Traffic and Transport Expert Witness Conclave – Joint Summary This joint statement refers to the matters relating to traffic and transport impacts of the MMRP as outlined in Chapter 8 of the EES and the Transport Impact Assessment Report prepared by AJM JV. All Experts that submitted a witness statement related to this topic were invited to attend the conclave on Wednesday the 17 th August, 2016. The following experts attended the conclave: Shaun Smedley, Smedley Technical & Strategic engaged by MMRA (SS) Brett Young, Ratio engaged by Melbourne Grammar School (BY) Chris Coath, GTA engaged by George Weston Foods (CC) Stephen Hunt, Cardno engaged by City of Stonnington (SH) Jason Sellars, GTA engaged by University of Melbourne (JS) Richard Smithers, City of Melbourne (RS) John Kiriakidis, GTA engaged by Citywide Services and The Botanica Owners Corporation (JK) John Tekieli representing Haig Poulson, City of Melbourne As John Tekieli was representing Haig Poulson (on leave during the times the conclave was convened), he was able to raise the issues that Haig had raised in his witness statement but was not in a position to endorse the positions agreed. Contact was not achieved with William McDougall representing Stonnington City Council prior to the conclave. Members of the conclave (apart from those from the City of Melbourne, which were unable to attend) reconvened on Thursday the 18 th August, 2016 to finalise positions. It was agreed that to protect the intent of the conclave, experts would not consult with their clients to seek further instruction between these meetings. Due to the limited time of all experts and the volume of issues it was agreed that the most suitable approach to address the issues raised by the transport experts was to focus on the suitability of the Environmental Performance Requirements to address the issues raised by the experts. Where specific changes were required to address a localised specific issue, only those experts relevant to the issue/change would provide commentary and either agree or disagree to the change. Those relevant experts are noted by the initials in the final column of the table. Where it was believed by an expert that an important issue was not covered by the Draft EPRs or the EPRs as recommended here, a specific item has been included in the table to reflect this view.

DuetothelimitedtimeofallexpertsandthevolumeofissuesitwasagreedthatthemostsuitableapproachtoaddresstheissuesraisedbythetransportexpertswastofocusonthesuitabilityoftheEnvironmentalPerformanceRequirementstoaddresstheissuesraisedbytheexperts.Wherespecificchangeswererequiredtoaddressalocalisedspecificissue,onlythoseexpertsrelevanttotheissue/changewouldprovidecommentaryandeitheragreeordisagreetothechange.Thoserelevantexpertsarenotedbytheinitialsinthefinalcolumnofthetable.
