ward Act 1890 wouldbe mandatory.

ADDITIONAL DOCUMENT/CERTIFICATE REQUIRED FOR PROCESSING FAMILY

PENSION CASES OF UNMARRIED DAUGHTERS ABOVE 25 YEARS OF AGE

The following documents/certificates are required for processing the family pension cases of unmarried

The UID number on Adhar Cards of all retirees will be included in the particulars furnished on ECHS smart

include the UID number in the field given in the application. Existing members will also be asked to submit a

photocopy of the Adhar card at their parent Polyclinic. The parent Polyclinic will thereafter forward the same to

respective Regional Centre ECHS, who will in turn forward the same to the SITL duly compiled by 30 Sep 2013.

SITL will integrate the UID number of all beneficiaries in the ECHS database accordingly.

‘ARMED FORCES TRIBUNAL’ UNDER THE AMBIT OF THE LAW MINISTRY

In a land-mark judgement which is bound to go a long way in establishing the independence of judicial functioningin India, the Punjab & Haryana High Court has directed that the Armed Forces Tribunal (AFT) be brought underthe control of Ministry of Law and Justice rather than the Ministry of Defence as is the case at present. It hadbeen observed that all orders by the AFT were to be passed against the Defence Ministry and the same Ministryhad been made the parent controlling Ministry of the Tribunal, wielding all pervasive control over the AFT includingappointments, funding, rule-making and infrastructure thereby, making it seem more of an extension of the Staterather than an independent judicial body.

The High Court has directed to take immediate steps for bringing the Tribunal under the purview of the LawMinistry. Suitable amendments in the selection committee be made and all vacancies of judicial members wouldbe filled up in the near future.

UNSUNG HEROES

How many of us have met ‘UNSUNG HEROES’ in our service life and later. These aren’t people with achest full of medals of valour. Decorated heroes and their deeds of valour are well recorded. The Nationand the Service have honoured them at various occasions. But many individuals who dedicate their lives tothe Service/Institution, in not so important positions, have only been spoken about. As an organization weappreciate their good deeds but except giving them an odd Commendation Card, they are only appreciatedat various occasions.

Personally, I can recount many names. Right from the time when I was a young officer in Halwara, wehad ‘Bhagat Singh’ the No. 1 in the Officers’ Mess. There was ‘Gurdial Singh’ who was a cook ‘par excellence’also in the Halwara Mess. My orderly Ram Prasad who took me under his wings to teach me many lessonsin life.

In the neighbouring station of Adampur, ‘Talib’ is well known to make ‘Maps’ for the next morningsorties between serving drinks at the Bar, while remembering each officers drink for accounting. Similarlyevery ‘Old Station’ in the IAF had its stalwarts without whose presence the Air Force would have been apoorer organization.

Closer in Delhi, in the CV mess there was Sqn Ldr Prabhu Singh in the earlier days. When I was postedto Vayu Bhavan, there was the great presence of ‘Pratap’ in all Zakir Hussain Mess functions. Also in Delhi,at the Race Course there was the Golf PRO, Shri Mohinder Singh. Ever since I started to play golf in Delhi,Mohinder Singh has been the great presence on the Golf course. This article is about Shri. Mohinder Singh,the first amongst many Unsung Heros to be acknowledged.

Shri Mohinder Singh learnt his golf at the Delhi Golf Course as a very young lad in the late 50’s. Likemost young boys of those days he too wanted to move up in life and golf was his selected medium. So soonafter he learnt the nuances of the game, he left to become a teaching professional at the Railway Golf Club,Gorakhpur. It is while teaching golf to the railway officers and civilians, that he coached the first Air ForceOfficer, Sqn Ldr DP Singh, who was a relative of the then Defence Minister.

Shri Mohinder Singh left Gorakhpur to continue teaching at the Agra Golf Course in 1960. Here hiscontact with the Armed Forces increased and a large number of budding golfers were under his care. Golfwas not a ‘Sought after’ game in those days and only a few had the equipment to play the game. Golf ballswere probably more precious than a bottle of good Scotch whisky.

From the Agra Golf Course, Shri Mohinder Singh went to the Aravalli Golf Course, Faridabad. Finally,he came to the AF Golf course Race Course in 1964. Then Gp Capt, later Air Mshl Mulk Raj was instrumentalin getting Shri Mohinder Singh to the AF Golf Course. It is here that he has stayed since and is almostcompleting 50 yrs of service to the Course. Not many in the Service will be able to emulate the kind ofdedication that he has given to the AF Golf Club and its patrons.

His involvement was not only restricted to coaching budding golfers but he also was in charge of themaintenance of the Golf course and the greens. I came in close contact with Shri Mohinder Singh in 1990when I was first posted to Delhi. I wanted to improve my golf game and there was no better coach than ShriMohinder Singh. Every weekend and sometimes even on weekdays I would collar him to give me a fewlessons. If he was busy, I would ask him to look at my swing and advise adjustments to improve the game.All this while he ensured that the greens and fairways were well maintained.

I am certain that becoming a Golf Professional is not easy. Many a times when Mohinder Singh wasmissing for a few days, we heard that there was a foreign coach in town and Shri Mohinder Singh wasattending his clinic/classes. This was to imbibe new techniques being used the world over. This newlearning was then imparted to us pupils.

Shri Mohinder Singh has produced many good amature and professional golfers. To name a few,Mr. SS Mundi, Mr. Amit Luthra, Mr. ND Sharma, Mr. Vinay Goel and Mr. Aditya Chand. Amongst the AFofficers, who went on to become senior officers in the Service are ACM OP Mehra, Air Mshl AK Singh, AirMshl Mulk Raj and Air Mshl DC Kumaria.

My first close interaction with him started when I was appointed as ‘Captain’ of the AF Golf Course in1999. The directive given was to improve the Course. In this herculean task, I was ably assisted by a teamof professional, the Secretary Wg Cdr Arun Kumar Singh and Shri Mohinder Singh. While the course wascoming up, Mohinder took over the responsibility of teaching the ‘Caddies’. I learnt of the extent of hissuccess when I went to play a round of golf at the Delhi Golf Course. Waiting at the first Tee, I wasapproached by an elderly gentleman. After confirming my name, he thanked me for the wonderful trainingthe AF Golf Course was imparting to the Caddies. Many had come to work at the DGC because the AF GolfCourse was closed for some time. This is just one small example of his involvement with the Course.

Shri Mohinder Singh has a family of Golfers. There are two in the AF. Another is a teaching professionalat the AF Golf Course, Race Course. JWO Nawab Singh, a regular member of the AF Golf Team, is his son.He plays excellent golf and is now i/c Maintenance of the AF Golf Course Race Course. I have had theopportunity of playing with all of them.

The other day a friend rang up from Dehradun. He was coming to town and wanted to play golf at theRace Course. But more than that, he wanted me to book slots with Shri Mohinder Singh for golf lessons.Mohinder Singh’s reputation has travelled far and wide and most golfers today, professionals and amaturesknow him well. He is ever ready to help out golfers who seek his advice.

There are many such individuals who have practically given their all for the Service. Shri MohinderSingh has given nearly 50 yrs to the AF Golf Course. He is today being acknowledged as one of the‘UNSUNG HEROS’.

MY SECOND REBIRTH AFTER A ‘MID AIR COLLISION IN IRAQ’

  While I was posted to JBCU (Jet bomber Conversion Unit), I upgraded my flying instructor’s category from ‘B’ to ‘A-2’

some time in Aug 1969 on Canberra aircraft. That put me in a selected bunch of pilots who could be posted on foreign

assignments as flying instructors. However, as per the then Air Force policy, only officers of the rank of Squadron Leaders

and above were sent on such deputations. My next rank of Sqn Ldr was due only after two years so I was least bothered

about any such deputations abroad!! However a few things happened in the Air Headquarters, the earlier policy was

changed and three Flight Lieutenants were assigned for a deputation to Iraq as Flight Instructors. One was Anil Tipnis who

later on became the Air force Chief; second one was A K Singh, who is no more and I. Things moved so fast that we were

in Baghdad, Iraq by December end and celebrated the ‘New Year’s day’ of 1970 there.

After reaching Baghdad we joined the Indian Air Force Training Team which was already there imparting flying

training to the Iraqi students. The training was given on L-29 Delfin aircrafts which were made in Czechoslovakia. We

started our flying at Rashid Air Base which was close to Baghdad, however later on moved to a place called Kirkuk, about

three hundred kilometers North of Bagdad. The Iraqi Air Force Academy was being built at a place called Tikrit, which

happened to be Saddam Hussein’s village!

L-29 DELFIN

This single engine jet trainer was made by Czechoslovakia, designed and built for communist countries. This aircraft

was very nice to handle even for a beginner, providing a very stable and docile platform. So Iraqi Air force used them for

Basic and Intermediate training. Both student pilot and the instructor had ejection seats and were positioned in tandem,

under separate canopies with slightly raised instructor position. This aircraft was very rugged so it could operate from

unprepared fields .It had gun pods so one could carry out weapons training too. After flying for more than a year at Kirkuk

we were asked to move to a place called ‘Habbaniya’ which is located west of Bagdad. This was because the runway at

Kirkuk required repairs. Habbaniya was a major Iraqi fighter base. So we all shifted to the new place in the month of August

1971. By now, I had spent more than a year and half in Iraq, and this was my second batch of Iraqi students. I had three

pupils and had known them fairly well.

 ON THE FATEFUL DAY

After the shift, we started our flying training on the 28th August 1971. That was the first day of operations there and

the fateful day too. I was planned to fly with Flight Cadet Jamil Abdul, a general handling sortie. Since it was the first ever

sortie on that base for both of us, it was decided to do some flying in the local flying area and then get back to the airfield

for circuits and landings. After doing some general handling we got back on the circuit. Most the instructors thought the

same way so there about seven to eight L-29’s in circuit at the same time. After doting about three normal circuits and touch

& go’s I decided to show Jamil a ‘flapless’ landing. Normally this exercise is done to show a pupil what to do when the flaps

do not come down because of some problem. Here the approach is slightly flatter and longer and at a higher speed. So

I gave my R/T call to the ATC on the downwind about my intentions about flapless approach and landing.  I was cleared

by the ATC for same. When we were established on the final approach I was explaining to Jamil about the peculiarities of

the approach I found him somewhat uneasy and fidgety. As I was asking him the reason for that, I suddenly found the tail

of another aircraft coming in my view from the left and below, very close by. That aircraft must have been in my blind spot.

I realised the gravity of the situation and immediately shouted ‘I got controls’. I bash opened the throttle and tried to turn

away from that aircraft! But -

 THE COLLISION

While I was reacting, we hit that aircraft from behind and both the aircraft seemed to have lost control. Thereafter things

happened so fast that everything is a blur in the memory.  I don’t remember what actions I took but later on it was

established that the actions taken by me were alright. We must have been at about four to five hundred feet of altitude. We

came tumbling down from that height. The ejection seat in that aircraft could only be operated above 600 feet, so an

ejection was out of question. I had just about managed to get the wings level when we hit the ground on the right side of the

runway. There was a big noise and lots of dust was thrown up. As soon as everything came to a standstill I opened my seat

straps and the canopy and got on the wings. I moved forward to Jamil’s cockpit, opened his hood. He was pretty shaken

up. I pulled him out of the cockpit. Luckily he too was not injured like me. We jumped off the wings of the aircraft and ran

behind the plane. At this stage I saw two more guys running like us. They were from the other aircraft which had crashed

along with mine. That was an  Iraqi instructor and his pupil getting away from the aircraft. They too seemed safe and sound,

uninjured like us. We all must have run for about forty seconds and there was a big blast!! Both the aircrafts had gone up

in a fireball. Soon people started gathering around us and they took us away to a safe distance. We all were taken to the

medical section and after a cursory check-up we were allowed to go home. When I got home I told Jayashree, that there

was a small accident and that is how I am home early. But by evening when all my friends started coming home and

congratulating me on my good fortune, she realised the gravity of the whole ACCIDENT!

 AFTERMATH 

The next morning when the whole thing was discussed, very many things came out and the power of the Destiny

became very evident. Most important was that all four of us were safe and sound. Even if there was a fatality or injury to any

one of us, the whole accident could have had a sad ending. Anyway, the following things worked in our favour. Firstly, as

both aircrafts were coming in to land, the undercarriages of both aircraft were down and the impact of hitting the ground

was taken by the wheels. Then the most important thing happened and that was, none of the ejection seats fired on the

impact. That would have certainly lead to some fatalities. We all were very lucky on that account. Then we had sufficient time

to get out of the aircrafts and get sufficiently far away from the aircrafts. What more could we ask from God Almighty !

I got to know later that the ATC officer was put in the prison for about fifteen days for his lapse in his duty, the Iraqi way

of instant justice! But it was not his fault. He was not used to handling so many aircrafts on the circuit at one time. The fault

was with the lookout on the runway. He did not give any warning to the aircraft of close proximity of two aircrafts on the

approach.

Any way this was the second rebirth for me!! As I said earlier the first rebirth was when I walked safely out of my

glider crash way back in NDA. Then this one was even more critical and dangerous!  One thing is sure - if your number is

not up, then nobody can pack you off. As I said earlier that someone must like me up there for sure.

RECOGNISE SUPREMACY OF WOMAN AS MOTHER FOR PEACE AND PROGRESS

When the nation and its people are introspecting to find ways and means to ensure our women feel secure,free from fear and anxiety, it is the duty of every citizen to be concerned and make relevant contribution towardssafety and honour of women. Every human being, has equal rights in the world. All religions and scripturesagree that helping fellow-beings in times of need and saving them from distress is the greatest virtue.  In theworld all those who are held in high esteem, have earned their good name only by their character and conductwhich they owe to their noble mothers. I feel, concept of treating  other woman as mother and the fact a womanwhen deemed as mother invokes spontaneous reverence from anyone, is a very valuable, valid and a rightstep in the present crisis.

He who looks at all other women as mother, treats others’ wealth as stone, and treats everyone as himself,is really noble.  Chanakya, a great politician says... “He is the learned man who sees all women as his motherexcept one’s married wife. Chanakya Neeti  slokas are useful slokas composed by Chanakya (Kautalya), forour day-to-day life and environment. These slokas give us very valuable insight into society and political life.Even today these slokas have exactly the same value and meaning in our life as it was more than 2000 yearsback.    But, today man has strayed too far away in practising in society such proven noble ideals. 

Any system of education that does not help to discriminate between right and wrong, that does not instil thefear of sin and the love of God, train us in the codes of humility and reverence, widen the horizon of our wonder,encourage us to worshipfully serve our parents, and inspire us to dedicate our skills and attainments to theprogress of our family, village, community, language and nation, stands condemned. The corruption and crueltythat are rampant now can be traced to this grave defect. Selfishness, greed, pomp and injustice are prevalent inevery field. The nations have no peace and the sense of security is feeble. As science develops and technologyadvances, humility and mutual love should also develop to the same extent, otherwise a man becomes amenace to man. Human sensitivity should be so high that no one should tolerate the misery of others. But, whenone is not moved by the misery of even one’s own parents, how can this trait be cultivated? Today man andwoman must be seized of these facts and make sincere efforts to do good to the society.

Women are most virtuous.  In Bhagavad Gita Chap 10 Sloka 34, Lord Krishna says among women I am Kirti,Sri, Vak, Smrti, Medha, Dhriti and Kshama, the Goddesses presiding over Glory, Prosperity, Speech, Memory,Intelligence, Steadfastness and Forbearance. Women are most virtuous. So, we should never look down uponwomen. With all the sacred feelings in our heart, we should respect women and be respected. Women, barringa few exceptions, never stray away from the path of truth and righteousness even in the face of adversities. House mirrors the qualities of a housewife.  A married lady has many great titles like “Dharma Patni”, “Griha-Lakshmi”, and “Ardhaangi” (Equal partner of the husband).  These title have real value for a woman. A lady mustlook after the home first and then work outside, if necessary. A lady should be an ideal to her children, look afterher husband and then do outside work.  She can study, get degrees, enter politics or do any other work, but sheshould not neglect the home, which is the very foundation of her life.  Husband and wife are both equallyresponsible for establishing harmony in the home.

Mothers are the makers of a nation’s fortune.  Upanishad declares: “Mathru Devo Bhava, Revere mother asGod”.  Revere the mother, serve the mother and trust the mother. This symbolizes worship of God. Once wehave blessings of our mother, we can achieve anything in this world. World is sustained by the prayers of

mothers. Mother is the first teacher of a child and she teaches from the heart with love. Noble mothers havenoble wishes. It is because of such pure women that Bharat became a Thyaga Bhumi (Land of sacrifice), a YogaBhumi (land of spirituality) and a Karma Bhumi (land of action) and could set an example to the rest of the world. In every country, the mother is held in high esteem.  The mother is the pillar of the home, of society, of the nationand so of humanity itself.  It is said, “If you honour your mother the mother of the universe will guard you againstharm” We may be able to pay back any debt; but the debt we owe our mother, we never can repay. Motheralways has our well being uppermost in her mind in whatever she says or does. Sankaracharya could becomeJagadguru because of his mother’s virtuous thoughts.  Noble souls like Vivekananda and RamakrishnaParamahamsa could attain exalted positions in their lives only due to the sacred feelings of their mothers.  Mothersare highly noble and virtuous. Some examples of noble mothers are Lord Rama’s mother Kausalya, Shivaji’smother Jijabai, Mahatma Gandhi’s mother Putlibai. Shivaji became a great warrior, Gandhi became a Mahatmaand Ishwar Chand Vidyasagar’s renown are all due to their mothers. The universal Vedic Mantra, the GayatriMantra is the embodiment of mother principle. Mothers are the makers of a nation’s fortune, for they shape thesinews of its soul. These sinews are toughened by two lessons - fear of sin and fondness of virtue. As themother, so the sweetness of culture. As the mother, so the progress of the nation.  It is the righteous conduct,deep devotion and strict adherence to the moral values of the mothers that contribute to the greatness of theirchildren. If we want to know how advanced is a nation, study the mothers.  Are they free from fear and anxiety,are they full of love towards all, are they trained in fortitude and virtue? If we like to imbibe the glory of a culture,watch the mothers, rocking the cradles, feeding, fostering, teaching and fondling babies. Very well said for themother, “Hands that rock the cradle rule the world.” Today, we need to promote such ideal mothers because themodern trends are disturbing. 

Duty of parents.   Parents are the living symbol of God. Parents should set example before young children andtake a pledge of leading  a good life.  Goodness is a natural quality of a woman. Money is not the goal of life.It is said “Money comes and goes; morality comes and grows” They should be inspired to selflessly serve thesociety to which we all owe our gratitude. The world today seems to be happy with TV and Cinema. But somepeople fall a prey to learning false values from cinema and TV and reading enervating or exciting stuff, whichexhaust or inflame the mind, thus ruining themselves, especially the children. Here one could select onlywholesome educative, informative and moderate entertaining programmes.  Every one should cultivate humanqualities and lead the life of a true human being. There are, of course, parents who bring up their children withgreat love and affection and put them on the right path.  Only such parents can be called ideal parents.  Theirchildren grow up to be ideal and noble.  Students should cultivate humility and obedience.  When we helpothers that itself is our reward and we should never commit the sin of hurting others.  Students, boys & girls oftoday will be grown up as men and women and all that happens to them in future will be in accordance with theirconduct today.

Mother and motherland are greater than heaven. The country is also our mother and its culture our father.  We willbecome orphans if we forsake our motherland and its culture.  The motherland of ours gave to the world Noblesouls renowned in all the continents.  This Bharat is reputed for its scholarship.  It is the sacred land, which stoodforth as the exemplar in the realms of music, literature and sacred lore.  Born in the land of Bharat, noted for its finearts and natural beauty, it is  bounden duty to foster the glory and prosperity of the motherland. Lord Rama declared:“Janani Janma Bhoomishcha Swargadapi Gareeyasi” mother and motherland are greater than heaven.

Conclusion  

Thus this view is relevant and non-controversial, as mother is sacred and revered in all lands eventoday. I strongly feel and advocate propagating and strengthening this concept among the people will benefitthe society. But, a transformation in human thinking and behaviour are essential due to the fact “No society canfind its fulfillment, no social ideal can fructify without blossoming of the spirit of man”. This is expected to bringabout gradual but sure and lasting change in the mindsets of the people which will help in arresting the risingtrends in crime against women and in making our women feel safe and honoured.

Ex-Sgt G Balakrishnan Nair, a consultant psychologist fromKottarakkara Taluk, Quilon Dist, Kerala has conferred with‘KARMA SHRESHTA RATNA’ award for the year 2011 for hisvaluable services to eased the mental disorders and creatingawareness amongst the people about the necessity of undergoingpsychological counseling at the right time before the problemsaggravate to avoid the mental disorders, through his writings invarious publications, health magazines etc.

This award is constituted by Mythri Event Cultural Association (MECA), a charitable trust, doingcultural and charity works such as scholarship to children who are handicapped and mentally challengedand offering financial assistance to personnel suffering from serious illness of Kerala.

Did you know that the air veteran fraternity of AFA has an octogenarian

air veteran cyclist at Pune who is still going strong? He is Wg Cdr ( Retd ) Yashwant

L Marathe, presently based in Pune. He was recently in Delhi to attend “The 22

Direct Entry Officers’ (Air Force Technical College) Golden Jubilee Celebrations”

at Akash Air Force Officers Mess, Delhi on 03 Feb, 2013. I am proud to be one

of his Course-mates.

Marathe has done the Air force and the country proud by pedalling moremoremoremoremore

than 5,000 kilometersthan 5,000 kilometersthan 5,000 kilometersthan 5,000 kilometersthan 5,000 kilometers in various parts of India and abroad.  This includes his

cycling around at Kyoto, Japan in 1999, Montgomery,USA 2000, in Valley of

Flowers at a height of 13,000 ft and on many national/state highways. And he

is still going strong. Now he plans to cycle up from Jammu to Srinagar at the age

of 82+, if the weather co-operates.
