State government blames GOI for delay’ Srinagar, Dec 12 : The Ministry of Road Transport and Highways, Gov- ernment of India has not released the funds for the much awaited Boulevard widening road project, de- spite the proposal was submitted by the J&K govern- ment around two years ago, sources said. Chief Minister Omar Abdullah had approved the Bou- levard widening road project on September-2, 2011 and had directed the concerned authorities to complete the project on fast track basis. However, the Roads and Buildings (R & B) department J&K-which was facing financial crunch, approached the Ministry of Road Transport and High Ways, Gov- ernment of India (GoI) with a proposal for funding this vital project. “We had submitted a proposal to the Government of In- dia for funding this project, but the funds are yet to be released. Around 28-crores have been sought for works, whiles as acquisition of land would cost double than the payment of works,” Commissioner Secretary R&B Tanveer Jahan told KNS. DC Baramulla directed to submit report within 2 days Srinagar, Dec 12 : The divisional commissioner Kashmir Shalindera Kumar on Thursday ordered a time bound inquiry into the ambulance halt controversy which allegedly took away life of a Handwara patient on Decem- ber 10. “I have ordered inquiry headed by deputy commissioner Baramulla. The DC Baram- ulla has been asked to submit his report within two days,” Mr Kumar informed KNS on phone. Pertinently, a patient suffering from seri- ous cardiac ailment passed away at SKIMS allegedly due to inordinate delay created by mobile magistrate North Kashmir on December 9. The ambulance according to its driver Na- zir Ahmad was halted for almost half-an- hour at Seelu Sopore allegedly for using a wrong siren. “I was ferrying the patient from Handwara to SKIMS. As I reached Seelu Sopore, the authorities stopped me and opened all the lights and siren of ambulance. They kept the siren near ambulance tyre and asked me to break the same,” Nazir Ahmad, the ambulance driver working in Handwara district hospital had told KNS on phone. He further stated that the authorities made the ambulance wait for more than 30 minutes and that he repeatedly requested the officials about the critical condition of the patient but to no avail. “I requested them several times that the patient is in a critical condition with a major cardiac at- tack but they made me to wait on the road side and smashed the siren.” The reports received by Kashmir News Service said that a 60-year-old Abdul Rah- man Dar, resident of Yansoo Handwara was admitted at District hospital Hand- wara under MRD number 11408, dated De- cember 9, 2013. The doctors at the district hospital after diagnosing the patient of having suffered due to major cardiac ar- rest had referred him to SKIMS. However, on December 11, the Mobile Magistrate North Kashmir told KNS that there was no patient in the ambulance bearing number JK05A 3402which was stopped by him at Seelu Sopore during a routine check. Taking to KNS, Manzoor Ahmad Khan, the Mobile Magistrate Baramulla, Kupwara and Sopore said: “The ambulance which was halted for five minutes was ferrying no patient but few passengers including a woman.” Mr Khan added that the driver of the Sumo Type ambulance was stopped by his team after he created nuisance by using continuous siren despite the directions to stop the siren. “I was on my duty checking the vehicles at the spot. Awareness camp under ASCAD at Kupwara The department of Animal Husbandry through its Disease In-vestigation wing Kupwara organized an awareness camp on Livestock Health under ASCAD Scheme at Town Hall Handwara on 10-12-2013 in which large number of progressive farmers participated. The pro-gram was presided over by Additional Deputy Commissioner, Hand-wara and was attended by other dignitaries as well. Detailed lectures were delivered and presentations were shown to farmers by experts from Animal Husbandry department on various diseases especially Brucellosis and Avian influenza. The program was appreciated by farmers and they requested for such programs in future as well. ‘We did our job’: PoliceSrinagar, Dec 12, CNS: A family from Sumbal Thurs-day alleged due to ‘political pressure’ police is not taking any action against a driver who seriously injured their 3 years old son with his Tata Mobile vehicle. The mother of three years old kid Aqib Hamid Mir told CNS that a Tata Mobile van that was driven by one Bilal Ahmed Ganaie son of Muhammad Shafi resident of Ar-ampora Sumbal hit her son and injured him seriously. “My son has lost both the legs while the doctors at SKIMS told us that it will incur at least Rs 3 lakh for his treat-ment,” she said adding irony is that police did not even arrest the erring driver.

The mother of the injured kid said that a top police official informed them a political leader does not want any action should be initiated against the erring driver. “Police neither arrested him nor seized his vehicle,” she said. Terming the allegations baseless, SDPO Sumbal Irshad Ahmed told CNS that police not only seized the Tata Mobile van but also arrested the erring driver. “We registered a case vide FIR number 206/2013 under section 279 and 337 of RPC. The accused has been bailed out while the Court ordered the release of vehicle today,” SDPO said adding that they will soon file a challan regarding this case in the court of law.

Chief Minister, Omar Abdullah Thursday highlighted the impor-tance of upgrading the financial status of the State to generate ad-equate resources for undertaking various development projects of the State interest and complet-ing them in a time bound manner from the State’s own generated funds.The Chief Minister said that the gap between the resources and expenditure puts greater hurdle to take up the development projects in hand and complete them in a fixed time frame. He said the funds received by the Centre Govern-ment are earmarked for the iden-tified schemes and untied funds

are of meagre quantity as such not available to cater to the particu-lar needs of people in a particular area.

The Chief Minister said while the State is thankful for the financial assistance provided by the Union Government for the development purpose, yet there is need that the State catapults its own resource generation to give fillip to the developmental activi-ties. He expressed the hope that State Finance Minister, Abdul Ra-him Rather who is also the Chair-man of the Empowered Commit-tee of State Finance Ministers of India will use his office to get ad-ditional share of taxes from the Centre Government to the State.The Chief Minister this morning inaugurated the building complex of Excise and Commercial Taxes (ECT) at Solina here constructed at a cost of over Rs. 34.50 crores. The Excise and Commercial Taxation complex is having five floors hous-ing the Departments of Excise, Commercial Taxes and Passenger

Taxes. The complex has been con-structed by Jammu and Kashmir Projects Construction Corpora-tion (JKPCC).The Chief Minister mentioned the completion and operationalization of Toll Plaza at Lakhenpur and said that it has provided greater facilities to the traders in the transaction of their business and importing goods in a hassle-free atmosphere. It has also helped to check the leakages and upgrade and maintain tax collec-tions. The Chief Minister expressed the hope that the building com-plex will be the reflection of stu-pendous growth towards revenue generation in Jammu and Kashmir, and act as a centre of fair, transpar-ent and efficient management of excise and taxation affairs besides smoothening the process of pay-ment of taxes for the people.The Finance Department has a plan to construct the 2nd Phase of Excise and Taxation Complex on the adja-cent land to house Sales Tax Tribu-nal and Commissioner of Stamps which have presently accommo-

dated in the main complex.Minis-ter for Finance, Abdul Rahim Rath-er and Principal Secretary Finance, B. B. Vyas were present on the oc-casion. The Chief Minister inspect-ed various floors and interacted with the officials in different units functioning in the complex.The office complex which the Hon’ble Chief Minister inaugurated today is having all the facilities which are required for better and conducive atmosphere. The care has been taken to make every facility avail-able to the tax payer. Comfortable waiting rooms with best available furniture are available at each floor. Every block has at least four wash rooms and entire complex with 22 bath rooms besides 180 spacious rooms for the officials.The build-ing is centrally heated with me-chanical installations and modern boiler house. Care has been taken that sufficient quantity of water is stored. Hence 24 synthetic plas-tic tanks with 2000 litres capac-ity each have been installed.The inflow of motor vehicle into the

complex is very high. Hence, apart from over ground parking facility, the building is provided with un-derground parking facility as well. The building has well-furnished auditorium, two meetings halls, a Central library and a Computer Centre. Besides, bar association has been provided well-furnished office in the building. Canteen fa-cility is also available in the Com-plex.The building has been con-ceived with an idea to provide all necessary facility to tax payers and appropriate space has been pro-vided to the J&K Bank to establish a collection centre in the Complex. The state-of-art data centre with three tier power backup, first of its kind in the State by any Govt. department, has been made func-tional at Excise and Taxation Com-plex Rail Head Jammu. Almost all offices of the department of Com-mercial Taxes department are con-nected to the Data Centre through powerful Commercial Taxes Wide Area Network (CTWAN) owned by the department through BSNL

Emphasizes the necessity of improving State’s financial health

Jora for removing encroachment on state land without fear or favour

JAMMU, DECEMBER 12: Minister for Urban Development and Urban Local Bodies, Nawang Rigzin Jora, today said land mafia will not be allowed to encroach upon State land and directed the officers and field staff of Jammu Development Authority to take stringent action against the land grabbers.

“All encroachments on state land including encroachment in Gole Gujral, Jammu should be removed without any fear and favour” maintained the Minister while directing for strict implementation of court orders in this regard.

Speaking at joint meeting of officers of JDA and Revenue Department in Civil Secretariat, Jammu, Jora asked for removing all encroachments on Government land adding that JDA should seek all logistic support from the administration for the purpose.

Secretary to Government, Housing and Urban Development, Satish Nehru, Vice Chair-man JDA, Kuldeep Khajuria, Tehsildar, Jammu, Ravinder Sharma, Assistant Commissioner Revenue, Sher Singh and concerned officers of Urban Development and Revenue Depart-ments were also in the meeting.

“Being guardians of the state land, it was obligatory for JDA to launch a vigorous anti-encroachment drive” Jora stressed and assured all help to the concerned officers and field staff in this regard. He said political interference will not be allowed to come in the way of anti-encroachment drive and directed the officers to take appropriate action in this regard without any fear and favour. He urged for united efforts of citizens and administration to eradicate the menace.Jora assured that best performers will be rewarded suitably.

Sadhotra reviews dev works at Rajouri

JAMMU, DECEMBER 12: Minister for Planning, Ajay Sadhotra, today had an officers meeting at Rajouri to re-view the progress on various development projects in the district.

District Development Commissioner Rajouri and other district officers attended the meeting.

During the meeting, the Minister took stock of ongoing development works being executed under differ-ent sectors and exhorted upon the officers and executing agencies to work in coordination for timely and quality completion of these vital works in the district. He also ex-horted upon the people to extend their cooperation to the executing agencies for smooth and successful implemen-tation of development programmes in the district.

It was informed in the meeting that the road from Rajouri to Bufliaz, (Mughal Road) would be made functional soon.

Various other issues deliberated in the meeting included upgradation of Hamilton bridge to double lane plate girder decking in view of declaration of bridge as unsafe, requirement of balance matching state share for different schemes under NABARD and RIDF XIB to XBIII, release of funds for clearance of forest land, house com-pensation cases of R&B department and construction of community hall in district Rajouri.

The District Development Commissioner present-ed a detail description of status of various development and other welfare programmes besides highlighting the achievements of current financial year under district plan.

GH Mir inaugurates Employment Fair at

Kreeri, PattanSRINAGAR, DECEMBER 12: The Minister for Agricul-

ture, Mr. Ghulam Hassan Mir today inaugurated one day mega Employment Fair at Kanichek Kreeri, Pattan. The Fair was organised by District Employment and Counselling Centre, Baramulla in collaboration with district adminis-tration Baramulla.

About 35 stalls of different departments and agencies have been set up in the fair to provide awareness to the unemployed educated youth and masses about var-ious welfare and self-employment schemes launched by the government. The Minister went across different stalls established by the department and various agencies dur-ing the Fair.

The Minister called upon the youth to avail maxi-mum benefits of the fair and welfare programmes which has been especially designated for unemployed youth for setting up of their own income generating units. Lauding the efforts of Employment and Counselling department for organising such fairs, he said the fair will go a long way in educating people in general and unemployed educated youth in particular about the various steps and centrally sponsored self-employment schemes. He pointed out that such types of programmes will play vital role to educate youth about these schemes.Mr. Mir stressed the need that only self-employment scheme is the big option to solve the problem and for this purpose the govt is providing soft loans on subsidy basis to the intending unit holders. He asked the officers to hold such awareness camps in which to involve youth and provide awareness. He said that peo-ple especially youth had shown keen interest in various self-employment schemes and exhorted upon the edu-cated youth to set up their own income generating units rather than running after government jobs.

Govt set into motion golden era of development across State: Shabir

RAJOURI, DECEMBER 12:

Minister of State for Health, Shabir Ah-mad Khan, has said that the Government has set into motion a golden era of develop-ment and growth in the state.“Every possi-ble resource is being mobilized and pooled to provide basic facilities to the people with focus on equitable opportunities of devel-opment and uniform justice to poor, back-ward and hilly areas” the Minister added. He said Government is abreast with the problems of the people and no stone will be left unturned to redress their grievances.Addressing a series of public meetings to-day at Mughlianmod, Manyal and Azma-tabad in Rajouri, the Minister enumerated several measures taken for comprehensive development of the area. He said that be-sides upgradation of infrastructure under core sectors, the varied tourism potential

of Rajouri and Poonch districts is being explored fully by developing scenic spots and upgradation of tourist related infra-structure. He said work on several tourism projects has already been completed while some projects would be completed during this fiscal and many more projects are in pipe line. Shabir said ecofriendly tourism infrastructure worth Rs. 9.20 crore is be-ing developed at Dara-ki-gali adding that upgradation of TRC Shadara Sharief besides creation of way site facilities along Mughal road is also apace worth crores of rupees.Shabir assured the people that their genu-ine demands will be given due consider-ation and redressed in a time bound man-ner. He appealed the panchs and sarpanchs to act in close coordination with the local administration in the implementation of various welfare and flagship development programmes in their respective panchayats.
