AllExpertsthatsubmittedawitnessstatementrelatedtothistopicwereinvitedtoattendtheconclaveonWednesdaythe17thAugust,2016.Thefollowingexpertsattendedtheconclave:

AsJohnTekieliwasrepresentingHaigPoulson(onleaveduringthetimestheconclavewasconvened),hewasabletoraisetheissuesthatHaighadraisedinhiswitnessstatementbutwasnotinapositiontoendorsethepositionsagreed.

ContactwasnotachievedwithWilliamMcDougallrepresentingStonningtonCityCouncilpriortotheconclave.

Membersoftheconclave(apartfromthosefromtheCityofMelbourne,whichwereunabletoattend)reconvenedonThursdaythe18thAugust,2016tofinalisepositions.Itwasagreedthattoprotecttheintentoftheconclave,expertswouldnotconsultwiththeirclientstoseekfurtherinstructionbetweenthesemeetings.

DuetothelimitedtimeofallexpertsandthevolumeofissuesitwasagreedthatthemostsuitableapproachtoaddresstheissuesraisedbythetransportexpertswastofocusonthesuitabilityoftheEnvironmentalPerformanceRequirementstoaddresstheissuesraisedbytheexperts.Wherespecificchangeswererequiredtoaddressalocalisedspecificissue,onlythoseexpertsrelevanttotheissue/changewouldprovidecommentaryandeitheragreeordisagreetothechange.Thoserelevantexpertsarenotedbytheinitialsinthefinalcolumnofthetable.

WhereitwasbelievedbyanexpertthatanimportantissuewasnotcoveredbytheDraftEPRsortheEPRsasrecommendedhere,aspecificitemhasbeenincludedinthetabletoreflectthisview.
