Transcript of West of England Joint Transport Study Transport Vision We are preparing a Joint Transport Study in...
Joint Transport Study • We are preparing a Joint Transport Study in parallel with the JSP • We asked people about the key transport issues affecting the
area, and what sort of transport options and solutions we should look at over the next 20 years.
• We have now developed strategic transport packages which take account of consultation responses as well as technical feedback.
• These packages will then be presented for public consultation in the Autumn
Where we are – and building on success
High car dependency – leading to problems with congestion, air quality, accessibility and resilience
We need to reduce journey times, improve reliability, and provide better travel choices, for everyone living & working in the West of England
Recent progress – cycling, bus and rail travel
Construction of MetroBus is well underway, preparations for MetroWest Phase 1 and 2 rail schemes continue to advance.
Strategic infrastructure including M49 Junction and GW electrification
Developing the Transport Vision
Importance and wider benefits of our strategic network Need to support economic growth Closely linked to the Emerging Spatial Strategy • Emphasis on smarter travel choices and Business as Usual
programme • Working with Highways England as study partner • Scale of Ambition • Evolving transport technology • JSP growth to 2036 – investment to mitigate impacts of
growth

November 2015 consultation
We asked people: What do you think are
the current challenges on our transport network?
What do you think our objectives should be?
What types of interventions do you think should happen over the next twenty years?
• The 2015/16 consultation highlighted calls for investment on public transport corridors, walking and cycling • Investment in smarter choices will have a high priority throughout • Need for affordable, reliable sustainable travel options • Uplift to public transport and cycling enabled by more ambitious
management of through traffic movements • Investment in orbital traffic capacity - has a strong policy link with
downstream management of through traffic on radial routes • Physical restrictions and/or fiscal restraint options - no easy
options.

Local Bus and P&R:
• Most public transport users will be bus passengers • MetroBus forms basis for quality standard • Opportunities to remodel local bus network to improve
links to Enterprise areas and Temple Meads station transformation, linked to urban living.
• Improved integration between sustainable transport modes
• Opportunities from enhanced quality partnerships or franchising
• Emphasis on ring of Park and Ride sites – also linked to urban living

JTS Investment Programme
• Note: indicative, subject to validation (outturn prices)
• Active Modes £0.4 billion approx. • Bus and Rapid Transit £1.0 billion approx. • LRT £2.5 billion approx. • Rail £1.0 billion approx. • Enabling Road £2.6 billion approx. • Total £7.5 billion approx. (approx. £375 million per year over 20 years, outturn)

Deliverability
• The ‘transformational’ JTS is costed at £7.5bn. • Pivotal role in supporting economic growth - will leave us
well placed to compete with other core cities. • West of England track record for building schemes, but
need to do more • Working with partners – Highways England, Network Rail • Developer contributions • Lobbying for funding, and opportunities for innovative
funding • Phasing and prioritisation of schemes – a delivery plan
Discussion:
• Is this the right scale of ambition for a 20 year strategy? • Is this the right mix of investment? • How radical should we be in our treatment of through
traffic? • Innovative funding opportunities? • Next steps:
• Modelling and appraisal of packages – Autumn 2016 • 6 week consultation on potential components of preferred
package – November 2016 • Final transport study report – Spring 2017 • Subsequent incorporation into JLTP update – delivery plan

Network management
• Increases in travel demand will mean that networks will need to carry much higher volumes of active travel and public transport
• Requires a very different approach to the management of cars, freight, on-street parking and servicing
• Clean Air Zones will create a policy imperative to tackle pollution. Time required for ULEVs to enter vehicle fleet
• More radical approach to management of freight in the cities. Freight Consolidation will help to reduce requirements for HGVs in the cities, with more efficient approach to deliveries.
• Bus services Bill will provide franchising opportunities. • Further consideration of the impacts of demand management
options (e.g. road pricing, workplace parking levies) will follow.
