1. Introduction
The Transition Zero project has received funding from the European Union’s Horizon 2020 research
and innovation programme under grant agreement No 696186 to make Net Zero Energy (E=0)
refurbishments a market reality in the UK, France and The Netherlands. The project aims to
facilitate commitments for 5,000 houses in the British and French market and building a pipeline of
additional demand. Transition Zero will achieve this through creating a viable refurbishment
proposition for social housing organizations, financiers and governments, enabling them to tune
their financing products and regulations. It will challenge the construction sector to start an
ambitious innovation process to deliver the proposition. Taken together, this massive demand, the
security that there will be finance available and an enabling regulatory environment will de-risk the
innovation investment for the builders. The project works through establishing a Transition Zero
market development team in each of the participating countries.
This deliverable, D1.5, is a paper describing courses and workshops convened to facilitate
collaboration and knowledge transfer between members of the Dutch, French and UK teams. In
particular this deliverable is an opportunity for the French and UK teams to benefit from the
experience of Dutch colleagues in delivering successful E=0 refurbishments, creating a viable
proposition and driving demand. However the course programme was structured so that, prior to
delving into this detail, the teams engaged in structured workshops to build a trusted working
relationship across the consortium, based on a platform of shared values derived from those
developed by the Dutch Energiesprong movements.
This paper describes the key workshops that have comprised the D1.5 course programme to date.
To maximise the collaborative benefit of the workshops, it was found that combining the French and
UK teams together (along with Dutch colleagues) worked better than keeping the teams separate.
Advantages of this approach included a greater diversity of perspectives, inspiration from other
teams’ distinct approaches, and efficiency in delivery. Further, it was found that the best format for
the workshops was over a single, focused day, rather than the 2-day format originally envisaged.

The agenda provided an opportunity for France and UK representatives to present and share
challenges specific to their territory, but also the approach to mobilising mass demand taken in the
Netherlands.
Day 2 of the workshop on the energy services plan was delivered as a part of E=0.
Outcomes and learning
Monitoring is very important to everyone involved in the French market. The responsibility for
monitoring sits with industry. One of the issues is who owns the results. Third party monitoring
would help to build trust. When working with tenants data protection is a key issue. It was agreed a
workshop on monitoring was required.

On the roadmap the FR MDT reported that they were speaking to more than 10 housing
associations. They were also speaking to construction companies and finance providers including a
public bank. The work had been divided into 6 work streams with each MDT member taking on two.
The work was being overseen by the project director. The FR MDT were working on an E=0 light for
the first pilots and would test which of the three worked the best. They were working on a
communication plan for tenants and two housing associations had already started working on this.
Focus for the next year was on contracting for pilots – a guide to housing associations on how to do
pilots. The FR MDT were being supported in this work by the NL MDT. The second focus for the next
year was on a framework for the next phase of E=0 retrofits.
For the UK MDT the most important issue was finance – what was on and off the balance sheet.
Work needs to be done on warm rents to ensure that the finance needed for retrofits did not need
to be secured against the housing stock.

This workshop focused on the need to adopt a common identity and voice across the Transition Zero
consortium, based on approaches and techniques that have been used successfully by the
Energiesprong movement in the Netherlands, and to establish trust between consortium members.
The teams discussed a values-led positioning based on the approach suggested by leading marketing
thinker Simon Sinek, with content derived from the many social issues addressed by net zero energy
home refurbishments. This was an opportunity for each national team to share the key issues as
they saw them, before collaboratively agreeing an approach.
Led by the Dutch team, the agenda then progressed to a discussion of the type of organisation the
Transition Zero consortium wished to develop, setting a foundation for collaborative working. This
was developed into a consensus on the ways in which the consortium would communicate
(internally).
Outcomes and learning
The workshop kicked off a stream of work that was taken forward by nominated members of each
team throughout 2017. Outputs included a comprehensive set of branding guidelines, and a
statement of the Transition Zero values. In turn, this allowed the development of marketing plans
for each country.

The aim of this workshop was to synthesise perspectives from each country to arrive at a common
framework for the ‘housing manual’ – a map of the process a housing provider goes through to
adopt the Energiesprong model for refurbishment projects. The format was designed (by Head of
the UK MDT, Sally Hancox) to provide an overall structure based on the Netherlands approach, into
which the input of each participant could be incorporated, retaining the flexibility to accommodate
different perspectives, terminology and conceptualisations.
This was achieved by using a large interactive wall chart, on which participants could place their
prioritised suggestions. This was followed by facilitated discussion of the key stages, breaking the
group into smaller units containing representatives from each international team. The resulting
changes were made to the wall chart, which was then summarised with the whole group to check
consensus.
Outcomes and learning
It was evident that differences of perspective existed between national teams. For example, the
‘assessing’ stage is very different between the UK and French markets, with the latter enjoying more
comprehensive and accurate housing stock data, which has a major bearing on the ease with which
this phase can be completed. However, the work carried out previously to align the teams around a
common purpose and approach (see above) meant that these differences were manageable and
could be integrated into a coherent whole, giving a common approach to the Transition Zero
‘journey’ across the consortium.
The UK team took the outputs from the workshop and created a single version of the housing
manual (included below). This was further refined at subsequent consortium meetings, and
continues to provide a common framework for the engagement of market stakeholders in each

On 19 and 20 September 2017, the Dutch Energiesprong team held a 2-day event to share their
expertise with the UK Market Development Team, suppliers and major contractors. The trip was
designed to offer an insight into successful Energiesprong projects in the Netherlands and for this to
inform the UK approach.
Day One of the trip included a site visit to successfully renovated Energiesprong homes in Utrecht,
De Wierslaan. Visitors were given a tour of the completed properties to gain a clearer understanding
of the Energiesprong solution in practice. This was followed by a visit to the new build project site
where the Energiesprong approach has evolved beyond housing retrofit to encompass brand new
housing developments.
Ron van Erck, Head of International Market Development, opened the second day with a
presentation detailing the business case for Energiesprong alongside procurement and development
opportunities. The remainder of the morning was comprised of a tour of the Factory Zero factory in
Tiel where energy modules are manufactured. Presentations were delivered by the Factory Zero
team to offer an insight into the manufacturing process and how this could be transferred to the UK
market.
The afternoon was devoted to a number of workshops which explored monitoring, testing and
performance guarantees for the Energiesprong model. Opportunities were given for suppliers to ask
questions and develop an idea of how the approach might be implemented in line with their own
requirements.
On Day 3, the UK MDT convened a workshop with Pierre Levi from the French MDT to focus on the
Volume Deal. The approach taken by the French team – organising industry support for a Charte
d’Engagement – provided inspiration and insight for the UK team, who went on to discuss how these
ideas could be used to underpin an ambitious volume deal campaign for the UK.

Outcomes and learning
Those who attended the event sought an understanding of the technical aspects and commercial
implications of Energiesprong, as well as an opportunity to see the approach in action. The trip
resulted in increased knowledge and continued partnership with suppliers. Feedback from the event
was positive, with visitors expressing a desire to further assess opportunities for UK projects and
attend future Energiesprong study events.
The concept for a UK volume deal was further developed over subsequent months, including regular
planning sessions and an event in Bath, UK, in November 2017 to market test the concept.

In the UK and France, there’s still a challenge to get the required performance outcome, price and
collaboration between housing associations and suppliers. The European procurement rules in FR
and UK play a part in that, but to successfully do net zero energy projects, a solution needs to be
found for these issues first.
This meeting will aim to discuss respective issue and produce guidance. The outcome of this will feed
back into the housing manual under the ‘matching’ chapter. The performance specification is
explored to examine the ‘hard’ and ‘soft’ criteria that will allow some flexibility whilst not
compromising the high standards required by Energiesprong.

• Short presentation of what the Energiesprong standard is in each country
• What are the biggest discussions between market players about? What are the biggest
concerns?
• Synthesis of guidance on what characteristics should be fixed and where greater flexibilities
would help build commitment.
Discussion
Key discussion points included:
Cost of solutions generally, including tipping points in costs that were affected by certain parameters
in the performance spec and whether these were driving particular (more expensive) technology
choices.

Net Zero & thermal performance. The feasibility of Net Zero for certain archetypes and whether net
positive is worth striving for in retrofit solutions. The impact of different conditions in the different
markets was discussed and whether these conditions would persist in the future. For example, in
the Netherlands there is a net-zero arrangement until 2020, in France there are similar retail and PV
generation tariffs, whilst in the UK there are very low rewards for renewable generation.
Genuine outcomes, backstops or waypoints? The level of ambition was discussed and the intention
of each aspect of the performance specification and whether each criterion was an outcome,
whether it was an intermediate waypoint for the market or whether it was a backstop to prevent an
unintended outcome. Reduction of CO2 is not included in the performance specification, yet
Energiesprong delivers a very high level of savings, but this is delivered via the thermal and net zero
targets. Including higher-productivity ‘offsite’ manufacture is another benefit that Energiesprong
delivers but the installation time ensures that this is supported and encouraged.
A risk matrix approach was developed to examine both the supply and demand side risks of over and
underperformance. Whilst the outline structure was drafted the content would be populated in the
next workshop and included under the deliverables 5.1 and 5.2.
Outcomes and learning
There are key differences in markets for retrofits across the countries engaged but only minor
flexibility in the specification for each market is required. Flexibility allows for effective market
matching between the players in the early market for Energiesprong solutions.
Selecting the path that provides sufficient cost reduction potential will be key to the development of
the Energiesprong market beyond social housing in Europe.
The risk of diluting the transformation change that Energiesprong creates and been seen as ‘just
another retrofit’ should be avoided by making best use of innovation funding to develop and learn
from the various concepts being created.
Outputs taken forward were:
- Guidance on matching to be added to the housing manual
- Development of a risk matrix that will be further developed to contribute to deliverables 5.1
and 5.2

Programme proposal for the / rst international Collaboration Day
> January, 5 in Paris
To start the New Year together and to be more e@cient, we invite you to our Energiesprong-
coworking day on January 5th. The collaboration days are an effective way of working together on
a number of subjects and instead of organizing separate meetings, we combine them in one day.
Please read the agenda and con/ rm your presence. At the start and end of the day we always
check our objectives, whether a follow-up session is needed or which urgent topics need attention
the next time.

2.6 Planned workshops[AR1]
A series of further collaborative workshops are planned for 2018, to continue advancing
collaboration on the following key topics. Workshops will involve nominated specialists from each
team.
Housing Manual Ongoing working group on development/description of a
structured process for housing associations to do net zero energy
projects. This manual needs ongoing works because the market
reality keeps changing as the projects develop.
In the UK and France developing the matching process or
procurement phase (which is a large part of the manual) for the
current situation in an immature market has priority. Hence, the
‘Immature market matching’ (see below) precedes this activity.
Immature market matching Driving early market trough effective matchmaking
In the UK and France there’s still a challenge to get the required
performance outcome, price and collaboration between housing
associations and suppliers. The European procurement rules in FR
and UK play a part in that, but to successfully do net zero energy
projects, a solution needs to be found for these issues first.
This taskforce will work on finding a solution for this. The outcome
of this will feed back into the housing manual under the ‘matching’
chapter.
Performance Spec The Energiesprong standard is not always realistic as an outcome
in the first pilots in the UK and France. During a session on the 5th
of January we’ll try to come up with a strategy to drive the right
innovations to come to Energiesprong-standards, without the first
pilots needing to deliver this full standards now.
Design overall evaluation model How do we measure success in net zero energy projects? During
this first session we’ll determine when a project would be
considered successful for which stakeholder and if it would be
helpful to develop an approach to measure this. We’ll also discuss
the evaluation/learning model/improvement loop. The lessons
learned need to feed into the housing manual and other tools.
Tenant engagement In the ongoing tenant engagement taskforce we’ll work on a
manual for tenant engagement. We’ll share lessons, create tools
and come up with creative ideas to engage better with the people
we’re actually doing this for.
Living our Values and communication This ongoing workgroup focuses on creating a stronger
international Energiesprong brand. The topics that will be
discussed vary. Examples of topics are: Social media campaign,
international database, E-zine, how Energiesprong behaves,
taglines per target group, net zero hero/champions etc.
