•First grant round out, called FASTLANE•$800 million•Applications due April 14•Awards made in September due to statutory deadline•Who can apply? Are there limits?•Large projects - $100 million minimum, minimum grant size $25 million•Small projects – overall project is less than $100 million, minimum grant size is $5 million

•New and interesting? Ports can apply•Must be on NHS, or on the National Highway Freight Network list (mostly Interstates)•Freight, intermodal freight, intermodal interchanges, RR grade crossings, and RR at grade crossings are all eligible

•Rigorous criterion including all the normal NEPA/BCA/Readiness, etc.•Readiness is defined as going to construction 18 months after obligation of funds

•States are allowed to add additional miles to the national map if they are Critical Rural Freight Corridors

•Can also add mileage for Critical Urban Freight Corridors

TIGER GRANTS--- ROUND VIII•$500 million NOFA out, applications are due April 29•20% of the funds are reserved for rural projects, with no non-federal match requirement, minimum project size is $1 million for rural

•Mirrors criterion/eligibility of last several rounds of TIGER•Like prior rounds, will be completely oversubscribed and extremely competitive

•Rounds I-VII of TIGER provided $4.6 Billion for 381 projects in all 50 States, District of Columbia, and Puerto Rico

•In those rounds, 6,700 applications sought $134 Billion in funding•Can apply for FASTLANE and TIGER for same project

TIFIA:TRANSPORTATION INFRASTRUCTURE

FINANCE AND INNOVATION ACT

Why mention TIFIA?

• Provides secured loans, loan guarantees, and Letters of Credit

•Program used to be off limits to many entities due to the minimum project size of $50 million

• Now projects are eligible for a smaller project size than $50 million

•Local projects, rural projects, and Transit Oriented Development (TOD) projects can now all apply for the TIFIA program

•Can be used to infuse funds into the rural part of a State Infrastructure Bank

•$1.45 Billion over 5 years with an ongoing or “rolling” application period

•Highway, passenger rail, transit, intermodal, and private rail facilities with a public benefit to highway users, surface improvements within a Port area, ITS,TOD, intercity bus or rail facilities and vehicles are all eligible.

•In addition, a series or combination of the above modes can be grouped together for an application as long as they are all related to the financing pledge
