Citing the recent natural disasters in Ut-tarakhand, Odisha and Andhra Pradesh, Prime Minister Manmohan Singh on Monday pressed for urgent steps to strengthen early warning systems and improve disaster management capabili-ties to save lives.Addressing the 5th meeting of the Na-tional Disaster Management Authority chaired by him, he said extreme weather

for the deterioration in security environment and the need to mend it through peaceful means. The message has to go across to Pakistani leadership as well to spare the state and the region from any fresh adventures.”The former chief minister appealed that the concerns of the people of Jammu and Kashmir as the frontline state must be respected and ceasefire restored. “Through the Peace March we hope to convey our seriousness on the issue and expect it to get registered in spite of the din, partisan interests and strategies of ongoing electoral battle,” he said.Mufti said that many frontier villages have already borne much brunt of the renewed acts of hostility on borders. “There have been reports of migration, injuries and deaths as a result of firing and shelling. We express our solidarity with the bereaved fami-lies,” Mufti observed.Mufti made it clear that war as no option, not even the last. “We have witnessed wars and suffered their consequences as no oth-er state has had to. Every war was triggered by hawkish interpre-tation of situation and had to be followed up with negotiations or mediation to end them,” he said.Mufti said, “If we could tackle Kargil intrusion without going for a full scale war, if parliament attack could see the longest cease-fire between the two countries coming in the wake of troop mo-bilization, one fails to understand the logic of any war monger-ing now in absence of any major provocation.”The former Chief Minister opined that the border firing has nothing to do with the conflict around Kashmir because both countries realize that use of force cannot bring any change in its status. “The issue has to be addressed politically and the two countries have to respect the yearning for peace in J&K,” Mufti said adding. “Vajpayee did that in 2003 with resounding results when it looked that finally the jinx around Kashmir was being neutralized. People of this state continue to nurture the same sentiment and want that the peace process be revived and taken to its next level. That will also help retain the spirit of ceasefire and protecting it against any sabotage.”He said that PDP wants to make it clear that it treats war as no option, not even the last. We have witnessed wars and suffered their consequences as no other state has had to. Every war was triggered by hawkish interpretation of situation and had to be followed up with negotiations or mediation to end them.

PM...greater stress,” the Prime Minister said. Referring to the Uttarakhand cloudburst and the subsequent floods and cyclone Phailin, he said the early warning systems and response mechanisms should be strengthened further so that the country is able to minimise the negative impact of di-sasters.“In this context, NDMA’s efforts to strengthen community pre-paredness for disaster events and its engagement in activities re-lated to disaster prevention, mitigation and preparedness need to be continued with greater intensity,” he said. While rains and floods in Uttarakhand resulted in large scale devastation, it severely tested the efficacy of our disaster re-sponse mechanisms, Singh said. “There are important lessons to be learnt from the experience gained from the rescue and relief operations that were carried out. I sincerely hope that all the concerned agencies of the cen-tral and state governments will utilise the experience of Uttara-khand in better management of disasters that we may face in the future,” he said.Terming the response to cyclone Phailin which hit Odisha and Andhra Pradesh as “encouraging”, he said it was only because of collaboration between different agencies that the daunting task of evacuating nearly 10 lakh people in the two states was accom-plished in a timely manner with minimal loss of human lives.“Our response to cyclone Phailin also underscores the impor-tance of measures taken in the past for disaster preparedness... sustained guidance provided by NDMA over the last 8 years proved to be very useful and enabled government departments to respond quickly and systematically to the disaster,” Singh pointed out.

Police...Superintendent of Police, Shopian Headquarters, Manzoor Ahmed Mir during a press conference told reporters that fake godman, Manzoor Ahmed Shiekh son of Ghulam Rasool resident of Imam Sahab Shopian used to befool innocent people, espe-cially women by giving them amulets and purifying water. “A minor girl suffering from some disorder was treated by this fake godman who provided her some amulets and purifying water. “The fake godman after coaxing and cajoling the minor kidnapped her. Police swung into action after the family mem-bers lodged a complaint in police station Hurpora and arrested Manzoor Shiekh. The girl was recovered by police and medical examination confirmed the rape,” Mir said. Station House Officer, Hurpora, Mudasir Chodri said that the said fake godman had also been arrested in a kidnapping case in 2002. “Police has registered an FIR vide 62/2013 under section 363, 376 of RPC and initiated further proceedings,” he said.

Omar..underlined and laid stress to deliberate on these issues thread-bare in the Conference and come up with sound suggestions to address these in a befitting manner.Describing animal rearing most important economic activity, Omar Abdullah said that the huge chunk of population in Jammu and Kashmir derives liveli-hood and sustenance from this sector by way of producing meat, eggs, milk, wool and other products. He said veterinary doctors and other staff associated with sheep and animal rearing have vital role and responsibility in strengthening and upgrading this sector by ensuring health care coverage of the livestock popula-tion of entire Jammu and Kashmir State.“It is easy to visit the ailing animal at its place than to carry it to the Veterinary Centre”, he said elaborating that his government recognizing this fact, has approved launch of Mobile Veterinary Centres on the pattern of Mobile Schools in the State. He said the said Mobile Veterinary Centres would be well equipped with all required men and medicine to cater to the needs of livestock population especially in far flung and remote areas. He said the movement of these centres would be on dedicated routes pro-viding a time bound calendar to the villagers and animal rearers about their movement and hours of stay in the particular village. “This would enable the animal rearers to get medical treatment

of the livestock at their doorsteps”, he said.Pinpointing the potential of animal rearing in Jammu and Kash-mir, the Chief Minister said that this is the only sector which could generate sufficient raw material locally and possesses readymade market. “Presently we are importing mutton, milk, eggs and other animal products from other states in huge quan-tity when we can ourselves produce these in abundance”, he said and emphasized the need of focussing on this area to reduce the dependence on outside markets.

Police...and handed over to Pahalgam police,” he said. A police official identified the arrested driver as Fayaz Ahmed Dhobi son of Ghulam Qadir resident of Pahalgam. “An FIR num-ber vide 91/2013 under section 188 of RPC has been registered in this regard,” the official said adding that another person Abdul Rashid resident of Ganishbal, Pahalgam who was ferrying 15 bags of cement was also arrested.

Pulwama...the robbers tried to open the safe box carrying cash but when they failed they took away more than 3 lakh rupees from the cash counter. “The staff members at the bank saved the safe box that carries the main cash of the bank.”

9 Attitudes towards a happy ‘You’The key to happiness is to do the same things you do everyday but with a slight-ly different approach. Start bringing those changes in your attitude towards life and you'll see how simple it is to be happy!Life Coach Ramon Llamba shares nine significant at-titudes that help you be-come happier in life.

GratitudeAppreciate what you have and value it. Try count-ing your positives and be grateful for all the good things and people in your life. Stop complaining and be thankful for what you already have and you'll soon start feeling happy.

OptimismTreat failure as an oppor-tunity to learn a new and better lesson from life, and that's the trick to manufacture optimism in life. Never give up try-ing because that's an in-dication that something better is in store. Once you start harbouring an optimistic attitude to-wards life, success will automatically follow.Avoid comparisonNothing is as awful as comparing yourself to someone else. If you think you're better that the other person,

you're letting yourself regale in an unhealthy sense of superiority. If you demean yourself in front of others, it means all your hard work and progress has been in vain. While social com-parisons are unhealthy, self-improvement is ef-fective.

KindnessThere's a scientific rea-son behind every act of kindness that you do. Helping someone self-lessly releases serotonin in your brain (Serotonin is the hormone that con-trols your mood) and hence makes you feel good about yourself al-most instantly. Try do-ing one act of kindness everyday to flush out the toxins of depression from your system.

Nurture relation-

shipsRelationships keep us alive and kicking. In fact, ac-cording to research studies loneliness doubles people's mortality rates. A circle of good friends, loving fam-ily members and cheerful colleagues are a reminder that you have people who care about you. There's

nothing like having some-one who you can share your experiences with. So nurture these relation-ships and say goodbye to a lonesome existence.

ForgiveHatred is a negative feel-ing and harbouring it will have nothing but negative effects on your well-being. Stop thinking about the hateful emotion/person and let it go. Forgive if needed, take things lightly and let it not affect your system.

Commit to

your goalsIf you have a goal, work towards it. Anything is achievable if you put your heart into it. Wholehearted dedication and diligence can bring extraordinary re-sults and consequentially add to your happiness.

Spiritual-ity

Spirituality teaches us that life is bigger than us and it helps us connect to the larg-er meanings of life. Practice spirituality to understand the source of all creation

and feel connected to ev-erything that exists in this world.

Care for your body

Love yourself and love your body! Your physi-cal condition has a direct connection with your well-being. A fit body and healthy mind is reflective of happiness. Start work-ing towards the health of your physical, men-tal and emotional en-ergy by caring for your body.

Spirituality boosts mental health

Despite differences in ritu-als and beliefs among the world's major religions, spirituality often enhances individuals' health, ac-cording to University of Missouri researchers. The MU researchers be-lieve that health care pro-viders could take advan-tage of this correlation between health - particu-larly mental health - and spirituality by tailoring treatments and rehabilita-tion programs to accom-modate an individual's spiritual inclinations. "In many ways, the re-sults of our study support the idea that spirituality functions as a personality trait," said Dan Cohen, as-sistant teaching professor of religious studies at MU and one of the co-authors of the study. "With in-creased spirituality people reduce their sense of self and feel a greater sense of oneness and connected-ness with the rest of the universe. What was inter-esting was that frequency of participation in reli-gious activities or the per-ceived degree of congre-gational support was not found to be significant in the relationships between personality, spirituality,

religion and health," Co-hen added. The MU study used the results of three surveys to determine if correlations existed among partici-pants' self-reported men-tal and physical health, personality factors, and spirituality in Buddhists, Muslims, Jews, Catholics and Protestants. Across all five faiths, a greater degree of spirituality was related to better mental health, specifically lower levels of neuroticism and greater extraversion. Forgiveness was the only spiritual trait predictive of mental health after personality variables were considered. "Our prior research shows that the mental health of people recovering from different medical conditions, such

as cancer, stroke, spinal cord injury and traumatic brain injury, appears to be related significantly to positive spiritual beliefs and especially congregational support and spiritual in-terventions," said Cohen. "Spiritual beliefs may be a coping device to help in-dividuals deal emotionally with stress," he added. Cohen believes spirituality may help people's mental health by reducing their self-centeredness and de-veloping their sense of be-longing to a larger whole. As the authors note, spiri-tual interventions such as religious-based counseling, meditation, and forgiveness protocols may enhance spiritually-based beliefs, practices, and coping strategies in positive ways.

Are weight loss pills a fact or a myth? Can you really lose weight with a pill? The US FDA recently approved a drug Lorcaserin, a drug that helps you lose weight. To clear doubts about this 'magical' pill we spoke to Dr. Verinder Anand, Consulting doctor in Internal Medicine from Moolchand Medcity. He sheds light on the weight loss pill and strips bare the ugly truth. Why would In-dians fall prey to this drug? "Obesity is a growing prob-lem in India and other developing countries and is largely the result of a chronically improper diet and lack of physical activ-ity. Obesity is an outcome of sedentary lifestyle and westernization of our so-ciety. Over-eating junk food and lack of physi-cal exercise result in high body mass index (BMI)." Will this drug work for an Indian body? "Vis-a-vis to western countries where junk food is cheaper, in In-dia, the population, mostly the upper strata of society,

in metropolitan cities are getting afflicted because there is a lack of exercise, there is a tendency to eat more junk food and so they are putting on more weight and becoming obese. Yes, these drugs have positive impacts on Indians for a small period of time only." How does this drug work? What is the effect on the body? "Most of these drugs sup-press appetite by activat-ing the brain receptors for a neurotransmitter called serotonin, which triggers feelings of satiety and satis-faction. This drug raises the energy levels and suppresses the appetite and pushes the body to burn more calories. But continuing weight loss medicine in long term is un-healthy and ineffective." Is this drug another marketing gimmick? It has been proved to be effective. A trial period of 12 weeks is suggested. In this duration there should be a minimum 5 percent weight loss. Can we expect drastic weight

loss with this drug? No, these weight-loss drugs will shed about 2-3 kilos per year. Expert views on Weight loss drugs These medicines are avoidable and should not be con-sumed by just anyone. Only those who are obese and suffering from condi-tions related to this should take prescribed ones, which doctors term "life-style medications" rather than "diet pills". These medicines are prescribed only to those people with

a BMI (body-mass in-dex) over 27, as part of a broader weight-loss re-gime that involves other medications such as di-uretics and a calorie-restricted diet and exer-cise. Dr. Verinder Anand sums up HMU's belief, exercise plus right diet equals weight loss, "In a nutshell, there is no oth-er effective and health-ier alternative to lose the extra flab apart from good eating habits and regular exercise."

Next time, delay that appointment at the wellness centre for chemicals or danger-ous injectables that aim to turn back the clock. The latest technique to get rid of your wrinkles is simple and non-inva-sive and well, you can pull faces while doing it. Called face yoga, the set of facial exercises has caught the fancy of Holly-wood celebrities such as Gwyneth Pal-trow and Jennifer Aniston, who are said to be advocates of it. Here's how you can get glowing with pulling a few faces...

Its benefitsLike regular yoga, the moves in face yoga also have unique names. Want to try The Marilyn, Bumblebee or Lion — all expressions intended to turn back the ageing clock and and reduce wrinkles. Experts state that face yoga not only reju-venates the face, but simultaneously helps in putting back that glow. Explains yoga trainer Yogesh Chavan, "The face mus-cles are not different from the muscles of the rest of the body. Thus, if they are not exercised, they become flabby. Face yoga, which allows for oxygen to rush to the face, is extremely rejuvenating and acts as a beauty booster. It en-tails toning one's facial muscles by smiling, stretching the eyebrows out-wards, twisting your lips or moving the cheeks from side to side, stretch-ing out your tongue and even making

the mouth into the shape of blowing a kiss. One can do this every morning or even while travelling."How it has helped peopleFace yoga aims to tighten facial mus-

cles and aid blood circulation. Rajiv Ananth, an advertising executive, who regularly practises this yoga in the morning, is gung-ho about it. "Due to long work hours I had developed a puffi-ness around the eyes. But I tried face yoga and found it to be beneficial. After just a week of exercises such as Kapalb-hatti and deep breathing techniques, I found that my dark circles had greatly reduced," he informs.According to busi-nesswoman Nisha Shrimant, what really attracted her to facial yoga in the past was the fact that she could do

it anywhere. Says she, "With my sched-ule I travel a lot on work and so I can't get onto a treadmill or spend time on a yoga mat. I realised facial yoga could be done on the go and after my yoga teach-

er taught me a few exercises I loved it," she admits, adding, "Now, when I also feel my face tightening due to stress I take a break and go into a wash-room or a quiet corridor and do facial contortions. It's funny to someone who sees me, but it really works; my face relaxes almost imme-diately," she adds.Practise these ex-

ercises today!While Chavan states that

yogasanas like Simhasan (lion pose) and Vyaghrasan (tiger pose) are apt to fit into facial yoga, holistic health guru Mickey Mehta also presents easy face exercises to do at any time. "Chewing is a good exercise, as well as blowing (like blowing a balloon), sucking in one's cheeks holding it for seven to eight seconds and releas-ing it, frowning, then relaxing then a repeat of this also helps. In addi-tion, try smiling, laughing and most important, 'still the face' for a few minutes each day. W

Stressed and unfit, with no time for the gym? A towel and sock can save you from fatLong work hours keeping you from a fitness regime? While nothing can sub-stitute the recommended hour of daily exercise needed to stay slim, fitting fitness activities in your daily routine isn't as tough as you'd imagine. Take the stairs, instead of the lift; Use your chair as support for leg lifts; and lift water bottles as weights to tone your arm muscles. That much, you already know. But what of com-mon household objects that can yield results to ri-val barbells and resistance machines? Read on.

Build your musclesBooks:

The next time you're reading a tome, put it to another use. Bal-ance it on your stomach to increase the load on your abs while perform-ing stomach crunches. To turn the heat on

your lower abs, lie flat on your back with your arms extended above you, holding a heavy book. Use only your stomach muscles to propel the movement as you lift your shoulders straight off the ground, keeping the rest of your body flat. Here's an-other exercise: Sit on a chair with your legs to-gether and extended in front of you, with your feet eight inches above the ground. Balance the book on your shins as you slowly lift your legs up, while keeping them extended. Lower the legs and repeat. Fill a satchel with books. Lift it bending only your elbows, and voila, you have for yourself a for-midable » dumbbell.De-stress your nerves

Tennis balls- Who doesn't want a genie to massage their feet after a particularly trying day? Believe it or not, a tennis ball is a wonderful substi-

tute. While sit-ting, slide a ten-nis ball under your foot. Keep rolling it back and forth, as it massages your heel. Start with less pressure and progress to rolling the ball under your foot while stand-ing. If it hurts, it means your nerve endings are not relaxed. Switch to the other foot after five minutes. Load four tennis balls into an old legging, or a much-washed sock. Tie the end and roll this makeshift massager on your back (as you would a towel after a shower) for a soothing back rub. A ten-nis ball can also help tone your muscles. Hold one between your knees while sitting on the edge of a chair. Squeeze your legs together to work out your inner thighs.

Bathing towels It might seem like an ex-aggeration, but a well-devised strength train-ing routine featuring the humble towel can have you sweating bul-lets in no time. With nothing but a towel, you can break into a slew of effective exercises like resistance repetitions, where you use your own strength to build and tone arm, chest, shoulder, thigh and leg muscles.

If you have been meaning to buy a resistance band, but haven't got around to doing it, pick up your towel and start with a simple squat. Stretch the towel like a bar over your head and push your weight down. This helps strengthen your arms along with your thighs. Arm extensions and a single leg squat with the towel held under the other foot are other instances of strength training with a bathroom necessity.

7 Postures to avoid when exercising

If you often wonder about why you suffer frequent in-juries at the gym, it's time to take a long, hard look at your workout form. While exercising, method and posture play an im-portant role. We give you an insight on why poor form is to blame for your aches and pains.Stop jerking: Stop jerk-ing your weights and your body, it will only cause in-jury and it will have no ef-fect on the muscles. Take a cue from James Bond; being smooth gets the best outcome. Smooth weight training will surely get you the much needed muscles. When you twist and jerk your body while lifting weights, you open your-self up to a world of inju-ries like joint pain, muscle pulls, even fractures.Slow movements: You don't want to workout in a jiffy, it defeats the purpose. Muscle fibers need slow yet smooth movement to

build size and strength. If you workout really quick-ly, all the fibers don't get worked out. Take time and do a proper workout.Pain in the neck: Summertime is the best time to flaunt your six pack abs. But, if you are gung ho about stomach crunches, you need to know one thing. Do not place your hand on your neck as you pull your neck forward. This will cause severe neck pain. In-stead, place your hand on your chest or by your side. If you are accustomed to placing your hands behind your head, then use them only as markers. Do not force your head forward in order to compensate or start the crunching move-ment.Squat right: When it comes to squats, balance and body alignment is im-portant. Do not bend too forward nor go down be-low your knee level. When squatting, arch your back, your abs should be tight,

head up and your body should be in proper align-ment. Do not let your knees cross your toes, and do not lock your knees as you lift yourself.Full range mo-tion: When weight train-ing even if you do easy and few exercises make a note to do full range motions. There are two benefits: your joints are more mo-bile, but more importantly your muscle has a boost of strength when completely extended.Straighten your back for a deadlift: If you arch your back, chances are you will risk a slip disc or hernia. Also keep your head in neutral position, not up or down.Bench press posture: You may think that bench press doesn't have a right posture, but arching your back can induce lower back pain. Here's what you should do; feet should be on the floor, butt on the bench, with slight arch in your lower back and you're good to go.

New Delhi, October 28:

A day after Narendra Modi's rally in Patna was tar-geted with multiple blasts, the Centre on Monday said adequate security is being provided to the BJP's prime ministerial candidate.

"Central government has

provided adequate security to the Gujarat chief minis-ter," home minister Sushil-kumar Shinde told reporters here.

Modi has been accorded Z-plus security with round-the- clock protection by elite National Security Guard commandos.

Shinde said he would vis-it Patna on Tuesday to asses the situation there following

the serial blasts in the city on Sunday that has claimed six lives and injured more than 80 people.

"I will review the situa-tion in Patna tomorrow. It is premature to say anything about the blast now as inves-tigation is still going on," he said.

The home minister said one of the injured persons, suspected to be involved in the blasts, has been arrested.

Six persons were killed in the seven low inten-sity serial blasts of which six bombs went off in and around the venue of Mo-di's mega rally at Gandhi Maidan shortly before his address before a huge gath-ering yesterday.

New Delhi, October 28: The Supreme Court on Mon-day refused to entertain a PIL seeking CBI probe into licences granted to several real estate developers, in-cluding the one with which Robert Vadra is associated, for developing colonies in Haryana.

The apex court pulled up the petitioner for targeting only Vadra while the names of other persons who were also granted licences were not mentioned in the peti-tion, saying it was done for "cheap publicity".

"Why you chose only one person? Let us clarify that in the name of PIL we are not going to sully the name of a particular person. Merely because he is related to a political family, you cannot call him a sinner," a bench of justices H L Dattu and Ranjan Gogoi said.

The bench also ques-tioned advocate M L Sharma, who filed the petition, on

other prayers of his plea in which he pleaded to quash a decision of the state govern-ment.

The bench while appre-ciating Sharma's work in re-cent past on various issues said that he should focus on good work instead of indulg-ing in publicity.

"Don't spoil the name of a person for cheap publicity. You should channelise you energy for people in need in-stead of cheap publicity," the bench said.

Sharma submitted that the plea was not targeting

any person but was only pointing out Vadra's name as one of the cases. The petition had also sought quashing of the reported order for stop-ping audit inquiry against colony licence issued to Sky-light Hospitality Pvt Ltd with which Vadra is said to be as-sociated.

The petitioner had claimed that the Department of Town and Country Plan-ning (DTCP) issued hundreds of licences for over 21,000 acres land spread over Gur-gaon and other parts of the state during 2005 to 2012.

Security stepped up along Indo-Nepal border

Mahrajganj, October 28: Secu-rity has been tightened along the Indo-Nepal border after a high alert was sounded in Uttar Pradesh fol-lowing the serial blasts in Patna, a senior Sashastra Seema Bal (SSB) official said here.

"Sonuali check post and all the border outposts (BOPs) have been kept on high alert. Patrolling in sensitive border areas has been in-creased to check anti national ele-ments," SSB commandant KS Bank-hothi said.

An alert has already been sounded in the state by UP police following yesterday's serial blasts in Patna, which killed five persons and left 80 others injured.

Sources in the state administra-tion said they were maintaining strict vigil in crowded places, in-cluding railway stations, markets and malls and carrying out inten-sive checks.

"There are various types of in-puts that we get and efforts are on to cross-check, verify such inputs and plug the loopholes", officials said.

BJP complains to EC against Rahul’s Rajasthan speech

Agencies

New Delhi, October 28: A del-egation of BJP leaders on Monday lodged a complaint with the Elec-tion Commission seeking action against Congress vice-president Ra-hul Gandhi for allegedly violating the Model Code of Conduct by ap-pealing for votes on communal lines and inciting hatred among different communities.

They handed over a memoran-dum to Chief Election Commissioner V.S. Sampath, seeking withdrawal of recognition given to Congress that of a national party and also demanding action against party’s vice-president for violating the Code.

“It is respectfully prayed that ap-propriate action may kindly be taken against the Indian National Congress and Rahul Gandhi, vice-president, Indian National Congress for violat-ing the Model Code of Conduct and the recognition of Indian National Congress as a National Party may kindly be withdrawn immediately,” the BJP memorandum to Election Commission said.

The BJP vice-president Mukhtar Abbas Naqvi claimed that the Con-gress is a “habitual and traditional

violator of Model Code.” “We have requested the Elec-

tion Commission for lodging an FIR against Rahul Gandhi for violating the Model Code of Conduct by giv-ing speeches that incite communal hatred and tension between Hindu-Sikhs and Hindu-Muslims and make an appeal for votes in favour of Con-gress on communal lines,” BJP’s legal affairs cell chief Satya Pal Jain said.

He said the BJP has also demand-ed for the election symbol of the Congress be freezed and its derecog-nition.

The memorandum claimed that Mr. Gandhi’s allegations against the BJP are “false and baseless” and also highly inflammatory, inciting and likely to induce communal feelings.

Citing excerpts from Mr. Gandhi’s speech made in Churu in Rajasthan last week, the Opposition party said its tone and tenor was to incite com-munal hatred and tension between Hindu-Sikhs and Hindu-Muslims and make an appeal for votes in the favour of Congress on the basis of communal sentiments.

“A conscious attempt has been made by Mr. Gandhi to mislead the public by trying to discredit the BJP by making absolutely false, baseless,

unfounded allegations against the BJP and its leaders, which is against the very spirit of the Model Code of Conduct as well as healthy demo-cratic practices,” it said.

The BJP said since the allega-tions and utterances have not been withdrawn by Mr. Gandhi, “this in-flammatory speech is a clear viola-tion of the Model Code of Conduct and accordingly Mr. Gandhi is li-able to be proceeded against for the same.”

It cited provisions of the Model Code which states that no appeal shall be made to caste or com-munal feelings for securing votes. “However, the Indian National Congress and its leaders are flout-ing the code with impunity time and again.”

The BJP leaders also cited past instances where Congress leaders like Salman Khurshid, Beni Prasad Verma, Shankarsinh Vaghela have violated the Model Code of Conduct during elections and have tendered an apology later.

Besides Mr. Naqvi and MR. Jain, others who were a part of the BJP delegation included Prakash Ja-vadekar, Nirmala Sitharaman and Pinky Anand.

Narendra Modi lacking in ideas: Digvijaya Singh

New Delhi, October 28:

Congress leader Digvijaya Singh, who had described Sushma Swaraj as a "better" PM candidate than Narendra Modi, on Monday asked her to give him some les-sons in history, saying he is "lack-ing in ideas" and "steals" Congress slogans.

He also thanked Swaraj for her barb that she also thinks that Digvijaya Singh is a better candi-date than Rahul Gandhi.

"Thanks Su-shmaji for paying me a compliment on a day when I called Modi a Megalomaniac Psychopath Liar! Give him some lessons in History!," Singh com-mented on Twitter.

Launching a strong attack against Modi on Sunday, Singh had wondered why BJP cannot field a "better leader" like Sushma Swaraj as its prime ministerial candidate. Swaraj, however, was quick to dismiss Singh's com-ments with the retort, "Even I think Digvijaya Singhji is a better candidate than Rahul Gandhi".

Last year also when Digvijaya Singh had said that it was Swaraj's

"right" to be seen as a contender for the prime minister's chair, the BJP leader had dismissed his remarks, saying Singh had an old habit of creating disputes.

The Congress general secre-tary, a known detractor of Modi, also hit out at the BJP's Prime Ministerial candidate saying he is "lacking in ideas" and "steals" the slogan of Congress.

"Modi lacking in ideas. Steals Congress slogan of Garibi Hatao 1971 Vintage! Would he explain why families under BPL have increased in Gujarat," he tweet-ed a day after Mo-di's rally in Patna in which the Guja-rat Chief Minister had made a strong

pitch for removal of poverty. "I want to ask poor Muslim

brothers whether they want to quarrel with poor Hindus or fight against poverty. I want to ask poor Hindus whether their concern is disputes with poor Muslims or the fight against poverty.

"A poor Hindu has to fight against poverty and a poor Mus-lim also has to fight against pover-ty. Let's defeat poverty together," Modi had said at 'Hunkar rally' in Patna on Sunday.

'Mastermind', three others held for Patna blasts

Ranchi, October 28: The Bihar police on Monday claimed to have arrested four persons, including the "mastermind", for the Patna serial blasts which left at least five people dead and over 90 injured ahead of BJP's Hunkar rally at Gandhi Maidan on Sunday.

"One of the accused, who is being considered as the mastermind, has been arrested till now. He has con-fessed how the planning took place," Manu Maharaj, senior superinten-dent of police in Patna said.

"Based on that information, we conducted raids. Information was given to Ranchi police and subse-quently our teams have gone there," he said.

In Ranchi, police have identi-fied the four arrested suspects as Mohammad Imtiaz, Mohammad Tarique, Mohammad Noman and Taufique Alam.

Jharkhand director general of po-lice Rajeev Kumar confirmed, "All the four suspects are from Ranchi."

The four were reportedly sup-ported by eight members from dif-ferent places in Ranchi. Mohammad Imtiaz is a resident of Dhurwa, a se-nior police officer who declined to be named told Hindustan Times.

The Ranchi police claimed to have recovered incriminating material during a raid on Sunday at Imtiaz' residence.

"We have recovered terrorist lit-erature and IM posters. Close ones are being interrogated," said addi-tional director general of police SN Pradhan .

Imtiaz's father Kamuluddin and brother, Akhtar Ali during interroga-tion told the Ranchi police a group of boys had left for Patna with his son and his four nephews but denied any involvement in the blasts.

Police said that during interroga-tion Imtiaz revealed that the suspects had met several times at his house and it was there that the plan was worked out.

Six bombs - improvised ex-plosive devices (IED) with tim-ers - went off in and around Gan-dhi Maidan between 11.40am and 12.45pm on Sunday just ahead of BJP prime ministerial candidate Narendra Modi's rally. Earlier in the day, around 9.30am, a bomb had exploded in a toilet at Patna Junc-tion railway station.

There was confusion on Monday over reports that one of the injured, and also a suspect, had succumbed to injuries. Police later confirmed that he was still alive.

Officials in Patna refused to com-ment on the investigation saying it had been taken over by the National Investigative Agency.

Within hours of the blasts, the union home ministry in New Delhi had on Sunday rushed a team of NIA officers and bomb experts from the

National Security Guards to the state. Prime Minister Manmohan Singh had asked chief minister Nitish Ku-mar to take "immediate and firm ac-tion" to identify and act against those responsible.

The first crude bomb exploded in a public toilet building near platform 10 at Patna Junction, said Patna SSP Manu Maharaj. A man was injured and hospitalised. A bomb squad member was also seriously wound-ed while trying to defuse two more bombs found there, he said.

Two hours later, bombs went off in and around Gandhi Maidan - near a movie theatre, a hotel, a children's park and a bank - sending plumes of smoke in the air and people scurry-ing around in panic.

Police managed to prevent a stampede and the organisers of the rally also helped maintain calm by announcing that the blasts were tyre bursts or crackers going off.

"We detected four more bombs. Defusing them turned out to be a problem as they are all fitted with timers," said a bomb squad mem-ber.

Chief minister Nitish Kumar in-sisted there was "neither intelligence failure nor a security lapse".

After his rally, Modi tweeted, "Blasts in Patna are deeply saddening and unfortunate. Condolences with families of deceased and prayers with injured. I appeal for peace and calm."

Dhaka, October 28: Two more Bangla-desh protesters were killed in clashes on Monday, the second day of a nationwide strike called by the opposition demanding the prime minister quit and hold elections under a caretaker government.

The two were killed in the north and southeast, raising the overall death toll in the political unrest to 14 since Friday, as schools and businesses remained shut across the country.

Police said opposition Bangladesh Na-tionalist Party (BNP) activists hacked a ri-val ruling party supporter to death in the northern town of Rambhadra Bazaar, amid a mounting crisis over upcoming elections.

"BNP supporters hacked the Awami League supporter to death with machetes at Rambhadra Bazar early in the morning," local police chief Saidur Rahman said.

A truck driver also died after being pelted with bricks by supporters of the country's largest Islamist party, a key ally of BNP, in the southeastern coastal town of Satkania, regional police chief Hafiz Akter said.

The latest violence comes after last-minute talks on Saturday between Prime Minister Sheikh Hasina and her bitter rival, BNP leader Khaleda Zia, failed to halt the three-day strike and defuse the crisis.

Hasina's appeal to call off the strike

occurred during a 40-minute phone con-versation — believed to be the first time in at least a decade that the two "battling be-gums" have spoken, underlining the sever-ity of the crisis.

"Begum" is an hon-orific for a Muslim woman of rank. The BNP and its Islamist allies called mass pro-tests on Friday ahead of the strike to force Hasina to give up power and set up a caretaker administra-tion of technocrats to oversee elections in January 2014.

Clashes throughout the country since Fri-day between opposi-tion and ruling party activists and with po-lice have left at least 14 people dead.

Zia, who has twice served as premier, has branded the government "illegal", cit-ing a legal provision that requires a neutral government to be set up three months be-fore elections. Hasina said such an arrange-

ment is unconstitutional, proposing instead an all-party interim government led by her to oversee the January polls. But the BNP re-jected the proposal, claiming it would allow Hasina to rig results.

Schools, shops and other businesses re-mained closed in towns and cities on Mon-day for the strike, while extra police and paramilitary officers have been deployed on the streets.

2G scam: DMK chief’s wife, Dayalu Ammal, testifies at her homeAgencies

Chennai, October 28: The chief metropolitan magistrate (CMM) on Monday started recording the statement of Dayalu Ammal, wife of DMK chief M Karunanidhi, in the 2G Spectrum case.

CMM Gopalan has been appointed as Commis-sioner by a special court in the multi-crore scam to record the statement by 85-year-old Dayalu Am-mal, who is named as one of the prosecution wit-ness in the case.

Dayalu Ammal, along with her daughter and Rajya Sabha MP Kanimozhi and others, is a share holder in Kalaignar TV, which allegedly received a large kickback for former telecom minister and DMK leader A Raja from Swan Telecom, one of the companies accused of conspiring with him to land an out-of-turn 2G licence.

On Monday, Gopalan arrived at Dayalu Ammal’s residence at 9.40 am, where police have posted a tight security cover.

Her daughter Kanimozhi, Rajya Sabha MP, Sha-rad Kumar, managing director of Kalaignar TV, who are also among the accused in the case, were present. The Supreme Court on September 22 had exempted personal appearance by Dayalu Ammal before the trial court, but directed the she be ex-amined at her residence.

Kanimozhi had filed a plea before the apex court, seeking exemption from personal appear-ance of her mother on medical grounds, which the court had allowed.

CBI officials last week served summons to Day-alu Ammal, informing that her statement would be recorded on Monday. All the 17 accused in the 2G case have been summoned to appear during Day-alu Ammal’s deposition, but CBI sources say some have been exempted.

Sydney, October 28: Former Test pace-man Merv Hughes says he is dumbfounded by Australia`s Ashes build-up and has given his coun-trymen little hope of beating England in the series starting next month.

Hughes, a one-time selector, said he was in-credulous that Australia were playing in a one-day series in India while England were in Perth preparing for the Tests.

The 17-man England squad arrived in the early hours of Friday and trained on Saturday ahead of their tour opener against Western Australia start-ing on Thursday.

The former Test firebrand tipped Australia to lose an historic fourth straight Ashes series and declared that any success against the experienced England outfit was at least two years away.

"I think they are really well placed," Hughes

said on Fairfax radio Sunday when asked about England, who won the Ashes 3-0 on home soil in July and August.

"I mean, they could be in India doing seven one-day games preparing for the Ashes like the Australians are -- what a great preparation that is.” "I am just dumbfounded with England being in town and preparing for an Ashes that starts in about a month`s time and Australia has got a team playing in India, playing in subcontinent condi-tions preparing for the Ashes.”

"So who`s going to be better prepared come the first Test match? England appears to be doing everything right at the moment."

Hughes said he was not optimistic about Australia`s chances in the five-Test series, which starts at Brisbane`s Gabba ground on November 21.. "Our best chance of winning the Ashes is in England in two years` time," he said.

"I think we`re going to struggle because Eng-

land have a well-settled side. They`ve got an ex-perienced side.

"They`ve got world-class players and, when we`re still trying to find a formula for Australia to win, I think we`re going to have to win all the tosses and play very good cricket."

Australia, leading 2-1 in the one-day series in India, have had their past two matches aban-doned because of rain.

The last fixture in the seven-match series is on November 2, meaning the likes of Test hope-fuls George Bailey, Phil Hughes, Adam Voges and Mitchell Johnson will not be available for the first round of the domestic Sheffield Shield com-petition this week. It means selectors have only limited chances to see players in action before the Brisbane Test. England are making the most of their long lead-in to the Ashes, flying out two left-armers -- Tymal Mills and Harry Gurney -- to mimic the bowling of Johnson and Mitchell Starc.

Istanbul, October 28: World num-ber one Serena Williams fought back superbly to beat Li Na 2-6 6-3 6-0 and retain her WTA Champion-ships title.

Li, the world number three from China, raced ahead and secured the first set in Istanbul with her fourth set point.

But Williams, 32, levelled the match and clinched her 11th title of the year in two hours and nine minutes.

The American has won 78 of 82 matches this year and will finish the year as the top ranked player for the third time in her career after 2002 and 2009.

It was her fourth WTA Cham-pionships success and she is the first player to defend the title since Justine Henin in 2007.

She is the eighth female play-er to win 11 or more titles in a year and the first since Martina Hingis claimed 12 in 1997.

Williams said lifting the Billie Jean King trophy had a special sig-nificance at the end of the year when the WTA has celebrated its 40th an-

niversary. "It was an awesome year of ten-

nis. To end with the Billie Jean King trophy after 40 years and after ev-erything we had the celebration for

this year, I don't know if it's written or what, but it's just really exciting," she said.

"I haven't had a lot of time to think about it, but I'm happy. I'm re-ally happy that I was able to finish it off."

In the first WTA final between

two players over 30, Li made a con-fident start to take the opening set against Williams, who was showing

signs of fatigue. Williams won a key game at the

start of the second that went to nine deuces and lasted nearly 12 minutes, but Li levelled at 3-3 with her only

ace of the match. However, a double-fault and

a forehand error gave Williams a chance to serve out the set, with three set points required to close it out.

Another double-fault by Li gave Williams a break of serve at the start of the third and the 17-time Grand Slam winner swiftly completed her 10th win in 11 matches against the new world number three.

"I've just had a really long year, and I'm just really excited, honestly. I really didn't expect to get through this match today," Williams added.

"I can't believe I won. I was so tired. Honestly, did I really win? Because she played so well."

Li, 31, who served 10 double faults in total, said: "I was feel-ing maybe the start of the match

was too exciting. So after one and a half sets I was feeling I had no more energy left."

Stuart Broad stands his ground on decision to not walk

Agencies

IEngland's Stuart Broad has defended his decision not to walk in the most contro-versial incident of the first Ashes series this year, sug-gesting the huge row blew up because Australia had "wasted" their two refer-rals.In the first test at Trent Bridge, the fast bowler edged a ball from spinner Ashton Agar to Michael Clarke at first slip but did not walk after umpire Aleem Dar gave him not out.Australia had already used up all their reviews during England's second innings in the opening Test and so were unable to challenge the decision. Broad later admitted hit-ting the ball."My first comment on that whole incident is I could name you 18 or 19 players who played in an Ashes series who nicked it and didn't walk," Broad told the BBC in an interview."We could be here all day if I named players from the past. I am trying to think

of someone in the modern game who is consistently a walker."Broad rode his luck to make 65 and added 138 runs in a seventh-wicket stand with Ian Bell, which proved crucial for the hosts as they went on the win the Nottingham Test by 14 runs to take a 1-0 lead in the series.Captain Clarke and his team mates were left shaking their heads in disbelief at the decision which sparked a huge de-bate on Twitter about the spirit of cricket."It's a really interesting debate and something that got blown so out of propor-tion maybe because the Australians were frustrated they had wasted two refer-rals," Broad said."It was an important mo-ment in the game because, let's be honest, if Belly and I hadn't put on those runs, we wouldn't have won the test match so we would only have won 3-1 or something."As it was, England won the series 3-0.Australia coach Darren

Lehmann was handed a fine by the International Cricket Council after he accused Broad of "blatant cheating".Lehmann later apologised to Broad for the verbal at-tack, which came in a radio interview."Ryan Harris came over to me and apologised," Broad added. "First of all he said from the play-ers we have given him (Lehmann) a hard time and his comments were unacceptable."The he (Lehmann) came across and said: 'I meant it in jest' and I said, 'in black and white it doesn't look like jest to me'."He said something along the lines of, 'listen to the interview' and I said, 'I have far better things to do with my time', and that was about it."We shared a nice beer and I said, 'see you in Novem-ber'."Broad is expected to come under heavy fire from the fans Down Under when the return Ashes series starts with the first test at Bris-bane from November 21.

Hockey: 13 juniors part of India squad

Wellington, October 28:

Troubled New Zealand cricketer Jesse Ryder on Monday completed a re-markable comeback from a serious assault by posting a century in his first game for more than seven months.

He scored 117 off 164 balls playing for Otago away to his former side Wellington in a provincial championship match.

It was Ryder`s first ap-pearance with the bat since being seriously assaulted outside a bar in the South Island city of Christchurch last March.

He was later suspended for six months after testing

positive to a banned sub-stance contained in weight loss pills.

The 29-year-old, who has been in a self-imposed

exile from international cricket since early 2012 when he said he needed to sort out personal issues, has announced he now wants to reclaim his place

in the New Zealand team. The left-hander is a

prodigious batting talent, averaging 40.93 from 33 Test innings, but his career has been blighted by disci-plinary lapses and off-field problems as well as fitness issues. He appeared to be making progress before he was assaulted outside a bar in the South Island city of Christchurch and suffered a serious head injury.

"We`ve all heard the stories of guys hitting their heads and dying after be-ing punched and falling to the ground. I look back and think I am lucky not to be dead," he later told report-ers.

Michael Clarke, the Australian captain, is poised to make a comeback from a back in-jury and lead New South Wales in their Shef-field Shield match against Tasmania, which starts on Wednesday in Sydney.

A team spokesman said Clarke, who was ruled out of Australia's ongoing ODI series against India with a longstanding back prob-lem, will be subject to a fitness review before he can be made available for the game.

Clarke had wondered aloud whether he would miss the first Ashes Test against Eng-land that begins on November 21, but after intensive treatment for a degenerative disc condition, which has been an issue since he was a teenager, his prognosis has been good.

"Michael is progressing well and recent-ly recommenced batting in the nets," Alex Kountouris, the Australian team physiothera-pist, had said in a statement last week.

Clarke's back problem had flared up be-fore Australia's final ODI against England in Southampton last month, at the end of an

Ashes tour, which Australia lost 3-0. He played in that game, but selectors

were reluctant to take any more risks ahead of the home Ashes series, and ruled him out of the India tour.

Sachin Tendulkar flops, but Mumbai on top in Ranji trophy

Serena Williams beats Li Na to win WTA Championships

Mumbai, October 28:

Tendulkar's early dismissal has no bearing on Mumbai's fortunes who end Day One on 100/4 after bowling Haryana out for 134.

At the Chaudhary Bansi Lal Stadium, Mohit Sharma got the batting great to play one onto the stumps in the 21st over of the innings. Tendulkar was attempting to leave the ball alone, but the red cherry brushed the back of his arm before dis-turbing the furniture. At 38/3, the holders were in spot of bother. But thanks to their bowlers, they were chasing a paltry score.

Abhishek Nayar (4/38) and Javed Khan (2/12) had wreaked havoc in the morning as Haryana were bowled out for just 134 in less than 36 overs on a green top. Later, Nayar (24) and Ajinkya Rah-ane (44 batting) arrested the slide with a 56-run stand after Tendulkar’s fall. Nayar was dismissed at the stroke of stumps, but Mumbai went into the hut with the scoreboard reading 100/4, only 34 in the red.

Mumbai skipper Zaheer Khan had no hesita-tion in asking the hosts to bat. And in the pres-

ence of Kapil Dev’s Haryana side of 1991 — the one that beat a tearful Dilip Vengsarkar’s Mum-bai by two runs — the 40-time champions put up

some show.If Zaheer was testing the batsmen with pace

and bounce, then Dhaval Kulkarni was swinging it at will. Nayar was as effective as ever and young Khan bowled a nagging line.

Haryana lost opener Nitin Saini to a run-out, but thereon it was the pacers’ show. Zaheer had No.

3 batsman Sunny Singh caught by Hiken Shah in the cordon. A few minutes later, Rahul Dewan fell in similar fashion, with Kulkarni be-ing the beneficiary. Yesteryear superstar Ajay Jadeja, who is the captain and coach of Haryana, steadied the ship with a cultured 14, but Khan had him caught, again by Shah. The 42-year-old Jadeja’s first Ranji innings since 2006 ended prematurely.

At 44/4, Haryana were down and out. Nayar only made it worse. He castled Sachin Rana, Joginder Sharma and Jayant Yadav to reduce the hosts to 71/8 in the 20th over. And if not for Mohit Sharma’s entertaining 49, in which he smashed nine boundaries, Haryana would ended up with less than 100 on the board.
